Recently, large and diverse weather data are being collected by sensors from various sources. Efforts to predict the concentration of fine dust through machine learning are being made everywhere, and this study intends to compare PM10 and PM2.5 prediction models using data from 840 outdoor air meters installed throughout the city. Information can be provided in real time by predicting the concentration of fine dust after 5 minutes, and can be the basis for model development after 10 minutes, 30 minutes, and 1 hour. Data preprocessing was performed, such as noise removal and missing value replacement, and a derived variable that considers temporal and spatial variables was created. The parameters of the model were selected through the response surface method. XGBoost, Random Forest, and Deep Learning (Multilayer Perceptron) are used as predictive models to check the difference between fine dust concentration and predicted values, and to compare the performance between models.

Minutes of the state council are the highest level records which can show the overall decision making process at the state level. The purpose of this study is to suggest the methodology for designing historical contents based on relational structure of minutes of state council and records of ministries in the period of Rhee Regime. The methodology has three steps; first, it suggests directions of DB design that represent the basic information and agenda of the state councils through the period of Rhee Regime. Second, it proposes subject classification scheme for major policy matters in the period. to which each agenda will be assigned and related ministries' records will be linked. Third, it suggests the basic structure and procedures to develop the historical contents on each subject matter based on the minutes and relational records of ministries.

특정 극치사상 자료에 대한 특성 분석 시 수문자료에 대한 빈도해석은 일반적으로 단일 확률 변수를 기준으로 이루어지는 단변량 해석 방법이 활용된다. 그러나 두 가지 이상의 변량이 서로 상관성을 가지는 경우 다변량 빈도해석이 요구되며, 이를 단변량으로 해석하는 경우 재현기간의 과소추정 등의 문제점이 발생할 수 있다. 최근 이러한 점을 개선하기 위하여 다변량 빈도해석에 관한 연구가 지속적으로 진행되고 있다(Kwon and Lall, 2016; Vaziri et al., 2018). 특히, 가뭄의 경우, 강도(intensity)뿐만 아니라 지속기간, 심도도 매우 중요한 인자로 고려되고 있다. 특히, 가뭄지속기간과 심도의 경우 두 인자 간의 상관성이 매우 크기 때문에 단변량(univariate) 가뭄빈도해석 보다 다변량으로(multivariate) 가뭄빈도해석을 수행하는 것이 가뭄위험도 평가 측면에서 유리하다고 알려져 있다(Shiau and Shen, 2001; Kim et al., 2017). 따라서 이 둘을 결합한 빈도 해석을 위해 Copula Function을 이용한 다변량 빈도 해석에 관한 연구들이 활발히 진행되고 있다. 홍수의 경우 지속시간별 연최대강수량 계열을 이용한 빈도해석 과정이 지침으로 정립되어 수자원 설계 실무에서 활용되고 있으나, 가뭄은 실무에서 활용할 수 있는 지침 및 분석 도구가 없는 실정이다. 이에 환경부와 국가가뭄정보분석센터에서는 '20년도에 단변량 가뭄빈도 해석을 위한 프로그램을 제작·배포하였다. 본 연구에서는 가뭄의 특성을 대변하는 상관도 높은 두 인자인 가뭄 심도(severity)와 가뭄 지속기간(duration)이라는 두 가지 특성을 함께 고려해 이변량(bivariate) 가뭄 빈도를 해석할 수 있는 도구를 개발하는 것을 목표로, 다양한 확률분포형을 이용한 최적 주변 확률분포형 선정과 최신 Copula Function들을 이용한 최적 결합확률분포 추정을 통해 신뢰도 높은 2변량 가뭄빈도 해석을 수행할 수 있는 프로그램을 제작하였으며, 테스트 버전 배포 등을 거쳐 누구나 사용할 수 있도록 공개할 예정이다.

