A Study on the Development Direction of the Effective Disaster Management Process Applying the Military Operation Process: Focusing on the Process of Establishing a Basic Safety Management Plan (군(軍)의 '작전수행과정'을 적용한 효과적인 '재난관리 수행과정' 발전 방향에 관한 연구: '안전관리기본계획' 수립 과정을 중심으로)

  • Purpose: It is to present the development direction of the overall 'disaster management implementation process' (tentative name) for the establishment of an effective 'safety management plan' by the government and local governments. Method: To this end, prior research on the 'safety management plan' was reviewed to derive common problems, and the direction of development was suggested by incorporating the 'disaster management execution process' (tentative name) that can solve these problems with the military's 'operational execution process'. Result: Common problems of previous studies can be supplemented through the 'disaster management performance process' (tentative name) presented by this researcher. Conclusion: Through the "disaster management implementation process" (tentative name), the government's basic ideology of disaster management can be finally achieved, "confirming that it is a basic mission of the state and local governments and allowing the people to live in a society that is safe from disasters."

  • In a situation where there are multiple diverse datasets, it is essential to have an efficient method to provide users with the datasets they require. To address this suggestion, necessary datasets should be selected on the basis of the relationships between the datasets. In particular, in order to discover the necessary datasets for disaster resolution, we need to consider the disaster resolution stage. In this paper, in order to provide the necessary datasets for each stage of disaster resolution, we constructed a disaster type and disaster management process ontology and designed a method to determine the necessary datasets for each disaster type and disaster management process step. In addition, we introduce a method to determine relationships between datasets necessary for disaster response. We propose a method for discovering datasets based on minimal relationships such as "isA," "sameAs," and "subclassOf." To discover suitable datasets, we designed a knowledge exploration model and collected 651 disaster-related datasets for improving our method. These datasets were categorized by disaster type from the perspective of disaster management. Categorizing actual datasets into disaster types and disaster management types allows a single dataset to be classified as multiple types in both categories. We built a knowledge exploration model on the basis of disaster examples to ensure the configuration of our model.

  • Across the world, the industrialization has increased the frequency of climate anomaly. The size of damage due to recent natural disasters is growing large and fast, and the human damage and economic loss due to disasters are consistently increasing. Urbanization has a structure vulnerable to natural disasters. Therefore, in order to reduce damage from natural disasters, both hardware and software approaches should be utilized. Currently, however, the development of a statistical access process for 'analysis of disaster occurrence factor' and 'prediction of damage costs' for disaster prevention and overall disaster management is inadequate. In case of local governments, overall disaster management system is not established, or even if it is established, unscientific classification system and management lead to low utility of natural statistics of disaster year book. Therefore, in order to minimize disaster damage and for rational disaster management, the disaster damage survey process should be improved. This study selected gale as the focused analysis target among natural disasters recorded in disaster year book such as storm, torrential rain, gale, high seas, and heavy snow, and analyzed disaster survey process. Based on disaster year book, the gale damage size was analyzed and the issues occurring from the correlation of gale and damage amount were examined, so as to suggest an improvement plan for reliable natural disaster information collection and systematic natural disaster damage survey.

  • Disaster Management should be re-established and developed based on voluntary participations of individuals and groups, not only as a concern of the government. This paper proposes about improvement methods of managing volunteers for disaster management as follows: First, a necessity for publicity and recruitment focused on selfish motive to emphasize individual's development, selfrealization, worth and economic interesting relationship in a process of recruitment and selection, Second, a construction of process to commonly develop education program to volunteers for disaster management, Third, an activity area of volunteers for disaster management is enlarged to the intrinsic task of disaster management, Forth, an evaluation of quality for volunteer activity and compensation.

  • In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.

  • This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

  • Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.

  • This study aims to create a disaster management system after an earthquake. Japan's earthquake disaster management system, including the Disaster Countermeasures Basic Act, addresses all of the disaster phases of prevention, mitigation, preparedness and emergency response as well as recovery and reconstruction with roles and responsibilities among the national and local governments clearly defined. Korea's earthquake disaster management system are including the Disaster Countermeasures Basic, but when the 9.12 earthquake occurred, problems such as insufficient early response, study on the earthquake lack were revealed. This study conducted a field survey and analyzed coping process after Po Hang earthquake. Therefore, this study have found that Disaster Management Headquarters are operated rapidly. They are coped with urgent safety inspection for damage facilities and soil liquefaction with advanced equipment. And The headquarters interviewed with victims. So they found out What the victims needed. However, when carrying out relief activities, Research of temporary housing and allocation of donations was not rapid. Further, this study have found that earthquake specialists were lack and disaster information transfer was not working. This study will be utilized as fundamental data in planning disaster management system after an earthquake.

  • Despite the importance of disaster management officers of disaster management agencies at the local government to protect the lives of civilians and their properties, there is a lack of research or literature in their roles and responsibilities. In fact, there is a urgent need to set clear roles and responsibilities for them. This study scrutinizes how to disaster managers should behave in specific setting that differentiates from other administrative managers based on domestic and foreign literature review. Although, the role of disaster manager seem to be similar to administrative manager, there are some differences particularly in the areas that disaster manager has to work as an expert in saving lives and properties that has to be further emphasized. When working on disaster management process of prevention and resoration, the key task are based on mid and low level officers. On the other hand, preparedness and response process that involve rapid decision making and cooperation with other department, persuasion of local residents and resource pooling are carried out by mid and high level managers because it requires control capacity and decision making skills.

  • The growth of disaster/accident damage costs and related industries has increased the necessity of scientific and objective performance analysis for fire suppression and disaster management R&D projects. Most of R&D performance are both academic and public performance according to fire suppression and disaster management R&D projects during the period of 2004 to 2011. This research identified characteristics of performance types by research project teams and research development stages. The research outcome shows the usefulness of relevant performance objective settings by project teams, the evaluation of scientific technology fields, and proper research teams in research team selection process, considering research outcome characteristics by both research teams and research development stages. In addition, this research reveals the applicability of research outcomes to research performance management. This research suggests further studies for evaluation process and methods for including fire suppression and disaster management characteristics to the evaluation process.
