Purpose: This paper aims to develop evaluation criteria of Plan- 'Understanding the Organization' in the PDCA(Plan-Do-Check-Act) requirements of ISO 22301 which is a global standard in the area of BCMS(Business Continuity Management System). Method: The group of 20 experts in the BCMS checked for the validity of the evaluation criteria of Plan- 'Understanding the Organization' by the modified Delphi technique and relative importance are surveyed by the group. Results: As a result, the 12 evaluation criteria with relative importance that can be applied for BCMS evaluation of the organizations are developed and proposed. Conclusion: In order to introduce a quantitive evaluation in the BCMS, it was concluded that evaluation criteria need to be chosen and given relative importance, thus the criteria with the importance could be used for effective evaluation

에너지분야 국가핵심기반시설에서 산업재해 및 업무중단 사고예방을 위해 재해경감활동관리체계(BCMS)에서 일일위험지수 재난안전관리 프로그램을 자체개발 운용하여 정부의 중대재해 감축 로드맵의 핵심적인 4대 전략 중 하나인 사업장에서 유해위험요인에 대한 자기규율적인 예방관리체계의 확립한 사례를 제시하였다. 이에 대한 신뢰성 검증을 위해 중대산업재해 감축효과에 영향을 미친 사업장의 BCMS, 일일위험지수 및 중대재해처벌법 간의 관계성을 연구한 결과, 제도 간 개념의 관련성이 높으며, 상호 보완적이고 영향을 미치는 것으로 확인되었다. 따라서 동종 사업장에서 재해경감활동관리체제의 일일위험지수를 활용한다면 중대재해예방관리에 도움이 될 것으로 기대된다.

본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.

Purpose: Based on the preceding studies in supply chain management, factors were analyzed to verify the effect of risk assessment and risk management factors of the business continuity management system (BCMS) on management performance. The purpose of this study is to establish a systematic risk management plan by deriving the risk factors of BCMS and evaluating unpredictable risks, and at the same time, contributing to a company's competitive advantage without interruption of work. Method: The structural relationship between risk assessment, risk management and management performance of BCMS was derived. To this end, a questionnaire survey was conducted of 124 managers and managers in Korean companies. Frequency analysis, validity analysis, reliability analysis, correlation analysis, and simple regression analysis were performed. Result: First, risk assessment had a positive (+) effect on risk management. Second, risk management had a positive (+) effect on management performance. Finally, risk assessment had a positive (+) effect on management performance. Conclusion: BCMS's risk assessment and risk management capabilities should be managed through financial performance, and risk management activities should be managed through non-financial performance.

From natural disasters such as floods, heavy rains, and strong winds and social disasters such as 911 U.S. terrorism and cyber attacks that could have a fatal impact on corporate continuity, it is necessary to introduce and implement a Business Continuity Management System (BCMS) within a firm to maintain continuity of business and to change the organizational structure for an emergency state in order to operate and manage it systematically and efficiently. therefore, this study analyzed and verified the impact of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of an organization in four categories, including personal recognition, organizational culture, organizational structure, and organizational strategy, in order to analyse the impact and effect of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of each category. through this study, we believe that the introduction of a Business Continuity Management System (BCMS) within a firm could effectively change the organization's perception of an emergency state and help it maintain its continuity as well as improve its value.

In this paper, a best channel matrix selection scheme(BCMS) is proposed to approximate maximum likelihood(ML) detection for a multiple-input multiple-output system. For a one stage BCMS scheme, one of the transmitted symbols is selected to perform ML detection and the other symbols are detected by zero forcing(ZF). To increase the diversity of the symbols that are detected by ZF, multi-stage BCMS detection scheme is used to further improve the system performance. Simulation results show that the performance of the proposed BCMS scheme can approach that of ML detection with a significant reduction in complexity.

본 연구는 건설현장 관리자를 대상으로 재난에서의 위험인식이 BCMS위험평가를 매개로 기업의 경영성과에 미치는 영향을 설문을 통하여 실증적으로 미치는 영향을 확인하는 것이다. 최근의 사회적 이슈가 되는 중대재해 처벌법이 건설현장에서 기업의 사업주에게 영향을 미치고 있으며, 또한 사업주에게 영향을 미치는 것은 기업연속성에 직접적인 인과관계를 형성함으로써 기업에 경영성과에 영향을 미친다. 건설현장을 운영하는 기업의 사업주에게 중대시민의 재해에 대하여 실질적인 대처방안이 필요하며, 대안으로 현재 행안부에서 적극추진중인 BCMS의 위험평가를 적극적으로 활용하여, 건설현장에서의 관리자가 주체가 되어 중대시민재해를 예방하고, 기업의 연속성을 확보하는 것이 필요하다.

Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

인류의 역사는 재난과 함께한다. 특히 최근 10년간 전 세계적으로 발생한 다양한 자연적·사회적 재난은 그 정도와 속도가 점점 심해지고 빨라지고 있고, 이에 관한 구체적 대응 방안 마련이 필요하다. 최근 발생한 COVID-19 감염병 팬데믹을 겪으면서 우리는 메타재난에 대비하기 위한 새로운 인식이 요구되고 있다. 이러한 문제를 해결하기 위해서 국가적 차원에서 재해경감활동관리체계를 갖추고 이를 운용할 전문인력을 양성해야 한다. 이에, 본 연구에서는 메타재난시대 패러다임 전환을 위한 BCMS 분야와 재난관리학의 역할과 방향을 제시하고자 한다. 본 연구결과는 향후 재난안전 관련 분야의 기초자료로 활용되기를 기대한다.

BCMS의 변경관리에 대한 요구사항은 ISO 22301 구성체계의 기획단계인 6.3 변경의 기획에서 수행하고, 기업재난관리표준 구성체계에서 기획단계인 3.5.5 문서화된 정보에서 수행하도록 규정하였으며, 이는 모두가 P-D-C-A 운용 모델의 Plan 단계에 해당된다. 이러한 구성체계는 BCP를 최초에 수립하는 단계에서는 적합하지만, BCP가 수립(제정)되어 운용단계에서 발생되는 변경사항을 처리하는데는 많은 문제점이 도출된다. 따라서 재난 및 안전관리 분야에 해당하는 유사제도의 요구사항을 대상으로 비교분석을 통하여 도출된 개선방안을 연구결과로 제시하고자 한다. BCP를 수립하는 과정에서 발생하는 보완사항은 변경관리 절차에 포함하지 않고, BCP가 수립되어 운용단계에서 발생되는 변경사항만 변경관리 절차에 포함하여 관리하며, P-D-C-A 운용 모델의 Act 단계에서 수행하는 것이 적합하다.
