This paper studies the characteristics of the restructuring of chemical industrial complex in JiLin city since 1978 focusing on enterprise organization, the process of production, labor, and consumer market. The number of chemical industrial enterprises and their partnership with subcontractors have increased since 2001. As for the type of cooperation group, research institutes and local government are accounted for the greatest portion. The chemical industrial enterprise in JiLin which has adopted Fordism production method still has the highest percentage in 2007. And in the shift process of production system after China's entry into WTO(in 2001), chemical industrial enterprise in JiLin city takes allowing more investment in production technologies as core strategy, while taking improvement in equipment and development of new products as core strategy in the shift process of production technology. The degree of labor re-education was highest in 2007, and as for the relationship between labor and management, enterprises which evaluate the ability of performance of duty are increasing. The characteristics of restructuring of chemical industrial complex on consumer market, domestic market accounted for the greatest portion, on the other side the export is feeble. As for strategy of market restructuring, industrial enterprise in JiLin city should use Quality improvement and high-value added as core strategies to cope with alteration of market.
In this study I am concerned with the impact of training for the unemployed on reemployment in Korea. The data is based on the survey that was conducted on those who participated in training programs in 1998 and those who did not. The matching criteria was the length of the spell of nonemployment that preceded entry to training programs. This data design allows to apply the quasi-experimental evaluation method. My estimation results indicate that the participation in training raises the hazard rate into reemployment, but training characteristics such as training contents, agencies do not affect the hazard rate significantly. This results imply that training participation increases reemployment possibility by preventing withdrawal of participants from the labor market, but training programs make little contribution to improving skills.
This study explored the effect of job experience while attending engineering colleges on entry into the labor market. To this end, the relationship between work experience and first job success among the job preparation behaviors of engineering majors and students with other majors was compared. Next, we analyzed the effects of work experience such as internships experienced by engineering students on adjusting to their first job after graduation and maintaining their employment. In particular, by analyzing the relative influence of factors affecting engineering students' entry into the job market, what kind of policy efforts can be made at the university level for the success of engineering students' employment is presented. The results showed that work experience affects the quality of employment of engineering, and it had a positive effect on all engineering students regardless of gender.
This study focused on the reality that the necessity to professionalize women marriage immigrants is increasing. The purpose of this study is to analyze the determinants of rural female marriage immigrants' entry into the specialized field. The factors are categorized into social and institutional factors. Based on the labor market segmentation theory, which finds the imbalance of the labor market in terms of institutional and structural factors, factors affecting rural female marriage immigrants entering managerial or professional occupations were set as social relation factors, cultural adaptation factors, and policy support experience factors. As a result of analysis, they are all found to have a statistically significant effect on rural female marriage immigrants entering managerial or professional occupations. The policy implications are that for rural immigrant women to grow into professionals, social relations and cultural learning capabilities, including language skills, need to be strengthened, as well as continued governmental support.
In order to support women with career breaks to re-enter the labor market, it is not only necessary to discover and select promising jobs, but also to provide objective and accurate job information on selected promising jobs so that women with career breaks can make reasonable career choices. need arises. It can be pointed out that the government support course has no burden of tuition compared to the general course, and because the quality of education is high, it is possible to select trainees with a high willingness to find employment through competition in the recruitment process. In addition, the government support process secures relatively high-quality programs and instructors, increasing trainees' concentration, satisfaction, and willingness to find a job. Job literacy and employment preparation education are obligatory, job design support through job counseling, and continuous follow-up support. The system also works. Accordingly, if systematic and continuous development and support are made in the process of selecting promising occupations for women with career breaks and designing education and training programs, it is expected that women with career breaks will be more active in their re-entry into the labor market.
Using detailed data of women's work history, this study analyses the transition process between employment and non-employment over the life history in order to identity individual and structural determinants in the processes. Korean women comprise very heterogeneous groups in terms of work continuity: one group having a continuous work history and another having an interrupted work experience. While 4.0% of total women have stayed in the labor market since leaving school, 17.3% have not worked outside at all and remaining 87.9% have experienced into and out of the labor market at least once. On the average, the cumulated time of employment per woman is 8.2 years and the cumulated time of unemployment is 13.1 years. Thus Korean women work a total of only 38.5% of their whole lifetime after leaving school. We can conclude that the increase of the employment rate of married women in Korea since the 1970s has been due to the increase of the new entrants with short or little working careers into the labor market, not to the increase of women's work continuity on the whole. A women's educational achievement does not seem to be positively related to employment duration, contrary to the suggestion of the human capital theory, Rather, family variables, especially the existence of the child under 6 yens old, is a more significant determining factor for an individual's exit from employment. And there is little difference among different age cohorts which implies little improvement in the employment continuity of younger women. This study also documents the importance of structural variables, such as the type of occupation, as significant determining factors for the hazard rate. Specially women with professional jobs tend to stay longer in the labor market. Therefore, women's entry into more professional occupations is expected to contribute to the continuity of employment. Our results also show that duration-dependence is not spurious. When unobserved heterogeneity is controlled, the negative relation between the rate from employment and the duration of employment does not disappear.