This pilot study explores a method of extracting metadata values and descriptions from records using named entity recognition (NER), a technique in natural language processing (NLP), a subfield of artificial intelligence. The study focuses on handwritten records from the Guro Industrial Complex, produced during the 1960s and 1970s, comprising approximately 1,200 pages and 80,000 words. After the preprocessing process of the records, which included digitization, the study employed a publicly available language API based on Google's Bidirectional Encoder Representations from Transformers (BERT) language model to recognize entity names within the text. As a result, 173 names of people and 314 of organizations and institutions were extracted from the Guro Industrial Complex's past records. These extracted entities are expected to serve as direct search terms for accessing the contents of the records. Furthermore, the study identified challenges that arose when applying the theoretical methodology of NLP to real-world records consisting of semistructured text. It also presents potential solutions and implications to consider when addressing these issues.
In the wartime, aircraft carrying out a mission to strike the enemy deep in the depth are exposed to the risk of being shoot down. As a key combat force in mordern warfare, it takes a lot of time, effot and national budget to train military flight personnel who operate high-tech weapon systems. Therefore, this study studied the path problem of predicting the route of emergency escape from enemy territory to the target point to avoid obstacles, and through this, the possibility of safe recovery of emergency escape military flight personnel was increased. based problem, transforming the problem into a TSP, VRP, and Dijkstra algorithm, and approaching it with an optimization technique. However, if this problem is approached in a network problem, it is difficult to reflect the dynamic factors and uncertainties of the battlefield environment that military flight personnel in distress will face. So, MDP suitable for modeling dynamic environments was applied and studied. In addition, GIS was used to obtain topographic information data, and in the process of designing the reward structure of MDP, topographic information was reflected in more detail so that the model could be more realistic than previous studies. In this study, value iteration algorithms and deterministic methods were used to derive a path that allows the military flight personnel in distress to move to the shortest distance while making the most of the topographical advantages. In addition, it was intended to add the reality of the model by adding actual topographic information and obstacles that the military flight personnel in distress can meet in the process of escape and escape. Through this, it was possible to predict through which route the military flight personnel would escape and escape in the actual situation. The model presented in this study can be applied to various operational situations through redesign of the reward structure. In actual situations, decision support based on scientific techniques that reflect various factors in predicting the escape route of the military flight personnel in distress and conducting combat search and rescue operations will be possible.
As the global market environment changes, the domestic ICT industry has a growing influence on the world economy. This industry is regarded as an important driving force in the national economy from a technological and social point of view. In particular, small and medium-sized enterprises (SMEs) in the ICT industry are regarded as essential actors of domestic economic development in terms of company diversity, technology development and job creation. However, since it is small compared to large-sized enterprises, it is difficult for SMEs to survive with a differentiated strategy in an incomplete and rapidly changing environment. Therefore, SMEs must make a lot of efforts to improve their own capabilities, and the government needs to provide the desirable help suitable for corporate internal resources so that they can continue to be competitive. This study classifies the types of ICT SMEs participating in government support programs, and analyzes the relationship between resources and performance creation of each type. The data from the "ICT Small and Medium Enterprises Survey" conducted annually by the Ministry of Science and ICT was used. In the first stage, ICT SMEs were clustered based on common factors according to their experiences with government support programs. Three clusters were meaningfully classified, and each cluster was named "active participation type," "initial support type," and "soloist type." As a second step, this study compared the characteristics of each cluster through profiling analysis for each cluster. The third step carried out in this study was to find out the mechanism of R&D performance creation for each cluster through regression analysis. Different factors affected performance creation for each cluster, and the magnitude of the influence was also different. Specifically, for "active participation type", "current manpower", "technology competitiveness", and "R&D investment in the previous year" were found to be important factors in creating R&D performance. "Initial support type" was identified as "whether or not a dedicated R&D organization exists", "R&D investment amount in the previous year", "Ratio of sales to large companies", and "Ratio of vendors supplied to large companies" contributed to the performance. Lastly, in the case of "soloist type", "current workforce" and "future recruitment plan", "technological competitiveness", "R&D investment", "large company sales ratio", and "overseas sales ratio" showed a significant relationship with the performance. This study has practical implications of showing what strategy should be established when supporting SMEs in the future according to the government's participation in the startup program and providing a guide on what kind of support should be provided.

