This study examines the socioeconomic returns to agricultural research and extension services in Korea, using multivariate time series technique and Akino-Hyami formula. Results find that the socioeconomic returns are quite competitive in case of agricultural research with 44.82% internal rate of return and very high in case of extension services with 207.82% internal rate of return. Agricultural production responds to the agricultural research shock about four years after the shock. The magnitudes of the impacts increase until a peak is reached nine years after the initial expenditures and the impacts declines to a zero level after about twenty years. This lag lengths are consistent to the usual literature on research, which finds lags of seven to thirty years. Agricultural production responds to an agricultural extension shock immediately and declines to a zero level after about four years. Thus, the lag lengths are much shorter than those by research shock.

The purpose of this study was to explore a paradigm for the development agricultural cooperative unit in Korea. To fulfill the purpose of the study, both a review of literature and case studies was used. The agricultural cooperative units selected for the survey were Doduram Swine, Songtan Cooperative Organization, Okyung Cooperative Farms, and Harim Poultry Company. To identify major factors and limitations associated with effective management of agricultural cooperative units, selected cooperative units for production, processing and marking were surveyed and analyzed. This study identified four major factors to be included in a development paradigm of effective agricultural cooperative units which were: 1) active participation of farmers, 2) techniques end attitude of participants, 3) horizontal integration of a high technology enterprise with agricultural production, and 4) increasing cooperative work on production and marking within the unit. Based on the results of the study, the following recommendations were made for further improvement and development of agricultural cooperative units : First, farmers should be encouraged and motivated to participate actively in agricultural cooperative units. Second, participants of the agricultural cooperative units should be equipped with both technical knowledge and skills on agricultural production, processing and marking. Third, a national net-work system should be established for the agricultural cooperative units throughout the country. Fourth, agricultural cooperative units should be expanded to various agricultural sectors covering wider area. Finally, agricultural cooperative units should be supported by farmers, agricultural organizations and the government for more effective management and further development.

The purposes of the study were to find out the basic needs of rural people and to get some implications for the integrated rural regional development. The data were gathered from 376 local government officers and change agents in 8 Provinces. Major results of study were as follows ; (1) Average income of rural households meet $90{\sim}100$ present of average income of urban households. (2) Most of respondents replied that average labor inputs should not exceed $7{\sim}8$ hours per a day. (3) Basic requirement of school career for the rural life was high school graduate. (4) Education expenditure should be less then 6 percent of total consumption expenditure. (5) Rural people should be able to access to basic public facilities such as school, hospital and drag store within thirty minitues. (6) Desirable housing space for rural life was $66{\sim}72.5m^2$. (7) Rural people should enjoy $3{\sim}4$ times of cultural activities and $3{\sim}4$ times of tours in a year.

본 연구의 목적은 지도교육자의 직무가 컴퓨터 경험, 지식, 태도, 사용에 미치는 영향을 구명한 후 지도 교육 시스템에서 컴퓨터 연수 프로그램을 직무에 따라서 그룹화하여 실시하는 것이 적절한 방법인지 그 타당성을 조사하는데 두고 있다. 연구방법은 중다변인변량분석(MANOVA)에 의해 이루어졌다. 연구 결과에 의하면 이들간에는 통계적으로 유의한 관계성이 있다고 나타나며, 따라서 컴퓨터 연수 프로그램을 설계시 직무는 고려해야 할 중요 변인으로 여겨진다. 한편 직무에 따른 참가자들의 그룹화는 쉽게 이루어 질 수 있으므로 실질적인 측면에서도 설계자들이 고려해야 할 요인으로 여겨진다.

The decentralization of local extension authority is due to several aspect of improper law on extension. First, extension authority has not treated the extension law properly though it has many local office in province, counties, villages. Second, the authority concentrated too much on the service ignoring the local offices are under the improper law. Third, the authority lost their dignity when other institutions argue for their work on the extension services, Extension Institution should change, but the change should come with proper law environment.

The rural extension in Korea faces transient period since Green Revolution. The urban-centered rapid industrialization policies have initiated the changes in rural and agricultural sector. Nowadays, the World Trade Organization (WTO), newly established by the agreement of the Uruguay Round (UR), is accelerating the changes in rural areas. The rural structural adjustment program established in 1990, in order to cope with the internal and external changes encompassing rural Korea. The rural structure adjustment program is a political responses to reduce the development gaps among industries and regions within the country and to reinforce the price competitiveness of agricultural products toward trade liberalization. This study aims to apply the contents and principles of the rural structural adjustment program for the extension education. It argues that the rural extension should play a pivotal role to gather, process, and deliver the information related to the rural structural adjustment initiating rapid rural social changes. It suggests that the rural extension services should deal with the development of industries through introducing business management techniques and linking relevant laborers, and the education and employment guidance of potential employees as well as the technological assistance on farm management to farmers.

The objectives of this study is to explore the cooperative directions of extension services between Rural Development Administration and National Agricultural Cooperative Federation. Both organizations should share their extension roles and functions in order to increase the effectiveness and adaptability of their services, and activity. It is desirable that the R.D.A. takes responsibility for technological of the services and the N.A.C.F. takes responsibility for management aspects.
