The Operating Status of Security Alarm Systems and the Polices for Inproving the Operational Quality (기계경비시스템 운용현황 고찰과 운용품질개선 방안)

  • This study has been conducted to provide data that contribute to increasing efficiency of 'Private Security', which is cooperated by customer, security companies and the police which carried out 'Public Law Enforcement' and controls security companies. To reach this purpose, we investigated the status of the 'Security Alarm Systems' operated by security service companied in Korea, analyzed arising problems, considered the polices for improving the operational quality. 'Electronic Security Systems' will increase working efficiency in performing 'Private Security'. There can be no two opinions on this matter. Therefore, it can be supposed that the improvement of operational quality of 'Electronic Security System' is an important factor to accomplish security services. 'Security Alarm System' is one of the 'Electronic Security System'. The critical problems in operating 'Security Alarm system' are unnecessary response by false alarm and nuisance alarm. To reduce the problems, it is suggested that security specialist officially licensed should improve security planning, installation and maintenance, and the 'Alarm Verification System' should be introduced with appropriate facilities.

  • The aim of this study is to analyze Internet homepages of Korean companies. This study especially concentrates on consumer information and communication on a company Internet homepage. The method of this study is to review a company internet homepage. Main findings are as follows. 1) Consumer information is classified into product, living, study, law and regulation related to product, consumer's product evaluation, consumer education, A/S, company info. about branch stores, financial data, webzine and entertainment. 2) Communication type is classified into B2C and C2C, but Korean company concentrates on B2C communication channel.

The Improvement Direction of the Honorary Industrial Safety Supervisor System (명예산업안전감독관 제도의 운영현황 및 개선방향)

  • Though the Honorary Industrial Safety Supervisor System was activated from 1995, the system did not show the better effectiveness due to the unconcern of top management and the insufficient support of government etc. The purpose of this study is to analyze the problems of the system and to present the improvement direction of that system. The research result points out that we have to consider the following countermeasures; First, the government should make up the support system by a law dealing with proper compensation and professional education for the supervisor, and tax reduction for companies. Second, the companies should make an effort firming up the safety consciousness of top management, and strengthening the employees' concern about safety through continuous safety education and campaign by a labor union, and promoting the supervisor's pride through recognition from top management and other employees.

  • Since 2024, small business are also going to be ruled under the Serious Accident Punishment Act. As the scope of the law expands, the small logistics companies are required to pay more attention on preventing serious accidents on the field. Freight vehicle accidents can cause personnel accidents and cargo accidents which are the two serious accidents that the Serious Accident Punishment Act is trying to prevent. The purpose of this research are to study the factors that cause the serious accidents that happens in the small logistics companies and to suggest preventive. The results of the study shows that fall prevention is the top-priority and then driving experience, safety management, and cargo driving hours. However, the gaps between the evaluation values of each are not huge, which means all the preventives are significant.

  • This study empirically validates whether the effect of strengthening the legal regulations in the construction industry under the 'Construction Business Act' is true in order to expand the direct construction of the comprehensive construction corporation. Checking the effectiveness of the legal regulation that can force direct construction of the required scope of construction will not only be a logical background in the strengthening of law regulations but also suggest arguments that contradict some construction companies called legal regulation.

  • As a result of analyzing related laws and cases regarding the problems of PF requiring construction companies to guarantee liability for the entire scope of construction, including firefighting facility construction, the law requires repayment ability, and the capital ratio of PF in Korea is 10%. , Since the equity capital ratio of PF in the United States is 30%, it is judged that it is necessary to reduce the dependence of construction companies.

  • The central feature of a digital society is the presence of a significant volume of digital services. The main research-analytical goal of the work is to identify the characteristic features of digital services, to classify and compare various types of digital services, to study the main levers for the development of digital services, the principal determinants of the observance and implementation of digital rights, to identify the dominant threats regarding the violation of digital rights, to analyze the features of legal relations that arise between the supplier and the consumer of digital technologies, consider the available taxation options for the digital economy. The work uses the following methods and research methods: hermeneutic, forecasting, in particular, extrapolation, analysis and synthesis, comparative. Research results: the definition of the concept of "digital service" is given, its main characteristics and types, according to the level of digitalization, the states-leaders are identified, slowing down, promising and problematic, the main triggers of slowing digitalization in some EU countries are investigated, by analyzing the regulatory legal acts of the European Commission on digitalization the strategy of the EU's actions to increase the degree of digitalization was determined, the positive and negative effects of digital services concerning the observance of human rights and freedoms were highlighted, the issue of levying taxes from digital companies was investigated.

