Linking Ukraine's education system with the trends of global digitalization is mandatory to ensure the sustainable, long-term development of the country, as well as to increase the sustainability of the education system and the economy as a whole during the crisis period. Now the main problems of the education system in Ukraine are manifested in a complex context caused by Russian armed aggression. In the context of war, problems include differences in adaptation to online learning among educational institutions, limited access to education for vulnerable groups in the zone of active hostilities, the lack of digital educational resources suitable for online learning, and the lack of basic digital skills and competencies among students and teachers necessary to properly conduct online classes. Some of the problems of online learning were solved in the pandemic, but in the context of war Ukrainian society needs a new vision of education and continuous efforts of all social structures in the public and private environment. In the context of war, concerted action is needed to keep education on track and restore it in active zones, adapting to the needs of a dynamic society and an increasingly digitized economy. Among the urgent needs of the education system are a change in the teaching-learning paradigm, which is based on content presentation, memorization, and reproduction, and the adoption of a new, hybrid educational model that will encourage the development of necessary skills and abilities for students and learners in a digitized society and enable citizens close to war zones to learn. -

One of the most pressing socioeconomic problems confronting humanity on a worldwide scale is food security, particularly in light of the expanding population and declining land productivity. These causes have increased the number of people in the world who are at risk of starving and have caused the natural ecosystems to degrade at previously unheard-of speeds. Happily, the Internet of Things (IoT) development provides a glimmer of light for those worried about food security through smart agriculture-a development that is particularly relevant to automating food production operations in order to reduce labor expenses. When compared to conventional farming techniques, smart agriculture has the benefit of maximizing resource use through precise chemical input application and regulation of environmental factors like temperature and humidity. Farmers may make data-driven choices about the possibility of insect invasion, natural disasters, anticipated yields, and even prospective market shifts with the use of smart farming tools. The technical foundation of smart agriculture serves as a potential response to worries about food security. It is made up of wireless sensor networks and integrated cloud computing modules inside IoT.

The destructive impact of contagious diseases outbreaks on all life facets necessitates developing effective solutions to control these diseases outbreaks. This research proposes an end-to-end, data-driven platform which consists of multiple modules that are working in harmony to achieve a concrete goal: early detection of contagious diseases outbreaks (i.e., epidemic diseases detection). Achieving that goal enables decision makers and people in power to act promptly, resulting in robust prevention management of contagious diseases. It must be clear that the goal of this proposed platform is not to predict or forecast the spread of contagious diseases, rather, its goal is to promptly detect contagious diseases outbreaks as they happen. The front end of the proposed platform is a web-based dashboard that visualizes diseases outbreaks in real-time on a real map. These outbreaks are detected via another component of the platform which utilizes data mining techniques and algorithms on gathered datasets. Those gathered datasets are managed by yet another component. Specifically, a mobile application will be the main source of data to the platform. Being a vital component of the platform, the datasets are managed by a DBMS that is specifically tailored for this platform. Preliminary results are presented to showcase the performance of a prototype of the proposed platform.

The number of vehicles has increased exponentially over the past 20 years due to technological advancements. It is becoming almost impossible to manually control and manage the traffic in a city like Karachi. Without license plate recognition, traffic management is impossible. The Framework for License Plate Detection & Recognition to overcome these issues is proposed. License Plate Detection & Recognition is primarily performed in two steps. The first step is to accurately detect the license plate in the given image, and the second step is to successfully read and recognize each character of that license plate. Some of the most common algorithms used in the past are based on colour, texture, edge-detection and template matching. Nowadays, many researchers are proposing methods based on deep learning. This research proposes a framework for License Plate Detection & Recognition using a custom YOLOv5 Object Detector, image segmentation techniques, and Tesseract's optical character recognition OCR. Cerebral palsy is one of the most serious forms of disorders of the psychophysical development of children, which manifests itself in disturbances of motor functions, which are often combined with speech disorders, other complications of the formation of higher mental functions, and often with a decrease in intelligence. The article will discuss the speech disorder in children with cerebral palsy. Emphasis is placed on some important aspects, which should bear in mind, investigating the problem of specifics of speech development of children with cerebral palsy. In particular at the heart of speech disorders in the cerebral palsy is not only damage to certain structures of the brain, but also the later formation or underdevelopment of those parts of the cerebral cortex, which are of major importance in linguistic and mental activity. This is an ontogenetically young region of the cerebral cortex, which is most rapidly developing after birth (premotor, frontal, temmono-temporal). It is important to take into account, that children with cerebral palsy have disturbances of phonemic perception. Often, children do not distinguish between hearing sounds, cannot repeat component rows, allocate sounds in words. At dysarthria, there are violations of pronunciation of vowel and consonant sounds, tempo of speech, modulation of voice, breathing, phonation, as well as asynchronous breathing, alignment and articulation. As a result, we identified the main features and specifics of the speech development of children with cerebral palsy and described the conditions necessary for the full development of language. Language disturbances in children's cerebral palsy depend on the localization and severity of brain damage. Great importance in the mechanism of speech disorders has a pathology that limits the ability of movement and knowledge of the world. -

