국내 하도급의 근로자 보호방안에 관한 연구 (Subcontractors Protection Scheme for Harmful Works in Korea)

  • It compared subcontractor with contractor that are wages, the labor hour and labor condition of the work environment back are inferior relative. The subcontractor which basically the contract workers evade the dangerous process or the difficult work, the dirty work back what is called 3D the case which does to keep a business is many. so With life it will be threatened consequent health directly. The possibility where the subcontractor will be exposed to danger work came to be high. Consequently it prevents the subcontract which danger work is insensitive from this research and immediacy of the subcontract workers who is weak hygiene circumstance complement the plan it will be able to secure the immediacy safety&health subcontract workers, substantially to prepare in the hazard subcontract proprietor. Thus, this paper aims at presenting countermeasures to substantially secure safety and health of subcontractors by preventing ill-advised subcontracting of harmful and hazardous operations and imposing partial occupational safety and health responsibility to employers to enhance safety and health environment of subcontractors.

공정안전관리를 통한 도급업체 안전관리 강화에 관한 연구 (A Study on Improvement of Safety Management in Subcontractor through Process Safety Management)

  • 최근 발생한 크고 작은 화재 폭발 누출 사고들을 살펴보면, 하청업체의 근로자들이 원청업체 사업장에서 유해 위험한 정비 보수작업 중에 재해를 당하는 사고가 증가하고 있다. 따라서 본 연구에서는 공정안전보고서 제출대상 사업장을 대상으로, 설문조사를 통해 도급업체의 안전관리 실태를 파악하고, 도급업체의 안전관리 향상을 위해 공정안전관리를 활용한 원청업체와 하청업체간의 책임과 합리적 역할분담, 안전 보건정보 제공, 정비 보수작업 시 근로자 보호 방안을 제안하였다. 본 연구결과는 유해 위험작업 시 하청업체의 안전관리 강화와 개선에 도움을 주고, 원청업체와 하청업체간의 상생 협력관계를 구축하여 산업재해를 감소시키는데 활용될 수 있을 것으로 기대된다.

국방품질경영시스템 요구사항에 대한 중요도-난이도 분석 (Importance-Difficulty Analysis for DQMS Requirements)

  • The DQMS (Defence Quality Management System) is a certification system that manages participating companies to improve the quality of munitions. Since Korean Defense Specification (KDS) for DQMS certification that was established by adding military requirements based on the ISO quality standard, many companies complain that they should pay too much effort into the preparation process. However, it is hard to find helpful information on the preparation process because we have been only interested in the effect of DQMS acquisition. The purpose of this paper is to provide helpful information to companies preparing for DQMS certification. We surveyed the degree of difficulty and importance of the DQMS requirements from the companies with certification experience, and performed IDA (Importance-Difficulty analysis) by dividing the companies into the main contractor and the subcontractor. The result of IDA shows that there is a different recognition to the DQMS certification between main-contracting and sub-contracting companies. Subcontractor has more difficulties than main contractor in preparing the DQMS certification. In addition, we are able to identify the difficult and important requirements in the preparation process to the DQMS certification. Both main contractor and subcontractor have difficulty to the requirements related to configuration or validation such as 'customer controls configuration', 'configuration review shall be implemented' and 'design and development validation documentation.' The requirements related to customers are important to main contractor but the subcontractor regards difficult requirements as important ones. The result of this paper would be helpful to both the company preparing for DQMS and the munitions quality assurance agency.

  • Applying JIT(Just-In-Time) production system to strength competitiveness power and renovate managent has problems. This study is proposed to solve one of the problems, that mother company has different production system with subcontractor, in order to connect production system of mother company with subcontractor. In the view of the Pull System, production system of mother company, it is possible that the more smoothed production planning is established by developing the algorithm the smoothed production planning preserving the LOTproduction system and comparing the existing research. Also, in the view of subcontractor taking Push System, the possibility of keeping delivery and improving productivity is proved using simulation technique by changing Job shop to GT Cell production system because demand is fluctuating.