This article aims to analyze main features of activation policy and compare major programmes in terms of their impact on employment performances in Korea. Since the introduction of National Basic Living Security Act in 2000, a series of activation policies have been in place for social assistance recipients, low-income employees, and youth unemployed by means of providing tailored employment and social services via in-depth counselling and case management. These activation policies carry both enabling and demanding elements: requiring programme participation in exchange for public assistance benefit receipts on the one hand, and providing various social services to remove barriers to employment through case management on the other hand. Therefore, it merits attention to analyze how various features of activation programmes affect employment outcomes, the effectiveness of delivery system and policy instruments as well. In analyzing employment outcomes of activation policy of which main characteristics lie in provision of employment and social services, this article points out the features and policy instruments of the activation policy that contribute to labor market entry of public assistance recipients and low income employees. In addition, it also delineates the determinants of exit from benefit receipts. Results from statistical analysis show that activation policy with intense employment service helps both benefit recipients and low income employees enter into the labor market at a faster rate. However, tailored social service provision enables social assistance recipients to exit from benefit receipts. These results suggest theoretical and policy relevant implication in regards to redesigning the delivery mechanisms and service instruments of activation policy.
This paper tries to explore the overall profile of Korean female labor force over the period of 1960-2000. A particular emphasis is put on portraying major over-time characteristics of female labor force, following five different political regimes--that of Park, J.H.(1960 and 1970s), of Chon D.H. (early and late 1980s), of Roh T.W. (late 1980-early 1990s), of Kim,Y.S. (early 1990-1ate 1990s), and of Kim. D. J. (late 1990-early 2000s), respectively. Discussions have centered around: 1) utilization of young single girls from rural areas during the early industrialization process of 1960-1985; 2) the beginning of married women's entry into labor market and issues of the socalled &M-curve& thesis in Korean experiences since 1990s; 3) the emergence and enlargement of non-regular workers; and 4) the launching of labor related legal measures such as the Equal Employment Act of 1988 and its successive revisions, the Maternity Leave Acts, the On-the-Job Chi1dcare Centers, and the prohibition of sexual harassments on the job setting, and so on. All in all, although it is undeniable that the Korean female labor force has experienced much progress over the period of time in terms of &equality and protection& issues, overall industrial reality we are facing with has not been so prosperous in the sense that most women workers have become the victims of industrial polarization, as time goes by.
This study examines the job changes and the coincidence of job and major In the case of the youth, science and engineering graduates in Korea. The pattern of job changes and the coincidence of job and major get observed in the Unemployment Insurance Database and the Graduate List. This data enables us tracing all job changes in the labor market, and analysing the coincidence of job and major. The average rate of coincidence is not so high, the rate at first job is roughly one third. The youth with coincidence of job and major have earned less income than the youth without coincidence of job and major. But this result is impressive in the lower wage earners, any differences in regard to coincidence is not found in the upper wage earners. The probability of the coincidence of job and major is higher in case of the high wage and the high study attainments. The results suggests that the problem of the science and engineering graduates should be concentrated only on the lower manpower in the scientist and engineer jobs. Korean government have to lessen the number of entry into the science and engineering college and enlarge the number of entry into the science and engineering graduate school. Korean government have to prepare the system that aids establishment where the employee with coincidence of job and major earns more income.
Ever since the open and reform policy in 1987, China has adopted the socialistic market economy system and has been moving forward in economic reform. This gradually expanded their market economy. The open and reform policy achieved the highest average annual GDP growth rate of 9% and helped the country maintain high growth. China's economic growth in recent years has a lot to do with the international trading and direct investment by foreign corporations. China's entry into the WTO dramatically increased their amount of capital and investments due to their aggressive investments with foreign corporations. It is quite amazing that investments in China has been constantly increasing while the direct investments worldwide is decreasing. Moreover, increase in such investments is contributing to China's job creation, as well as, the expansion of international trading. When international economic exchange started between Japan and China in the 1970s, it was in the form of aid for developing countries, hence the collection of the investment was out of the question. It was in the 1990s that Japan started the full-scale investments with China and it was mostly centered in transfer of the production base. Japanese corporations aim was to mass produce goods less expensively using abundant and cheap labor and to sell them to Japan and other countries. The amount of Japan's exports and imports compared with China is increasing every year but the trade deficit has gone into the red. The dollar amount has been decreased from $ 27 billion in 2001 to $ 18 billion in 2003. The problems and damages in the system of justice and administrative confrontation that Japanese corporations are facing are continuously at a stand-still even after China's entry into the WTO. It has been 20 years since Japan's advance in China and during that period, the Japanese corporations brought many changes ranging from exports/imports to direct investment. Although Japan's new corporations tend to be located in the mid-western part of China, rather than the coastal areas, the region itself is not the cause for the confrontation. The problem stems from the Japanese treating the Chinese as if they were Japanese because they look similar due to their Asian ancestry. In reality the Chinese have completely different ways of doing business. Here we will take a look at the international trading and direct investment of Japanese corporations in China and study the conflicts that occurred in business transactions with China through real examples.
