The Korean Government has recently been pushing ahead with a variety of programs to support regional innovation. This paper examines whether the variety of regional innovation programs of the government are efficiently managed and effectively functioning in regions. To make the assessment, questionnaire surveys were executed targeting innovation actors in fourteen regions and evaluated the efficiency of government regional programs. Key points of assessment were the appropriateness of the program organization and the efficiency of program management for the effectiveness of program results. It was found that the appropriateness of the program organization and the efficiency of program management were related positively to performance of programs, but the performance of regional innovation programs overall was not high. Some problems were found in program organization and program management such as the overlapping of program objectives and functions, the inadequate synergy among programs, insufficient reflection of the needs of industry in planning, the overlapping investment in facilities and equipment, and low effectiveness of evaluation.

The purpose of this study is to develop and test the effectiveness of a financial education program that make the elderly recognize financial problems and find available strategy to improve their financial situation. Based on the literature review and economic structure of the elderly, a financial education program was developed with three parts: 'My elderly lift'; 'Doubling my income'; and 'Safe investment strategy.' 42 elderly people in Senior academy participate in three-session program and 39 people completed pre and post-test and satisfaction survey. In order to examine the effectiveness of the program paired t-test was used. According to evaluation results, the program was found to have a positive effect on enhancing knowledge in elderly lift and financial management, but not on changing attitude. Most of participants show high level of satisfaction with the program.

This study attempts to scrutinize the effectiveness of the international economic sanction on North Korea by analyzing the determinants of the North Korea-China trade with Chinese Customs House data classified under general, border, processing, bonded warehouse. The result shows that after international economic sanctions, North Korea-China trade was increased across types of trade. In particular, sanction-sensitive items were increased after sanctions and China also weakened the effectiveness of sanctions. To put it concretely, North Korea's food and fuel imports from china increased in processing and border trade. In the case of luxury good, it was increased in general trade. Strategy goods (weaponry) increased only in bonded warehouse trade. For China's import from North Korea, food and fuel were increased in total, border and bonded warehouse trade. Considering the features of each type of trade, these increase are presumed to have been playing a decisive role in weakening the effect of international sanction on North Korea.

The purpose of this study is to present the direction of ELS investment by analyzing the actual investment return of the ELS commodities and analyzing the investment effect of ELS that investors have felt unsatisfactory at financial marketing service. The research method is based on the step-down type ELS. We calculated the probability of achieving early redemption condition and maturity repayment condition, early redemption estimated yield, and maturity repayment estimated yield. As the study result, the probability of achieving 100% of the early redemption condition was 74.5%, and the probability of the early redemption condition 95% was 83.0%, 90% was 89.5%, 85% was 92.5%, and 80% was 96.5% respectively. In the case of the lowest 75%, the probability of holding to maturity is analyzed to be 2.5%, and the probability of early redemption is high. The probability of the stock price growth within 65% of the maturity repayment condition was 98.5% and the probability of the stock price growth within 60%~45% of the maturity repayment condition was 100%. 65% of maturity repayment condition was analyzed as 1.5% risk of principal loss, and the probability of achieving the committed yield of maturity was high. As a key measure of ELS investment, it is advantageous to select a commodity with a low rate of maturity repayment and a high rate of early redemption.

The purpose of this study was to evaluate the short term effectiveness of a cognitive ability improvement service for children, which is one of the 'Investment activities for Local Community Services' conducted by the Ministry for Health and Welfare. Results indicate that the longer the period of using cognitive improvement services for children, the more positively significant influence there is on their language abilities in terms of comprehension, expression, and reading-writing. Furthermore, these influences are stronger in children of low-income families than in children from higher income families. Certainly, this type of service improves infants' language abilities regardless of the income level of their families.