공공건설사업(公共建設事業) 하도급대가(下都給代價) 직접지급(直接支給)의 효과분석(效果分析)을 통한 문제점(問題點) 저감방향(低減方向)에 대한 연구(硏究) (A Study on the Minimization of Problems of the Direct Payment for Subcontractor's Work in Public Construction Project)

  • 공공건설사업에서 많은 건설회사들은 하도급으로 공사를 시행하고 있다. 하도급은 건설현장에서 빠질 수 없는 현실이고, 국가에서는 법령을 만들어 하도급인을 보호하고 있다. 하도급거래 공정화에 관한 법률에서 수급인의 부당한 하도급대가 지급금지, 선급금지급, 하도급대가의 직접지급 등을 규정하여 하도급인을 보호하고 있다. 이러한 하도급인 보호규정중에서 하 도급대가의 직접지급은 하도급인을 두텁게 보호한다는 취지도 있다. 그러나 한편으로는 이러한 규정으로 인해 수급인이 부담하고 있는 하자담보책임과의 연계성부분에서 클레임이나 분쟁이 발생할 가능성이 있다. 따라서 본 연구에서는 하도급대가의 직접지급과 관련한 실정법규나 제도의 내용을 살펴본 후 하도급대가 직접지급으로 인한 계약적 효과를 고찰한 후 예상되는 문제점을 최소화할 수 있는 방안을 모색하고자 한다. 본 연구 결과 하도급대가 직접지급과 관련된 문제를 최소화하기 위한 방안을 요약하면 다음과 같다. (1) 도급인에 대한 하도급인의 지위를 분명히 규정해야 한다. (2) 하도급대가 직접지급시 하도급계약서 및 계약이행보증이 도급인과 수급인의 계약관계를 보완하는 것으로 규정해야 한다. (3) 하도급대가 직접지급시 수급인 및 하수급인의 목적물에 대한 하자담보책임을 분명히 하기 위해 일정금액을 유보할 필요성이 있다.

원가변동과 원가 비목 간 영향력에 관한 연구 -국방연구개발사업을 중심으로- (A study on the relationship between cost fluctuation and cost elements -focused on defense R&D project-)

  • 본 연구는 국방연구개발사업의 자료를 통하여 사업 수행 간 원가가 변동되는 양상을 분석하였다. 2가지 형태의 모형을 활용한 실증분석을 통하여 원가변동(개산원가 대비 정산원가)에 영향을 미치는 원가비목과 그 영향력을 확인하였다. 모형1(17개 원가 비목)을 활용한 검증 결과, 17개 원가 비목 중 감가상각비, 관세 등 4개 원가 비목을 제외하고 정산원가 차액과 상관관계를 가지는 것을 확인하였다. 대표적으로 직접노무비의 영향력은 1.022이고 외주가공비의 영향력은 0.942로 확인되었다. "직접노무비 중심의 원가 계산"을 고려한 모형2(직접비)를 이용한 검증 결과, 모든 직접 원가 비목이 정산원가 차액과 상관관계를 가지는 것을 확인하였다. 대표적으로 직접노무비의 영향력은 2.014이고 외주가공비의 영향력은 1.068로 확인되었다. 이 연구의 결과를 통해 "직접노무비 중심의 원가계산"을 실증분석 하였고, 외주가공비를 활용한 원가 절감 유인 또한 발견하였다.

의류생산 정보의 커뮤니케이션 (A Study on the Communication of Clothing Manufacturing Information)

  • In Korean clothing industry, most of the manufactures produce garments by subcon-tractors partially or entirely. It is very often that the design part is remote from production part and there is miscommunication between these two parts resulting dissatisfaction to both. Therefore it is very important to communicate the manufacturing information clearly and quickly to produce garments exactly the design part intended. Also to automate the clothing out how to produce and use the information objectively and efficiently. As a first step of moving to automation, the purpose of the research is to find out how manufacturing information and data are communicated in clothing manufacturing at present. In order to follow the information flow of a cer-tain manufacturer, the case study method was used. The case study samples were 12 clothing firms of 13 brands. The results and suggestions are as follows :- 1. A manufacturing information is communicated through paper documents such as“Production Order”, sample and patterns. At present, a production order sheet is the most efficient communication media, which comprises most of the information being communicated. 2. A manufacturing information comprises control information on the product, design in-formation, pattern information, cutting information, material information, sewing information, production schedule information, quality control information, costing information and information about the subcontractors. 3. A manufacturing is not quite objective except pattern information and cutting information which is presented by CAD systems. The communication of design information and sewing information should be somehow more objective. 4. There is not much information from a subcontractor. Considering that a subcontractor is the other partener of the communication, more information from the subcontractor is required for both benefit. 5. A designer produce most of the manufacturing information, but the information is communicated through a production manager to the subcontractor. The difference between the information maker and information communicator can cause any miscommunication. In future automated manufacturing, it will be possible for the designer to communicate to the manufacturer directly from the early stage of designing.

