Objective : Recent government policy for encouraging increased birth rate and its historical background were reviewed from the standpoint of a midwife. Suggestions were made for an effective policy to encourage more births. Possible roles of midwives regarding this new policy were also discussed. Methods : Literature reviews and internet research Results : Korea has been very successful in implementing its population control policy since the 1960s. It now considers a policy to encourage increased births due to falling birth rates. There are two opposite sides on this policy. One is positive and the other is negative opinion. The health of women and children should be given top priority in any policy -making or decisions, so that the quality of their lives can be improved. Midwives can be active members in the establishment and implementation of such policies. Conclusion : This policy to increase birth rates can be a good opportunity for midwives to publicize the fact that normal deliveries can be handled economically, efficiently, and safely by them. This will attract more women to employ midwives and use their clinics. If midwifery clinics in the form of a corporation or a consortium with other health care professionals can be established, they could be developed as One-Stop Women's Health Care Centers, where health needs of, not only pregnant women, but all women over the course of their lifetimes can be satisfied.

In eyesight to be corrected, the children in poverty reached 26%. As a result of a blood laboratory test, the children with high T-cholesterol reached 5.84%; high SGOT/GPT 6.3%. In anemia, 41.4% of boys in poverty were suffering from it, compared to 7.5% of girls. In Internet addiction, children in poverty showed lower value than those in non-disadvantage children, but there are correlated between CDI and internet addiction test. The design of this study is a quasi experimental study of non-equivalent control group pre-test/post-test design. Method: The subjects of this study were the hospitalized preschoolers receiving an operation in C University Hospital. These totalled 60 and were divided into a 30-person-control-group and a 30-person-experimental-group. The data was collected from June 1 to October 5, 2002. The Experimental treatment was carried out according to Therapeutic Play Program developed by Researcher. The instruments used in this study were the observational records for Hospitalized preschooler's Anxiety behavior response, pulse rate, and respiration rate of the preschooler's. The collected data were analyzed with real numbers, percentage, t-test, and $X^2$-test, using SPSS WIN 11.0 program. Result: Hypothesis, "The experimental group provided with a Therapeutic Play Program would show a lower score of the pre-operative anxiety behavior(t=13.79, p=.00), pre-operative pulse(t=4.50, p=.00) and pre-operative respiration rate(t=4.29, p=.00) response than when the control group was not provided", was supported. Conclusion: Therapeutic Play Program is determined to be useful for reducing Pre-operative anxiety of the preschoolers.
Purpose: The research was to identify menstrual regularity & mental health-related factors on unmarried women of childbearing age and provide a raw material in terms of setting up health policy. In 30s of irregularity mensutration women, it was accounted for 12.5% over than 3months experienced. General characteristics varied by menstrual regularity were age (p=.044), education level (p=.035) and in terms of mental health-related factors, they were stress (p=.044), sleeping time (p=.039). Multiple regression analysis was carried out to identify how influential these factors are on menstrual regularity. Measurement instruments were the Procedure Behavior Check List(PBCL) and Faces Rating Scale(FRS). Results: The first hypothesis, "the PBCL point of children with malignant disease would decrease after play education program", was rejected(before insertion : Z=-0.189, p= .850, during insertion : Z=-0.350. p= .727, after insertion : Z=-0.590, p= .555). The second hypothesis, "the FRS point of children with malignant disease would decrease after play education program education", was rejected(observer 1 : Z=-0.245, p= .806, observer 2 : Z=-0.912, p= .362, self-report : Z=-0.181, p= .856). The third hypothesis, "the Time of needle insertion would decrease after play education program", was rejected(Z=-0.464, p= .642). Conclusion: The effect on fear-reduction of play education program for children with malignant disease inserted implanted port was not significant but continuous education is needed for parents and children.
