공공건설임대주택의 사업비는 국민주택기금, 임대료, 임대보증금, 공사비, 금융비용 등 다양한 수익과 비용이 복합적으로 나타나게 된다. 따라서 공공건설임대주택 사업은 그 특성상 유동성과 재무탄력성에 대한 유용한 정보를 제공해 줄 수 있는 현금흐름예측이 필요하다. 그러나 현금흐름분석은 일부 시행하고 있었으나, 이를 예측 $\cdot$ 관리하고 있는 곳은 전무한 것으로 나타났다. 현금흐름 예측을 위한 일반적인 사항들은 실적자료와 문헌을 통하여 알 수 있으나, 현금흐름 예측의 정확성을 높이기 위한 리스크에 대한 연구는 전무한 실정이었다. 기존의 리스크에 대한 연구는 사업 전체에 대한 연구로 현금흐름과 정확한 상관관계를 알 수 없었다. 따라서 본 연구에서는 수익성 측면에서의 사업성분석 방법으로 현금흐름 예측방법을 제안하고 공공건설임대주택사업의 정확한 현금흐름예측과 관리를 위하여 현금흐름 각 항목에 영향을 미치는 리스크 인자들을 식별 $\cdot$ 분석 하고 그 대응방안을 모색하고자 한다.

Nowadays BIM(Building Information System) is applied to the public construction delivery system. BIM can help communications between project applicants through the extraction of the exact and prompt information. It also increases the efficiency of planning, construction, economic feasibility and maintenance in the whole project. Due to increasing demands of BIM, project evaluation and its process on the final deliverables have been in major interests. Thus, through the analysis of the current BIM project, characteristics, types and applications have been researched. We have discussed completeness, relationship and planning of BIM data, which are the standards of evaluation.

국내에서 발생하는 공공갈등은 증가 추세이며, 갈등으로 인한 직·간접 피해가 크기 때문에 이를 줄이고자 다양한 연구가 진행되고 있다. 그러나, 기존 연구들은 갈등자체에 보다 중점을 두고 있어 갈등으로 인한 건설사업에 대한 영향에 대한 연구는 미흡한 실정이다. 또한, 대부분의 공공갈등은 대형 SOC 사업과정에서 발생하기에, 프로젝트 특성을 고려한 갈등연구가 필요하다. 따라서 본 연구에서는 프로젝트 특성과 공공갈등 특성 간 영향 관계의 중요도를 파악하였다. 문헌고찰과 전문가 자문을 통해 프로젝트와 공공갈등의 대표 특성을 4개씩 선정하였고, 두 집답의 특성 간 영향 관계 중요도를 Fuzzy AHP를 이용하여 분석하였다. 그 결과, 프로젝트 특성 중 SOC 건설사업 유형이 전반적 갈등특성에 가장 큰 영향을 미쳤다. 갈등특성 중 특히 갈등요인과 갈등단계가 건설사업 유형과의 영향 관계 중요도가 높게 나왔다. 본 연구결과를 통해, 프로젝트 특성에 따라 달라지는 갈등의 특성들을 고려한 갈등관리방안 수립할 수 있을 것으로 기대된다.

최적 발주방식을 선정하는 것은 해당 사업의 성공적 수행을 위한 것이며, 이는 곧 사업의 목표를 달성시키는 것이다. 또한 사업특성에 적합한 발주방식의 선정과 사업의 성과는 밀접한 연관성을 갖는다. 이러한 취지에서 재정경제부는 2007년 10월 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모${\cdot}$기술제안입찰"이라는 발주제도를 새로이 도입하였다. 다양해진 발주제도를 효율적으로 운영할 수 있도록 하기 위해 본 연구는 공공건설사업의 특성을 정량적, 정성적으로 평가하여 해당 사업에 가장 적합한 발주방식을 선정할 수 있도록 하는 발주방식 선정모델을 제시하였다. 그리고 발주방식 성과평가 모델을 함께 제시하여 발주방식 선정 및 운영의 결과를 후속 사업의 피드백 할 수 있도록 하였다. 이와 같은 표준적인 모델은 공공발주기관의 의사결정을 지원하는 도구로 활용될 수 있을 것이다.

