Amid rapid changes in the ICT environment attributed to the 4th Industrial Revolution, the development of information & communication technology, and COVID-19, the existing internet developed without considering security, mobility, manageability, QoS, etc. As a result, the structure of the internet has become complicated, and problems such as security, stability, and reliability vulnerabilities continue to occur. In addition, there is a demand for a new concept of the internet that can provide stability and reliability resulting from digital transformation-geared advanced technologies such as artificial intelligence and IoT. Therefore, in order to suggest a way of implementing the Korean future internet that can strengthen cybersecurity, this study suggests the direction and strategy for promoting the future internet that is suitable for the Korean cyber environment through analyzing important key factors in the implementation of the future internet and evaluating the trend and suitability of domestic & foreign research related to future internet. The importance of key factors in the implementation of the future internet proceeds in the order of security, integrity, availability, stability, and confidentiality. Currently, future internet projects are being studied in various ways around the world. Among numerous projects, Bright Internet most adequately satisfies the key elements of future internet implementation and was evaluated as the most suitable technology for Korea's cyber environment. Technical issues as well as strategic and legal issues must be considered in order to promote the Bright Internet as the frontrunner Korean future internet. As for technical issues, it is necessary to adopt SAVA IPv6-NID in selecting the Bright Internet as the standard of Korean future internet and integrated data management at the data center level, and then establish a cooperative system between different countries. As for strategic issues, a secure management system and establishment of institution are needed. Lastly, in the case of legal issues, the requirement of GDPR, which includes compliance with domestic laws such as Korea's revised Data 3 Act, must be fulfilled.
This study explored the sustainability of a blockchain-based cultural art performance video platform through the construction of Gyeonggi Art On, a new media art broadcasting station in Gyeonggi-do. In addition, the technical limitations of video content transaction using block chain, legal and institutional issues, and the protection of personal information and intellectual property rights were reviewed. As for the research method, participatory observation methods such as in-depth interviews with developers and operators and participation in meetings were conducted. The researcher participated in and observed the entire development process, including designing and developing blockchain nodes, smart contracts, APIs, UI/UX, and testing interworking between blockchain and content distribution services. Research Question 1: The results of the study on 'Which technology model is suitable for a blockchain-based performance video content distribution public platform?' are as follows. 1) The blockchain type suitable for the public platform for distribution of art performance video contents based on the blockchain is the private type that can be intervened only when the blockchain manager directly invites it. 2) In public platforms such as Gyeonggi ArtOn, among the copyright management model, which is an art based on NFT issuance, and the BC token and cloud-based content distribution model, the model that provides content to external demand organizations through API and uses K-token for fee settlement is suitable. 3) For public platform initial services such as Gyeonggi ArtOn, a closed blockchain that provides services only to users who have been granted the right to use content is suitable. Research question 2: What legal and institutional problems should be reviewed when operating a blockchain-based performance video distribution public platform? The results of the study are as follows. 1) Blockchain-based smart contracts have a party eligibility problem due to the nature of blockchain technology in which the identities of transaction parties may not be revealed. 2) When a security incident occurs in the block chain, it is difficult to recover the loss because it is unclear how to compensate or remedy the user's loss. 3) The concept of default cannot be applied to smart contracts, and even if the obligations under the smart contract have already been fulfilled, the possibility of incomplete performance must be reviewed.

The trends of Chinese and Yanbian University's reform were studied in this work. Although the history of Chinese modem university education is short, and all Chinese Universities experienced same social problems, however, development of each university was different. Especially after 90's, with applying socialism market economy theory, Chinese university education have changed a lot. Main conclusions were summarized as follows. First, to exert university's self-determination, University management system was changed. More and more rights and freedoms of operating university were given to universities which were originally controlled by central and local government. With that, universities were cheered to develop extensively based on its ability. Second, efforts to fit market economy were observed. It reflects in all aspects, such as systems of university financing, operating, admission and graduation of students. Third, professor competition system was adopted to promote professors enthusiasm. Forth, to survival in hot competition among universities, differentiation policy was applied. In brief, it could be said that rapid developments of Chinese university education have achieved recently. However, problems such as universities are still under supervision of central and local government: expand of university scale rather than education quality was focused on: limit of investment to university: lack of legal protection for finical supporting: lack of university democratization were still remain. It was expected that these problems will be solved in future university reforms.

