According to shift of the political focus from agricultural productivity to social development, it has been increased importance of local leader in rural society. Especially rural women leader's role has been increased not only in agricultural business but also in social activity of locality. Although a lot of leadership study related to rural community development, it has been very scarcely study about leader's action in pattern or doing in style based on psychological scale. Therefore this a kind of pilot study on that. For this data, it was gathered from 24 female farmer leaders of a federation group in 2005. In this study, to define the action in pattern or doing in style of leader, it was adopted to Ozasz Yoshihisa's scale which is consisted of 40 items into 8 types. From analysis of female farmer leader's action in pattern or doing in style, most of them were belong to volunteer type, generalist type, farmer type. This menas most of them were head toward maintenance of the present status, keeping one's balance, adaptation oneself to new environment, or acceptance the logic of events, not trying to innovate. But it was not clear that any variable has a relation in the action in pattern or the doing in style, for definition of variables, it should be more detailed study.

The purposes of this study were to identify leadership competences of rural leaders and to analyze leadership competency of leaders. The study carried out by questionnaire and focus group interview on expert panels. To analyze leadership competency, the data was collected from 273 rural leaders by stratified random sampling. SPSSWIN/ver10 program was used for analyzing data with t-test and IPA method. The study suggests twenty low types of leadership competences which were information, vision, decision making, motivation communication, education residents, managing residents, loaming, flexibility, problem solving, presentation program management, customer orientation service knowledge, making relationship, creative idea, business understanding, brand development, conflict resolution negotiation, assessment, business management, coaching and feed back. Whereas leaders with middle school educational career required developing program management, maintaining achievement and benchmarking, leaders with high school were morel likely to develope self-learning, to benchmark their knowhow and brand development competency. Whereas leader with less low years experiences as leader have been considered as developing coaching/feedback brand development and program development, leaders with more five years as leader should consider developing benchmarking, resident education, and brand development. The study suggests that the extension agents on public should develop leadership program according to the competency differences of leaders.
This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.

The purpose of this study was to analyze leadership competency in the rural leader roles. The data were derived from 317 leaders in 97 rural communities by questionnaire. SPSSWIN/ver10 was adopted t-test and IPA (Importance-Performance Analysis) methods employed. The major findings of this study were as follows; Rural leaders should concentrate on developing coaching/feed back, program management skills, and presentation skills. Administrative head of village should pay attention to benchmarking, brand development and conflict resolution rather than resident management, service knowledge, and making relationships. Leaders of village development council should concentrate on brand development, benchmarking, and educating residents. Head of women's organizations should concentrate on developing assessments, educating residents, and resolving conflict skills, whereas members of Samaeul organization should try to concentrate on program management, coaching/feed back and presentation skills. Rural leaders showed different leadership competency by the IPA. Therefore, this study suggested that leadership education for rural leaders should consider leadership competency.

The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population,and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