Forest carbon stocks change due to land use change is an important data required by UNFCCC(United Nations framework convention on climate change). Spatially explicit estimation of forest carbon stocks based on IPCC GPG(intergovernmental panel on climate change good practice guidance) tier 3 gives high reliability. But a current estimation which was aggregated from NFI data doesn't have detail forest carbon stocks by polygon or cell. In order to improve an estimation remote sensing and GIS have been used especially in Europe and North America. We divided research trends in main countries into 4 categories such as remote sensing, GIS, geostatistics and environmental modeling considering spatial heterogeneity. The easiest way to apply is combination NFI data with forest type map based on GIS. Considering especially complicated forest structure of Korea, geostatistics is useful to estimate local variation of forest carbon. In addition, fine scale image is good for verification of forest carbon stocks and determination of CDM site. Related domestic researches are still on initial status and forest carbon stocks are mainly estimated using k-nearest neighbor(k-NN). In order to select suitable method for forest in Korea, an applicability of diverse spatial data and algorithm must be considered. Also the comparison between methods is required.
'Arirang folk song in the Democratic People's Republic of Korea' was inscribed to the Representative List of the Intangible Cultural Heritage of Humanity in 2014 and 'Tradition of kimchi-making in the Democratic People's Republic of Korea' followed in 2015. It is presumed that North Korea was influenced by the Republic of Korea inscribing 'Arirang, lyrical folk song in the Republic of Korea' to the list in 2012 as well as 'Kimjang, making and sharing kimchi in the Republic of Korea' in 2013. These cases show the necessity (or possibility) of cultural exchanges between the two Koreas through UNESCO ICH lists. The purpose of this article is to explore the possibility of inter-Korean cultural integration. Therefore, I would like to review UNESCO's ICH policy and examine the ways of cooperation and joint nominations to the Representative List of Intangible Cultural Heritage of Humanity between the two Koreas. First, I reviewed the amendments to the laws and regulations of the two Koreas and how the two countries applied the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. Although the cultural exchange is a non-political field, given the situation between South and North Korea, it is influenced by politics. Therefore, we devised a stepwise development plan, divided into four phases: infrastructure development, cooperation and promotion, diversification, and policymaking and alternative development. First a target group will be needed. In this regard, joint nominations to the Representative List of the UNESCO Intangible Cultural Heritage of Humanity will be suitable for cooperation. Both countries have already started separate nominations on shared ICH elements to the UNESCO lists. Therefore, I have selected a few elements as examples that can be considered for joint nominations. The selected items are makgeolli (traditional liquor), jang (traditional soybean sauce), gayangju (homebrewed liquor), gudeul (Korean floor heating system), and jasu (traditional embroidery). Cooperation should start with sharing information on ICH elements. A pilot project for joint nomination can be implemented and then a mid-term plan can be established for future implementation. When shared ICH elements are inscribed on UNESCO ICH lists, various activities can be considered as follow-ups, such as institution visits, performances, exhibitions, and joint monitoring of the intangible cultural heritage. Mutual cooperation of the two Koreas' intangible cultural heritage will be a unique example between the divided countries, so its value will be recognized as a symbol of cultural cooperation. In addition, it will be a foundation for cultural integration of the two Koreas, and it will show the value of their unique ICH to the world. At the same time, it will become a good example for joint nominations to the Representative List recommended by UNESCO.

Also, Mobile devices such as smart phones belonging to the privately-owned asset can't be always controlled to archive company security policy. In the meantime, public smart phones owned by company was always applied security policy. But it can't not apply to privately-owned smart phones. Thus, this paper is focused to archive company security policy, but also enable the individual's free to use of smart phones when we use mobile information systems. So, when we use smart phone as individual purpose, the normal operation of all smart phone functions. But, when we use smart phone as company purpose like mobile information systems, the smart phone functions are blocked like screen capture, Wi-Fi, camera to protect company data. In this study, we suggest the design and implementation of real time control and management of mobile device using MDM(Mobile Device Management) solution. As a result, we can archive company security policy and individual using of smart phone and it is the optimal solution in the BYOD(Bring Your Own Device) era.
Externally, business environment in public institution has being changed as government business reference model(BRM) appeared and business management systems for transparency of a policy decision process are introduced. After Records Automation System started its operation, dissatisfaction grows because of inadequacy in system function and the problems about authenticity of electronic records. With these backgrounds, National Archives and Records Service had carried out 'Information Strategy Planning for Reform to Records Management System' for 5 months from September, 2005. As result, this project reengineers current records management processes and presents the world-class system model. After Records and Archives Management Act was made, the records management in public institution has propelled the concept that paper records are handled by means of the electric data management. In this reformed model, however, we concentrates on the electric records, which have gradually replaced the paper records and investigate on the management methodology considering attributes of electric records. According to this new paradigm, the electric records management raises a new issue in the records management territory. As the major contents of the models connecting with electric records management were analyzed and their significance and bounds were closely reviewed, the aim of this paper is the understanding of the future bearings of the management system. Before the analysis of the reformed models, issues in new business environments and their records management were reviewed. The government's BRM and Business management system prepared the general basis that can manage government's whole results on the online and classify them according to its function. In this points, the model is innovative. However considering the records management, problems such as division into Records Classification, definitions and capturing methods of records management objects, limitations of Records Automation System and so on was identified. For solving these problems, the reformed models that has a records classification system based on the business classification, extended electronic records filing system, added functions for strengthening electric records management and so on was proposed. As regards dramatically improving the role of records center in public institution, searching for the basic management methodology of the records management object from various agency and introducing the detail design to keep documents' authenticity, this model forms the basis of the electric records management system. In spite of these innovations, however, the proposed system for real electric records management era is still in its beginning. In near feature, when the studies is concentrated upon the progress of qualified classifications, records capturing plans for foreign records structures such like administration information system, the further study of the previous preservation technology, the developed prospective of electric records management system will be very bright.
