  • In September, 2008, the government has amended the National Territory Planning Act" by adding criteria to designate the Impact Fee Zone on the basis of the increase rate of the development permit. Since the permits are issued to scattered parcels on the individual basis, however, it renders significant difficulties in accurately figuring out the finite local areas that exceed such legal criteria. This study, in this context, tries to join the development permit time-series data with the Korea Land Information System (KLIS) so that, with the aid of the landform layer and existing infrastructure layer, it could pinpoint the local area where the development activities are concentrating. Taking a sector in Yangpyong County as the case, the study practically demonstrates as to how the designation process is geospatially processed.

  • One of the criteria provided by the law to designate the Impact Fee Zone requires that the increase rate of the development permit should exceed that of the entire locality by more than twenty percent. • Objectives : This study aimed to investigate the effects of Angelicae sinensis Radix on longitudinal bone growth rate in rats. We have screened traditional medicinal herbs to develop the longitudinal bone growth stimulator by well-established rat model. A. sinensis was identified as one of the effective herbs in the screening process. Methods : Adolescent female rats were administered A. sinensis at doses of 30 mg/kg and 300 mg/kg for 10 consecutive days. To observe the rate of longitudinal bone growth, tetracycline was injected intraperitoneally on day 8 to stain a fluorescent band on the anew formed bone. To elucidate the mode of action, we observed insulin-like growth factor-1 (IGF-1) and bone morphogenetic protein-2 (BMP-2) expression after A. sinensis administration in growth plate. Results : In the 300 mg/kg A. sinensis group, the length between the proximal endpoint of the tetracycline label and the division line between growth plate and bone was significantly increased compared with vehicle-treated control group. Height of the proximal tibial growth plate was higher in the A. sinensis group compared with control group. A. sinensis also upregulated the expressions of IGF-1 and BMP-2 in the proliferative zone and hypertrophic zone of the proximal tibial growth plate. Conclusions : A. sinensis increases longitudinal bone growth rate in rats. According to immunohistochemistry, A. sinensis increases local IGF-1 and BMP-2 expressions in the growth plate which can be considered as direct stimulation of GH on the local growth plate.

  • This study was performed to show criteria of a National Ecological Network (NEN) for South Korea and it was a part of a study of ecological network for broad areas on national land showed by Ministry of Environment of Korea. After 1970s, many european countries presented methods and criteria not on individual protected area but on networking among many habitats. The PEEN (Pan European Ecological Network) and NATURA 2000 are results of those. In South Korea, concepts and mapping metheods of ecological network was studied but those were not applied to the whole national land because the equality and local specialities were not reflected. So, in this study, we presented the criteria composed of forest, river, wildlife and coastal evaluation items in conservation ecology and showed the mapping method which can applied to the national land. After the evaluation on land area which composed of forest, river and wildlife axis. Core areas were $30,616km^2$, buffer zone were $21,870km^2$ and each accounted for 31% and 22% of the national land. Except for Taebaeck-Gangwon region, whole region's core areas were accounted for 20~30% of it and buffer zone were accounted for 20~25% of it, so these can be applied to the national land with equality and local specialities. Forest axis and river axis were clearly linear and connected, but the wildlife axis was dispersed in point form. Therefore, to apply the NEN, a detailed habitat map is important and the interconnected implementation of forest, river, wildlife, and coastal axis is required.

  • In this paper, a dynamic warning system to forecast inland flooding associated with typhoons and storms is described. The system is used operationally during the typhoon season to anticipate the potential impact such as inland flooding on the coastal zone of interest. The system has been developed for the use of the public and emergency management officials. Simple typhoon models for quick prediction of wind fields are implemented in a user-friendly way by using a Graphical User Interface (GUI) of MATLAB. The main program for simulating tides, depth-averaged tidal currents, wind-driven surges and currents was also vectorized for the fast performance by MATLAB. By pushing buttons and clicking the typhoon paths, the user is able to obtain real-time water level fluctuation of specific points and the flooding zone. This system would guide local officials to make systematic use of threat information possible. However, the model results are sensitive to typhoon path, and it is yet difficult to provide accurate information to local emergency managers.

  • Recently, local governments in Korea are promoting the rapid development of marine for delineating jurisdictional sea area. The importance of a maritime boundary has being emphasized, as jurisdictional sea area disputes among local governments have been increasing. The absence of the delineating standard of maritime boundary has become a source of contention between neighborhood local governments. So the delineating standard of maritime boundary in Korea will be required. The purpose of this study is to derive an improvement plan for the scientific delimitation standard of maritime boundary by analyzing "A hydrographic survey guideline for confirmation of maritime boundary". The results of this study are as follows. Firstly, we defined the concept of the delimitation standard of maritime boundary. Secondly, we set the boundary, factors and processes of the delineating standard of maritime boundary through classifying them in detail. Lastly, we suggested the makeup of a conflict adjustment committee for preventing jurisdictional sea area disputes among local governments.

  • The purpose of this study is to propose a framework to analyse the educational effects and outcome of the boarding middle school established following the merger and abolition of small schools in rural area. According to the decrease in birth rate and reduction of population in rural area, primary schools have brought about many problems for decrease of number of student, and environment of education have became deteriorated. Accordingly, primary schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of primary school is inevitable for change of placement standard to primary school and qualitative improvement of environment of education in rural area. This study suggests 1)educational effects and outcome, 2)changes and benefits of student's living conditions, 3)social effects to local community, and 4)economical efficiency analysis as a new framework to evaluate the validity of establishing a school. It sets up a hypothesis that the students, parents and community satisfy the boarding school in rural area, a school record be improved and the abolition of schools have little effect on community. Finally, it emphasizes that in order to success the policy of the merger of small schools and the boarding middle school, it be attributed to the social-cultural environment based on local residents and community and required provision of a variety of utilization plans reflecting local specifics and guarantee of local residents' participation and selection.
