The Relationship between Long Working Hours and Industrial Accident (장시간 근로와 산업재해와의 관계)

  • Purpose: This study analyzed the relationship between working hours and the occurrence of industrial disasters based on manufacturing businesses that are members of Federation of Korean Trade Unions.Methods: Repliers were managers of the safety & health department in the union, and 215 surveys out of 300 businesses that agreed to participate in the research were analyzed. Results: 94 out of 300 companies, which counted for 43.7%, replied to have experienced industrial disasters. 56 of those (59.6%) had less than 52 working hours per week, and 38 companies (40.4%) had more than 52 working hours per week. 109 companies, which counted for 50.7%, did not have an incident of industrial disaster. Companies with an average of more than 52 hours of working hours per week were shown to have a 2.29 times (95% CI 1.08~4.87) higher possibility of having industrial disasters than those with less than 52 hours of working hours. Conclusion: As the study showed that industrial disasters were more likely to occur in businesses with working hours longer than 52 hours, ways to reduce working hours need to be developed and various safety measures need to be taken to prevent industrial disasters in case workers are undergoing long working hours.

  • United Nations (UN) adopted 17 global sustainable development agenda to the year 2030 in the 68th general assembly on september, 2015. The global agendas and goals are important for 3 reasons: (1) to adopt the international standard for determining the health status; (2) to identify areas in need of attention; and (3) to advance international cooperation regarding health issues. In the area of infectious diseases, our goals include the eradication of human immunodeficiency virus infection and acquired immune deficiency syndrome, tuberculosis, and malaria as well as a substantial reduction of hepatitis by the year 2030. In the area of non-communicable diseases, our goal is to reduce premature mortality (${\leq}70years$) at least 30% by the year 2030. Preventive activities such as smoking cessation, alcohol abstinence, nutritional measures, and physical activities, should also be promoted intensively nationwide. It is also necessary to establish stringent policies for control hypertension, diabetes, obesity, and hypercholesterolemia. Additionally, environmental health, injury by traffic accident, mental health, and drug and alcohol abuse are important health policies. Furthermore, in the area of international health and cooperation, maternal and child health remain important areas of support for underdeveloped countries. Education and training towards the empowerment of health professionals in underdeveloped countries is also an important issue. The global agenda prioritize resources(manpower and budget) allocation of international organizations such as UN, World Health Organization, United Nations Development Programme, and World Bank. The global agenda also sets the contribution levels of Official Developmental Assistance donor countries. Health professionals such as professors and researchers will have to turn their attention to areas of vital international importance, and play an important role in implementation strategies and futhermore guiding global agenda.

A Study on Algorithm for Materials Take-off Using Pothole Detection System (포트홀 감지 시스템을 이용한 보수재료량 산출 알고리즘 개발)

  • Various type of pavement deterioration such as crack, bumpy, pothole is rapidly increasing according to the accelerated environmental changes like heavy rainfall, frequent snowing, difference temperature, etc. Accident related to pothole that cause fatal traffic accidents has been increased more than five times over the next five years starting from 2008. As direct or indirect damage by pothole which caused injuries and car damages increases every year, quicker and more efficient management measures are necessary. This study presents the algorithm for materials quantity take-off. The algorithm was suggested by correlation in pothole size and area. Suggested algorithm were confirmed the validity through the 15 field survey in capital area. According to the results of survey, usually the residual materials at which 5~7 kg was generated decreased to 1~2 kg. It showed that automatic pothole detection system is expected not only to reduce materials and resources, but also to contribute to quality improvements of pavement through more accurate material take-off from the situation of constructing rely on their own judgement.

  • When the for occurred, the driver does not get the vision is has difficult on driving. In this case, the probability of occurrence of accidents are very high level. To reduce accidents, this system provide drivers with the safety of ensure to measures that a service inform current situation. in this paper, the crash occur in fog to prevent accident using vehicle safety system to give a alarm and control. The proposed system is installed on the outside of the vehicle, humidity, and ambient light sensors inside the car from the information collected by the system controller for the detection of fog conditions using video equipment and then finally the fog occurs if you do not get the driver's field of events is causing the system.

  • Looking at the large and small fire, explosion, or release accidents that occurred recently, we can see that the accident of subcontractor workers has been increased in the contractor workplace while a harmful or dangerous maintenance works. In this study, the actual status of subcontractor's safety management was examined by using the questionnaire to the contractor who submitted the process safety report. In order to improve the safety management of subcontractors, the responsibility and rational role-sharing between the contractors and subcontractors were reviewed. Also, Providing safety and health information and worker protection measures during maintenance were investigated. The results of this study can be used to help strengthen and improvement safety management of the subcontractor at the time of a hazardous or dangerous works. In addition, it will be utilized to reduce industrial accidents and to build mutual cooperation relationship between contractor and subcontractor.

