This study investigated residents' preferences for spatial features of sitting areas in assisted living facilities, and provides recommendations for planning sitting areas to support residents' spatial preferences and social interaction. The study participants were 69 residents of eight assisted living facilities (30+ resident capacity), located in south central Texas. A photographic comparison method was used, in which residents were shown 20 matched pairs of photos, with a single feature digitally modified in each pair, and asked to select which environmental representation they preferred. The hypothesized spatial characteristics were identified in practice based literature as those that may encourage usage of sitting areas: viewability, variety, homelikeness, and privacy. Most of the hypothesized features were preferred by participants, with the highest preference found for non-institutional furniture arrangements and naturalness, followed by increasing enclosure and variety of seating. Preference was less significant for domestic cues such as carpeted floors, divided light windows, and boundaries defined by different colored material or columns, possibly due to their physical impairments or preference for visual openness. Participants' level of mobility assistance was significantly related to their preference for some features, such as seating with people-watching capability, and carpeted floors. The findings have implications for facility architects and administrators engaged in resident-oriented spatial planning.
This study aims to contribute to the debate over the age-productivity relationships in scientific and technological research. For this purpose, we conducted an empirical experiment employing a time-series cross-section dataset derived from the KRI of the NRF containing data on individual researchers of fifty major universities in Korea covering the period of 2008-2013. This study has found that: (1) there exists an inverse U-shaped age-productivity relationship at the level of individual researchers; (2) the impact of the average age of a research group on the productivity of individual researchers varies across fields; (3) male and female researchers move along different age-productivity curves; and (4) the inverse U-shaped age-productivity relationship also holds at the level of organizations. The results suggest that the aging of researchers in Korea will soon reach the stage where serious losses in research productivity become a reality. Yet, it is not so clear whether the observed decline in the performance of older researchers is due to declining cognitive capability, which is an unavoidable result of aging, or to declining motivation, which results from an institutional system that discourages older researchers' research activities (such as reduced access to research opportunities or mandatory retirement). What is clear is that it is inevitable for the Korean science system to change the current seniority- and age-based organizational system into one of higher adaptability.
Purpose - Based on transaction cost perspective and institution-based perspective, this research attempts to investigate the effect of outsourcing on a firm's performance and how it interacts with institutional context in which the firms operate. Research design, data, and methodology -With a sample of 164 manufacturing firms form South Korea, we examine the direct effects of outsourcing on the a firm's level of product innovation and internationalization and the moderating effects of competitive pressure and property right protection as important external factors that could affect the effectiveness of outsourcing decision. Result - The findings show that outsourcing not only enhance a firm's capability to concentrate on its core competencies, but also to increase a firm's combinative capacity to acquire external knowledge. Furthermore, we finds that in a highly competitive environment, potential knowledge spillovers to other competitors may attenuate the potential benefits of outsourcing. Conclusion - Outsourcing can enhance a firm's innovation activities by providing valuable access to external knowledge and also to complementary resources from the external partners, which in turn enables firms to focus on core competences.
This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.
The purpose of this study is to consider the problem on pursuit of logistics strategy by our international shipping company in international shipping business under the said circumstance due to the open international shipping market and to suggest the logistics strategy for the consideration of the logistics competition under new international shipping circumstances. The results of empirical analysis are mentioned as follows; First, it shall be considered to maintain the size of company bigger than a certain capability so that it may obtain the superior competition of logistics. Second, as there are the plus correlations between the competition of logistics and the logistic support, it is necessary to pursuit the upgrade service with using EDI system and making up the complex shipping and integrated logistics system in general. Third, with the rationalization of finance policy and the profitable management of shipping company the ratio of net worth can be raised and it can be achieved to make the sound financial structure as reducing the excessive debt ratio. Fourth, it can be effort continuously to perform the investment for the infrastructure of logistics support & the institutional supplement so that it may achieve to increase the efficiency of logistic support at pier and to reduce the cost of logistic support.

