A Study on Cost-Benefit analysis for Geographic Information Systems in Local Governments (지자체 GIS사업을 위한 비용효과분석 연구)

  • Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.

지역별 기술혁신정책의 패턴과 과제 -지방정부 및 중앙정부 예산투입을 중심으로

  • This study aims to explore the patterns of various innovation policies pursued by local governments in Korea. We surveyed and analyzed 16 regions at the county level and 7 ministries at the central government. It was found from the analysis that there are 719 policy programs having been enacted including some overlaps among 16 regions. 3,369 billion won in total were spent on the policy programs in 2002, of which 36.7 percent was contributed by the central government, 46.4 percent by local governments and remaining 16.8 percent by private partners who may have benefits from the policy programs. It was discovered that support programs for basic research and applied research activities were rare having small budget size, due to the lack of the importance of R&D activities in regional development and budget constraint of local governments. Technology sharing policies, particularly networks and technology transfer are the most underdeveloped one among types of innovation policies. Based upon the results of our analysis, we recommend that budget allocation, associated with science and technology, to local governments should be increased so that they can expand the support scale of existing program: as well as design new types of innovation policies.

The Characteristics of the Prefectural Basic Plans according to the National Basic Plan for Housing in Japan (일본의 전국 주생활기본계획에 따른 지역 주생활기본계획의 수립특성)

  • In recent years, the insistence that the central government should hand over the right of establishing and managing housing policies to local governments is growing. And, it is needed that local governments should pursue their own original housing policies. The purpose of this study is to explore the characteristics of the prefectural plans of the national basic act for housing in Japan to envision the future directions of regional housing policies. This study analyzed the structure, main policy contents, and the outcome indexes of all 47 prefectures' plans in Japan. The major results of this study are as follows. 1) The central government and local governments shared their roles appropriately. In addition, the local governments proactively demonstrated the unique quality of their regions when establishing their housing policies. 2) In promoting housing policies, they focused on the housing stock and the market including both public and private sectors. 3) The policy-oriented goals and performance management practices were clearly presented.

  • Geographical Informal ion Systems have become useful tools for improving the administrative management of local governments. Despite its innovative aspects, GIS implementation in local governments has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conduct ins model system developments. This can be basically attributed to technological, institutional, and economic difficulties, that is, a lack of understanding of GIS technology, database development, and the required institutional support. Using Seoul as a case study, this study analyses the potential and effectiveness of GIS and examines strategies of implementation, thereby suggesting basic policy direct ions for GIS investment in local governments.

A Study on the Regional Differences in Geographic Information Infrastructure and Policy Agendas in Korea (우리나라 지리정보기반의 지역간 격차현황과 정책과제)

  • Geographic information systems are the crucial means in local governments to improve the diverse internal operations or service to citizens. A eat number of local governments have introduced GIS. However in spite of the rapid spread of GIS projects in local governments there are severe level differences of Geographic Information Infrastructure between medium or large cities and small cities or counties(Gun), especially in non-capital area. The differences are one of the main reasons of regional inequalities in local governments'administrative services. Thus this article suggested that the central government should place policy emphasis on improving the levels of geographic information infrastructure in small cities, counties(Gun) and especially non-capital areas.

An Analysis on the Economic Effects of Inter-Korea Forest Cooperation Project

  • For the last 10 years, there were also a lot of exchanges and cooperations between North and South Korea's local governments. Dealing with these exchanges more systematically, local governments had issued many regulations. But in the law level, the current laws regulating exchanges and cooperations between North and South Korea lacked care in the role of local governments in the course of Korea reunification. Therefore, it is necessary to redesign the legal system to support and promote the role of local governments in unification affairs. The purpose of this study is to seek answers to a question how the Inter-Korea forest cooperation project effect on regional economy compared with other forest sectors. Results of this study proved that Inter-Korea forest cooperation project effects on regional economy positively as 'plus investment', not negatively. Forest cooperation project will be resolve Inter-Korea conflicts more peacefully. So government should be supported continuously in the long run in order to raise the performance.