  • The core of the foreign policy of the Yoon Suk-yeol government is the promotion of active economic and security diplomacy as indicated in Policy Tasks No. 98. To this end, economic consultative bodies such as Regional Comprehensive Economic Partnership Agreement(RCEP), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and Indo-Pacific Economic Framework (IPEF) are taking the initiative to respond to the formation of supply chain, human rights, environment, and digital-related norms, and actively support Korean companies' overseas expansion. Due to the nature of the Ministry of Oceans and Fisheries (MOF) as an organization established centered on the space of the ocean, the MOF faces difficulties in bringing the functions of other ministries into the space of the ocean. Considering the vision, objectives, and detailed plans of the MOF, the contribution of the MOF in the field of active economic security, one of the main foreign policies of the Yoon Suk-yeol government, is perhaps too obvious. However, since the re-launch of the MOF, the ODA budget for the oceans and fisheries sector is too small compared to other ministries, so even if new policy demands are discovered, there are many difficulties in implementing these policies in practice. Recognizing these problems, this paper examines the background and contents of foreign policies that have been promoted for the efficient promotion of RCEP, CPTPP and IPEF and introduces the areas of cooperation in the oceans and fisheries sector in these foreign policies.

A Study on Prior Use Defence in Chinese Trademark Law (중국 상표법상 선사용 항변에 관한 연구)

  • This study is to investigate Trademark Prior Use Defence of prior use party under Trademark Law of the People's Republic of China. Chinese Trademark Law was amended for the third time and this Law shall enter into force on 1 May 2014. This third amendment introduced Prior Use Defence Right of Trademark for the first time. Article 59(3) gives the right to the prior use party for the continuous use of such trademark under the condition that first, an identical or similar trademark has been used in connection with the same goods or similar goods by others before the registrant's application, second, such trademark should have a certain influence in certain market, and third, such aforesaid trademark should be used within the original scope continuously. Then the exclusive right holder of said registered trademark shall have no right to prohibit others from continuous use of such trademark. Korean companies should be aware that it is almost impossible to search prior use trademark before a dispute arises, since the prior use trademark has never been registered. The best way to control the prior use trademark is to superintend aforesaid trademark for the use within the original scope.

A Study on the Proposal for Training of the Trade Experts to Promote Export of Domestic Companies (내수기업 수출활성화를 위한 무역전문인력 양성 방안에 대한 연구)

  • In all countries of the world, the development of trade is an important factor for the survival of the national economy. Increased export will lead to national economic growth. Export is directly linked to employment, and the industrial structure will be developed in the direction to produce products of comparative advantages. Therefore, every country around the world is trying to promote export regardless of the size of its economy. Accordingly, this paper focused on the promotion of export of domestic companies. It proposed to cultivate trade experts to promote export of domestic companies. The following five methods were proposed to materialize the proposal. First, it is important to foster trade experts to expand and foster the one-person creative companies. In particular, it is important to develop a professional education curriculum. It is necessary to design and conduct a systematic curriculum throughout the process including follow-up after education such as teaching detailed procedures for establishing a trade business, identification of relevant regulations and related organizations, understanding of special features of each exporting country, and details of exporting procedures through specialist training for the individual industries, helping themto keep their network steady so that they can easily get help from consultants. Second, it is necessary to educate traders working in the field to make them trade experts and utilize themin on-the-job training and consulting. To do this, it is necessary to introduce systematic consultant selection process, and to introduce a systemto educate and manage them. It is because, we must select the most appropriate candidates, educate themto be lecturers and consultants, and dispatch themto the field, in order to make the best achievement in export. Nurturing trading professionals utilizing the current trading workers to activate export of domestic companies can be more efficient through cooperation of trading education agencies and related agencies in various industries. Third, it is also proposed to cultivate female trade experts by educating female trade workers whose career has been disrupted. It is to provide career disrupted women with opportunities to work after training them as trade professionals and to give manpower pool to domestic companies that are preparing for export. Fourth, it is also proposed to educate foreign students living in Korea to be trading experts and to utilize them as trading infra. They can be trading professionals who will contribute to the promotion of export. In the short term, they will be provided with opportunities for employment and start-upin the field of trade, and in the mid- to long-term, they may develop a business network between Korea and their own countries. To this end, we need to improve the visa system, expand free trade education opportunities, and support them so that they can establish small but strong enterprises. Fifth, it is proposed to proactively expand trade education to specialized high school students. Considering that most of domestic companies pursuing activation of export are small but strong companies or small and mediumsized companies, they may prefer high school graduates rather than university graduates because of financial limitations. Besides, the specialized high school students may occupy better position in the job market if they are equipped with expertise in trading. This study can be meaningful, in that it is the first research that focuses on cultivating trading experts to contribute to the export activation of domestic companies. However, it also has a limitation that it has failed to reflect the more specific field voices. It is hoped that detailed plans will be derived from the opinions of the employees of domestic companies making efforts to become an export company in the related researches in the future.
