글로벌경쟁 시대에 지속가능한 성장(sustainable growth)을 달성하기 위해서는 경영환경 변화에 대한 신속하고도 유연한 전략적 대응이 요구된다. 이를 위해서는 고객과 시장의 요구에 대한 적극적 대응을 토대로 경쟁자가 쉽게 모방할 수 없는 차별적인 경쟁우위의 확보와 함께 조직의 핵심역량을 강화해 나가야 한다. 본 연구에서는 새로운 도약을 요구받고 있는 한국경제의 선진화를 위한 방안으로 기업경쟁력 향상을 위한 창의가치혁신 전략과 이에 따른 창의가치설계(Creative Value Design) 방법론을 제안한다.

The purport of this paper is to deduce political implication and significance of the proposed redress scheme of 'Consumer Collective Lawsuit (hereinunder "CCL")' under way to be introduced by the Korean government via various assessments per each phase of policy implementation process. To this end, the paper classifies the subject policy (referring to CCL) implementation process into 4 phases: policy origination, policy enactment, policy advertisement, and policy execution. Based on the said classification, assessments per each phase together with pros and cons analysis have been conducted. Through the aforementioned analysis, the paper concludes the following political implication and significance of CCL under way of introduction: - 1. In the case of policy origination led by external parties, a social consensus by and from involved parties with various interests is the most critical; 2. Prior feasibility and/or suitability study is also crucial in the policy implementation procedure; 3. To mitigate inter-ministerial conflicts that might arise from the due policy making procedure, democratization of conflict settlement mechanism, and institutionalization of participation in and disclosure of policy making process are cal led upon; and 4. Prior planning wi th respect to the public relation and advertisements of the subject policy on the table poses substantial significance.

Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

Arguably, the term "Learning Organisation" (LO) was coined in the 1970's, in the organisational learning context, by Chris Argyris. Certainly it has been around for many years. But it achieved new heights of popularity after the publication of Peter Senge's book "The Fifth Discipline the Art and Practice of the Learning Organisation". Now every respectable Government Agency and major company feels obliged to call themselves a L0. A review of the academic literature and organisation documents show many different concepts being described. Indeed, it seems that some organisations claiming to be a L0 have no clear idea of what they mean by the concept. This paper seeks to go behind the confusion to see whether there is still value for serious practitioners to continue using this concept, or whether it is now such a hackneyed phrase that more precise concepts are desirable. The Literature relating to the L0 is vast and it is beyond the scope of a conference presentation to give a comprehensive literature review. Instead, the paper gives an overview of the broad groups using the term and summarises their similarities and differences. It then reviews the key concepts in Senge's work in the light of this cacophony. The paper concludes that the diversity of definitions render the term "Learning Organisation" virtually meaningless. unless it is accompanied by a specific definition. The paper also concludes that the central tenet of Senge's work, which played a major role in popularising the concept, has been largely overlooked by the many organisations claiming this proud title "A Learning Organisation." It is argued that Senge's contribution to the literature in this field, the centrality of systems thinking to effective organisation learning remains a little understood, but critical insight.

This paper presents rationales for a network centric organization and their impacts on organizational effectiveness. A network centric organization shows characteristics that may be used to improve organizational effectiveness and process innovations. However, some conditions are to be satisfied to build a network centric organization. This paper summarizes such pre-conditions for a network centric organization. Korea is evaluated to be a good place to build a network centric organization because of its successful adoption of IT.

A study on the effect of job embeddedness on organizational citizenship behavior and job performanceThis paper aims to examine the main factors of the job embeddedness on organizational citizenship behavior and job performance. To accomplish these purposes, the main factors of the job embeddedness such as fit, linkage, and sacrifice were found from the previous studies. The questionaries of 250 were distributed to the employees working at the Gumi Industrial Complex. The questionaries of 220 were obtained and 202 were analyzed through frequencies, correlation and multiple regression. The results of this study are as followings; First, we conducted exploratory factor analysis for three constructs (fit, linkage, and sacrifice) using oblique rotation method that did not assume independence among the factors and main factors of job embeddedness were grouped together by three factors. Second, it is shown that three main factors of job embeddedness have a positive influence on the organizational citizenship behavior and job performance (p<0.05). This study, however, have limitations of number of sample and survey area. The future study should consider these limitations in improving model applicability in practice.

The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

소방조직의 업무효율성과 이를 위한 직원 개개인의 업무수행능력의 검증과 확보라는 관점에서 업무에 있어서 요구되는 지식과 지침을 피드백 시켜 구성원에게 전달하고 적합한 방법을 통해 측정 및 평가함으로서 전문성의 고도화가 가능하게 된다. 본 연구는 이러한 관점에서 이미 실시하고 있는 소방관 전문자격 인증제도를 검토하여 우리나라의 적용 가능성을 검토함을 본 연구의 목적으로 한다.

