Donors' satisfaction with software education donation activities was 57.9%. The social support for SW education donors was in the order of software education contents support, activity cost support, equipment and network support, and place sponsorship. 87.4% of donors were willing to continue to donate to software education. The reason why they did not want to continue donating software education was 'lack of personal time' (65.4%). • Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.

  • This study examines the normalization of Korean GM management between the Korean government and GM in terms of external negotiation game and internal negotiation game using Putnam's Two-Level Games. In addition, GM's Win-set change and negotiation strategy were analyzed. This analysis suggested implications for the optimal negotiation strategy for mutual cooperation between multinational corporations and local governments in the global business environment. First, the negotiation strategy for Korea's normalization of GM management in Korea can be shifted to both the concession theory and the opposition theory depending on the situation change and the government policy centered on the cautious theory. Second, GM will maximize its bargaining power through 'brink-end tactics' by utilizing the fact that the labor market is stabilized, which is the biggest weakness of the Korean government, while maintaining a typical Win-set reduction strategy. GM will be able to restructure at any time in terms of global management strategy, and if the financial support of the Korean government is provided, it will maintain the local factory but withdraw the local plant at the moment of stopping the support. In negotiations on the normalization of GM management in Korea, it is necessary to prepare a problem and countermeasures for various scenarios and to maintain a balance so that the policy does not deviate to any one side.

  • As the number of companion animals reaches 15 million in 2022, the pet wear market is expected to grow at an average annual rate of about 14.5% from KRW 1.5684 trillion in 2014 to a market size of over KRW 6 trillion in 2027. However, most of the pet clothing and various supplies currently in circulation are either cheap, low-quality products imported from China or other countries, or expensive products released by overseas luxury brands. Therefore, it is urgent to develop a brand that can compete with luxury products coming from overseas by developing premium pet fashion products using high-end functional fabrics produced domestically. This study seeks to propose ways to revitalize the domestic pet fashion market by examining the current status of global pet fashion, the domestic textile industry, and the current status of the pet fashion market. The suggestions and expected effects are as follows. First, active support is needed for the development of products using domestically produced fabrics, such as raising awareness through various subsidy projects and contests. Second, it is expected that small and medium-sized businesses will be revitalized through the production of pet fashion products using high-quality functional knit fabrics produced in northern Gyeonggi Province. Third, it is necessary to produce high-quality premium products through continuous and intensive support from the government and collaboration between large corporations and small and medium-sized enterprises. Fourth, there is an urgent need to provide opportunities to train experts for the expected effects of starting businesses and creating new jobs.

  • This article examines the legal measures to establish the financial independence of the Local Cultural Centers(LCCs) by the revision of Promotion of Local Cultural Centers Act(PLCC Act) to allow profit-making activities of LCCs. For the past 70 years, LCCs have been the core of local culture, but they have not been financially independent and have survived through government subsudues and support funds. Its weak financial structure that depends on the subsidies makes it difficult to carry out the essential business and threatens sustainability. Legally, LCCs are special corporations which established in accordance with the PLCC Act, and their legal status and functions are stipulated in accordance with the laws governing their establishment. The current PLCC Act does not stipulate that the LCC may conduct profit-making business other than the essential business. However, compare to the other special corporations which established by their own legislatives, it is understood that the PLCC Act can also provide regulations related to the profit business of LCCs. This article presents legal drafts for PLCC Act and suggests other necessary discussions for financial independence of LCCs.

  • Multinational Corporations (MNCs) are increasingly establishing globally-distributed R&D (Research and Development) centers in which sites around the world work collaboratively to develop new manufacturing and product technologies. Following new globalization strategies, these projects more often include sites in Emerging/Newly Industrializing Economies (E/NIEs). The success of these ventures promises to be increasingly important both for the bottom line of MNCs and for the development ambitions of E/NIEs. This study attempts to identify these trends and to compare R&D transfer between Korea and China. The study identifies specific factors on MNC's R&D transfer and compares those operating factors between the R&D centers in Korea and China, which attract many MNCs in the world. Among those eight dimensions relating to MNCs' operation, there are significant differences in site selection, market characteristics, government support, and R&D networking between Korea and China. The analysis show more positive factors on China than Korea regarding R&D operations. The result will be helpful for both MNC's managers and governments' decision makers with respect to R&D transfer.