The objective of this study was to investigate the necessity of rural tourism education in the Korea National Agricultural College and suggest the educational plan. Recently, the Korean government proposes the rural tourism as an alternative plan for solving the problems of agriculture and rural community that experience difficulty by the opening of agricultural market and the falling price, etc. As result of investigation of cases of OECD nations and the growth rate of tourism market in Korea, it has been determined that the demand of rural tourism was sufficient. The Ministry of Agriculture & Forestry makes a goal of attracting the yearly 150million tourists by 2013 to the rural communities. Rural tourism can be new income source in the rural communities in Korea. It is important to develop the resources in the rural amenity and promote the tourism leader group with it that will be applicable in the field in order that this rural tourism may take its place as main source of income. As a result of research, on the characteristics of the Korea National Agricultural College that the demand of manpower about the rural tourism and the most of students settled down on the rural community after their graduation, it has been determined that the education for rural tourism leaders in the Korea National Agricultural College would authenticate the validity. Also, it suggested the educational plan by the curriculum for the education for the rural tourism leaders, and suggested the necessity of the establishment of the department of rural tourism. The establishment of the department of rural tourism in the Korea National Agricultural College should be investigated and determined carefully through the relations with the other departments and the process of collecting the public opinions within and outside schools, etc.
The purpose of this study is to examine the effects of the rural community planning focusing on the stepwise empowerment system in Jinan-gun, Jeollabuk-do province. This paper also tries to examine how this system affect the awareness for community planning and empowerment of the residents. The satisfaction of the people who join this program were also investigated. The subjects of the research were divided into two groups. Group A consisted of the people who join the system from the first stage, and group B consisted of the people who joined the fourth stage directly. The differences of the recognition, capability changes and satisfaction between two groups were compared and analyzed by questionnaires. The results of this research can be summarized as follows. The first, group A recognized the community planning system in Jinan-gun more positively than group B. They thought that it's very useful and beneficial for their community and this system should be continued further. The second, group A considered that they achieved bigger advancement in community design capabilities in terms of personal, relational and social aspects than group B. In addition, group A also showed higher satisfaction for rural community planning than group B. Based on the results, alternatives for rural community planning were drawn as follows. The first, considering that group A showed more positive responses, starting from the first stage is more stable way to succeed in rural community planning. Which means the critical condition of community design is not the community business but the improving the public awareness and community mind. The second, it's considered that the number of participation is proportional to the advancement of capability in community project, so improving residents' opportunity to participation in community design might be effective. The third, community leader is another critical condition. It is needed to pay more attention to the education for the rural community leader with good experience and capability of community affairs.

The objectives of this study were to analyze characteristics and role performances of rural leaders and to verify leadership difficulties in organizing rural society. The data were collected from 273 rural leaders selected by stratified random sampling, and the SPSSWIN 10 was used for analyzing data. The major findings of this study were as follows; 1) Leadership role performances of rural leaders were higher than the average scores of non-leaders. 2) Men's leadership role performances were higher than women's except in facilitator role. 3) Leaders in city/county level were more successful in doing leadership performances than community level leaders. 4) Rural leaders were seeking other leaders for discussing problems in leadership. 5) The most difficulties of rural leaders were unconcerns and disinterest of rural people for community development.
This study was conducted by community survey of 215 community health practitiner's posts and literature review of official documents. The result was as follows ; 1. The role and responsibility of community health practitioner's post must be studied by the community health practitioner and the community health leader, and on the basement of community health needs, community development plan, and reforom of health care system. 2. Comprehensive health care of community is very important role and responsibility of community health practitioners. However, it was supervised by the senior community health practitioner in provincial government. 3. The community health practitioner must be trained by formal inservice educational program focused on comprehensive health care. 4. The community health practitoner must be the health guider and health leader as the member of community.
This study measured the importance and satisfaction of the values related to 'New Ruralism' using the IPA(Importance-Performance Analysis) technique by the rural leaders' group. In the result, the satisfaction value was evaluated lower in the importance of 'landscape and ecological resource conservation', 'settlement environment', and 'population' related items. On the other hand, the items of 'tourism resource management', 'landscape damage', and 'landscape and ecological resource conservation' showed high satisfaction. Therefore, the leaders' group of Gochang-gun perceived the importance of local tourism image, landscape damage prevention, settlement environment, and rural landscape in 'New Ruralism' management. However, the leaders' group valued lower in the items of population, ecological value and natural and historical tourist sites. This seems to be a characteristic of the leaders' group mainly engaged in agriculture. Through factor analysis, the six items excluded from the analysis were considered important factors in 'New Ruralism' in Gochang-gun through a review of previous studies. Still, the leaders' group of Gochang-gun did not recognize them as important items in the rural resource. However, these items will be able to contribute to the development of 'New Ruralism' in Gochang-gun, and it is necessary to improve the awareness of the leader group. Even if local governments or experts present an ideal goal for rural development, it is difficult to achieve the goals if there is a difference from the perception of residents. Therefore, it is important to understand the perception of 'New Ruralism' of the leaders' group who plays an important role in regional development projects.
