Even though Korea is strengthening the support for startups due to the limitations of growth policies focusing on large companies, the survival rate of startups is very low, so that there should be more efforts to increase the survival rate of startups. As the existing startup support institutions have provided only fragmentary supports to startups, it would be necessary to have the comprehensive support institutions. As an alternative, the accelerator providing the comprehensive support such as spatial support, education, mentoring, networking, seed investment, and connection for follow-up investment to the initial startups was legalized in Korea of 2016, based on the registration system. Currently, within less than two year from then, there have been much interest in it enough to have about 136 registered accelerators. In the United States, the accelerator was introduced more than ten years ago. In Korea, however, it is still in the initial stage, so that the researches or social consensus on the accelerator are not sufficient. Thus, this study aims to suggest the measures for the development of accelerator and the consensus on the decision making for the selection of accelerator of startups, by researching which parts are considered when startups in the accelerator stage select the accelerator. As a result of the empirical analysis, the factor that has the greatest influence on decision making factors when startup chooses an accelerator was the subsequent investment attraction. This can be explained to the accelerator as desired, considering the factor that the startup of the initial stage places the most importance on growth as investment. We hope that these research results will be sustainable in future research related to accelerators, in hopes that it will be useful for establishing accelerator policies for domestic startups and direction for revitalizing related industries.
In this study, we reviewed the main strategies and contents of the work style innovation promoted by the Moon Jae-in government, and analyzed the contents and success factors of the work innovation based on the case of a specific local government. In particular, this study analyzes the case of innovation in the way of working through simplification of work, and the local governments, which were the subject of the study, received excellent evaluation in the government innovation evaluation of the Ministry of Public Administration and Security in 2019. In this study, we conducted in-depth interviews with employees of local governments to examine the problems, achievements, and success factors related to business simplification. First, it was found that it is very important to form consensus so that the members of the organization can participate in the change in order to simplify the task. Second, incentives, such as HR, were needed to induce active participation of members in the innovation project called Simplification of Work. Third, in order to induce and support organizational change, it was found that the interest and support of middle managers and directors were the most important factors. The results of this study will help to prepare the policy for innovation in the public sector's working style.

Since reaching the top in the Billboard Main Album Chart 'Billboard 200' with Love Yourself: Tear in May of 2018, BTS once again took first place after just three months in the 'Billboard 200'(September 3, 2018) with the repackaged album Love Yourself: Answer. It opened the doors to the 'Hallyu 4.0' by conquering the main Billboard Chart with a song sung in Korean. BTS rose to the top on the 'Billboard 200' twice, thus being recognized globally for their musical talent(song, dance, promotion, etc.), and took their place in the mainstream music market of the world. BTS moved away from intuitive interaction such as mysticism, abnormality, irregularity, etc. but instead created their own world(BTS Universe) with fans around the world through two-directional communication such as consensus, sharing and co-existence. They are recognized as artists that went beyond being an idol group that simply released a few hit songs that had now elevated popular music to a new form of art. In result, they retained a highly loyal global fan base(A.R.M.Y.) and they are continuously creating good influence with them. This study analyzed the success factors of BTS using the S-M-C-R-E model as follows. ① Sender: BTS'7-person 7-colors fantasy and 'All-in-one storytelling' strategy of producer Bang Shi-hyuk ② Message: Create global consensus of 'you' rather than 'me' ③ Channel: Created real-time common grounds with global fans through social network platforms such as Youtube, Facebook and Instagram ④ Receiver: Formed highly loyal global fandom(A.R.M.Y.) that extends outside of Korea and Asia ⑤ Effect: Created additional economic value and spread good influence

