The major issues that higher education has recently faced are the shortage of students of school age, the changing environment of higher education and the evolving technology. These challenges have urged the university facilities and space to be managing more efficient and more effective. This study assures that the strong strategy is to operate more like business while retaining unique higher education values and a sound facilities management system and appropriate budget help to ensure that university facilities are good for student and teacher's demand. With such faith, this study explores the facilities/space maintaining status and the facility management system of national universities and collages. It finds that there are some problems to adapt new managing methodologies in national universities and that there are also some gaps and perceived constraints to effective space management. This study proposes the alternatives for the facilities managing system that involves the improvement of manpower structure, the expansion of budget scale and the establishment of appropriate facility management system. Finally it provides the practical tools for the effective space and facilities management such as space charging, space standards, central timetabling, space utilisation survey and facilities performance indication.

There is a growing interest in project management knowledge, project management information systems, and process improvement to systematically project execution in public sectors, achieve high performance and value, and increase the effectiveness of the overall industry. In particular, the software industry is a knowledge-intensive industry centered on professional manpower. This study examines the effect of the project managers' competences of regional SW promotion agencies on and project performance and the moderating effect of the level of project management maturity. We collected data using a questionnaire to the project managers of regional SW promotion agencies. In this study, a structural equation model was used to analyze the relationship between project managers' competences and performance. In addition, a multi-group structural equation model was used to analyze the moderating effect according to the high and low project maturity. As a result of the analysis, it was found that only contextual competence among the competences of the project manager had a positive effect on project performance. It was found that technical and behavioral competence did not have a positive effect on management and completion performance. It was found that the moderating effect according to the maturity of business management of local institutions was not significant.
Purpose: The purpose of this study was to provide data to establish an efficient manpower management plan so that the organization can identify the influence of organizational silence and professionalism on job embeddedness among nurses in hospital management. Methods: Self-report questionnaires were distributed to 150 nurses in hospital management who were working in general hospitals with less than 900 beds but more than 300 beds in the districts of Seoul and Gyunggi, Gangwon province. Of the questionnaires, 127 out of 150 copies were collected and 120 copies were used for final analysis. Seven were not considered sincere in the responses. Data were analyzed using SPSS ver. 22.0 statistic program, t-test, ANOVA, $Scheff{\acute{e}}$ test, Pearson correlation coefficients and multiple regression. Results: Organizational silence and professionalism had significant influence on job embeddedness, which explained 43.4% of job embeddedness. Conclusion: The results indicate that in order to raise job embeddedness, it is necessary to provide various programs to change communication patterns in the nurses in hospital management, and to create environments in which nurses in hospital management can present various opinions.
The development of food poisoning prevention guidelines aims to prevent food poisoning in advance and improve the safety of children's meals through hygiene management of children's feeding facilities, especially infants' facilities. Therefore, the composition of the content should be designed so that it can be fully understood from the point of view of the layperson. In terms of meal service management, various standards must be fully reflected and reviewed to increase utilization in the field. Daycare centers and kindergartens have different administrative agencies, similar application laws and guidelines, but different parts exist and various types of facilities, so management standards are often ambiguous. Therefore, such management requires easy guidance, not special guidance, and it should be universally applicable to any facility. Prior studies have shown that the management of meal facilities is the most efficient, but it is difficult to hire and deploy specialists due to the operation of children's meal facilities, so guidance, facilities managers and workers need to voluntarily practice them. It is time to prepare hygiene guidelines that reflect the characteristics of these children's cafeterias, and it is necessary to prepare and utilize guidance suitable for reality until it is institutionalized for the deployment of manpower exclusively for meals.

Among the government-sponsored projects supported by Ministry of SMEs and Startups(MSS), the financial support of the Consulting Research Institutes of our university is scheduled to be ended this year. In this regard, this study is to develop a profit model for R&D center of Consulting Research Institute that can cultivate the financial independence of R&D center of Consulting Research Institutes and foster technology convergence consulting manpower to strengthen the competitiveness of SMEs in preparation for the Fourth Industrial Revolution. The profit model were derived from the current status of consulting industry and similar organizations, the current status of consulting graduate R&D centers, case studies of other universities, and focus group interviews. In order to select three high profit models and commercialize them, BMC (Biz Model Canvas) was used and business feasibility was examined. Therefore, three profit model of R&D center of Consulting Research Institute are: First, SCB (SME's Consulting Business: Total Solution Provider for SMEs through Technology Convergence Consulting), Second, SNB (SME's Network Business: Experts connection in Consulting Graduate School for Solving Problems and Problems of SMEs / Industry Consolidation) And third, SM (Sustainable Management: Financial independence through structural improvement of Consulting Research Institute), and the road-map was established. As an implementation plan, the company intends to seek financial independence by developing a profit model for R&D center of Consulting Research Institutes and by establishing business goals and strategies, manpower operation plan, organization, and investment plan for three years.
Back ground: Nurses now occupy one third of all hospital human resources. Therefore, efficient management of nursing manpower is getting more important. While it is very clear that nursing workload requirement analysis and patient severity classification should be done first for the efficient allocation of nursing workforce, these processes have been conducted manually with ad hoc rule. Purposes: This study was tried to make a predict model for patient classification according to nursing need. We tried to find the easier and faster method to classify nursing patients that can help efficient management of nursing manpower. Methods: The nursing patient classifications data of the hospitalized cancer patients in one of the biggest cancer center in Korea during 2003.1.1-2003.12.31 were assessed by trained nurses. This study developed a prediction model and analyzing nursing needs by data mining techniques. Patients were classified by three different data mining techniques, (Logistic regression, Decision tree and Neural network) and the results were assessed. Results: The data set was created using 165,073 records of 2,228 patients classification database. Main explaining variables were as follows in 3 different data mining techniques. 1) Logistic regression : age, month and section. 2) Decision tree : section, month, age and tumor. 3) Neural network : section, diagnosis, age, sex, metastasis, hospital days and month. Among these three techniques, neural network showed the best prediction power in ROC curve verification. As the result of the patient classification prediction model developed by neural network based on nurse needs, the prediction accuracy was 84.06%. Conclusion: The patient classification prediction model was developed and tested in this study using real patients data. The result can be employed for more accurate calculation of required nursing staff and effective use of labor force.

