Since the industrial revolution in 19 century, there had been a pro and con argument on which is better solution between privatization and nationalization in developing the infrastructure projects and in maintaining the infrastructure facilities worldwide. This paper introduces the privatization-nationalization wheel along with its advantage and disadvantage. At this stage according to the global trend, it is the time that the most of infrastructure projects are being developed by the private sector in the industrialized countries. It is mainly because the product or the services produced by the facilities of the infrastructure should be fully paid back by the end users according to the mechanism of the market economy. Some solutions have been suggested for the future development of infrastructure projects in S-N Korea.

This study has been done to make a practical suggestion in figuring out required size of electricity power facility in preparation for reunion of Korean Peninsula, estimated based on capacity increase and demand changes in the past. In making the suggestion, balanced development of South and North Korea Economy, recovery of existing power facilities, and construction of new power facilities were taken into consideration. As an alternatives, study result of power system interconnections in Korean Peninsula and/or in North-East Asia Region, PEACE Network, is suggested with a cooperation scheme of information and communications technology as an extra advantage. Concluded a cooperation of electric power system and information & communications technology in the peninsula is expected to be a great opportunity in developing electric power economy, maintaining clear environment, improving security of power supply in the region, and in reunion of Korean Peninsula and peace in the world.

The automatic utility program in electrical facilities has specially developed to fulfill the needs of electric CAD designers . Designers had separately managed the designing factors such as design, estimates and calculation sheets . However, this automatic utility program produces calculation sheets and volume reports simultaneously while designed. The program also accumulates all data automatically in database in order to be utilized as the statistics and the design data for later project management. Moreover, it is easy for new and inexperienced users to access by using the standard electric symbol libraries and utility modules.

Tideland reclamation in Korea has significant meanings both in securing the staple food supply and in enlarging the limited land resources. Environmentally, that significantly contributes in protecting the sea and the tidelands connected to a reclaimed area from the direct exposure to the environmental destruction by filtering the large volume of contaminant discharged from the inland. Furthermore, within few years after closing a sea dike. formulation of new tideland begins in wide area in front. Therefore, tideland reclamation should not be the one that must be unconditionally objected. Instead, the methodology should be wisely redirected to minimize the environmental disorder. It will be one viable alternative to proceed the tideland reclamation at medium- to small-scales environment-friendly bringing minimal environmental change in the sea.

In this study, engineering characteristics of permeable mortar using water-quenched blast furnace slag as fine aggregates were analyzed by laboratory experiments to examine its suitability for permeable concrete pavement techniques. Engineering characteristics of mortar were investigated by performing both the compressive, flexural strength tests together with the constant head permeability tests for twenty-six types of mixing samples having different percetage of slag, cement and water. After 28days of curing, every performance was tested to find optimum mixture. When the go coefficient of permeability was 10$\^$-2/cm / sec and flexural strength was 30kg/㎠, we conclusion that the best mix design in permeable mortar was made in the condition,60% of cement and 20% of water percentage of unit slag contents. From the present investigations, it is concluded that suitability for permeable concrete pavement techniques using water-quenched blast furnace slag as fine aggregates may possibly be used to achieve effects on strength together with drainage effects.
