  • This study analyzed the changes in the industrial environment surrounding the Gumi region and the status of the industrial crisis in the Gumi area amid such changes. The Gumi region is experiencing a more turbulent period than ever in the environment changes at the international, national and local levels, such as the transition to the Fourth Industrial Revolution, the weakening of the competitiveness of key industries including mobile devices and displays, and the moving-out of core companies such as Samsung and LG Group. Accordingly, efforts have been made to diversify the industrial structure by fostering industry of automobile parts, high-tech medical devices and carbon materials to cope with and adapt to environmental changes at the regional level. However, the Gumi region is still locked in to the mono-cultural, large enterprise-dependent industrial structure centering on the mobile and display sectors, failing to overcome the regional industrial crisis and stagnating the overall local economy. The relocation of large companies began to increase in the 2010s, reducing the protection of large corporations against environmental changes at the corporate level. As a result, the crisis factors of small and mediumsized enterprises are gradually expanding to the national and international scale and working more complexly, which is beyond the level they can afford. So it is highly likely that the current industrial crisis will deepen. Therefore, it is necessary to strengthen the resilience to adapt to changes in the environment when it comes to overcoming the industrial crisis in Gumi region. To this end, it is necessary to improve innovation capabilities and diversify businesses based on convergence and complex technologies at the enterprise level, and to be selected as a special crisis response area aimed at creating an innovative ecosystem through autonomous resonance of companies and industries at the local level.

  • Discovering innovative startups that use public technologies from universities and government-funded research institutes is crucial for maintaining national competitiveness. Advancing public R&D technology, discovering entrepreneurs from research institutes, and fostering and investing in deep-tech startups are very important at the national level. However, there is a lack of research on activating startups using public technologies, and research analyzing each governance entity is needed to activate the innovation startup ecosystem. Therefore, this study conducted an empirical analysis of the priorities for revitalizing the innovation startup ecosystem among researchers, research institutes, innovative startups, and the government, which constitute the public technology governance. The results of this study revealed that the sustainability of innovative startups (0.308), government innovation startup activation (0.298), research institutions discovering and fostering startups (0.221), and researcher's characteristics (0.173) were the most significant factors in the public R&D technology innovation startup ecosystem. And the sub-factors of researcher's characteristics, seizing business opportunities (0.305) was most important, and creating a startup-friendly culture (0.293) was most important among the sub-factors of research institutions discovering and fostering startups. Investment funds and procurement (0.373) was the most critical sub-factor for the sustainability of innovative startups, while a dedicated fund for public technology (0.305) was the most important among the sub-factors of government schemes for promoting innovative startups. A total of 20 factors were analyzed sequentially according to their importance in the weights for evaluation factors and sub-factors. By sub-factor, investment and financing for innovative startups (0.115), dedicated government fund for public technology (0.091), securing high-quality human resources for innovative startups (0.078), improving government regulations and permits related to innovative technologies (0.074), and creating a startup-friendly culture in research institutions (0.065) were the most important. This result emphasizes the significance of securing competitiveness to become a sustainable public technology startup. In addition, based on entrepreneurship experience, 'dedicated funding for public technology' was most important for the group with startup experience, while the group with no experience needed more 'investment and funding'. Furthermore, By region, 'improving government regulations and permits' was the highest priority in the Seoul metropolitan area, while 'attracting investment and financing' was the most important in Daejeon. Therefore, the results of this research, it is important to give policy priority to innovative startup companies in order to activate the innovation startup ecosystem in the public technology sector. The political and practical implications were derived that long-term (10 years or more) investment and funding for deep tech companies and the establishment of public technology-only funds are the most urgent and important.

  • The present study analyzed the effect of firms' external research and development (R&D) on corporate productivity, while investigating the moderating effect of firm size on the external R&D-productivity nexus. In the empirical analysis, we estimated South Korean manufacturing firms' total factor productivity (TFP) using the firm level data drawn from the Survey of Business Activities (Korea National Statistical Office) for the years 2006-2015. Thereafter, focusing on the role of external R&D and its interaction with the firm size in determining firms' TFP, the productivity function was estimated as well. To this end, we used ordinary least squares (OLS) and quantile regression to highlight the heterogeneous impacts of external R&D by companies' productivity level. Empirical results confirmed that firms' external R&D significantly enhanced corporate productivity in all manufacturing industries, from high-tech to low-tech. The moderating effect of firm size in determining the productivity effect of external R&D was not as prominent as in the case for internal R&D, which exhibited some degree of the size premium in the productivity-enhancing effect. These results suggest that regardless of the firm size, external R&D can be an important channel for corporate productivity improvement, and can be a particularly effective strategy for SMEs with relatively limited internal R&D capacities.

  • The present study observes collaboration methods in which 3D printing was a part of the fashion manufacturing process, expression methods of such cases, and their ripple effects. As a result, the three types of collaborations between fashion designers and other industry fields, fashion brands and 3D printing companies, and fashion designers and artists. Case analysis results and ripple effects found according to each collaboration method were as follows. First, in collaborations found were between fashion designers and other industry fields, 3D printed fashion works with futuristic images were seen through the fusion of future industries, which claim to support cutting edge digital technology, and creative fashion design. As they were mainly collaborations between automobile industries with cutting edge images or digital related industries and fashion designers, they were expressed as a new form of experimental clothing, and were used as strategies to improve future corporate images of the high tech industry. Second, in collaborations between fashion brands and 3D printing technology businesses, the sporting good brands and the shoe industry attempted to let their products be known through the promotion of functional material or ergonomic technology. While they emphasize practicality by mainly using flexible material, they were mainly proposed as functional sporting goods for famous players or as shoe accessories, so methods are still used for public distribution as brand promoting marketing strategies. Third, with collaborations between fashion designers and artists, creative pieces were shown through the grafting of 3D printing technology, the artistry of artists, and the experimentation of fashion designers. In particular, the innovative value of fashion as art was created through the union of the artistic 3D modeling technology support of artists and the creativity of designers. Like this, 3D printing fashion can graft the cutting edge nature of fashion to other industry fields through collaborations, enhancing pacesetting images, and in the fashion field, it can improve possibilities for innovations in the fashion industry through the support of 3D printing technology businesses and artists, raising expectations towards future human living.
