A Case Study on the Development of Suwon Village in ODA Project in Cambodia (캄보디아 ODA 수원마을 조성사업에 관한 사례 연구)

  • This study presents improvement measures at the local government level by analyzing the step-by-step projects of Suwon City's Suwon Village Development Project, which is being carried out with public development assistance in the Kingdom of Cambodia. For this study, realistic research was conducted by visiting the site and interviewing the person in charge. The following conclusions are drawn. First, public development assistance projects for local governments in Korea should be carried out, with detailed programs to implement them under the central government's ODA policy. Second, provided a project is competitively carried out, and is not simply pork barreling or enhancing the external image of local governments, the project should be continued, and supplementary measures taken based on an evaluation system and the results of the project's performance. Third, ODAs in the economic and social development sectors-not sporadic aid among central government ministries and local governments-should be centered on the central government and KOICA while local governments are small. If development cooperation is achieved by focusing on the software sector, criticism that it wastes taxpayers' money is likely to decrease. This study suggests that local governments need to establish ODA plans and cooperate with the central government.

Multilevel Analysis Study on Determinants of Career Commitment among Social Workers (사회복지사의 경력몰입 결정요인에 대한 다층분석연구)

  • Based on the premise that a systematic career process was one of the essential elements of successful task performance both for individuals and the organization in the field of social welfare, this study set out to empirically analyze factors influencing the career commitment of social workers at a multidimensional level and provide practical implications for the directionality of career management on the basis of data with theoretical and statistical accuracy. For those purposes, the study collected individual and organizational characteristics data from 787 social workers at 46 agencies through a structured questionnaire and analyzed influential factors through the multilevel analysis technique by taking organizational effects into account. The analysis results show that explanations by the organization characteristics recorded significant 15% in the total variance of career commitment and that its influential factors included such significant variables as the protean career attitude, desire for growth, human network, and self-efficacy at the individual level and also the qualification compensation system at the organizational level. The study then proposed and discussed integrated practice strategies between individuals and agencies as the measures to promote career success through the activation of individual factors based on the consideration of organizational effects such as the application of an employee assistant program, provision of incentives to professional career development, and shift to a learning organization.

A Qualitative Evaluation Study on the Asset-building Program for Low-income Individuals (저소득층 자산형성 프로그램에 대한 질적 평가연구: 서울시 희망플러스통장 시범사업을 대상으로)

  • The purpose of this study is to evaluate the asset-building program for low-income individuals and to present the theoretical and practical guidelines about asset-building of them. To achieve this purpose, researcher conducted a qualitative evaluation study for 'Seoul Hope Plus Savings Accounts Program' Seoul Welfare Foundation have implemented. Data were collected from in-depth interview with 30 participants of 98 program members, and analysed inductively applying systems theory. As results, subjective experiences of participants were divided into input, process, output, and outcome, and themes such as 'the meaning of asset(money)', 'the culture participants are sharing', 'attitude about public assistance' were categorized. Based on these results, researcher presented guidelines for developing asset-building program.

Activation plan of social safety network of the aged living alone - Focused on the aged using wireless paging system in Gwangyang-si - (독거노인의 사회안전망에 대한 활성화 방안 - 광양시 무선페이징시스템 대상자 중심으로 -)