Improvement Measures for Enhancing Professional Safety Sheriff's Specialty (안전보안관 전문성 제고를 위한 개선방안)

  • The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.

A Study on the Therapeutic Effectiveness of Hyperbaric Oxygenation on Acute CO poisoning (급성(急性) CO 중독시(中毒時) 고압산소요법(高壓酸素療法)의 치료효과(治療效果)에 관(關)한 연구(硏究))

  • Carbon Monoxide poisoning is one of the most serious Public health problems in Korea. The incidence rate. officially reported has been known to be the highest in the world. This high incidence is mainly due to the wide prevalence of anthracite coal briquette as the domestic fuel for unique Korean heating system called 'ondol,' The coal briquette gas contains around 3-5% of Carbon Monoxide. A nation-wide effort to eliminate or reduce this serious hazards has produced little effect and the most hospitals are offering very ineffective measures such as oxygen inhalation through nasal catheter. Author has believed that this preventable accident should be approached by the secondary preventive measure because of our socio-economic status do not allow us optimistic results from primary preventive measure as far as the problem of CO poisoning is concerned. Author has treated 466 patients during 30 months period by Hyperbaric Oxygenation at Seoul National University Hospital. The results found are as follows. 1. Female has a higher incidence rate than male and the age group between 15-29 years showed highest incidence. 2. The recovery time depends on the time when the patients arrived at hospital. Earlier the arrival time, shorter the recovery time. 3. Some objective signs are representing typical physiological response to tissue hypoxia. 4. Therapeutic effectiveness of Hyperbaric Oxypenation is confirmed by such indices as recovery rate, Admission rate and average stay in hospital. Futher, these results are cocordant with other reports on the clinical value of Hyperbaric Oxygenation in the treatment of CO poisoning.

  • The death rate in the construction industry, which is more than twice that of other industries, increases the need to solve chronic safety problems. In a situation in which the safety management measures that have been maintained thus far are unable to reduce construction accidents, the introduction of smart construction safety technology (SCST) that reflects the 4th industrial technology is required for the safety management of workers. Large corporations or public institutions have introduced SCST and are operating pilot sites, but SCST is still in its infancy and there have yet to exist field data regarding necessity and effectiveness. In this study, the concept of SCST, which has still to be established, is defined, and the actual condition of SCST was analyzed through a survey. Through the analysis of the necessity of SCST introduction, convenience, and effectiveness before and after its application, problems such as problems from the field point of view as well as other factors hindering the introduction of such technology are derived in detail. In addition, an effective combination of technologies for safety management at the current level is determined and an activation plan is presented.

Epidemiologic Changes of Facial Bone Fracture before and after Coronavirus Disease 2019: A Level 1 Trauma Center in Korea

  • Background The coronavirus disease 2019 (COVID-19) outbreak has had a major impact worldwide. Several countries have implemented restrictions on social interaction ("social distancing"). Several studies have reported that the epidemiology of trauma patients, such as those with facial bone fractures, has changed after COVID-19 pandemic. This study aimed to further explore these specific changes. Methods This was a retrospective study of patients who presented to a single institution with facial bone fractures between January 1, 2016, and December 31, 2020. Baseline patient demographics, clinical information, type of fracture, etiology, and operative management were compared before and after COVID-19. Results Of all cases, 3,409 occurred before COVID-19, and 602 occurred after COVID-19. Since the outbreak of COVID-19, the number of patients with facial fractures has not decreased significantly. A significant increase was noted in fractures that occurred outdoors (p < 0.001). However, a decrease was observed in operative management between the groups (p < 0.001). There was no significant difference in the proportion of assault, fall-down, industrial accident, or roll-down. In contrast, the proportion of traffic accidents and slip-down categories increased significantly (p < 0.05). Moreover, a significant decrease was found in the proportion of the sports category (p = 0.001) Conclusions It was confirmed through this study that COVID-19 pandemic also affected epidemiology of facial fractures. Focusing on these changes, it is necessary to develop safety measures to reduce facial fractures.

A Study on The Necessity of Establishing an IT-Based Local Government Safety and Health Management Information Integration System (IT 기반 지자체 안전보건 관리 정보 통합 시스템 구축 필요성에 관한 연구)

  • Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.
