A quantitative assessment method of network information security vulnerability detection risk based on the meta feature system of network security data

  • Because the traditional network information security vulnerability risk assessment method does not set the weight, it is easy for security personnel to fail to evaluate the value of information security vulnerability risk according to the calculation value of network centrality, resulting in poor evaluation effect. Therefore, based on the network security data element feature system, this study designed a quantitative assessment method of network information security vulnerability detection risk under single transmission state. In the case of single transmission state, the multi-dimensional analysis of network information security vulnerability is carried out by using the analysis model. On this basis, the weight is set, and the intrinsic attribute value of information security vulnerability is quantified by using the qualitative method. In order to comprehensively evaluate information security vulnerability, the efficacy coefficient method is used to transform information security vulnerability associated risk, and the information security vulnerability risk value is obtained, so as to realize the quantitative evaluation of network information security vulnerability detection under single transmission state. The calculated values of network centrality of the traditional method and the proposed method are tested respectively, and the evaluation of the two methods is evaluated according to the calculated results. The experimental results show that the proposed method can be used to calculate the network centrality value in the complex information security vulnerability space network, and the output evaluation result has a high signal-to-noise ratio, and the evaluation effect is obviously better than the traditional method.

발전소 및 수전해 시스템의 수소 폭발 사고 사례 기반 위험성 평가 및 개선 방안 연구 (A Study on the Risk Assessment and Improvement Methods Based on Hydrogen Explosion Accidents of a Power Plant and Water Electrolysis System)

  • This study addresses the escalating issue of worldwide hydrogen gas accidents, which has seen a significant increase in occurrences. To comprehensively evaluate the risks associated with hydrogen, a two approach was employed in this study. Firstly, a qualitative risk assessment was conducted using the bow-tie method. Secondly, a quantitative consequence analysis was carried out utilizing the areal locations of hazardous atmospheres (ALOHA) model. The study applied this method to two incidents, the hydrogen explosion accident occurred at the Muskingum River power plant in Ohio, USA, 2007 and the hydrogen storage tank explosion accident occurred at the K Technopark water electrolysis system in Korea, 2019. The results of the risk assessments revealed critical issues such as deterioration of gas pipe, human errors in incident response and the omission of important gas cleaning facility. By analyzing the cause of accidents and assessing risks quantitatively, the effective accident response plans are proposed and the effectiveness is evaluated by comparing the effective distance obtained by ALOHA simulation. Notably, the implementation of these measures led to a significant 54.5% reduction in the risk degree of potential explosions compared to the existing risk levels.

  • 본 연구에서는 다양한 위험성 평가 방법중에서 사고의 발생 경위를 연역적으로 추론해 나가는 이상 트리 분석 방법을 이용하여 정상사상을 일으킬 수 있는 시스템 요소들의 파악으로부터 화학공장의 사고 발생 가능성을 산정하였다. Gate-by-gate 방법과 최소 컷 ? 방법을 이용하여 공장내 존재하는 잠재위험에 대하여 정성적 및 정량적 위험성 평가를 수행하였다. 정량적인 위험성 평가 단계에서는 시스템 요소의 고장률 또는 신뢰율 자료로부터 정상사상의 사고 발생 확률 및 빈도를 계산하였다 결론적으로 이상 트리 분석방법을 이용하여 시스템/공정의 사고 발생확률을 논리 방식으로 계산할 수 있었으며, 중요도 분석을 이용하여 정상 사상이 발생하는데 가장 큰 영향을 미치는 손실 경로를 확인하여 보았다.

학교 급식종사자를 대상으로 한 위험성평가의 실효성에 관한 연구 (A Study on the Effectiveness of Risk Assessment for School Food Service Workers)

  • 2017년부터 학교 급식업무에 대한 산업안전보건법이 전면 적용되고 그에 따라 2019년부터 위험성평가가 시행되었으나 타 업종에 비해 도입이 늦고 비전문가인 영양(교)사에 의해 평가되고 있어 제도 정착의 한계가 있었다. 서울시교육청 산하 모든 학교에서는 고용노동부의 학교 급식업무의 산업안전보건법 및 고용노동부 고시에 따라 매년 안전보건공단에서 제공하는 위험성평가 지원 시스템의 KRAS 기법을 적용하고 있다. 이렇듯 법적 규제에 따라 위험성평가를 적용하고 있으나 위험의 빈도와 강도 기준이 정성적이고 주관적이어서 평가자에 따라 다른 결과를 도출하여 위험성평가의 실효성이 의문시되었으나 지금까지 학교 급식업무에 대한 위험성평가와 관련된 연구는 없었다. 본 연구에서는 급식종사자의 재해통계를 바탕으로 위험의 빈도와 강도 기준을 정량적이고 객관적으로 제시하고 급식업무 중 일부 작업에 대해 새로운 산정기준을 적용하여 위험성평가를 실시하고 기존 위험성평가 결과와 비교하였다. 그 결과 위험도가 높아지고 그에 따른 개선방안이 구체적으로 제시되어 실효성 제고가 확인되었으므로 급식업무 전체에 대해 시범평가를 확대하고 타당성을 확인하여 모든 학교에 확대 적용함으로써 위험성평가의 실효성과 작동성 제고에 기여하기를 기대한다.