  • Objective : The purpose of this study is to identify actual operations and issues of wireless paging system operation for the aged living alone as the end users of wireless paging system primarily in Gwangyang city, and thereby to explore possible advanced and integrated ways to promote social safety network for the aged. Methods : The survey tool used in this study was a structured questionnaire form consisting of question items. The researcher hereof conducted this survey by means of direct visit and interview during two seasons, i.e. from February to August, 2008 and from December 2008 to March 2009, respectively. Results : 1) For general demographic characteristics, it was found that 90.9% of all respondents were women and 61.2% of all respondents were at age 75 to 84. for health conditions, it was found that more than 90% of all respondents often took medicines due to their unhealthy body, and most of respondents suffered from musculoskeletal diseases 79.3% and circulatory diseases 61.6%. for walking capacity, it was found that 45.5% of all respondents used walking aids, and disable respondents (11.5% of all respondents) were represented primarily by those with physical disability (52.6% of disable respondents). for actual use of medical institutions, it was found 47.3% of all respondents relied on local clinics, since they preferred neighborhood hospitals or clinics they can trust for medical care. for social activities and supports, it was found that 43.6% respondents had 'needs for assistance at times' and 33.9% respondents have 'no need for assistance'. And it was found that the major difficulties in living alone at old age were represented primarily by health problems 37.8% and economic difficulties 33.5%. 2) For characteristics related to wireless paging system, it was found that 90.3% respondents used wireless paging system recommended by firemen, and 28.5% respondents used this system. and it was found that 59.6% respondents used this system once, and 85.2% respondents used it because of acute or chronic diseases. more than 90% respondents thought that they knew about wireless paging system and considered themselves safe, but 83.6% respondents didn't attach a remote control on their upper clothes, and even 49.1% respondents turned off the power of wireless paging system due to their concern about electricity bill and noise. 3) It was found that 83.6% respondents felt it necessary to use wireless paging system, and wireless paging users felt more satisfied with using the system than non-users, and 50.7% showed high satisfaction at certain psychological benefits like 'confidence in coping with critical situations' and 'a sense of relief'. In addition, it was found that some respondents who answered that 'they didn't turn off the paging system as they knew how it works' and those who answered that they knew 'how to use it' showed relatively high satisfaction. And some respondents who kept it well and felt it necessary also showed high satisfaction. 4) It was found that the level of satisfaction our respondents felt with using wireless paging system varied significantly availability($x^{2}$ = 12.759, p = .002), psychological advantages($x^{2}$ = 12.174, p = .002), knowledge about how to use system($x^{2}$ = 7.021, p = .016), power on/off($x^{2}$ = 13.221, p = .001), level of knowledge about system($x^{2}$ = 21.002, p = .000), maintenance($x^{2}$ = 9.871, p = .007) and level of necessity($x^{2}$ = 34.939, p = .000) on the statistical basis.

A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has need the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a moor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the Busan City imposes taxes on container. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, Empty container and Tranship container are the factor of Busan city traffic jam but their was excluded from container tax. This is deviate from equilibrium of the tax object. Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like china, Taiwan, Japan's port make their competitiveness strong by decreasing the cost of port dues.

Search for Viable Alternative for the Korean Occupational Welfare System at the Crossroad (전환점에 서있는 한국기업복지제도의 한 대안으로서 근로자협조프로그램의 적용성에 관한 연구)

  • There is a general consensus that fate of the differentiated welfare state had fallen into the brink of demise during the 1970s while the integrated welfare state model has emerged instead. Indications are all that such trend spotlights occupational welfare which has been relatively neglected, especially, in the field of social welfare. Nevertheless, the occupational welfare system in Korea faced crisis due to two major incidents. One is the IMP crisis which necessitates massive scale of restructuring of the general fabric of the Korean business and industry. There is little doubt that the economic crisis will surely cut down occupational welfare expenditure substantially. The other is a report released by the Korean Labor Research Institute which argus that there is no correlation between the Korean occupational welfare system and labor productivity. Thorough investigation of the Korean occupational welfare system suggests that current system is so outdated that it doesn't meet needs of the industrial workforce which, in turn, fails to enhance workers productivity. Consequently, a need for new paradigm and system arises and employee assistance program(EAP) emerges as a viable alternative. EAP is thoroughly delianeated of it's definition, motivations, functions, ingredients, historical background as well as cost-effectiveness. But major tasks center around an investigation and an analysis of it's applicability. In-depth analysis was carried out on the issue of it's indispensable natures and stumbling blocks on the way to lay it's root in the Korean industrial environment. It seems harder than the herculean task. However, EAP is not simply an alternative but is rather a pressing imperative for the present occupational welfare system in Korea which stands at the crossroad.

Improvement Strategies for Optimum Usage of Community Facilities by the Rural Elderly in Korea (농촌 노인의 마을 공동시설 이용실태 분석 및 개선방향)

  • Rural Korea has been becoming heavily aged societies from the end of 20th century due to the massive depopulation of young generation and extension of the average span of human beings. Although rural communities in Korea had been traditionally based on closely webbed social relations, almost all of community self-help organizations disappeared in recent time with very strong urbanization trend. However, almost all rural villages in Korea have the village seniors' union -'NO-IN-HOE' in Korean speaking- of which members usually use, operate and maintain community facilities in terms of voluntary base. Using these facilities, most of public/common/private services and community activities have been being served or provided. So, the purpose of this study is to investigate the usage tendency of community facilities and needs of the rural elderly and to propose the improvement strategies for their optimum usage. For this purpose, data was gathered both from community (107 villages) and individual level surveys(881 older people). The statistical method used for data analysis was descriptive statistics. The major findings were as follows : It was found that the dominant family type of the rural elderly was elderly-only household (75%) with very limited economic capability. There are 2$\sim$3 common community facilities with village including the seniors' center -'KYOUNG-RO-DANG' in Korean speaking. Many of the elderly (74%) use the center once or twice per week. There are several rooms in the center, like as kitchen bathroom and health room, of which usage frequency differs respectively. Many rural elderly want assistance from out-of-village for good maintenance and free use of these facilities.

