Korea's Logistics Education and Certification System to Support Globalization (글로벌 시대의 물류전문인력 육성 과제)

  • Recent trends in globalization and informatization underscore the importance of logistics. As a result, there is a need for skilled and specialized logisticians. Third Party Logistics (TPL) and Supply Chain Management (SCM) require logisticians with a broad base of knowledge in areas such as multimodal transport, international trade, information technology computers, finance, operations management, etc. This study conducted a survey to find out the opinions of demanders and suppliers. The results of the surrey show that there are more skilled logisticians in the field of management, computer works in manager level and system management. The survey also found that the certificate exam, which the Ministry of Construction and Transportation started in 1997 as the "Certified Logistics Manager" exam, should have more questions in areas such as foreign languages, computers, logistics information, management skills, etc. To produce better logisticians in Korea, the government will have to invest more into their education, especially near the major ports and metropolitan areas. In addition, it is important that universities and companies work together to provide students with internship and other field-experience teaming opportunities. Logistics education centers should be built at the national level. In addition, the existing certification should be divided into two separate certifications: one for ordinary logistics, and one for international logistics. To further improve the certification system, short-answer or essay questions should be added to the second exam, and an additional certification for the highest level logisticians, a so-called "professional logisticians certificate," needs to be introduced.ntroduced.

  • Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

  • In this study, an application was developed to reduce the work between labor and safety managers and to hire better workers when hiring workers. With the expected increase in foreign workers in the future, the number of illegal workers will also increase. As a result, accident and on-site management are becoming more difficult due to insufficient information collection of workers. Therefore, it was possible to secure on-site safety through an application that could collect accurate information and reduce the time of information exchange between safety managers and labor managers. In addition, the application was designed to help the safety manager identify the faithful workers more quickly when re-employment of the day laborers if many day laborers were assessed and filled out as they were. This anticipates the expected effect of shortening the construction period. The current application collected necessary information through an interview with the site manager. If the company collects more information needed in the field and has big data than it has collected necessary information so far, it will be highly competitive in the market as it can improve the completeness of applications by establishing opinions and reflecting information accordingly.

Applying Lean, Green, and Six-Sigma Framework to Improve Exterior Construction Process in Saudi Arabia

  • Over the last decade, Saudi Arabia has experienced significant economic increases as evidenced by the 30% growth in its gross domestic product; furthermore, the construction industry has increased 10% in the same time period. Due to this significant growth, the construction industry is encountering issues related to construction quality resulting in significant waste and associated environmental impacts. In this research, we applied our previously developed framework that integrates three different methods-Lean, Green, and Six-sigma - to a residential construction complex in Saudi Arabia. Our aim of this case study was to explore the application of the framework in practice to glean quantitative results and further validate the framework. In the case study, we used the developed framework to identify a significant issue related to quality and delays - final completion of 53 residential units was delayed because of failed exterior buildings surfaces. We then used the framework to define the causes behind the defects via a field investigation of the 53 units. Of the defect, construction execution was responsible for 43% of the defect, 31% untrained workers, 19% unfavorable construction weather condition, with 7% accounting for other issues. A procedure was developed in concert with the construction manager and overall developer reducing the amount of rework and waste causes revealed by the field examination and the framework. Although two steps were added to the original construction process to overcome waste causes, still save a lot of resources and reduces environmental impact. In summary, we found that the Lean, Green, Six-sigma framework increased productivity, quality, and reduced waste.

  • This study deals with the application of USN wireless inclinometer sensor for earth retaining structure safety measurement, The application of wireless inclinometer sensor has great advantage about real-time monitoring of earth retaining structure, It allows a construction manager to monitor movement data from anywhere connected through internet during the process of excavation for substructures of buildings, To validate the applicability of the wireless inclinometer sensor. laboratory and field tests have been performed, The results have shown that the measured values of wireless inclinometer sensor represent the behavior of H-pile well, Both convenience of sensor installation and real-time monitoring of earth retaining structure are confirmed, The proposed wireless measurement system provides a good basis for exact measurement of temporary substructures, More measurements and application are expected for the other excavation sites with various conditions.

Identification of Factors Influencing the Operability of Precast Concrete Construction Shipment Request Forms

  • Recently, interest in the precast concrete (PC) construction method has been increasing. The PC construction process consists of i) design, ii) production, iii) transportation, and iv) installation. A PC field manager at the site submits a shipment request form to the factory one to three days before the installation of the PC component. Numerous matters should be considered in writing a shipment request form. Incorrect shipment request forms may cause standby resources, waste of resources, premature work conclusion, or excessive work. These issues can lead to an increase in construction costs, replanning of PC component installation, or rework. In order to prevent such problems, PC component installation should be simulated based on the shipment request form. Accordingly, this study aims to identify factors influencing the operability of shipment request forms for PC construction. To this end, this study derived factors influencing i) initiation of the activity, ii) addition or deletion of activities, and iii) an increase or decrease in the activity execution time. As a result, this study identified flow, the features of PC components, condition of PC components, unloading location, installation location, input equipment and labor, number of anchors, number of supports, weather, strike, and accident. Further studies should verify the factors derived in this study based on focus group interviews.

  • The high-rise building construction field in the urban area is short of working space because it is surrounded by adjacent buildings and nearby roads. The insufficient space causes problems of interference and conflicts in transporting materials and working at the site. These problems can be resolved partly through the proper selection and layout of temporary facilities. A method proposed in this paper supports a decision-maker to evaluate and select the alternatives of temporary facilities plans by establishing and analyzing processes and influence factors of them. Knowledges considered in planning temporary facilities layout are structurized and a program is implemented for a field manager. Case studies are performed to evaluate the feasibility and applicability of the proposed method.

  • The rising number of accidents during building demolition work has significantly heightened interest in this field. This study undertakes a comprehensive analysis of the essential capabilities required for building demolition experts, drawing on both domestic and international examples. This includes an examination of training courses for building demolition inspectors and the competencies mandated for structural demolition roles as per Korea's National Competency Standards(NCS). Furthermore, the study reviews the qualification tests and training programs for building demolition professionals in the United States, Japan, and England. The research concludes that the expertise needed for demolition construction professionals should be categorized into seven key domains: legal, structural, safety, planning, operational, constructional, and environmental aspects. These competencies are further divided across three professional tiers: technician, engineer, and manager.

  • Recently, quality inspection and defect management have been considered as one of the major issues for increasing customer satisfaction and corporate image in domestic construction industry. However, the quality inspection and defect management have not been performed systematically because of insufficient field managers, the excessive amount of documents, complicated work process and difficulty in communicating construction information. Therefore, the field manager could not perform the quality inspection and defect management work in time as well as the reliability of recorded quality and defect data was decreased. The primary objective of this study is to propose a quality inspection and defect management system using information technology which enables field managers to efficiently gather the information of defection in apartment housing. It is anticipated that the effective use of the proposed system would be able to imp개ve communication among the related participants and systematically accumulate data that might be used in similar construction projects.

  • Schedule management of construction work is important in order to complete construction projects within a given period of time. As activities increase and relations become more complex, schedule management software becomes increasingly necessary. To address this, attempts are being made to incorporate web-based ICT (information and communications technology) in construction project management. This research proposed a method to manage construction schedules via web pages using Flash. The interactive and graphic property of Flash enables a field manager to manage schedules easily and efficiently. A prototype was implemented using Flash and Action Script, and it was applied to a sample network in a web page.
