여성농업인이 결코 남성보다 적지 않게 농업에 종사하고 있으며, 농가소득에 기여를 함에도 노동에 대한 가치가 인정되지 않고 있다. 농업주종사 여성의 82% 이상이 농업농촌기본법상의 '연간 90일 이상 농업에 종사'하여 실제 농업인이지만, 이를 증명하기 곤란한 상태이다. 이러한 농업인 증명의 어려움으로 정부 정책 및 제도, 상재해 보험 보상시 여성농업인 노동에 대한 가치가 반영되지 못하고 있다. 본 연구에서는 개인의 기록이 법정에서 증거자료로 인정된 사례와 법률관계자 자문에 따라 실제 농업에 종사하나 증명이 곤란한 여성 등 가족종사자의 농업인 증명이 가능한 생활일지를 개발하였다. 생활일지 사용자의 편리성을 향상을 위한 현장적용 시험 결과에서 생활일지 기록 습관은 회계관리, 경영활동 및 효율적인 시간관리 등 여성의 전문농업경영 능력을 향상 시킬 수 있을 것으로 나타났다. 실제 농업종사자를 직업인 인정이 가능한 법으로 정비되고 제도적 지원이 더 궁극적인 목표이지만, 현실적으로 농업인 범위에서 제외되는 농업종사자를 위한 지위인정 방안이 시급히 마련되어야 한다는 측면에서 생활일지 개발의 의미가 있는 것이다. 이러한 생활일지의 목적이 실생활에서 반영되어 여성농업인의 노동을 증명하는 자료로써 활용해야 할 것이며, 적극적으로 판례를 만들어가는 노력이 필요할 것이다. 더불어 이러한 생활일지 기록활동은 경제활동 주체로서의 자기인식과 농업경영과 관련된 지식 및 자료의 축적에 도움을 제공함으로써, 여성 농업인의 농업경영능력 향상에 기여를 할 것으로 기대된다.

The objectives of this study were: a) to classify rural women's roles according to apicultural activity, and b) to find out the needs for education system related to women's roles in agricultural technology and the participation in decision making of farming activities, and c) to put forward the programs in agricultural educational system for supporting rural women according to their role types. This study was based on a literature review, empirical analysis including women in rural Korea. Based on the empirical findings, the following suggestions could be of offered for helping the rural women according to the types of their roles. 1) Family cultural reform, farming helper system, relief of housework allotment, supporting educational expenses, equal opportunity and easier places for participations should be strengthened in education programs of women farmers in Korea. 2) Government should provide diverse incentive programs, appropriate information and educational supports for women farmers' agricultural education including equipment and facilities for easy farm management. 3) Automation and mechanization of farm works, computer education, eco-friendly agricultural production skills, family consciousness and group action, importance and the future prospects of agriculture and farming, leadership role should be strengthened in agricultural education programs for rural women.

Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

This article indicates that the perceptions on the quality of agro-food are socially constructed. Farmers who were producing red pepper in Eumsung county had somewhat different perceptions on the quality of red pepper according to their own marketing channels. Farmers who were selling their red pepper to consumers by direct marketing tend to think the quality attributes more important as follows; information on producers, ingredients, taste and smell, amount of pesticides input, cleaning the harvested red pepper, quality certification by public authority, and brands. Consumers tend to think safety and production area more important, while farmers tend to think the quality attributes as follows; taste, color, variety, soil environment, and largeness. Based on these research findings, we can give some recommendations as follows; 1) the agricultural extension organization in the Eumsung county should change the strategy for local agriculture towards quality management of red peppers. and 2) the local government need to examine the feasibility of quality certifying on red pepper.

The objectives of this study were to analyze present status and to suggest for the future upbringing programs for informal environment educator of Environmental NGOs in Korea. Based on the findings from reviewing environmental educators’ certification systems in Environmental NGOs, the following suggestions should be considered for improving the certification systems. 1) Government and environmental NGOs should adopt a certification system by implementing qualifying examination for employing specification of informal environmental educator. 2) Applicants to obtain a certification of informal environmental educator in environmental NGOs should be qualified through standard processes including taking required curriculum and programs. They must be evaluated informal environmental educator’ ability accurately through their portfolio, teaching ability, professional responsibilities and so on. 3) Standardized curriculum and programs should be adopted by government for the initial preparation of environmental educators reflecting the guidelines from the KOSEE (The Korean Society for Environmental Education) and NAAEE (North American Association for Environmental Education) in the future.

Since 1990, the Korean Ministry of Agriculture and Forestry(MAF) has implemented the program for enhancing rural living environment (Jungjookunkaebal program) to stabilize rural population and community. The program has focused on providing rural areas with various social infrastructure facilities. But, because the program has been done without appropriate consideration on rural settlement system and the unevenness of rurality, people has discredit its necessity and efficacy. This paper discussed desirable strategies and tools to overcome criticism on the program.

