Toward effective implementation of GIS technology in local governments

GIS의 효과적 구축을 위한 실용적 전략 구상

Geographical Informal ion Systems have become useful tools for improving the administrative management of local governments. Despite its innovative aspects, GIS implementation in local governments has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conduct ins model system developments. This can be basically attributed to technological, institutional, and economic difficulties, that is, a lack of understanding of GIS technology, database development, and the required institutional support. Using Seoul as a case study, this study analyses the potential and effectiveness of GIS and examines strategies of implementation, thereby suggesting basic policy direct ions for GIS investment in local governments.

지리정보시스템은 행정정보이 2차원화를 통해 도면이용이 잦은 지방행정업무의 과학적 수행체계를 정립하는데 유용한 수단이 되고 있다. 그러나 그 방법의 혁신성에도 불구하고 지방행정부문에 지리정보시스템의 도입은 아직 초기단계에 있다. 이는 사용자 집단의 기술에 대한 이해부족과 시범시스템의 실용성 및 잠재력을 증명할 수 있는 기본 데이타베이스의부재, 기술개발 및 이용에 대한 제도적인 뒷받침 결여, 방대한 투자규모 등 기술적, 제도적, 경제적인 요인에 그 원인이 있다. 본 연구에서는 서울시를 사례로 지리정보시스템의 유용성과 활용 가능성을 분석하고, 시스템 도입의 성공을 위한 효과적인 전략을 검토함으로써 지방행정부를 위한 GIS 시스템 도입의 기본방향을 제시하였다.
