The Role of Owner and Designer for Effective Safety Management of Construction Projects

건설사업의 효율적 안전관리를 위한 발주자, 설계자의 역할

Injuries and fatalities at construction site have been rated higher than other industries in Korea and moreover safety management performance has been driven at the construction site only now days. Some of the foreign countries have recently begun to drive safety management performance of the owners and designers from an early phase of the legislated and researched projects As a result, they can get rid of injury and fatality risks at an earlier phase and then they are able to prevent those accidents in the construction site. Accordingly, it is required to introduce the concept of Safety Through Design applied in these foreign countries as a part of the collaborative safety management of our domestic construction site. Therefore this study aims to suggest the role of domestic owners and designers on the basis of the foreign safety concept and to apply it as an essential part of their roles in the domestic construction projects.

국내 건설재해는 타 산업에 비하여 높은 수준이며, 안전관리활동도 시공단계에 국한되어 수행되고 있다. 하지만 일부 선진국에서는 건설현장 작업자들의 안전을 위해 안전관리활동을 사업초기부터 수행하여 재해발생의 소지를 사전에 회피, 차단 최소화하는 Safety Through Design에 관한 연구가 진행되고 있다. 이들 연구는 주로 발주자, 설계자의 안전책임과 역할에 초점을 두고 있다. 우리의 경우에도 국내 건설환경에 적합한 발주자, 설계자의 안전책임과 역할을 도출하고, 이를 근거로 사전예방적인 안전관리체계의 구축이 절실히 필요한 실정이다. 따라서 국내 건설사업의 효율적 안전관리를 위한 발주자, 설계자의 안전책임과 역할을 문헌연구와 설문조사에 근거하여 제시하였다.