최근 1인 가상커뮤니티가 성숙화 단계에 들어서면서, 이에 대한 많은 연구들이 이루어지고 있다. 특히, 사이버 커뮤니티는 일반 사용자에게 고립감을 벗어나 사회적 관계(social network)를 맺을 수 있는 기능을 포괄적으로 확장시키고, 이용자들에게는 공동의 관심사와 관계 형성의 공간을 제공한다는 점에서 기존 오프라인 커뮤니티와 같은 역할을 한다고 할 수 있다. 더욱이 '카페' 나 '클럽' 중심의 키뮤니티에서 개인형 커뮤니티 추세로 급변하고 있는 최근에는 블로그 사용자가 급증함에 따라 다양한 초점에서 많은 연구가 필요하다. 이에 본 연구에서는 최근 새로운 미디어로 각광받고 있는 개인형 커뮤니티인 블로그 사용자를 새로운 정보기술의 사용자로 파악하여 기술수용모형(TAM)을 기본모형으로 하여 선행연구로부터 도출된 개인특성 변수들에 대하여 실증분석 한다. 본 연구의 학문적 시사점은 기술수용모델이 블로그 사용 환경에서도 적용 가능한지를 검증한 것이고, 기술수용모델 이외의 요소인 주관적 규범, 인지된 즐거움 그리고 자기 유능감이 블로그 서비스 사용에 미치는 영향력을 알아본 점에서 의의가 있다.

미국 Intel사, Andy Grove 회장이 말했듯이 '기업들이 예외 없이 인터넷 사업에 나서고 있어 향후 5년 후면 따로 Internet 기업이라는 단어를 쓸 필요가 없어질 것이다. 그 때쯤이면 인터넷 영역에서의 상권을 놓고 관련 기업들이 치열한 경쟁을 벌일 것이며 승자가 기존 업체들을 인수하게 될 것이다' 라고 말했듯이 최근에 e-business가 많은 각광을 받고 있는데, 그 이유는 Internet으로 전 세계가 연결이 되고, 사회 전반의 틀이 변화하면서 정보의 도달성과 충실성의 추구가 동시에 가능해졌으며, 고객의 욕구가 단순화된 제품군에서 복잡 다변화된 제품군으로 변화하고 있다. 따라서 빠른 의사결정과 효율적인 제조환경 구축이 요구되면서 Product Life cycle도 단축이 되었으며 e-Business는 급변하는 디지털 경영환경에서 기업의 경쟁력 확보와 경영혁신의 방안으로 그 필요성이 많이 대두되고 있다. 본 연구에서는 e-business 모델의 성공 및 실패 사례들을 심도 있게 고찰해 본 후 디지털 환경의 발달에 기인한 새로운 경영혁신을 위한 e-business의 성공모델에 대해서 그 전략들을 제시해보고자 한다.

본 논문에서는 지방행정혁신의 모델이 될 만한 외국기업 GE의 혁신 사례를 살펴보고, 충북도청에서 추진하는 브랜드사업에 GE 혁신 사례의 적용가능성을 제시하고자 한다. 기업과는 달리 행정기관은 비영리적 기관임에도 불구하고 운영 면에서 두 유형의 조직은 점차 비슷한 성격을 띄어가고 있는 데, 이러한 현상은 공히 고객 중심적 사고방식을 지향하고, 요즈음 CEO형 단체장이 각광을 받으며, 행정기관들도 점차 효과성/효율성을 중시하는 점 등에서 살펴볼 수 있겠다. 이러한 현상들이 행정혁신의 배경이 됨을 고려해 볼 때, 행정기관들은 이미 수백 년간 혁신을 추구해온 기업들로부터 많은 것을 배우고 참고할 수 있을 것으로 보인다.

정부는 그 동안 공공부문의 문제점으로 지적되어 왔던 낮은 경영성과, 저 생산성, 고비용 구조, 낮은 시장 대응력, 조직 운영의 비효율성 등의 문제를 해결하기 위하여 공공부문을 포함하는 정부 혁신을 강력하게 추진하고 있다. 이러한 혁신의 핵심은 체계적인 성과관리에 있다. 지방공기업 역시 경영효율성을 높이고 경쟁력을 강화하기 위해서는 무엇보다도 자율 경영 체제하에서 경영성과를 정확히 측정하고 그에 따른 보상체계를 마련하는 것이 필수적이다. 논문에서는 이러한 BSC(Balance score card) 기반에서 다원화된 평가주체에 부합하는 지방공기업의 성과 지표에 대한 틀을 설계하고 이를 이용하여 실례로 광주광역시환경시설공단에 적용한 사례를 보이고자 한다.