The objectives of this study were 1) to evaluate level of satisfaction of the farm helper system which has been executed by Ministry of Agriculture & Forestry from the year 2000 as one of the welfare policies for assisting production activities of woman farmers. and 2) to suggest some measures for improving farm helper system. The data were collected from selected 729 women farmers who utilized the farm helper system. The major findings and suggestions from this study were as follows: 1) Women farmers responded that they had positive attitudes toward utilizing farm helper system by answering 'obtaining mental stability'(34.6%). 'reducing a burden of child birth'(29.2%), 'continuing to work on farm activities'(24.4%) and 'trust in national policies'(10.7%). 2) In addition, women farmers wanted to use the helpers for two months, before and after having a child birth. 3) They suggested that farm helpers system should be extended to other areas such as farming(21.5%), nursing(18.6%), and child-caring(16.1%).

The objectives of this study were to explore leadership program participation of rural leaders and to analyze needs assessment for leadership program. The data were collected from 273 rural leaders by stratified random sampling. The SPSSWIN/ver.10 program was used for analyzing data with frequency and cross-tab analysis. The major findings of this study were as follows; 1) Rural leaders should effectively use leadership competency after leadership program. 2) Major problems of leadership program were lecturers' speciality and rather vague educational purpose. 3) Rural leaders wanted to learn more about rural and agricultural policies, conflict resolution among residents, specific and specialized leadership skills, and organizational activities. 4) Rural leaders responded that they need more programs on developing logical thinking, organizational competency, creative thinking, and positive attitude. 5) Characteristics of rural leaders should be considered in developing and implementing leadership programs.

The "leading farms" or "superior management farms" were relatively capable to overcome various limitations in rapidly changing agricultural environment and economic conditions, and quick to adopt agricultural management innovations and accomplish more compared to the other farms in shorter durations. The farmers from these "leading farms" were innovative and dynamic, and endowed with potentials to be the core leaders in rural society. Their adaptability created a difference and worthy of emulations. The purpose of this research was to propose a policy to develop, promote and sustain these leading farms. There were some problems in communication structures and in implementing agricultural policies for upbringing leading farmers. In coordination with the Ministry of Agriculture and Forestry(MAF) and Rural Development Administration (RDA), this article attempted to come up with workable strategies to solve these problems affecting the leading farms.

The purposes of this study were to explore the differences of decision making in farming settlement and to analyze attributes for vocational decision making of rural youth. The study was carried out by literature review and questionnaire. To analyze vocational decision making of rural youth, the data were collected from 196 rural youth by stratified random sampling. The SPSSWIN/ver10 was used for analyzing data with frequency, percentage, t-test ANOVA and factor analysis. The major findings of this study were as follows; 1) Rural youth decided to become farmers at the middle and high school stage for farming succession and eco-friendly life orientation. 2) Youth parents were the major source of influence on their rural youth to settle in farming. 3) Rural youth with high economic status, upper academic achievement and university graduation showed higher autonomous decision making and lower heteronomous decision making. 4) Rural youth with low economic status and low academic achievement showed unstable vocational decision making. 5) The study suggested that rural youth with unstable decision making should get more educational opportunities and supports.

한국은 제1, 2차 경제개발 5개년계획으로 산업화와 경제 발전을 이룩하면서 심각해진 도 ${\cdot}$ 농격차의 해소를 위해 1970년대 초부터 농촌지역사회 개발을 위한 새마을 운동을 전개하였다. 새마을운동은 근면, 자조, 협동을 기본 정신으로 한 잘살기 운동으로 1970년 당시 대통령이 농촌개발에 대한 강한 욕구와 집념을 천명하면서 농촌 새마을운동에서 시작되었다. 자원이 부족하고 농촌의 사정은 더욱 열악하여 국민의 70%를 차지하는 농민의 상당수가 끼니를 걱정해야 했으며, 도 ${\cdot}$ 농간의 격차는 벌어져 도시로 인구가 몰려들고 사회는 불안정한 상태에서 농촌지역사회의 개발 없이는 나라의 발전도 안정도 기대하기 어려운 실정이었다. 농촌 개발을 위한 환경개선과 소득증대 사업에 주력했던 새마을 운동이 성공할 수 있었던 요인을 정부의 관심과 지원도 있었지만, 새마을 교육을 이수한 새마을 지도자들, 그 지도자들과 함께 근면, 자조, 협동을 실천했던 마을 사람들, 지역사회 주민들의 공동 노력이었다. 이 논문에서는 농촌에서 시작된 새마을운동이 도시의 직장, 공장 새마을운동으로 번져 범국민적 운동으로 나라 근대화의 원동력이 되었으며 성공할 수 있었던 요인들을 살펴보고 국제협력 사업의 일환으로 개발도상국의 농촌 지역사회 발전을 위해 새마을운동 경험을 공유할 수 있는 방안에 관하여 제언하고자 하였다.