Data mining is a useful technology that can support new discoveries based on the pattern analysis and a variety of linkages between data, and currently is utilized in various fields such as finance, marketing, medical. In this paper, we propose an effective utilization method of data based on analysis of spatial data mining. We make use of basic data of foreigners living in Seoul. However, the data has some features distinguished from other areas of data, classification as sensitive information and legal problem such as personal information protection. So, we use the basic statistical data that does not contain personal information. The main features and contributions of the proposed method are as follows. First, we can use Big Data as information through a variety of ways and can classify and cluster Big Data through refinement. Second. we can use these kinds of information for decision-making of future and new patterns. In the performance evaluation, we will use visual approach through graph of themes. The results of performance evaluation show that the analysis using data mining technology can support new discoveries of patterns and results.
Recently mountain tourism has been promoted and introduction of railroads with utilizing mountain resources is being planned. With the government policies to increase the share of eco-friendly transportation on railroad, national double-tracking of single rail and improvement projects are on going. However, the eco-friendly railroad policy suggests the environmental impact assessment items only on air quality, water quality, geographical/geological features, fauna/flora, natural/environmental resources, noise/ vibration, and recreation/landscape. And for fauna/flora and natural/environmental resources, confirming the presence of environmental protection zone is enough to satisfy legal requirement. This study suggested to evaluate environmental/ecological values with quantitative data. Evaluation indices and evaluation items have been selected to provide the data. Each of the subject map and railroad network was overlapped. The study selected naturalness and diversity as major indicators and calculated weight values of the items under the indicators, which are to be usd for the selection of the sites for railway development. This assessment method could be applied to the environmentally friendly construction of railroads in the future.
In the past, Chinese arbitral system and Chinese arbitral associations were avoided by international society due to the cases which Chinese court rejected the recognition and enforcement of foreign arbitral awards based on rural protection. Especially Chinese court adjudicated to reject the recognition and enforcement of arbitral awards by interpreting public policy broadly. The abuse of public policy by court threats the existence of commercial arbitration system. Under this awareness, the author figured out Chinese court shows what kind of attitude about public policy of Chinese court in the present through analyzing the cases about rejection of enforcement in Chinese arbitral awards in order to analyze whether Chinese court still maintain the negative attitude like past or there exist changes with public policy which is one of the rejection reasons of recognition and enforcement in foreign arbitral awards as the central figure. Chinese court behaved in an uncooperative attitude about arbitral awards like that it reached a verdict to reject the enforcement of arbitral awards by reason of violation in public policy about several foreign arbitral awards at the beginning stage of establishing arbitration law. However, the situation of abuse in public policy was improved a lot by Chinese prime court which enforces pre-inspection system about judgment of rejection of enforcement in arbitral awards. So, there is no case about rejecting the approval and enforcement of arbitral awards by reason of violation in public policy by Chinese court except Yongning Co. case. Moreover, Chinese court got the trust and support from other countries through reinforcement of applied standard. However, Chinese court had been expressed concern from international society because they highly applied public policy and rejected to enforce arbitral awards in the recent case of Yongning Co.. Therefore, this study examined whether it is appropriate to apply public policy of Chinese court in the case of Yongning Co., and then I concluded that. Although Yongning Co. case is the first case which Chinese prime court agrees with public policy by reason of rejection of approval and enforcement in foreign arbitral awards, in my opinion, it doesn't mean that Chinese court has fundamental change in basic attitude and position about the approval and enforcement of foreign arbitral awards. Chinese court keeps the cautious uses of public policy in legal judgment of foreign arbitral awards and it looks like implementing the obligation in regulation of New York Convention sincerely.