This paper tried to develop differentiation strategies of policy process in governance. Firstly, we reviewed model of policy making(output-oriented model and process-oriented model, normative or idealistic approach and realistic or empirical approach, rational model and cognitive model etc). Now gumi city is making the policy based on the process-oriented model, realistic or empirical approach, cognitive model. So gumi city was winner the test of provinces innovation in 2005. Therefore, when we make the policy, consider these factor: citizen and public service personnel participate policy making process and control policy quality.

This study aims to examine the relationship between job attitude and leadership style perceived by employees in hospital organization. This study have the two purposes; 1) to investigate the relationship between leadership styles and job attitudes(Organizational Commitment and Turnover Intention), 2) to verify the moderate effect of organizational support on the relationship between leadership style and job attitude. We examined the effect of critical leadership styles on the job attitude of employees in hospital organization. Hypotheses on four factors were tested for 7 hospital organizations. In order to test these hypotheses, survey questionnaires were sent to employees of hospital organization in Gyungbuk. As a result, the 185 available data were collected from hospital organization. Correlation analysis and regression had been performed and the results supported hypotheses. The results indicated that it is significant difference between each leadership style and job attitude. Also, organizational support was found to be positively moderated on job attitude.

This note attempts to present knowledge management strategies for the upcoming 4th elected local government. Despite the series of efforts by the central government of Korea, it seems that local governments and their affiliated organizations have been very slow even understanding the necessities of knowledge management as well as adopting any particular knowledge management system. This study analyzes the evolutionary process of knowledge management policies by the central government and presents knowledge management strategies.

Recently, information technology are rapidly diffused throughout the world. A new paradigm, 'telework' and 'distant education' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. In the computer and information communication technology areas related with web-based telework-distant education, the disabled expect vocational rehabilitation. Therefore nowadays, the disabled effort to adapt to the new information era by web-based telework and distant education. This study attempts to suggest developmental framework of employment innovation model to vitalize the disabled vocational rehabilitation.

Business operates under the fast pace of large-scale changes. These changes occur in environments including competitors, markets and consumers. To survive under these changes, process innovation is becoming the eminent issue faced by executives. Process innovation is to generate, select, and implement new ideas adopting changes in organizational structure, management pattern, human resource management systems and so on. Examples include restructuring, outsourcing, benchmarking, total quality management, and business process reengineering. This study suggests how to develop process innovation ideas. Related screening and implementation techniques are also presented.

In this study, It is suggested how to utilize hardware capacity sizing system for WEB, WAS, OLTP server's CPU, memory, and disk capacity by its user reasonably. To achieve goal of this study, we presented specific approaches in aspect of institutional viewpoint. The result of this study can be reflected gradually in the guideline of informatization related budgeting by MPB(Ministry of Planning and Budget) and e-government supporting program.

The purpose of this study is to generate a proper regulation improvement direction of the public IT project contract law through the current four contract methods and three methods of the awarding party of a contract method. The research method for this paper is derived from the written materials of the present public IT project contract law. Two problems have been processed in order to produce the results: the current contract methods and the awarding party of a contract method. The current contract methods consist of a competition contract, a private contract, and a supply methodology contract. The methods of the awarding party of a contract display a qualified evaluation regulation, the 2nd step competition bid, a standard cost separation tender, and a contract by a negotiation. The results exhibit that the general competition contract consists of four improvement items. The contract by a negotiation contains five improvement items. The group private contract has one improvement item. And the private contract includes one improvement item. These results implicate that the current public IT project contract law demands better improvement work for the ubiquitous Korea.

It has lately been recognized that the sharing and exchanging of the research results information is the critical factor to improve the research productivity. So many institutions are planning or developing the information systems which provide the research information services for researcher. But it has very difficulty in integrating the research resources information due to the dispersion and heterogeneity in data sources, and semantic and structural difference in describing data. We propose the semantic web based methodology and conceptual framework for raising the interoperability of metadata about research results information, which will support the integration of the distributed research data for information services in the end. Finally we proposed the conceptual architecture of research information service system which shows the main components, the functional requirements, and the principal and design direction at implementing the system.

본 연구에서는 청소년들을 대상으로 정의적 특성으로 분류해 온 도덕성의 성격과 발달 수준을 찾아 이를 기초하여 학생들의 자기 이해를 돕고 정의적 성숙을 가져올 수 있게 하는 자기 평가식 도덕성검사를 Kohlberg의 도덕성 발달 수준을 기반으로 한 온라인 도덕성 검사 시스템을 설계 및 구현하는 방법을 연구하였다. 구현된 시스템을 이용하여 학생들 스스로 자신의 도덕성을 진단하고 평가하여 자기중심성으로 부터 벗어나 협동과 상호존중의 관계를 지향할 수 있는 학생이 되도록 하는 것이 이 연구의 주요한 목적이다. 본 연구에서 설계하고 구현한 도덕성검사 시스템이 성공적으로 적용된다면 검사와 검사의 결과에 대한 진로안내가 한 시스템 내에서 이루어지기 때문에 학생들의 진로지도에 대한 효율적인 성과를 가져올 수 있을 것이며, 또한 쉽고 빠른 검사로 인해 지필검사를 통해 실시하는 것보다 훨씬 경제적인 효과를 올릴 수 있을 것이다.