Analysis of Efficiency Gap of Local Governments' Aged Welfare Institutions in Gyeonggi-do Province (경기도 지역 지방자치단체 노인복지시설의 효율성 격차 분석)

  • This research analyzed the relative efficiency of 27 local governments' aged welfare institutions and facilities in Gyeonggi-do Province by using Data Envelopment Analysis. The results show that 12 local governments' aged welfare institutions are relatively inefficient as compare to their reference groups, meaning that there is efficiency gap among localities. It also appears that the most influential input and output elements are the budget for the aged and the number of the aged welfare institutions and facilities, relatively. However, the influential elements differ from one locality to another.

  • Productivity of public organizations was far older due to issue more difficult to measure than private organizations. Unlike the private sector, the public sector is a diverse and sometimes conflicting objectives (efficiency, effectiveness, equity, democracy, etc.) exist, it is difficult to measure productivity in a single index. Many departments of government is intricately interrelated and sometimes produced by the joint efforts, it is difficult to allocate performance, incentives and accountability to among departments. And there is the difficulty of collecting data on the productivity indicators of public organizations. Despite these difficulties, we developed a productivity index system and measuring method to systematically introduce the concept of productivity in the local administration. In this paper, the productivity and the productivity index measurement practices of local governments conducted annually from 2011 on was deep into research. First, the report found examples of the governments of the developed countries, productivity measurement, then the way MOPAS(Ministry of Public Administration and Security) measure productivity index of local governments, success factors, the implications were in-depth analysis. Finally, in order to enhance productivity and competitiveness municipalities studied ways to take advantage of the productivity index.

Conditions for a Sustainable Cooperation Model of 'Local Government-University': Focusing on Case Studies Both in Domestic and Foreign (지속가능한 '지자체-대학' 협력모델의 조건: 국내외 사례연구를 중심으로)

  • Universities and local governments in Korea are simultaneously experiencing the difficulties of a decrease in the youth population and a decrease in the school-age population, and close cooperation between universities and local governments is urgently needed to solve this problem. Representative methods of such cooperation include the establishment of a regional innovation system and the theories of innovation clusters and triple helix models. In addition to these theories, the aim is to derive sustainable conditions for the local government-university cooperation model by examining various cases of cooperation at home and abroad. This is the purpose of this paper. In particular, through case studies of cooperation between local governments and universities at home and abroad, three types of models (job, education, and housing) were analyzed, and common conditions and requirements for sustainable cooperation were proposed. In order for cooperation between local governments and universities to continue and produce successful results, mutual benefit creation, infrastructure construction and operation appropriate for capabilities, flexibility, and mutual responsibility are necessary. Furthermore, a model that suits the capabilities of local governments and universities must be found, and in this process, the university's research capabilities and commercialization capabilities of research results are especially important. In addition, it is essential to establish a new cooperation system between local governments, universities, and the central government.

A Study on the Condominium Management Policy of the Local Government in Japan

  • Condominium management ask for planning ability and special knowledge in order to solve the troubles of a condominium. But not all HOA have that ability or knowledge, so administration support to condominium management came to be given to HOA. In this study, we divided the administration policies on condominium management as follows;$\circled1$instruction about an advertisement and a contract$\circled2$instruction about management$\circled3$instruction about maintenance $\circled4$ instruction by the local government $\circled5$ legislation about condominium management. The condominium management policy has been almost programmed by the state, such as legal amendments to laws and advises by administrative inspection. But these condominium management policies by the state have limitations to support HOA appropriately, so correspondence of the local government is called for, On the other hand, in the local governments, grasp basic contents for execution to the condominium management policy, an information of offering and consultation has been started. And system that suits the situation and the characteristic of each district was provided. However it could not say that we grasp the tendency of the condominium management policies wholly of the local governments, so it remains as a subject because it is not long since condominium management policies of the local government started, and we picked up only metropolis in this study. In the future, it is necessary to search on the consciousness of a resident and the HOA about the condominium management policy, and make out the data which can be reflected in policy deployment in the local governments from now on. * HOA ‥‥ Home Owners Association
