The R&D budget of energy technology development has increased in the sector of Korean energy technology development continuously. In addition to that, KIER, the government invested research institute and unique energy technology R&D research institute, is trying to plan for a big-sized energy R&D program for the well focused R&D and excellent research outcomes. In the phase of R&D process, the planning is one of the most important sectors because it drives the direction of R&D. In this study, we suggest the assessment criteria to select a strategic energy technology R&D programs by the analytic hierarchy process, which is one of multi-criteria decision making method (MCDM). We structure 2 tiers of hierarchy for assessing a big-sized R&D program and also establish 6 criteria in the level 1, which are energy environment, economic spin-off, technical spin-off, marketability, KIER mission, and cost. We allocate the relative weights of criteria by checking the values of consistency ratio as making pairwise comparisons. The result of this research will provide the decision makers as they select a right well focused R&D program.

The purposes of this study were to identify leadership competences of rural leaders and to analyze leadership competency of leaders. The study carried out by questionnaire and focus group interview on expert panels. To analyze leadership competency, the data was collected from 273 rural leaders by stratified random sampling. SPSSWIN/ver10 program was used for analyzing data with t-test and IPA method. The study suggests twenty low types of leadership competences which were information, vision, decision making, motivation communication, education residents, managing residents, loaming, flexibility, problem solving, presentation program management, customer orientation service knowledge, making relationship, creative idea, business understanding, brand development, conflict resolution negotiation, assessment, business management, coaching and feed back. Whereas leaders with middle school educational career required developing program management, maintaining achievement and benchmarking, leaders with high school were morel likely to develope self-learning, to benchmark their knowhow and brand development competency. Whereas leader with less low years experiences as leader have been considered as developing coaching/feedback brand development and program development, leaders with more five years as leader should consider developing benchmarking, resident education, and brand development. The study suggests that the extension agents on public should develop leadership program according to the competency differences of leaders.

In this paper, we presents a systematic methodology for minimizing tardiness and maximizing resource utilization in a multi-plant supply chain. A methodology is represented to a multi-objective mathematical program model. The model offers flexible and efficient multi-plant planning and scheduling. Also, We develope a realistic and flexible planning model using the genetic algorithm to solve the model.
The study was performed to establish a criteria which can be served as a reference in preparing upland direct payment program in Korea, by analyzing WTO agreement content and by studying about direct payment program in EU and Japan and by slope analysis using GIS. Slope analysis using GIS was operated by 1/5000 digital map, and a field survey was put in practice, and merits and demerits were deduced. We can propose a criteria to select the disadvantaged areas in aspects of physical condition, farming condition. and economical and social condition is important to regionally classify "less-favored area(LFA)" and LFA division by economical and social condition is needed to identify legally. Therefore, we would propose a criteria which can select "less-favored area" by analyzing WTO agreement content and by studying about direct payment program in EU and Japan and slope analysis using GIS and a field survey.
The purposes of this study which was done by questionnaire survey and case study of First Aid Certification Program in Seoul Health College were to analyze results and effects of the college financial support program from Ministry of Education & Human Resources Development. The significant 164 data were collected from 300 professors in 8 colleges having the Department of Emergency Care from Oct. 1, 2002 to Dec. 31, 2002 and analyzed using SPSS in terms of t-test, ANOVA, Pearson's correlation coefficient and so on. The conclusions and suggestions from this study were summarized as follows; (1) Degree of acknowledgement about aims, contents, results of the college financial support program was above the middle(participants 4.21, non-participants 3.63) and higher relation than the others in case of participants(r:0.32 p<0.001), planning team(r:0.22 p<0.05). (2) Degree of acknowledgement about improvement of curriculum & educational facilities through the program was above the middle and higher relation than the others in case of participants. (3) Degree of acknowledgement about positive influence on acquirement rate of certification(licence) & job through the program was above the middle and performance & adaptation at work place was higher relation than the others in case of participants. (4) Degree of acknowledgement about positive influence on improvement of learning of student's major through the program was above the middle and higher relation than the others in case of participants. (5) The respondents thought that the program had a negative influence on professor's educational activities & research such as study 40.4%, lecture 23.1%, student guidance 12.5%. (6) When the program was administered by planning team, there were difficulties such as execution of budget 42.1%, cooperation with companies 17.1%, cooperation among program teams 11.8%, when it was administered by non-planning team there were difficulties such as execution of budget 45.5%, cooperation among departments 22.7%, cooperation with companies 13.6%. (7) Because it was too short to execute the budget, the ministry have to select proposed programs before the next school year. (8) This program should be changed temporary, insufficient support into consecutive, sufficient support for more characterization & specialization of the college which has a long-term developmental plan & vision.