A Study on Road Map for Transfer of Maritime Safety Technology (해사안전기술의 대개도국 이전을 위한 로드맵 작성에 관한 연구)

  • Republic of Korea is the first country which received international aids, h1s become a member of DAC, and recently has strengthened the international aids policy through ODA(Official Development Assistance). Korea ODA has focused on the area of education, social infrastructure, etc., but not on maritime affairs. However, since Korea has become a maritime country and a member of "A Group" council of IMO, the international shipping community including IMO strongly requests Korea to transfer Korea's maritime safety technology to developing countries for the sake of international maritime safety and marine environment protection. In this study, the direction of road map for effective transfer of maritime safety technology and marine environment protection technology was presented. The strategy for implementation of the suggested road map was proposed as well.

A Study for Improving the Managerial and Technological Consultancy for Korean Medium Industries. (한국 중소기업을 위한 경영.기술 지도사업의 효율화 방안)

  • Since medium and small manufacturing enterprises have , played a very important role not only in national economy but also in political and social relationships all of the countries in the world have paid favorable policies and programmes for protecting and promoting this sector. In Korea main ingredients of promoting policy for this sector consist of (1) encouragement to modernize facilities and rationalize operation (2) special priority in bank loan (3) promotion of industrial cooperatives (4) prevention of infringement by large industries. However, substantial investigation for problems incurred in medium industries has revealed that unless medium industries improve and raise their technological and managerial skillfulness for themselves all other measures are useless to solve the problems. This realization has induced all of the countries to render extension services on both of technology and management to assist and support their own effort for rationalization. Also in Korea during past 20 years many technical and managerial research institutes have rendered free consultancy services to medium industries by the support of government subsidy. Among them the joint extension services project performed by the Medium Industry Bank and UNDP during 1967 and 1975 might he listed as model case because of its broad and integrated activities and participation of foreign experts. We think many precepts should be :learned from the study of this project. Korean economy is expected to develop rapidly throughout coming'80 in spite of many obstacles, tut there is an apprehension that gap in of every facet between medium and large enterprises might he deepened and enlarged. To prevent the actualization of so-called dual structure of national economy and to promote stabilized medium industries with high added value productivity which are shown in well developed countries, consultancy assistance ana extension services should be strengthened much more than ever. Fortunately in 1978 legislation of "Medium and small industry promotion act" has paved the way for the systematic achivement of consultancy and extension services which shall be integrated by the government overall program. Under new framework thoughtfull accomplishment should be undertaken considering precious precepts obtained from past experience and failure. Special attention should be given to the technical liaison officer scheme, exclusive participation of only professional institutes, strict qualification and training for consultants for the future succsseful implementation.

Mediated Effect of Family Support in Influence Route of Health Condition and Self-integration of Old People -Focused on Difference by Age Group- (노인의 건강성과 자아통합감의 영향경로에서 가족지지 매개효과 -연령집단에 따른 차이를 중심으로-)

  • The purpose of this study is to understand the relation among health condition of physicalness, psychology and society, family support, and self-integration in age group of old people and to analysis if there are any mediated effect of family support in relationship between health condition and self-integration. For that, the survey was conducted people aged 65 or older living in B city. First, the levels of heath condition of physicalness, psychology and society, and self-integration in 'old people aged between 65 and 74' were high, the level was getting lower in the oldest aged. Second, for the aged groups between 65 and 74, and aged group between 75 and 84, health condition of society and psychology influenced meaningfully with a factor of self-integration, and for the people aged 85 or older, health condition of society and psychology influenced meaningfully. Third, all aged groups had the mediated effect of family support through self-integration in heath condition. Therefore, health promotion for the elderly age group according to a variety of family support intervention and self-integrated sense of improvement in the system by age category providing differentiated services and social assistance strategy is necessary.