There has been considerable controversy over the impacts of the tax credit on R&D expenditures in many countries. Korea has adopted various kinds of tax credit system to stimulate private firm' R&D expenditures. Korean government, Recently, is trying to reform tax system to reduce tax credit programmes according to Uruguay Round agreement and in line with OECD policy standards. The purpose of this paper is to analyze the effectiveness of current tax credit system on technology innovation in Korea and derive some policy implications over tax reform. In this paper, firstly, I investigate the size of tax reduction effects from each program in theoretical models and simulate the actual rate of individual tax incentive to a unit of R&D expenditure. I find that theoretically the reserve fund for technology development program has given the largest tax reduction effects to private firms irrespective of the R&D incentive system reform. Tax credit on R&D expenditure also has been very effective instrument to firm's tax reduction. Secondly, I try to measure the effectiveness of tax credit through the estimation of effective margianl tax rate between with the system and without the system of credit on R&D expenditure during the tax credit reform periods. I find that the tax credit on R&D has lowered firm's investment cost since the system introduced. I also have strong results that there has been a positive relation between the fluctuation of firm's R&D expenditure and the change of effective marginal tax rate. I suggest that it is better to sustain the system of tax credit on R&D for a while to increase firm's R&D expenditure.

This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.

As has been expected, economic factors are a major consideration in almost every decision in building design process. Assuming that improving a lighting system, existing or proposed, will reduce operating cost, what preliminary economic guidelines can be established to determine whether any proposed investment appears cost effective? In such a case a reasonable technique to compare system costs is by life-cycle costing. Stated simply, a life-cycle cost represents the total cost of a system over its entire life cycle, that is, the sum of first cost and all future costs. This paper aims to exemplify the benefit of daylighting in term of economic consideration. Four different electric lighting system designs are proposed and a lighting control system that is continuously operating according to the level of daylight in the space has been adapted. The accumulated performance of electric and daylighting is figured out to declare the effective depth of daylight in the space. The analysis on the saving amount of lighting energy due to daylight has been undertaken in answer to the question, that is, several projects are being considered, which is the most desirable from the cost-effectiveness viewpoint. The result shows clearly that although denser layout of lighting fixtures might be more effective to interface to the level of daylight ceaselessly changeable, its economic benefit may not meet the expected criterion the reason of increased initial investment and maintenance cost for the fixtures and control hardware.

All-IP network requires change of the existing IP network engineering methods as the convergence service market between communication and broadcasting industries using IP network is growing rapidly. Especially the video services like IPTV require more strict transmission quality and higher bandwidth than the existing data services. So it is difficult to design All-IP network by the over-provisioning method which used to be used for the existing IP network design. It also requires a heavy investment which becomes one of big obstacles to the IPTV service expansion. In order to reduce the investment costs, it is required to design an optimized network by maximizing the utilization of the network resources and at the same time maintaining the customer satisfaction in terms of service quality. In this paper, we first analyze the effects of IPTV traffic on the existing internet. Then we compare two traffic engineering technologies, which are dimensioning without admission control and dimensioning with admission control, on the All-IP network design by simulation. Finally, we suggest cost effectiveness of traffic engineering technologies for designing the All-IP network.

As the budget size and complexity of 1T investment are growing, IT value measurement becomes more critical to the success of IT management In public organizations and private firms. It has been known that there are many factors such as IT costs, risks, qualify, and usage that should be taken Into consideration during the process of measuring IT value and making IT Investment decisions. However, little research has been done so far In order to analysis factors affecting the IT value and effectiveness. The purpose of this study Is to Investigate the impact of IT Project types and ownerships on IT value evaluation. The three research questions are as follows : (1) Does IT project type such as transactional, Informational, and infrastructure have any impact on 1T value measurement\ulcorner (2) Does the IT development ownership has any Impact on IT value\ulcorner (3) Does the IT operation ownership has any impact\ulcorner The empirical research was done at S-Electronics, world-wide known and the biggest manufacturing company in Korea, based on the method of structured interview. About 200 individual Information systems have been evaluated to calculate ROI measures, the dependent variable In this study. The results of statistical analysis show that two of three Independent variables, IT project types and IT development ownership, have statistically significant effects on IT value in terms of ROI measures.