A conceptual model represents an understanding of a system that is going to be developed, which in this research, a driving simulation software to study driver behavior at signalised intersections. Therefore, video observation was conducted to examine driver compliance behaviour within the dilemma zone at signalised intersection, pertaining to driver's distance from the stop line during yellow light interval. The video was analysed using Thematic Analysis and the data extracted from it was analysed using Chi-Square Independent Test. The Thematic Analysis revealed two major themes which were traffic situation and driver compliance behaviour. Traffic situation is defined as traffic surrounding the driver, such as no car in front and behind, car in front, and car behind. Meanwhile, the Chi-Square Test result indicates that within the dilemma zone, there was a significant relationship between driver compliance behaviour and driver's distance from the stop line during yellow light interval. The closer the drivers were to the stop line, the more likely they were going to comply. In contrast, drivers showed higher noncompliant behavior when further away from stop line. This finding could help us in the development of conceptual model of driving simulation with purpose of studying driver behavior. -

The article considers the improved method and model of automated air situation assessment using a decision support system based on fuzzy networks of target installations. The advanced method of automated assessment of the air situation using the decision support system is based on the methodology of reflexive control of the first rank. With this approach, the process of assessing the air situation in the framework of the formulated task can be reduced to determining the purpose, probabilistic nature of actions and capabilities of the air target. The use of a homogeneous functional network for the formal presentation of air situation assessment processes will formally describe the process of determining classes of events during air situation assessment and the process of determining quantitative and qualitative characteristics of recognized air situation situations. To formalize the patterns of manifestation of the values of quantitative and symbolic information, it is proposed to use the mathematical apparatus of fuzzy sets. -

Intelligent Character Recognition System for Account Payable (ICRS AP) Automation represents the process of capturing text from scanned invoices and extracting the key fields from invoices and storing the captured fields into properly structured document format. ICRS plays a very critical role in invoice data streamlining, we are interested in data like Vendor Name, Purchase Order Number, Due Date, Total Amount, Payee Name, etc. As companies attempt to cut costs and upgrade their processes, accounts payable (A/P) is an example of a paper-intensive procedure. Invoice processing is a possible candidate for digitization. Most of the companies dealing with an enormous number of invoices, these manual invoice matching procedures start to show their limitations. Receiving a paper invoice and matching it to a purchase order (PO) and general ledger (GL) code can be difficult for businesses. Lack of automation leads to more serious company issues such as accruals for financial close, excessive labor costs, and a lack of insight into corporate expenditures. The proposed system offers tighter control on their invoice processing to make a better and more appropriate decision. This study aims to substantiate an interdisciplinary methodology for automated analysis and qualitative assessment of legislation and court decisions. The development of this kind of methodology will make it possible to fill a number of methodological gaps in various research areas, including law effectiveness assessment and legal monitoring. We have defined a methodology based on the interdisciplinary principles and tools. In general, it should be noted that even at the level of qualitative assessment made with the use of the methodology described above, the accumulation of knowledge about the relationship between legal objectives, indicators and computer methods of their identification can reduce the role of expert knowledge and subjective factor in the process of assessment, planning, forecasting and control over the state of legislation and law enforcement. Automation of intellectual processes becomes inevitable in a digital society, but, releasing experts from routine work, simultaneously reorients it to development of interdisciplinary methods and control over their application. -

Ad hoc network is self-organized network powered by battery. The reliability of virtual user identification and channel security are reduced when SNR is low due to limited user energy. In order to solve this problem, a joint virtual user identification and channel security en/decoding method is proposed in this paper. Transmitter-receiver-based virtual user identification code is generated by executing XOR operation between orthogonal address code of transmitter and pseudo random address code of receiver and encrypted by channel security code to acquire orthogonal random security sequence so as to improve channel security. In order to spread spectrum as well as improve transmission efficiency, data packet is divided into 6-bit symbols, each symbol is mapped with an orthogonal random security sequence. Subspace-based method is adopted by receiver to process received signal firstly, and then a judgment model is established to identify virtual users according to the previous processing results. Simulation results indicate that the proposed method obtains 1.6dB Eb/N0 gains compared with reference methods when miss alarm rate reaches 10-3. -

