자격취득의 결정요인 및 취업·임금효과 (The Factors of the Acquisition of Qualifications and the Employment and Wage Effects of the Acquisition of Qualifications)

  • 인적자원이 가장 중요한 경쟁력이 되는 지식정보화 산회에서 숙련의 주기는 짧으며, 노동력의 유동화는 심화되고 있어 자격의 신호기제로서의 역할이 크게 부각되고 있다. 이에 우리나라 자격의 기능을 취득요인, 취업 및 임금효과 측면에서 검토하기 위해 한국노동패널 1~4차년도(1998~2001) 자료를 개인별로 묶어 고정효과 로짓모형, 임의효과모형으로 회귀분석하였다. 추정의 결과 고졸 미만 저학력층의 자격취득 확률이 높게 나타났다. 남자는 실업상태에 있는 경우에 자격취득이 많았고, 여성은 비경제활동의 기타 상태(잠재적 구직상태)에 있는 경우 자격취득이 많았다. 자격의 취업효과는 여성의 경우 1년차, 2년차에 유의하게 나타나나, 남자의 경우는 유의하지 않았다. 취득한 자격의 임금효과는 남녀 공히 유의하지 않았다. 이러한 결과는 현재 우리나라에서 자격취득으로 얻어지는 직업능력이 시장에서 제대로 인정받고 있지 못하는 현실을 반영한다.

  • In South Korea, the history of the qualifications has been matured with industry development. Since National Technical Qualifications Act was enacted in 1973, the government makes an effort to develop the ability for improving socioeconomic status and the contribution of qualifications to industry. As the industry has been diversified and globalized, the government has efficiently and systematically operating the qualification by enacting Framework Act on Qualifications in 1997. And then, the qualifications are classified into national qualifications, private qualifications, and foreign qualifications. However, it is hard for national qualifications to abolish or establish a qualification by each organization and the privileged license acquisitors as the qualifications are separately operated by the laws and the organizations and lack consistency. For private qualifications, it is harder to organize even by the government because of the entry barriers by each qualification association. For those reasons, it is necessary to organize the system adapted in the changing job market and operated by the organization managing the qualification system with consistency. This research indicates the inefficiency of the qualification system because the work-study parallelism National qualification system, enacted in 2020, is like the qualification system in business in terms of the general operating system and the operator, except the institute and the law related. Therefore, we analyze the work-study parallelism National qualification system and the qualification system in business and suggest the efficient method to operate and the future research plan regarding the whole qualification system.

약학대학생들의 입학전형요소와 학업성취도의 상관관계에 관한 연구 (Relationship between Entrance Qualifications and Academic Performance of Pharmacy Students)

  • Background: A new admission procedure was introduced to Korea when Doctor of Pharmacy (Pharm. D.) program was first established in 2011. In the new procedure, applicants are reviewed based on quantitative qualifications, which include Pharmacy Education Eligibility Test (PEET) scores, Test of English for International Communication (TOEIC) scores, and grade point average (GPA), as well as qualitative qualifications such as essay writing, extracurricular activities including volunteer experiences. Purpose: This study aimed to find relationships between entrance qualifications and academic performance of pharmacy students. Method: Entrance qualifications and academic performance of 164 first-year students were analyzed from 2011 to 2013 at Catholic University of Daegu. Other characteristics such as age and gender were also considered in the study. Results: Only GPA and TOEIC scores showed positive Pearson correlation with academic performance, while PEET scores did not. Conclusion: GPA and TOEIC scores could potentially have predictive validity for academic performance in pharmacy school. PEET scores, however, should simply be considered as pre-entrance qualifications, without predictive validity for academic performance.