For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole industries so that in order for dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and one among private-sector groups, such as companies, associations and groups. These player sin the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

This study tried to fine the determine of intention to mobile game service acceptance. Our research proposes the theoretical model consisting of factors such as perceived usefulness, perceived ease of using the mobiliphone, perceived price. The data were analyzed using LISREL based on th structural equation modeling, a second-generation multivariate technique. The result show that the perceived usefulness have significant effects on the mobile game service acceptance.

This study first tries to investigate factors that determine the quality of mobile game contents. Base on the information and information system-related studies, our research proposes to show the relationship among the quality of mobile game contents, the level of perceived easy of use and the perceived usefulness. Mobile game contents service providers can get insight on factors that should be considered to improve the quality of contents services. Also, the research findings provide a clue on the success of mobile game service.

The purpose of this study is to confirm whether the task and system development process makes a significant influence on the system performance. The task is defined as a interdependency and system development process is defined as analysis, user participation and executive support. Field research was employed to empirically investigate the relationship among the variables. The finding of the study can be summarized as follows. The strict analysis under the task of high interdependency has a significant effect on the system performance. And high executive support is needed for the system performance under any level of interdependency.

본 연구는 모바일 비즈니스(Mobile-business)에서 모바일 서비스 특성이 고객충성도와 재구매에 미치는 영향에 관하여 연구하고자 한다. 모바일 서비스를 제공하는 기업들이 성공하기 위해서 사용자의 서비스에 대한 충성도를 높일 수 있는 확실한 콘텐츠를 개발하는 것은 매우 중요하다. 모바일 비즈니스의 기존연구를 살펴보면 고객의 충성도와 재구매를 높이기 위해 구체적 어떠한 서비스 특성이 영향을 미치는 가에 대한 연구는 미진한 편이다. 따라서 본 연구는 선행연구에서 연구된 모바일 비즈니스의 특성과 인터넷 특성을 고려하여 모바일만의 서비스 특성을 제시하고, 이를 실증 분석하여 주요한 영향요인을 도출하고자 한다. 본 연구에 제시하고자 하는 모바일 특성의 3가지 유형은 모바일 정보 특성과 인터페이스 특성, 모바일 이용 특성으로 분류하고 있다. 본 연구를 수행하는 방법은 모바일 특성을 선행변수로 하고, 재구매 의도와 고객충성도를 결과변수로 하는 연구 모형을 설정하여 실증연구를 수행하였다. 모바일 사용 주계층인 10대에서 30대를 대상으로 총 226부을 연구에 사용하였다. 연구 결과 첫째, 고객충성도와 재구매 의도간에 강한 영향정도가 있었고, 둘째, 고객충성도에 영향을 미치는 요인으로는 정보 특성 요인과 인터페이스 요인 중 간결성으로 나타났으며, 셋째, 재구매 의도에 영향을 주는 요인은 정보 특성 요인 중 정확성과 최신성과 인터페이스 특성 요인으로 나타났다.

인터넷과 정보 통신 기술의 발전은 비즈니스를 변화시켰고, 교육산업에도 큰 변화를 가져오고 있다. 또한 교육환경과 방법 등에 대하여 다양한 변혁을 가져오고 있다. e-Learning으로 대변되는 교육의 변화는 교육의 패러다임을 변화시키고 있으며, 다양한 요구가 증가하고 있다. e-Learning은 현재 정부차원에서 적극적인 지원을 하여 확산시키고자 많은 노력을 하고 있다. 그러나 중고생을 대상으로 하는 학습사이트의 교육 컨텐츠에 대한 사용자 만족도에 관한 연구는 미비한 실정이다. 이에 본 연구는 e-Learning에 대한 사용자 만족도를 조사하여서 사용자 만족도를 항상 시킬 수 있는 양질의 컨텐츠를 설계하고 개발 할 수 있는 방안에 대해 연구해 보고자 한다.

The purpose of this paper is to make a design and implementation of a diagnosis system of learning misconception of students who learn 'be' verb in the English language by using fuzzy theory. In this system, a fuzzy cognitive map exposes the fact that students' perception and misunderstanding about 'the English' language have an intertwined relationship, and diagnoses causes of misconceptions of students by using fuzzy memory associative memory. It suggests that since most existing systems of rule based expert system have had several limitations, this system will be applied to diagnose learners' misconception of learning in varieties of education areas.