2005년 1월 민간투자법 개정과 함께 BTL방식이 도입되어 생활기반시설을 확충하는 주요 사업방식으로 정착되어 가고 있다. 특히 BTL방식 대상시설 중 각 시도 교육청이 발주하는 공공교육시설사업은 전년 대비 그 규모가 45% 증가되며 BTL방식의 주요 핵심사업으로 대두되고 있다. 그러나 현재까지 수행된 BTL사업 추진과정에서 많은 문제점이 나타나고 있으며, 공공교육시설사업에서는 교육청과 민간사업자의 역할이 바뀌면서 사업진행이 원활하지 않고 많은 문제점이 나타날 것으로 예상된다. 따라서 본 연구에서는 BTL사업 추진절차에서 나타날 수 있는 문제점을 해결하고 교육시설사업을 원활하게 하기 위하여 교육청 업무를 지원할 수 있는 CM적용모텔을 개발하고, 그에 따른 각 사업 참여주체별 업무범위를 제안하고자 한다.

With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.

PPP (Public-Private-Partnership)는 국내외 건설산업 분야에서 널리 사용되는 프로젝트이다. 일반적으로 PPP 프로젝트 팀은 건설 엔지니어, 금융기관, 계약 관리자, 투자자 등 다양한 분야의 전문가들로 구성된다. 이러한 팀 구성원의 다양성으로 인해 팀의 효율적 관리 뿐 아니라 프로젝트 자체의 원활한 수행도 어려운 상황이다. 이러한 문제의 해결책은 팀원의 시민행동 형성이라 할 수 있다. 본 연구에서는 프로젝트 시민 행동의 프로젝트 성과에 대한 실증적 조사를 수행하였다. 이를 위해 국내 건설 PPP 프로젝트 경험자를 대상으로 설문조사를 통해 데이터를 수집했다. 연구결과, 우리는 프로젝트 시민 행동이 PM의 리더십과 프로젝트 성과간에 완전 매개 효과가 있음을 확인할 수 있었다. 본 연구는 국내 건설 프로젝트 관리 분야에서 시민 행동 개념의 적용과 그 효과를 확인한 첫 번째 시도라는 점에서 학문적 중요성을 가지고 있으며, PPP 프로젝트 팀의 성공적인 업무 수행에 일조할 것으로 기대한다.

공공-민간 합동개발 형태의 사업방식으로 시행하는 민관합동형 PF(Project Financing)사업은 2001년 도입이후 급격한 양적 증가를 가져왔으나 2008년 글로벌 금융위기 이후 심각한 침체국면을 맞이하게 되었다. 본 연구에서는 공공시설물 PF 사업의 실 사례를 바탕으로 리스크요인을 도출하고 프로젝트 진행 단계별로 리스크를 분류하여 분석하는 것이며, 단계별 리스크 요인의 위험도 및 중요도를 해당분야 실무자의 설문조사를 토대로 측정하고 리스크인자의 위험도를 산출하였다. 본 연구결과는 사업추진시 각 단계별 리스크인자를 인지하고, 리스크요인의 위험도에 따른 대응전략 수립 및 리스크 관리에 활용 되기를 기대한다.

The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

한정된 예산으로 다수의 건설 사업을 동시에 수행해야 하는 공공토목건설부문에서 건설사업의 수행성과에 대한 관심이 높아지고 있다. 따라서 기획예산처의 자율평가제도, 건설교통부의 사후평가제도와 같이 공공사업 성과 평가제도가 도입되었다. 그러나 국내실정과 상이한 외국의 유사 정책 및 제도를 그대로 도입하는 실정이다. 따라서 본 연구는 공공건설사업의 성공적인 성과평가를 위한 기초 연구의 일환으로 공공건설사업의 성과분야를 결정하고 성과분야 간 중요도를 제시하였다. 이를 위해 건설분야 전문가에게 설문조사를 하여 AHP를 활용하여 가중치를 결정하였다. 그 결과 건설전문가들이 직관적으로 생각하고 있는 건설성과의 중요도와 AHP 결과 도출된 중요도가 상이함을 알 수 있었다. 또한 건설주체별(발주사, 시공사, 감리사, 설계사)로 건설성과의 중요도를 비교하였다. 이를 통해 각 주체들이 건설사업의 성공적인 수행이라는 하나의 목표로 각자 노력을 기울이고 있지만, 중요시하는 성과분야는 상이함을 알 수 있었다. 이러한 문제를 사전에 예방하기 위해서는 공공사업 초기단계부터 공동의 노력이 필요할 것으로 사료된다.