Risk Analysis on Offshore Windfarm Industry in South Korea: Based on the Jeonnam Offshore Windfarm Project

  • Recently, the Korean government has been actively promoting the smart city as their strategic agenda. However, to build smart cities that are greener, the authors believe it is essential to rapidly transit conventional energy sources such as fossil fuels to renewable energy. Although there is a big potential for Offshore wind in Korea, there has not been a full-scale commercial offshore wind farm until today. Since Korea is relatively a new market compared to the EU, it can be risky for developers. The authors will introduce risk management best practices in the offshore wind industry applicable to the Korean environment. This paper will mainly introduce an offshore wind project size of 99 MW. The project is expecting a Finance Close (FC) in Q3 2022, so the project team has prepared a risk register with over 150 risks and levers throughout the project lifecycle. Overall risks include risks with Development Expenditure (DEVEX) impact, a Capital Expenditure (CAPEX) impact, and an Operating Expenditure (OPEX) impact. Based on the identified risks, a more qualitative assessment of Cost and Schedule Impact was conducted. In conclusion, a Monte Carlo simulation was performed to propose a quantitative risk assessment to evaluate a benchmark contingency of the project cost.

항공기 시스템 설계와 안전성평가에 운영경험 반영 사례 연구 (A Study on the Application of Operational Experience in the Stage of Aircraft System Design and Safety Assessment)

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.

철도 사상사고 위험도 평가를 위한 사고 시나리오 모델 개발에 관한 연구 (Development of Accident Scenario Models for the Risk Assessment of Railway Casualty Accidents)

  • The objective of this study is to develop accident scenario models for the risk assessment of railway casualty accidents. To develop these scenario models, hazardous events and hazardous factors were identified by gathering various accident reports and information. Then, the accident scenario models were built up. Each accident scenario model consists of an occurrence scenario model and a progress scenario model. The occurrence scenario refers to the occurrence process of the event before the hazardous event. The progress scenario means the progress process of the event after the hazardous event. To manage a large amount of accident/incident data and scenarios, a railway accident analysis information system was developed using railway accident scenario models. To test the feasibility of the developed scenario models, more than 800 domestic railway casualty accidents that occurred in 2004 and 2005 were investigated and quantitative and qualitative analyses were performed using the developed information system.

기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용 (Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK)

  • 최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.

Preliminary Hazard Analysis: Assessment of New Component Interface Module Design for APR1400

  • The use of Field-Programmable Gate Arrays (FPGAs) in the development of safety-related Human-Machine Interface (HMI) systems has gained much momentum in nuclear applications. Recently, one of the application areas for the Advanced Power Reactor 1400 (APR1400) is in the development of the advanced Component Interface Module (CIM) of the Engineered Safety Features Actuation System (ESFAS). Using systems engineering approach, we have developed a new FPGA-based advanced CIM software. The first step of our software development process involves the Preliminary Hazard Analysis (PHA) based on the previous CIM design. In this paper, we describe the qualitative approach used in performing the preliminary hazard analysis. The paper presents the methodology for applying a modified Hazard and Operability (HAZOP) procedure for the conduct of PHA which resulted in a qualitative risk-ranking scheme that informed the decisions for the safety criteria in the requirements specification phase. The qualitative approach provided the justification for design changes during the advanced CIM software development process.

수소 충전 시스템의 안전성 평가에 관한 연구 (A study on the safety assessment of Hydrogen refueling system)

  • Hydrogen energy is expanding in range for civil use together with development of pollution-free power sources recently, and it is judged that the use of hydrogen will increase more as a part of carbon dioxide reduction measures according to the Climatic Change Convention. Especially, it is thought that the securement of safety of the used dispenser will be the biggest obstacle in the use of high-pressure hydrogen because the hydrogen station is operated in a high pressure. This study found risks in the process and problems on operation by making use of HAZOP(6 kinds), a qualitative safety evaluation technique, and FMEA(5 kinds), a fault mode effect analysis, for the hydrogen charging system at a hydrogen gas station, derived 6 risk factors from HAZOP and 5 risk factors from FMEA, and prepared measures for it.