The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

Australia has joined many governments to adopt public-private partnership (PPP) as a major strategy for procuring infrastructure for decades. However, failures have occurred although the market has been considered to be a mature and sophisticated one. Failures have typically been traced back to inappropriate economic evaluation and a lack of value-for-money. In particular, a literature review has identified that there was no holistic consideration on the evaluation of procurement transactions of PPP projects. The transaction costs of PPPs were not handled properly. In this paper, theories of transaction cost economics are proposed for the purpose of such a holistic institutional economic evaluation. These theories are analysed in order to identify potential critical success factors for a strategic infrastructure procurement framework. The potential critical success factors are identified and grouped into a number of categories that match the theories of transaction cost economics. These categories include (1) Asset Specificity, (2) Organizational Capability, (3) Transaction Frequency, (4) Behavioural Uncertainty, and (5) Environmental Uncertainty. These potential critical success factors may be subject to an empirical test in the future. The proposed framework will offer decision makers with an insight into project life cycle economic outcomes needed to successfully deliver PPPs.
This study was carried out to verify the effect of consumer and supplier characteristics on the utilization of consulting results, quality of consulting service and management performance in the government-support consulting service on SMEs. A survey was conducted and analyzed on SMEs which went through government-support consulting, with the following results of the study. First, for consumer characteristics, consulting awareness was found to have positive effect on the utilization of consulting results while organizational culture have no effect. Second, for supplier characteristics, consultant capability was found to have positive effect on the quality of consulting service but with no effect of government support policy. Third, consumer characteristic of consulting result utilization and supplier characteristic of consulting service quality were both found to have positive effect on management performance. Suggestions and significance of this study are as follows: the result of this study suggests a need to increase the SMEs' understanding of consulting service and the utilization of the consulting results as well as institutional support for enhancing the capability of consultants, a provider of knowledge service. It also has significance in presenting an effective and efficient direction of policy on consulting support project for SMEs.

In this study, we are going to derive problems for fire and safety management in multiple-user Buildings and suggest improvement measures to prevent recurrence through analysis of legal operation status for safety management of multiple-user Buildings and case studies of large-scale fires in multiple-user Buildings. For this study, first, the current state of the industry and fire occurrence status were investigated through theoretical considerations of the multi-use industry, and then the previous research on the multi-use industry was analyzed. and by analyzing the legal and institutional status of multiple-user Buildings, problems were derived through cases such as the Jecheon fire in Chungcheongbuk-do, the Inhyeon-dong fire in Incheon, and the Songpa-gu fire in Seoul. As a result, first, the necessity of strengthening the initial fire response capability. Second, thorough maintenance and management of emergency exits. Third, the need for rational regulation of upholstery. Fourth, reinforcement of fire safety education and training. Fifth, strengthening of installation standards for firefighting and safety facilities. Sixth, we derive the result that it is necessary to raise awareness about safety management, compare and analyze it with legal and institutional contents, and suggest solutions accordingly. When looking at the causes of fires in multi-use buildings, building owners, business owners, and employees think that there is no possibility of a fire occurring in their business premises, so there is a lack of awareness. It is necessary to raise awareness through education and publicity of firefighters and related administrative agencies.
Arguably many studies point out that regional innovation capabilities are accepted as a major source of growth for the sustainable regional economy. Recently, a smart specialisation strategy that should reflect regional characteristics in the policy implementation process of the regional innovation system has been proposed, but empirical studies have only presented limited results. This study attempts to overcome limitations by approaching smart specialisation as a supplementary strategy for existing regional innovation research. To this end, smart specialisation was not an alternative strategy for the regional innovation system, but rather the institutional elements of regional innovation capabilities, and the relationship between regional innovation capabilities and the local economy was analyzed to identify the impact of smart specialisation on the local economy. A study was conducted through a panel model consisting of 16 cities and provinces in Korea and 10 years from 2009-2018, and the FGLS model was finally used through the process of searching for an appropriate panel model. As a result of the study, smart specialisation consisting of industry related variety and non-related variety had a positive effect on the local economy. In addition, other regional innovation capabilities measured by dividing them into base and facilitating factors also had a positive effect on the local economy, reaffirming the results of positive research between existing regional innovation and the local economy. This study is meaningful in that smart specialisation lacking in domestic research was viewed as an institutional element of regional innovation capabilities, and it was measured through regional industry-related variety and non-related variety.
