  • Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

  • Injuries and fatalities at construction site have been rated higher than other industries in Korea and moreover safety management performance has been driven at the construction site only now days. Some of the foreign countries have recently begun to drive safety management performance of the owners and designers from an early phase of the legislated and researched projects As a result, they can get rid of injury and fatality risks at an earlier phase and then they are able to prevent those accidents in the construction site. Accordingly, it is required to introduce the concept of Safety Through Design applied in these foreign countries as a part of the collaborative safety management of our domestic construction site. Therefore this study aims to suggest the role of domestic owners and designers on the basis of the foreign safety concept and to apply it as an essential part of their roles in the domestic construction projects.

  • As contemporary building construction type is getting higher and deeper, construction equipment usage is getting more, and related fatal accidents are on an increasing trend. Because of this, a method was drawn which could grasp the present state of construction equipment management and manage safety of the equipment more easily for accident prevention by choosing 2 kinds of Construction equipment which cause safety accident frequently among the equipment mainly used in construction site. This study suggested a method about construction equipment safety management using "smart phone" base which could be used in safety management for construction equipment by whomever in construction site. After attachment of QR code included safety checklist, It became possible that site managers could check more efficiently by scanning with their smart phone when they inspect equipment. Moreover, by the construction interested who didn't know what and how they have to inspect could point out unsafe condition in the early stage of equipment entering or take unsafe one out of the site by using new smart phone safety checking system is installed, it became possible that critical accident caused by construction equipment was prevented in advance.

In high-rise building construction, especially tower crane, mobile elevated work platform and other High place operation cars among construction equipment cause many critical accidents because of drop supply of construction biding bringing out dumping contract could cause unsafe and poor construction management.   • Purpose: The government intends to come up with measures to revitalize safety management at construction sites to shift safety management at construction sites from human capabilities to system-oriented management systems using advanced technologies AIoT and Mobile technologies. Method: The construction site safety management monitoring system using AIoT and Mobile technology conducted an experiment on the effectiveness of the construction site by applying three algorithms: virtual fence, fire monitoring, and recognition of not wearing a safety helmet. Result: The number of workers in the experiment was 215 and 7.61 virtual fence intrusion was 3.5% compared to the number of subjects and 0.16 fire detection were 0.07% compared to the subjects, and the average monthly rate of not wearing a safety helmet was 8.79, 4.05% compared to the subjects. Conclusion: It was found that the construction site safety management monitoring system using AIoT and Mobile technology has a valid effect on the construction site.

  • On a basis of the washout model and concentrations of anthropogenic tritium in rainwater around the Wolsong site, the washout coefficients of tritium by rainwater were calculated, and the validity of washout deposition model are estimated. As the result of that, the washout coefficients in 10 sampling stations around Wolsong site were in the range of $2.9{\times}10^{-5}\;-\;16{\times}10^{-5}\;s^{-1}$ with the mean value of $7.21{\times}10^{-5}\;s^{-1}$. The validity of the washout deposition model was confirmed by comparing the observed data with the calculated ones.

Multi-unit risk assessment of nuclear power plants: Current status and issues

  • After the Fukushima-Daiichi accident in 2011, the multi-unit risk, i.e., the risk due to several nuclear power plants (NPPs) in a site has become an important issue in several countries such as Korea, Canada, and China. However, the multi-unit risk has been discussed for a long time in the nuclear community before the Fukushima-Daiichi nuclear accident occurred. The regulatory authorities around the world and the international organizations had proposed requirements or guidelines to reduce the multi-unit risk. The concerns regarding the multi-unit risk can be summarized in the following three questions: How much the accident of an NPP in a site affects the safety of other NPPs in the same site? What is the total risk of a site with many NPPs? Will the risk of the simultaneous accidents at several NPPs in a site such as the Fukushima Daiichi accident be low enough? The multi-unit risk assessment (MURA) in an integrated framework is a practical approach to obtain the answers for the above questions. Even though there were few studies to assess the multi-unit risk before the Fukushima-Daiichi nuclear accident, there are still several issues to be resolved to perform the complete MURA. This article aims to provide an overview of the multi-unit risk issues and its assessment. We discuss the several critical issues in the current MURA to get useful insights regarding the multi-unit risk with the current state art of probabilistic safety assessment (PSA) technologies. Also, the qualitative answers for the above questions are addressed.

Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site (건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.

Evaluation of Industrial Hygiene Laboratories by on-Site Investigation for Revised Quality Control System (개정된 정도관리제도를 적용한 작업환경측정기관의 실험실 현장 평가)

  • Objectives: This study assessed the status of domestic industrial hygiene laboratories using data from on-site investigation for revision of quality control systems in 2012-2013. Methods: The target laboratories were 60 industrial hygiene laboratories chosen by random selection and nationwide distribution which had participated in on-site investigations for revision of quality control systems from March 2012 to August 2013. The investigation was performed on-site following standard quality control procedures. The score between each group was compared using Mann-Whitney and Kruskal-Wallis tests, and the correlation between analytical career, sex, academic major of analyst and score of analytical performance was expressed as Spearman's rank correlation coefficient. Results: The assessment revealed that the items to be improved, in sequence, were effort at staff training (score 65.5), ability to calculate data (score 73.4), establishment of internal quality control guidelines (score 75.7), laboratory facilities (score 77.1), degree of understanding and skill at gas chromatography (score 77.1). Analysis performance showed a positive correlation with career of analyst (r=0.56, p<0.01). Conclusions: The practice of on-site investigation for quality control systems showed the current status of industrial hygiene laboratories in the first trial. There were many laboratories which needed improvement and development of analytical systems. This assessment can provide information for the systematic operation and improvement of facilities at each laboratory. Further practice of this investigation will lead to a proficiency testing and accreditation system for autonomous quality control as is the practice in many countries, rather than mandatory practice by legal regulation.
