Research on Innovation in the Way of Working of Local Governments (지방자치단체의 일하는 방식 혁신에 관한 연구)

  • In this study, we reviewed the main strategies and contents of the work style innovation promoted by the Moon Jae-in government, and analyzed the contents and success factors of the work innovation based on the case of a specific local government. In particular, this study analyzes the case of innovation in the way of working through simplification of work, and the local governments, which were the subject of the study, received excellent evaluation in the government innovation evaluation of the Ministry of Public Administration and Security in 2019. In this study, we conducted in-depth interviews with employees of local governments to examine the problems, achievements, and success factors related to business simplification. First, it was found that it is very important to form consensus so that the members of the organization can participate in the change in order to simplify the task. Second, incentives, such as HR, were needed to induce active participation of members in the innovation project called Simplification of Work. Third, in order to induce and support organizational change, it was found that the interest and support of middle managers and directors were the most important factors. The results of this study will help to prepare the policy for innovation in the public sector's working style.

The Rule Case Simplification Algorithm to be used in a Rule-Based System (규칙기반 시스템에 사용되는 규칙 간소화 알고리즘)

  • A rule is defined as a case to determine the target values according to combination of various Business factors. The information system is used to represent enterprise's business, which includes and implements the amount of these rules to Rule-Based System. A Rule-Based System can be constructed by using the rules engine method or Relational Database technology. Because the rules engine method has some disadvantages, the Rule-Based System is mostly developed with Relational Database technology. When business scales become larger and more complex, a large number of various rule cases must be operated in system, and processing these rule cases requires additional time, overhead and storage space, and the speed of execution slows down. To solve these problems, we propose a simplification algorithm that converts a large amount of rule cases to simplification rule cases with same effects. The proposed algorithm is applied to hypothetical business rule data and a large number of simplification experiments and tests are conducted. The final results proved that the number of rows can be reduced to some extent. The proposed algorithm can be used to simplify business rule data for improving performance of the Rule-Based System implemented with the Relational Database.

  • The rate of accidents in the domestic construction industry is on the rise, which is 1.9 times higher than in other industries in 2018. The increasing trend of construction accidents shows the limitation of the current construction safety management system, and enhancement of the effect to prevent accidents in the construction industry is required through carious measures for improvement. This paper aims to increase the efficiency of safety management in the construction industry by deriving standard safety management tasks to prevent accidents in the construction industry and deriving document simplification and importance based on IPA analysis results.

Study on Solutions to the Heavy Work of Safety Managers at Construction Sites (건설현장 안전관리자의 과중한 서류업무 해소방안 연구)

  • The purpose of this study is to suggest a way to solve the excessive paperwork of safety managers in domestic construction sites, and to suggest a work efficiency plan that can shorten the time required to prevent safety accidents. First, a function to automatically generate a safety document and find the necessary data is applied using the RPA program. The second is document creation using mobile devices. After safety training, use the Moleil app to keep the training log. Third, to prevent omission of essential safety and health documents, the automatic warning function is activated according to the RPA submission time and sent to the person in charge by e-mail or text. Fourth, the function to find the latest data with high accuracy and speed through 'Google Cloud Search', a search function, was applied.

  • The quality certification for recycled aggregate is governed by the Construction Waste Recycling Promotion Act, overseen by the Ministry of Environment. The specific criteria for this certification are detailed in the Regulations on Quality Certification and Management of Recycled Aggregate, a mandate of the Ministry of Land, Infrastructure, and Transport. These regulations were initially enacted on April 10, 2006, and have undergone a total of 16 revisions to date, the most recent being on December 23, 2021. This paper delves into the revision history of these pivotal regulations pertaining to quality certification over the past 17 years, with a particular focus on the latest revision, which encompasses significant changes, including those in follow-up management. This analysis aims to aid stakeholders in the recycled aggregate sector, including 402 certified companies, in comprehensively understanding the government's strategic direction for quality certification and to encourage the recycling of construction waste by bolstering the quality certification process.

  • 도시가스 시공은 특수분야로서 경험이 없으면 시공하기 힘들다. 또한 가스 시공은 국민의 재산보호와 직결되어 있으므로 시공 과정에서 많은 서류가 필요하고 인허가 및 안전점검이 특히 요구된다. 대한설비건설협회 가스설비공사협의회(위원장 이효련)는 지난해 한국도시가스협회와 협의를 통해 도시가스 사용자공급관(공동주택 등)의 행정절차 및 제출서류 간소화 및 표준화와 함께 현장에서 만연하고 있는 도시가스사의 부당행위를 강력하게 건의한 결과 이를 시정조치하여 가스시설시공업 회원사의 경영환경을 크게 개선했다. 본지는 도시가스 사용자 공급관 업무처리 절차를 살펴본다.

  • MITSUBISHI CHEMICAL CENTER (이하(以下) MCES라 함)에서는 도서관리업무(圖書管理業務)의 합리화(合理化)를 도모하기 위하여 중소규모용(中小規模用) 도서관리(圖書管理)시스뎀을 도입(導入)하여 도서실(圖書室)의 운영(運營)에 효과(效果)를 올리고 있다. 본(本)시스템의 특징(特徵)으로서는 (1)퍼스널 컴퓨터를 이용한 저렴(低廉)한 시스뎀, (2)키워드(Key word) 검색의 가능(可能)<완전일치방식(完全一致方式)>, (3)바코드(Bar code)를 이용(利用)한 인력작업(人力作業)의 간소화 등을 꼽을 수 있다. 본(本) 시스템의 도입경과(導入經過), 시스뎀 구성(構成), 대상업무(對象業務), 효과(效果) 등에 대해서 소개(紹介)한다.

  • 기업이 ERP시스템을 도입 후 영업, 구매, 자산, 생산 등에서 통합 전표가 발생되어 기업의 흐름이 매우 빨라졌다. 그러나 기업이 e-Business 환경하에 있으나 회계 프로세스의 중요한 부분을 차지하는 회계증빙과 회계업무 관련 부분이 여전히 수작업 처리하는 부분이 상당히 많이 존재하고 있다. 본 연구 과제는 회계 증빙 처리와, 업무프로세스를 디지털화하는데 성공한 D 사의 사례를 소개하고 이를 이론적으로 분석하였다. D 사는 법인카드 프로세스, 스캔증빙 프로세스, 업무처리프로세스를 디지털화하였고 Paperless, 업무처리 간소화, 시간 절약, 경비 절감, 시공간의 제약 등 비용과 불필요한 업무를 없애는 데 성공하였다. 본 연구 과제를 통해 타 기업들에게도 혁신의 동인과 반향을 제시하고자 한다.