Establishment of an Incentive System for Prohibition of Lending Firefighting Qualifications and Rental Agencies

  • This study suggests a solution of an incentive system from the viewpoint of the external effect on the renting of firefighting qualifications and on rental agencies. Currently, the Human Resources Development Service of Korea does not have a penalty for neglecting to perform a search into qualification lending and rental agencies. In the short term, the penal clause should be strengthened so that companies and qualification holders cannot borrow or lend their qualifications. In addition, the Human Resources Development Service of Korea will increase the number of personnel dedicated to investigating the loaning of qualifications. It is necessary for the government to establish a penalty for neglecting to investigate the lending of qualifications for the Human Resources Development Service of Korea. In the long term, the state needs to make only minimal regulations. Also, the state needs to make companies and qualification holders feel like they benefit more when they are not borrowing or lending qualifications. The anticipated effect of this study is that the government will intervene appropriately by applying firefighting qualifications according to market principles. It can also be used as a basis for the revision of related laws on the renting of national technical qualification certificates and the investigation of rental agencies.

환경분야 자격이 개인에게 미치는 경제적.비경제적 효과 분석 (A Study on the Analysis of the Economic and Non-Economic Effects of Environmental Qualifications on Their Holders)

  • This study aims to investigate and practically examine the effect of environmental qualifications based on the theoretical background on the area. First, the economic effect of the acquisition of the qualifications was to be studied from the viewpoints of individuals and from an actual analysis on it, its effect was to be proved. Second, its non-economic effect was to be proved from the same way as the first analysis. On the basis of theoretical background, a study model was formulated in a way that the effect of qualifications in individuals side was divided into an economic effect (wage, employment, promotion, job-switching) and non-economic effect (self-development, self-efficiency, satisfaction on the job, ability to cope with the advancement of technology, job performance, signal effect, the settlement of uneasiness at unemployment). Then, survey was carried out with questions designed in accordance with this model. The hypotheses were proved as the following. First, for hypothesis 1(Environmental qualifications will bring up positive impacts on an individuals economic effect), environmental qualifications was shown to have positive impacts on wage, job-switching in personal economic effect. But, no personal economic effect appeared for employment and promotion. Second, for hypothesis 2(Environmental qualifications will bring up positive impacts on an individuals non-economic effect), environmental qualifications appeared to have positive impacts on self-efficiency, ability to cope with the advancement of technology, job performance and signal effect. Besides, no impact was shown in satisfaction on the job and the settlement of uneasiness at unemployment and self-development.

독서관련 자격증 운영 현황 분석 및 운영 방안에 관한 연구 (Study on the Current Situation Analysis of Reading Related Qualifications and Management Plan)

  • 본 연구에서는 독서관련 자격제도를 살펴보고, 독서관련 자격증의 발급 현황과 교육과정을 면밀히 조사 분석한 결과, 278개 과정의 독서관련 자격증은 모두 민간 비공인으로 운영되고 있으며, 교육내용의 질적 제고의 노력과 체계적인 관리체계가 요구되었다. 이를 토대로 민과 관이 협력하여 독서관련 자격증의 질적 제고를 위한 운영방안을 제시하고, 독서문화진흥 정책의 참고자료로서 활용할 것을 제언하였다.

  • 지난 20여년간 고용서비스 분야의 직무는 지속적으로 확대되어 왔으나 직업상담사 자격은 2000년대 초반 직업상담 심리 위주로 개발되었기 때문에 직업상담사 자격의 신호기능과 선별기능이 저하되고 있다는 노동시장의 지적이 많다. 이에 본 연구에서는 고용서비스 전문자격 신설 및 개선방향에 대하여 현업 고용서비스 종사자를 대상으로 설문조사를 실시하였다. 자료 분석 결과 고용서비스 종사자들은 모든 자신의 직무에서 중요도에 비해 현재 능력수준이 부족한 것으로 나타나 기존의 직업상담사 하나의 자격으로 기업지원, 행정관리, 노동시장 프로그램 기획 집행 등 확대된 고용서비스 직무를 모두 담당하는데 한계가 있는 것으로 나타났다. 향후 고용서비스 관련 자격의 개편 방향에 대해서는 새로운 자격을 신설하는 것에 동의하는 비율이 62.6%로 나타났고, 대신 기존의 직업상담사 자격은 전문성을 강화하자는 비율이 67.4%로 나타났다.