This study was conducted to analyze the results of the implementation of next-generation growth engine program that was promoted across all government agencies for five years from 2004 as part of a range of initiatives aimed at expanding the nation's economic growth potential. The results were analyzed in this study using five indices: program purpose and design; strategic planning; program management; program results; and pan-governmental agency cooperation and coordination. The results of the study include the following. First, regarding program purpose and design, it was found that consistent leadership in the promotion of the programs was insufficient as the relevant program promotion systems and financial resources were dispersed among governmental agencies, even though the objectives and validity of the programs were recognized. Second, with regard to strategic planning, it was found that although the program objectives and technical development strategy had been established at the beginning of the program, they were biased toward the technical objectives and mainly implemented by the technology suppliers. Third, regarding program management, it was found that the responsibility for general administration, ranging from task planning to policy improvement, was given to the appointed program director but that the system of cooperation among the agencies was insufficient to carry out the relevant tasks. Fourth, regarding the results of the program, it was difficult to understand the results consistently as the economic objectives were not clearly presented, even though the technical objectives were achieved despite the short implementation period of the program. Fifth, with regard to pan-governmental agency cooperation and coordination, it was found that the coordination organization whose remit was to implement the program was established pursuant to the Basic Law on Science and Technology, but that no detailed regulations or guidelines on the operation of the organization were drawn up. To efficiently plan and execute future pan-governmental agency R&D programs that are similar to the next-generation new growth engine program, various requirements should be met, namely, 1) joint planning and consistent program design among governmental agencies, 2) clarification of the program objectives and budget allocation system, 3) establishment of a pan-governmental agency program operation and assessment system, 4) formulation of a strategy for linking R&D with standardization, and 5) enactment of pan-governmental agency joint operation rules.
The purpose of this study is to make a proposal for the planning of the back-to-farming community village. For this study of a community village designed by residents, the information on the residents' participation and the role of a coordinator in the whole planning process of the community village were investigated, based on the rural village development policy. The community village studied here is located at Sannae-myeon, Namwon-city in Jeonbuk-do. Interviews were answered by 17 households and a process coordinator. The results are as follows. 1) The process coordinator participated in the project on the design of village, permission documentation, and construction from the beginning. The coordinator and residents met every month, and discussed the respective housing and the village environment regulation. 2) Every house has its own plan, but the architectural coordinator's counseling and coordination in the planning process resulted in higher participation. Function of common spaces were determined by residents' participation. Finally, common spaces consist of 2 buildings that one would have as much as open spaces to accommodate as many as residents' activities and the other have business facilities. 3) The political assistance is needed to activate construction of resident-participation typed community villages; development of the conflict coordination program and coordinator education program for operation & planning.
The menu planning is closely tied to the acceptability of the food and the satisfaction of the food service system to its client, therefore national school lunch program(NSLP) menu should consider the food preferences of the students. To provide appropriate information and guidelines about desirable NSLP menu planning, the comparison between the frequency of NSLP menus and food preferences of the students was performed, NSLP menus with cooking method of 776 meals were collected from 10 elementary NSLP schools in Seoul and Kyunggi province, and food preference data was surveyed with 1618 elementary school students from 4 NSLP schools in Korea in 1995. According to the cooking methods, NSLP menus served Kimchi(98.3%), rice(71.4%) and soup(71.1%) frequently. Based on the food groups, NSLP menus served vegetables most frequently(188%), followed by grains(101.4%), milk(100%), meat(57.3%), fruits(50.3%), and so on. By Spearman Rank Correlations analysis, the serving frequencies of vegetable side dishes(r=.33, p=.05) were positively correlated with the students' preference score. According to the cooking method, the serving frequencies of steamed dishes(r=1.0, p=.00), salads(r=1.0, p=.00), Kimchi(r=.85, p=.01) and rice one-dish meal(r=.80, p=.10) were positively correlated with the students' preference score. However, the serving frequencies of the main dishes(r=.13, p=.57) and soup group(r=.15, p=.57) were not significantly correlated with the students' preference score. Even though the serving frequency of fruit were negatively correlated with the students' preference score(r= -.80, p=.10). These results indicated that the NSLP menu planned the vegetable side dishes in accordance with the students' food preferences, but it planned the main dish, soup group, and meat side dish group discordantly. Therefore further efforts are needed to involve the preferred cooking methods for increasing the food acceptability. It could be used for the basic guidelines for menu planning of NSLP, and for the future improvement of NSLP in Korea.
This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.
The purpose of this study were to identify the differences between the demand for education program and the demand for counseling program of family welfare and to analyze the relation between demographic characteristics and the demand for family welfare service program For these purposes, total sample of 909 women those residing in Seoul, Inchon, Taejun, Taegu, Pusan, Kwangju, Chungju, Junju and Choonchun, were selected. Statistics were frequencies, means, percentile, cross-tabulation, t-test and Anova. The results were as follows. First, in family welfare service program on children and adolescents, the improvement in family living, consumption, retirement planning, health management, protection of environment and resource, volunteering and the advance of living culture, the demand for education program were higher than the demand for cunseling program. In particular, demands for both education program and counseling program on children and adolescents were the highest. Second, age, residence and income had very significant effects on the demands for both education program and counseling program. By understanding these differences in the demand for education program and counseling program of family welfare, practitioners and educators may be able to develop family welfare service program to solve family problems.