This study investigated the status of information services in records and archives centers using the Web to survey and by interviewing archivists and professionals. Services offered are not various, but some actives services including offering records via SNS and provising exibitions using records are offered. Many of the requested records are for evidence and reference for works, and the finding aids are limited in their functions. Also, the barriers in offering services were mostly due to the fact that the duties of managing records are mostly performed by one profession, and they have not enough time to provide services with the lack of manpower. Also the arrangement and description level is not enough and the records systems have limitations including lack of search functions. For better services, improvement of the systems and the supplement of manpower is considered to be most urgent.
Determining of Strategic Business Units in the organization is a major critical process for improving the organizational performance. On increasing the demands for extension in function of health center, many health centers are trying to provide the various services. But most health center determined the kind and level of service without scientific considerations. The purposes of this study are to develope the model for determination of strategic business units in health center and to test the availability of implementation for it. Our model is rooted from the McKinsey matrix analysis of Product Portfolio Analysis which used widely in marketing field. We modified the evaluation criteria of the McKinsey matrix analysis for health care field appropriately. Our evaluation criteria are categorized into two concepts; contribution of service, availability of service. At first, in terms of contribution of service, market size, market growth rate, needs and demands of regional people, existences of alternative services in that region, correspondence with health policy. The other component, availability of service are included the availability of manpower, financial availability, the level of knowhow on service, acceptance of health care manpower. In the result of analysis, we could conclude that antismoking and antialcoholics education programs, health screening program are important strategically in that aspects of contributions and availability of services. Also, vaccination program is important in that aspect of service availability and diet and exercise program, health library are meaningful in the aspect of service contribution. Therefore, we think that efforts to investigate the evaluation criteria for priority setting or determination of service area in health center are useful challenges.
This research studies the role of IT (Information Technology) in improving productivity of a company through samll group activities. For this purpose, this research analyzed the samll group activities of the company as to how IT was employed bo improve business processes. Cases of small group activities that were conducted from January, 1996 to December, 1996 in a Korean company (name withdrawn) were analyzed. Eight out of eleven small group activities have been studied. They were examined as to the effect of IT in time and cost savings, reduction in manpower and so on. TQM is the activity of process improvement based on the existing processes in pursuit of satisfaction of customers' needs. This study analyzed how IT was used to solve the current problem in business processes. As a result of the case study, it is found that TQM activities with IT could reduce expenses significantly. More specifically, expenses have been cut down by 56% a year on average. By improving the business processes through the activities of TQM which used IT, companies could remove the unnecessary business processes and the duplicated business processes. In other words, with the use of IT in TQM activities, they could move closer to goals of the satisfaction of the customers' needs by reducing expenses and time. This study examined the role of IT from the point of view of business process improvement. Internally, IT has a positive impact on reducing expenses, processing time, manpower and so forth. Externally, it plays an important role of company's gaining competitive advantage through the satisfaction of customers and stakeholders. In conclusion, the proper use of IT will significantly increase the performance of a company.
This paper aims to make a step-by-step strategy to formulate an unified health system by clarifying and overcoming challenges facing South and North Korea and to estimate costs needed for South Korea to assist North Korea to recover to normal health delivery system. We explored implications through literature review and estimated costs under the assumption that supportive activities be provided for 5 years in three ways: support for the development of health and medical care manpower; support for health and medical facilities; and support for the provision of both preventive and primary health care. Step-by-step strategy is formulated for a unified health system with the cost estimation resulting as follows: in case of basic scenario, a total of 3 trillion and 341 billion won (at present value of the year 2017) is in need for the 5-year period at the initial 'recovery support stage' with 135.9 billion won for the development of health and medical care manpower, approximately 2 trillion won for health and medical facilities, and 1.2 trillion won for the provision of both preventive and primary health care. Step-by-step approach is more realistic and applicable in formulating unified health system. Suggested stages are 'recovery support stage,' 'system homogenization stage,' and 'unified system stage.' Strategies at 'recovery support stage' suggested in this paper need to be pursued and followed by those at 'system homogenization stage' and 'unified system stage.'