The new social reality emerging amid the global rise of communication links and integration processes acutely emphasizes the problems of communication in large and small social systems. The method of their communication becomes one of the keys to ensuring global security. It has become the mission of humanitarian education to prepare the younger generations for life in a changing world with no image of the future and increasing uncertainty. In psychological and pedagogical research, there is a growing scientific interest in the problems of interaction of the individual with the social environment. The mental trace of a person's practice in society shapes the experience of social interaction, which constitutes simultaneously the source, tool, and condition for the emergence and development of personality. The study outlines the methodological foundations for the study of individual experiences of social interaction. A hypothesis about the productivity of the functional matrix method is tested. Materials for the training of specialists in the humanities include interdisciplinary approaches to the study and transformation of the experience of social interaction and systematic methodology for the study of complex objects. Fundamental to the study is the systematic-dialectical method, and the matrix method is employed as the instrumental-technological method. The paper presents the results of a multidisciplinary overview of scientific literature concerning the essential characteristics and functions of social interaction and the respective experience. The overview points to the fragmented nature of scientific understanding of the elements of experience outside its integrity and systemic properties. Based on the formula "personality interacts with the social environment", the study presents an algorithm for the application of a systematic methodology for the study of complex objects, which made it possible to identify the system parameters of experience at three levels of cognition and develop the reference structural and functional matrices for the didactic system of its pedagogical enrichment. -

Noise is a serious issue. While sending images via electronic communication, Impulse noise, which is created by unsteady voltage, is one of the most common noises in digital communication. During the acquisition process, pictures were collected. It is possible to obtain accurate diagnosis images by removing these noises without affecting the edges and tiny features. The New Average High Noise Density Median Filter. (HNDMF) was proposed in this paper, and it operates in two steps for each pixel. Filter can decide whether the test pixels is degraded by SPN. In the first stage, a detector identifies corrupted pixels, in the second stage, an algorithm replaced by noise free processed pixel, the New average suggested Filter produced for this window. The paper examines the performance of Gaussian Filter (GF), Adaptive Median Filter (AMF), and PHDNF. In this paper the comparison of known image denoising is discussed and a new decision based weighted median filter used to remove impulse noise. Using Mean Square Error (MSE), Peak Signal to Noise Ratio (PSNR), and Structure Similarity Index Method (SSIM) metrics, the paper examines the performance of Gaussian Filter (GF), Adaptive Median Filter (AMF), and PHDNF. A detailed simulation process is performed to ensure the betterment of the presented model on the Mini-MIAS dataset. The obtained experimental values stated that the HNDMF model has reached to a better performance with the maximum picture quality. images affected by various amounts of pretend salt and paper noise, as well as speckle noise, are calculated and provided as experimental results. According to quality metrics, the HNDMF Method produces a superior result than the existing filter method. Accurately detect and replace salt and pepper noise pixel values with mean and median value in images. The proposed method is to improve the median filter with a significant change. -

Handwritten text recognition is one of the active research areas nowadays. The progress in this field differs in every language. For example, the progress in Arabic handwritten text recognition is still insignificant and needs more attentions and efforts. One of the most important fields in this is Arabic handwritten manuscript text recognition which focuses in extracting text from historical manuscripts. For eons, ancients used manuscripts to write everything. Nowadays, there are millions of manuscripts all around the world. There are two main challenges in dealing with these manuscripts. The first one is that they are at the risk of damage since they are written in primitive materials, the second challenge is due to the difference in writing styles, hence most people are unable to read these manuscripts easily. Therefore, we discuss in this study different papers that are related to this important research field. -

Smart learning is augmented with digital, context-aware, and adaptable technologies to encourage students to learn better and faster. To ensure that digital learning is successful and that implementation is efficient, it is critical that the dimensions of digital learning are arranged correctly and that interactions between the various elements are merged in an efficient and optimal manner. This paper builds and discusses a basic framework for smart learning in the digital age, aimed to improve students' abilities and performance in learning. The proposed framework consists of five dimensions: Teacher, Technology, Learner, Digital content, and Evaluation. The Teacher and Learner dimensions operate on two levels: (a) an abstract level to fit in knowledge and skills or interpersonal characteristics and (b) a concrete level in the form of digital devices used by teachers and learners. Moreover, this paper proposes asynchronous online course delivery model. An Arabic smart learning platform has been developed, based on these smart learning core dimensions and the asynchronous online course delivery model, because despite the official status of this language in many countries, there is a lack of Arabic platforms to teach Arabic. Moreover, many non-native Arabic speakers around the world have expressed an interest in learning it. The Arabic digital platform consists of over 70 lessons classified into three competence levels: beginner, intermediate, and advanced, delivered by Arabic experts and Arabic linguists from various Arab countries. The five dimensions are described for the Arabic platform in this paper. Learner dimension is the Arabic and non-Arabic speakers, Teacher dimension is Arabic experts and Arabic linguistics, Technology dimension consists of technology for Arabic platform that includes web design, cloud computing, big data, etc. The digital contents dimension consists of web-based video, records, etc. The evaluation dimension consists of Teachers rating, comments, and surveys.
