A Study on the Design of the Appraisal System of Permanent Archival Institutions : Focused on the Seoul Metropolitan Archives (영구기록물관리기관의 재평가체계 설계 연구 서울기록원을 중심으로)

  • This study aimed to design an evaluation system applicable to permanent record management institutions, focusing on the Seoul Archives, in order to implement the reevaluation of permanent record management institutions. As a process for this, an area for evaluating evidence, administrative, and historical values was established and detailed evaluation factors were derived. In order to effectively apply the set evaluation factors, the evaluation procedure was designed by dividing them into three stages. In the first stage of law-based evaluation, long-term preservation was determined by identifying the position and legal form of policymakers that can be immediately evaluated according to clear standards. Records that have not been determined for long-term preservation were reorganized into evaluation factors, such as record management standards, official document classification tables, pledges, and policies, which are the second stage of business function-based evaluation, and then comprehensively applied to review the validity of long-term preservation of held records. In the second stage of evaluation, records that were not judged as long-term preservation were judged by applying historical events, cultural assets, and collection policies in the subject-based evaluation stage, which is the third stage of evaluation. The designed evaluation system can find significance in minimizing the arbitrariness reflected in the evaluation and increasing the efficiency of the evaluation, and it has been confirmed that it is possible to evaluate comprehensively reflecting the various contexts and values of the records. In addition, a re-evaluation system suitable for permanent records management institutions was established by combining balanced macro-evaluation and micro-evaluation.

  • Distributed Ledger Technology (DLT) refers to a process and related technologies that enable a person to safely suggest, verify, and record state changes (usually updates) to synchronize ledgers distributed across network nodes. DLTs are becoming increasingly important as data management requirements evolve. Therefore, they need to understand the current state of standards (such as distributed storage and access technologies) to address future requirements. This paper provides ITU-T FG-DLT standard activities, such as standardization ization trends, use cases, reference architectures, platform evaluation criteria and future prospects.

  • Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

  • Electronic Records Management System (ERMS) is a computer program or set of applications that is utilized for keeping up to date records along with their storage. ERMS has been extensively utilized for enhancing the performance of academic institutions. The system assists in the planning and decision-making processes, which in turn enhances the competencies. However, although ERMS is significant in supporting the process of decision-making, the majority of organizations have failed to take an initiative to implement it, taking into account that are some implementing it without an appropriate framework, and thus resulted in the practice which does not meet the accepted standard. Therefore, this study identifies the factors influencing the adoption of ERMS among employees of HLI in Yemen and the role of such adoption in the decision-making process, using the Unified Theory of Acceptance and Use of Technology (UTAUT) along with Technology, Organization and Environment (TOE) as the underpinning theories. The study conducts a cross-sectional survey with a questionnaire as the technique for data collection, distributed to 364 participants in various Yemeni public Higher Learning Institutions (HLI). Using AMOS as a statistical method, the findings revealed there are significant and positive relationships between technology factors (effort expectancy, performance expectancy, IT infrastructure and security), organizational factors (top management support, financial support, training, and policy),environmental factors (competitiveness pressure, facilitating conditions and trust) and behavioral intention to adopt ERMS, which in return has a significant relationship with the process of decision-making in HLI. The study also presents a variety of theoretical and empirical contributions that enrich the body of knowledge in the field of technology adoption and the electronic record's domain.

  • Purpose: This study was conducted to construct evidence based clinical guidelines and to develop nursing process based performance measures for prevention and management of pressure ulcers, falls and pain. Method: Clinical guidelines were drafted through a comprehensive review of relevant literature, national guidelines and hospital protocols. The proposed guidelines were reviewed by a panel of experts and 90 hospital nurses, and refined on the basis of their suggestions. Nursing process based performance measures were developed based on the clinical guidelines and content validity was examined by surveys from 90 hospital nurses. Results: All items, except timetable for position change and pressure ulcer nursing record, in the guidelines for prevention and management of pressure ulcer were appropriate. Most items, except fall risk assessment tools, were appropriate for the guidelines of fall prevention. All other items, except the purpose of pain management, were appropriate for the guidelines of pain management. Performance measures developed in this study were acceptable as a tool to evaluate quality of nursing care. Conclusion: Nursing process based performance measures provide important indicators to monitor whether necessary nursing care is implemented and can be used as the primary resources to improve quality of nursing services.