Objectives : This research aimed to develop a new etiologic classification for traditional Korean Medicine in order to respond to the social and environmental change. Methods : We reviewed the existing theories on etiological classification for East Asian Medicine thoroughly and discussed the problems and limitations. Based on the experts' consensus, we abstracted disease factors and etiologic items. Results : The disease factors are classified into three parts: the human body, the environment, and the interaction between the human body and the environment. We defined them as the inner factor, the external factor, and the interaction between the inner and the external factors. The inner factor is free from the influence of the environment, and it causes diseases solely from the components of the human body. It is divided into genetic factors. The external factor is defined as a case when a disease occurs due to a factor outside the human body and includes external injuries, environmental pollution, and natural disasters. The interaction between the inner and the external factors is a disease factor that causes diseases by the interaction of the human body and the environment and includes emotions, habits, and social environment. As a result of the analysis, it was possible to see the meanings at a single glance as the scattered and fractional meanings were integrated with focus on medicinal herbs, but the increasing number of analyzed medicinal herbs tended to more and more complicate their relationships, thus, requiring additional work like filtering. Conclusions : The new etiologic classification of Korean Medicine fully reflects the perspectives on life in Korean Medicine while embracing the changes in modem society. Also, by avoiding the usage of ambivalent terms and wrong classification methods, the new classification system constructs intuitive and concise etiology and improves usability in clinical medicine.
This study apply concept mapping to realize of client participation and self-determination in social welfare program for the mental disorders. They are relatively easily marginalized in decision-making process of their program. But realization of client participation and self-determination is directly connected with effect of service. For this reason, we confirmed the applicability of concept mapping in program planning that support client participation. Case of this study is social welfare program of B community psychiatric rehabilitation center located in the A city. This program is community interchange service for the mental disorders. Interchange type is to have a food with the mental disorder and the solitary elderly. We took advantage of the concept mapping to derive the outcomes that are expecting the mental disorders and mental health social workers. Concept mapping was proceeding in six steps; preparation stage ${\rightarrow}$ idea collection stage ${\rightarrow}$ structuralization stage ${\rightarrow}$ analysis stage ${\rightarrow}$ interpretation stage ${\rightarrow}$ application stage. Participants were a total of 25 people including the mental disorders and community psychiatric rehabilitation center employees. The participants produced 42 statements. Sorting results, the mental disorders produced 6 clusters; community psychiatric rehabilitation center employees produced 3 clusters. The mental disorders classified better detail than community psychiatric rehabilitation center employees. Two group were found gap of expected outcomes each other, went narrowed it. They agreed 3 expected outcomes finally. We identified empirically the usefulness of concept mapping to realize self-determination and program participation.
There is a general consensus that fate of the differentiated welfare state had fallen into the brink of demise during the 1970s while the integrated welfare state model has emerged instead. Indications are all that such trend spotlights occupational welfare which has been relatively neglected, especially, in the field of social welfare. Nevertheless, the occupational welfare system in Korea faced crisis due to two major incidents. One is the IMP crisis which necessitates massive scale of restructuring of the general fabric of the Korean business and industry. There is little doubt that the economic crisis will surely cut down occupational welfare expenditure substantially. The other is a report released by the Korean Labor Research Institute which argus that there is no correlation between the Korean occupational welfare system and labor productivity. Thorough investigation of the Korean occupational welfare system suggests that current system is so outdated that it doesn't meet needs of the industrial workforce which, in turn, fails to enhance workers productivity. Consequently, a need for new paradigm and system arises and employee assistance program(EAP) emerges as a viable alternative. EAP is thoroughly delianeated of it's definition, motivations, functions, ingredients, historical background as well as cost-effectiveness. But major tasks center around an investigation and an analysis of it's applicability. In-depth analysis was carried out on the issue of it's indispensable natures and stumbling blocks on the way to lay it's root in the Korean industrial environment. It seems harder than the herculean task. However, EAP is not simply an alternative but is rather a pressing imperative for the present occupational welfare system in Korea which stands at the crossroad.
The fandom phenomenon of political emotion originated from ideological conflicts between the conservative and the progressive amplifies social conflicts in South Korea in interpreting and accepting films as culture media. The purpose of this paper is to examine why the structure of political consciousness in South Korea is fandomized, what is the acceptance of cinema at the center of the controversy of political ideology, and what is the desirable attitude of film reception. I conducted a discourse analysis that closely examined the debates and articles on the internet regarding ,(2013) and ,(2014) which were controversial in terms of conservatism and progressivism. As a result, First, while Korean society has not constituted a consensus on modern and contemporary history, it has easily led the acceptance of cinema to the controversy surrounding the political ideology. Second, the failure of constructing consensual memories of modern and contemporary history has made the conservative and the progressive not acknowledge the other's achievements. Third, film interpretation and meaning production are ultimately the roles of the audience, and on interpretation, diversity should be respected but conformity would be rejected. Film acceptance and interpretation should focus on rational awareness of social reality and would reflect on the social ideal objectively.
The purpose of this study is to clarify macro causes influencing on the diversity of single-mother households poverty among OECD Countries including Korea. This study carried out pooled time series cross-section analysis applying unbalanced panel design on the period from 1981 to 2012. There is marked diversity on single-mother households poverty. GDP per capita does not contributes to reduce poverty, and female employment rate and % population 0-14 exacerbate poverty. Several factors contribute on poverty reduction including social spending, child cash spending, union density, employment protection on regular workers, proportional representation system, cumulative left cabinet, cumulative women seat. In Korea, it needs to overcome the limit of anti-poverty strategy mainly based on economic growth and labor market flexibility. And it needs to enlarge universal welfare institutions, child benefits, work-family reconciliation policy, and to design adjusted labor market institutions including union density and employment protection, to introduce consensus political model including proportional representation system to enhance left power and women's representation.

This paper focuses on the situation in which, as pluralistic democracy spreads globally from the mid-20th century, the concept of publicness, the reason for the existence of traditional public art, is not limited to the physicality of occupying public space or the conditions for creation by public funds, but is seeking a new direction and examine the social significance of these changes. For this purpose, the main body of this paper analyzes the major public art projects of Freee Art Collective who were active in the UK in the early 2000s. Freee performed various public art projects in which individuals constituting a community critically reflect on political, social, and economic issues related to public goods and provide a discourse space for democratic discussion. Their practice suggested a methodology for socially-engaged public art that resists the "Third Way" cultural policy of the New Labour administration. Therefore, this paper argues that Freee's public art seeks alternatives to publicness in that it allows one to resistively think about problematic aspects of hegemonic cultural production of neoliberal cultural policy that pursues political consensus and social harmony. This research about Freee's public art would be significant in that it can serve as an opportunity for critical reflection on the contemplative form and public role of contemporary public art.
The purpose of this research is to explore the relation between Brexit and division in various areas within the British society. This research can lead to understanding how division of the British society and the decision of Brexit was mutually influenced. The UK's withdrawal from the EU has been explained mainly through the relations between the EU and the UK; therefore, issues of immigration, EU regulation, and the UK's EU rebate are considered as major reasons. In addition, 'British identity' or 'British exceptionalism' existing in the British society and politics for a long time has been regarded as a reason for Brexit. Although it is generally accepted that Brexit results in the division in the British society, the reasons mentioned above have limitation to explain the result of referendum and the division of the British society in the post-Brexit era. In this sense, this research explores the division in various areas - generation, social grade including income and education level, value and region, etc. - revealed in the British society is not the result of Brexit; rather, this research argues division deeply rooted in the British society before referendum is the root cause of Brexit. The division in various areas immanent in the British society for a long time is complicatedly intertwined, and the decision on Brexit by referendum has led to solidifying the division of the British society. Having considered this division in the British society has been expanded to rancour, it is necessary for the UK to establish appropriate policies for national cohesion.