건설공사 하도급 입찰단가 산정에 영향을 미치는 리스크 요인의 중요도 분석 (An Analysis of the Importance of the Risk Factors Influencing the Calculation of the Subcontract Construction Bidding Cost)

  • 건설산업의 환경은 대형화, 전문화의 추세와 공사이행기간의 증가와 건설공사의 입찰에 있어서 중요한 리스크 요인과 불확실 요인이 존재하게 되었으며 하도급자의 판단오류 및 인식부족은 이윤감소 혹은 적자를 초래하게 되며, 이는 결과적으로 하도급자에게 재정적 부담을 주게된다. 따라서 입찰단계에서의 리스크요인에 의한 공사예비비 산정을 예측하고 계약의 합의와 이행 과정에서 하도급자의 목표이윤 확보를 고려한 입찰단가를 산정하는 것은 매우 중요하다. 이러한 취지에서 본 연구는 하도급자의 공종별 사례로 선정하여 입찰금액 산정에 미치는 리스크에 대한 중요도가 공사비에 미치는 영향정도를 기초로 하여 분석하고, 이를 바탕으로 하도업자의 합리적인 입찰전략을 수립하는 기초자료로 활용하는데 있다.

건설공사 현장 안전관리 인적 체계 효율성 개선에 관한 연구 (A Study on Efficiency Improvement of the Safety Management Personnel System in Construction Site)

  • Safety accidents, which are called industrial accidents in construction work, are often caused by unstable physical and personal conditions combined during preparation and execution of work. It is difficult to manage all the construction works, but especially in the field of apartment construction work, complex and many kinds of works are being carried out at the same time. In the current construction, safety regulations such as safety management guidelines are generally well maintained, but the execution of manpower resources that can fulfill them is limited, and it is difficult to reduce the accident rate and loss cost. Therefore, in this study, it is a reality that most of the types of construction work are under contruction by subcontracting contract, so they are limit by methods of manual maintenance and safety education. Currently, the subcontractor is also allowed to perform safety management through the composition of the safety management review body, but it is operated formally. So alternatives to this were studied. As a result, safety accidents occur in the subcontractor's worker due to vertical integration, which is characteristic of the construction industry, together to the contractor, the safety management system is based on a safety construction system in which a worker who has a certain qualification condition such as career experience of the work type, work understanding of the work type, and management experience of the work type among the subcontractor, when we manage based on mutual personality which is the personality of interpersonal relationship that can communicate with each other by work type, process and grouping, it is concluded that effective and practical safety management can be achieved to reduce the accident rate and loss cost.

우리 나라 중소기업의 전략변화와 기술능력 학습 - 우리나라 전자부품 산업에 대한 사례연구 -

  • This study attempts to explore the evolution paths of Korean SMEs'strategies and their technological teaming processes. Several different evolution paths are identified based on a dynamic strategic group analysis of 115 SMEs'strategy in the Korean electronic component industry for the period of 1990-1995. Further, inadept case analyses on technological learning processes in 5 firms are undertaken. Major findings of this study can be summarized as follows : 1) There are three dominant evolution paths in SMEs'strategy. First path indicates the evolution from a subcontractor or petty imitator group(a strategic group with the narrow product/market domain and the low level of accumulated resource/capabilities) into an innovator group(a strategic group with the narrow domain but high level of technological capability) by accumulating technological capabilities. Second, some firms move from a subcontractor group into a generalizer group(a strategic group with broad product/market domain but relatively low level of technological capability) by simply adding product lines. Third path involves firms which evolve from a subcontractor group into a production focus group(a strategic group with high level of production capability) by investing in production capabilities. 2) An in-depth case analysis shows those who succeeded in technological learning are managed by CEOs, who have technological expertise and strategic vision, and have made an effort to establish management practices to support innovation, such employee educational program, performance-based reward system, etc. The successful firms also aggressively pursue diverse external linkages with outside technology sources to learn product and process technologies. Fiendly, this study discusses several implications of the findings for the theoretical development and strategic management of small firms in Korea.