  • Certified e-Document Authority keep it with protection legal as a system a guarantee and identifies originality of an e-Record, It presume to be authenticity e-Records and contents of an e-Record prove what was not changed. But, e-Records has high medium degree of dependence and loss danger of information has very high problems. In addition, Because correction(attachment and deletion) and a revision of information are easy, a problem for integrity and the originality of an e-Record is caused. Existing system show the following inefficient. For the originality guarantee, an existing e-Documents encryption method accomplishes a encrypted process of a whole document with a symmetric key, if the information revised midway, the whole documents content must accomplish re-scanning and re-encryption process again. To get over such inefficient, this paper maximize efficiency which occurred at the time of partial information revision request by encryption and managing using the link information based on the linkage characteristics of the each page on the registered requested e-Documents, It was able to increase security configuration by minimizing problems on an information exposure through increasing complicated of the key management.

Development and Lessons Learned of Clinical Data Warehouse based on Common Data Model for Drug Surveillance (약물부작용 감시를 위한 공통데이터모델 기반 임상데이터웨어하우스 구축)

  • Purposes: It is very important to establish a clinical data warehouse based on a common data model to offset the different data characteristics of each medical institution and for drug surveillance. This study attempted to establish a clinical data warehouse for Dankook university hospital for drug surveillance, and to derive the main items necessary for development. Methodology/Approach: This study extracted the electronic medical record data of Dankook university hospital tracked for 9 years from 2013 (2013.01.01. to 2021.12.31) to build a clinical data warehouse. The extracted data was converted into the Observational Medical Outcomes Partnership Common Data Model (Version 5.4). Data term mapping was performed using the electronic medical record data of Dankook university hospital and the standard term mapping guide. To verify the clinical data warehouse, the use of angiotensin receptor blockers and the incidence of liver toxicity were analyzed, and the results were compared with the analysis of hospital raw data. Findings: This study used a total of 670,933 data from electronic medical records for the Dankook university clinical data warehouse. Excluding the number of overlapping cases among the total number of cases, the target data was mapped into standard terms. Diagnosis (100% of total cases), drug (92.1%), and measurement (94.5%) were standardized. For treatment and surgery, the insurance EDI (electronic data interchange) code was used as it is. Extraction, conversion and loading were completed. R language-based conversion and loading software for the process was developed, and clinical data warehouse construction was completed through data verification. Practical Implications: In this study, a clinical data warehouse for Dankook university hospitals based on a common data model supporting drug surveillance research was established and verified. The results of this study provide guidelines for institutions that want to build a clinical data warehouse in the future by deriving key points necessary for building a clinical data warehouse.

  • Administrative information dataset records produced by various systems designed for work are difficult to manage on a case-by-case basis, requiring separate procedures to identify and evaluate data-sets. Identified data set records are apprasal and transferred to the records management system or disposed of. In this process, sufficient records management elements must be reflected in the production system itself in order to adhere to the principles of record management. In this paper, the functional requirements of the production system to accurately identify and safely manage data-sets were derived and applied based on the case of the KR property management system. It is hoped that this research on functional requirements of production systems will be added to lead to the creation of standards for functional requirements of data set production systems.

  • Although Korea's records management has achieved administrative development not only in private companies but also in public institutions, administrators and employees still lack awareness in records management. Nevertheless, knowledge management has been studied for a long time as a pillar of administration. Thus, this study compared and analyzed the records management process suggested in ISO 15489-1:2016 and the knowledge management process. In addition, by comparing and analyzing the records management components suggested by ISO 30301 and those of knowledge management suggested by ISO 30401, it was confirmed whether records management could be an axis of management similar to knowledge management. Moreover, an integrated model of records management and knowledge management was presented based on the comparative analysis of processes and management elements, and its implementation was presented from administrative and information governance perspectives.

  • A medical information management system for small to medium sized clinics and hospitals is developed. The system is designed to process, analyze and manage each patient's clinical record using database technique. The structure of the database was determined and implemented through careful and rigorous study of medical practices in Korea and, therefore, reflects the needs of information management in Korean medical community. Furthermore, a sophisticated inference engine that can deduce possible diseases from the result of medical examination is added to the system to provide doctors with a guideline in medical diagnoses.
