The rebuilt and redevelopment projects conducted these days surely have invited overpopulation. Its one of the culprits is the municipal ordinances which allow the floor to site area ratio to increase from 200% to 400% in a decade and the adjacent distance ratio from 1.25 to 0.8 times of height of building. Possible solutions for the overpopulation problem are as below. - The floor to site area ratio should be regulated adaptively according to various regional localities. - Draw back the capital gains coming from a rebuilding project For evaluation process; - Select a suitable plan from plurality of proposals - Gradually encourage projects towards remodeling system in the near future

As consumer, one of the most important things how to get manufactured good is an assurance of quality. We have a consumer protection law which is weaker than product liability law(so called PL law), but stronger than civil law. In this special issue, we want to explain PL law which will be legislated within not long time and to propose a method of protection and defence in building and housing field. As the quality control of constructor, ISO 9000 series for quality assurance and CM (Construction Management) for quality assister are concerned in all construction process. Therefore, above mentioned PL law is very serious problems which are applied in apartment housing, if applied, a little part as not real estate will be possible.

The 4th National Comprehensive Planning is a blueprint of national plan to be accomplished by the year 2020. This article indicates grounds of establishing the plan, characteristics and problems of the plan. Following is the principal contents which are treated in the article; 1st, strategy of constructing opened and combined land axis, 2nd, competency intensifying strategy by areas, 3rd, constructing health and pleasant national environment,4th, strategy for organizing express transportation and information network through the whole land, 5か, special features related building basis of cooperation interchange between North and South Korea. In the conclusion, although there were some problems through 3 times national comprehensive planning, this plan should be helpful to develop nation keeping balance for which construction and preservation would be harmonized appropriately.

There are five suggestions on interrelationship between Hew Development and Preservation of the Environment. First, it is necessary to make the Perservation of the Environment the prime object of the national land development instead of the New Development. Second, the planners and the designers of the land (or city) must sufficiently understand the concepts that make friends with environment. Third, a policy planners need to understand the concepts that make friends with environment and the concepts must be involved when the policy is projected. Fourth, the criteria to evaluate the quality of the New Development must be changed from only the beautiful ones to both the beautiful and the ecological ones. finally, it is necessary to decide on the policy of the environment in cooperation with the developer and the preserver in consideration of economic, environment, and development indicators.