환경분야 자격이 기업에게 미치는 경계적.비경계적 효과 분석 (A Study on the Analysis of the Economic Effects and Non-Economic Effects of Environmental Qualifications that have Impacts on Enterprises)

  • 이 연구는 환경분야의 자격에 대한 이론적 배경을 바탕으로 환경분야 자격의 효과를 조사하고 이를 실증적으로 검정하는데 목적이 있다. 따라서 이 연구는 이론적 배경을 바탕으로 기업에서의 자격의 효과를 경제적 효과(생산성 향상, 품질 향상)와 비경제적 효과(직무수행시 신뢰성, 기술 기능인력의 전문성, 기업가치평가지표, 직무배치 활용)로 구분하여 연구의 모형을 설정했으며, 연구의 모형을 바탕으로 설문지를 구성하여 설문조사를 실시하였다 가설을 검정한 결과는 다음과 같다. 첫째, 가설 1(환경분야 자격은 기업의 경제적 효과에 긍정적인 영향을 미칠 것이다)의 검정결과, 환경분야 자격은 기업의 경제적 효과에 긍정적인 영향을 미친다고 분석되었다. 기업의 경제적인 효과를 생산성 향상과 품질 향상으로 제시하였는데 2가지 변인 모두에게서 환경분야 자격은 기업의 경제적인 효과에 긍정적인 영향을 미쳤다. 둘째, 가설 2(환경분야 자격은 기업의 비경제적 효과에 긍정적인 영향을 미칠 것이다)의 검정결과, 환경분야 자격은 직무수행시 신뢰성 효과, 기술 기능 인력 전문성 효과, 기업가치평가지표 효과, 직무배치 활용 효과에 있어서 기업의 비경제적 효과에 긍정적인 영향을 미쳤다. 이와 같이 환경분야 자격은 환경산업체에서 기업의 경제적 효과와 비경제적인 효과가 있었다.

미래 유망 산업/직업 그리고 자격 예측을 위한 의사결정 방법에 관한 연구 (A Study on the Decision Making Method for Prospective Industry/Occupation and Qualification)

  • Nowadays, many countries have strived to promote prospective industries and occupations at the national level under the global circumstances such as green growth, job creation and so on. For this reason, the decision making method for qualifications foresight which will be available for the mentioned category-prospective industry and occupation- is required for it's feasibility. Pilot surveys on future workforce demand and promotion policies on service industries which are selected as a prospective industry or occupation by government parties were conducted through this research. Based on them, available qualifications-including not only national(skill) qualification but also private qualification- which can be created for prospective industries and occupations related to green growth and job creation were predicted. On the other hand, observing the change of service industry, occupation and qualification abroad, this research attempts to present the decision making method for verifying the decision' validity on qualification in Korean service industry and related occupation. Applying multicriteria decision making, a preference was examined for checking the validity of the created qualifications by prospective service industries and occupations in both sides-experts and laypeople. Based on it's result, the research was conducted regarding a validity of new qualifications in prospective industries and occupations.

멘토의 자격요건에 대한 유아교육기관 교사의 인식 연구 (A Study on Teacher's Recognition in Early-Childhood Education Institutes of Mentor Qualifications for Mentoring)

  • The research aimed at analyzing how the differences between teachers' personal backgrounds (age, teaching experience, educational background, position) and experiences with the mentee and the mentor affect their awareness on the mentor qualifications for the mentoring program conducted by infants' educational organizations. By fulfilling the purpose of the research, proper qualifications for a mentor of outstanding abilities, which would be desired by teachers in infant educational organizations, should be established while preliminary data on the mentor teacher training to improve the professionalism of a mentor is expected to be provided. The research was carried out targeting 319 teachers in infants' educational organizations located in Busan and Gyeongsangnam-do. The measuring instrument used was a recognized survey on how the mentor qualifications for the mentoring conducted by infants' educational organizations. The survey consisted of 22 questions. The researcher personally designed the survey based on results generated from preliminary research. SPSS 14.0 was used to analyze selected data as average, standard deviation and one-way layout dispersion. In addition, a post-analysis on the one-way layout dispersion was conducted via the Scheffe posteriori test. The results demonstrated that the mentor qualifications for the mentoring were differently recognized by teachers in infants' educational organizations according to both teacher's personal backgrounds (age, teaching experience, educational background and position) and experiences with the mentee and the mentor.