Urban park planning has become difficult due to the lack of municipal funds. Thereupon, a special scheme was imposed for city park planning. Since then, a legal amendment was made for economical improvement and more active participation. However, there are a lot of questions about whether it was a suitable direction for parks and where it should be emphasized for public interest. Base on these concerns, this study examined the basis and characteristics of location, creation, and maintenance of private development parks in Japan, which was the policy model of Korean private parks. Location and space planning of private development parks was made up considering an effective green network and disaster prevention function, and a minimum area was about 1.42ha. The minimum area, 1ha, was established on the basis of considering realistic possibilities, disaster protection, and universal validity. It was also amended to consider the standard of type two mid- to high-rise exclusive residential areas and consultation with regional governance. Finally, it was built on the lowest limit of ordinance of the relevant city; for example, 100% of the floor area ratio, 30% of the building coverage ratio, and the maximum height of 11 stories, etc. For maintenance, private and public sectors were working together. Maintenance fees for 35 years (based on $300yen/m^2$ per month) were paid en bloc by the licensee. However, the city was paid for facilities that accompanied excessive maintenance costs. Meanwhile, it seemed difficult to introduce attractive profit facilities because of the limitations in location, usage permission, and introduction equipment; furthermore, there were problems with management authority, and the burden of expenses was deducted. For creating private Korean parks, this study suggested that we should build priority of creating city parks and select appropriate locations first; also, we need to make criteria for location, creation, and standard management rules that are relevant to the whole nation of Korea.

This paper measured EMF strength of the duty measurement radio station(77 station) and the non-duty measurement radio station(41 station) of mobile communication base station in Jeonbuk region. As the result of measurement, it generally reveals that EMF is highly low level compare to the human protection guideline. And It is regarded as level that the national people who live close to the mobile communication base station don't have to worry about electromagnetic wave. This paper provides comparative analyses categorized by the duty measurement station and the non-duty measurement station. The results reveals that the average value and the maximum value of the non-duty measurement station preferably was higher than all the duty measurement station. It is thought that the EMF exposure strength of the national people is caused by approach of station antenna rather than antenna power. Consequently this paper suggests that standard of the antenna power(exceed 30 W), standard of antenna height(exceed 10 m) specified by Radio Regulation Act enforcement ordinance, legal basis for mobile communication base station have to be changed.
The purpose of this study is to investigate the dynamics of the Zacco platypus population among streams in the Gongjicheon water system, Korea from December 2010 to October 2011. In this study, fish fauna was collected 27 Species belonged to 9 Families. The legal protection species, such as a natural monument and endangered species was not collected. Korean endemic species was collected 6 species including to Z. koreanus. The ratio of Korean endemic species was 22.6%, and it was lower than 51.3% that average of Korean endemic species in the Hangang water system. About these status, we considered that Gongjicheon water system had lost of the unique characteristics of the Hangang water system by the anthropogenic disturbances. The result of analysis to length-weight relationship and condition factor(K) of Z. platypus population in the Gongjicheon water system, the regression coefficient value(b) to indication of growth degree of the population was 3.04 and the slope of the condition factor(K) to indication of corpulency had positive value, respectively. These results seems to be that the Z. platypus population is maintained to a little unstably. In addition, the values of the degree of growth and corpulence were very low than the other natural streams in the Hangang water system, so it considered that the many artificially stress factors are occurred in this study area. These results are similar to Fish Assessment Index(FAI) in the assessment for health of aquatic ecosystem. Therefore, we are considered to require precise investigation and sustained monitoring for the restorations of stream ecosystem in the Gongjicheon water system.

Integration system of conservation ecology, ecosystem management and land planing in landscape scale is major principle strategy for national management system of environmental resource and biodiversity. Current conservation strategy is concerned with not only population and habitat level but also ecosystem and landscape level. In especially, ecological networking to link core areas or major habitat patches is most eminent and emerging issue in European Union (EU) and North America. Moreover, the promotion of national ecological network system in EU is focused on national cooperation to construct ecological corridor for key habitat that distributed in many countries. Integrating landscape ecology into conservation ecology and restoration have important role to stimulate the network system in regional and national level. In this review paper, comprehensive and necessary considerations arisen from the view of landscape ecology were discussed for the present situations of wildlife conservation and management in Korea compared with other countries. Especially, the conservation strategy and policy of biodiversity were addressed in broad sense including habitat protection, legal approaches, and ecological network programs. Finally, a national ecological network system was suggested for environmental policy in Korea in global consideration after the Korean Unification.
