'Healthcare 3.0' paradigm, which comes from the convergence of medical and department of ICT(Information and Communication Technology), meets the government's 'creative economy'. It has emerged as new higher value-added markets and industries, created jobs, and got the 'land of opportunity'. Despite of the global recession, the health care market in the world from 2009 to now has earned a steady growth. The annual growth rate in domestic industrial scale is expected to more than 10% higher based on 153 trillion won in 2010. In particular, combination of health care and ICT, BT(BioTechnology), NT(NanoTtechnology), which is so called 'super-convergence', leap in the health care industry, is expected to open up a new paradigm. In addition, by 2020 all of the health care industry, the IT convergence industries account for the largest proportion, and more than 50,000 of the employment are to be expected. In this study, we survey and analyze problems of medical and IT convergence technology, the future of the medical and health care industry, the demanded healthcare IT staff, finally suggest education plan of human resources required in convergence industry of medical and IT.

The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.
This research was conducted to apply the QUAL2E model to be adopted to the Nam river under current water quality conditions. The survey area of total 60 Km was divided into five reaches. Each reach was then subdivided into the uniform computational elements of 1.5 Km. Based on the stream characteristics, nine sampling stations consisting of six at main streams and three at tributaries were selected. The field data were obtained from the selected stations twice during October of 1991 and May of 1992, which represented the cold weather and low flow, also the warm weather and low flow conditions, respectively. As the results of sensitivity analysis of the model, the important parameters were the rates of BOD decay, Org-N oxidation, $NH_3-N$ oxidation, Org-P decay. The calibrated and verified results by QUAL2E model were correlation coefficient of $0.45{\sim}0.94$. The results displayed a good agreement between the variables of the field measurements and the model simulations, indicating a potential use of the QUAL2E model for the water quality assessment in the Nam River.
Background: The purpose of this study was to analyze the increase in Grade of Nursing Management Fee of medical institutions and establish a reasonable government policy by examining which factors affect the increase of nurse staffing. Methods: Analyzing data collected from the Health Insurance Review & Assessment Service resource management department with targets of 1,104 medical institutions. The study period was 5 years from June 30, 2008 to June 30, 2013. SAS ver. 9.2 (SAS Institute Inc., Cary, NC, USA) was used for statistical analysis. The data was analyzed by a chi-square test and also conducted muiltivariate logistic regression analyses for variables of basic characteristics, human resource characteristics, and material resources. Results: Adjusted odds ratio (AOR) of the rise in Grade of Nursing Management Fee among other hospitals compared to hospitals owned by government or universities was 0.264. The AOR in hospitals established after November 2006 compared to those before June 1995 was 2.383. The AOR in Gangwon, Chungcheng South, and Jeolla South Provinces compared to Seoul was 0.084, 0.036, and 0.194, respectively. The AOR in hospitals with more than 6.75 specialists per 100 beds compared to those with less than 6.75 specialists per 100 beds was 7.514. The AOR in hospitals with more than 17.48 nurse per 100 beds compared to those with less than 17.48 nurse per 100 beds was 3.300. The AOR in hospitals with 50% to 75% bed utilization, 75% to 90% bed utilization and more than 90% bed utilization compared to those with less than 50% bed utilization was 5.428, 9.884, and 10.699, respectively. The AOR in hospitals with one magnetic resonance imaging (MRI) and more than two MRI compared to those with no MRI was 2.018 and 2.942, respectively. Conclusion: This result has showed policies to induce the rise in Grade of Nursing Management Fee among old hospitals and the incentive system for local medical institutions are needed. Also we need to develop a governmental policy for medium-small hospitals with low operation rate of beds and insufficient medical personnel and number of equipment in hospitals.
The purpose of this study is to find out the relationship among the degree to provide emotional labor, personal relationship and the intent to stay of female care service workers. Specifically, this study focuses on the mediating effect of the personal relationship (client and agency relation). The path analysis and structural equation modeling analysis were performed on the collected data using SPSS18.0. and AMOS 8.0. And Sobel test conducted for examine the mediating effect. The results are the followings. First, the result of the analysis showed that agency relationship was an indirect factor as the partial mediating effect on relationship between the degree to provide emotional labor and the intent to stay for the care women workers. The result suggests that education utilizing various techniques and strategies to overcome the difficulty accompanied by emotional labor such as communication education and the government try to effort managing and controlling the agency which impact on the labor condition of care workers. Second, the government also tries to provide the trust and collaboration network system which construct a good relationship between the care worker and the agency.
Despite the intensive family Planning program of the government, which has reduced the :average population growth to 2.0 percent in 1970, the continuing high fertility rates and poor family planning services in urban slum areas has been continually pointed out by various evaluation seminars. Thus, it was felt that a study of the current status of family planning in an urban slum population was needed. The aims of the study were to: (1) delineate the general characteristics of the urban slum population (2) discover the knowledge, attitudes, and practice of family planing. (3) determine what was felt to be the ideal number of children. (4) determine the status of induced abortion. A random stratified sample of 200 women was selected from a population of 3, 118 married women, 20-49 years of age, living in the Yonsei Community Health Project area and registered at the Yonhee Community Health Service Institute. The respondents were interviewed by the investigates, using a pretested questionary, from the period of October 1 to October 30, 1972. The findings of the Study were as follows: 1. Afore than half of the respondents were in the high fertility age group (25-34): of lower educational level (under primary School) : from rural areas: and with unstable sources of income. 2. The average respondent had 3.6 living children. 3. Most of the respondents had knowledge of contraceptive methods such as the Loop(78, 5%) and Oral pill (87.0%). 4. Seventy seven percent of the respondents recognized the Health Center as an available source for family planning. 5. About seventy percent of the respondents approved of family planning. 6. Eighty four point five percent of all the respondents answered that using contraceptives is harmful to maternal health. 7. Currently, 21.0 percent of the respondents were using contraceptives, while 40.0 percent of the respondents were current users or had used contraceptives. 5. Of the respondents who had ever stopped using contraceptives, 78.0 percent gave side effects as the reason they discontinued the method. 9. The average number of ideal children reported by the respondents was 3.5. 10. If they had only 2 daughters, 85.5 Percent of the respondents thought they must have more children. 11. Sixty nine point five percent of the respondents approved of induced abortion for unwanted pregnancies, while 34.5 percent of the respondents had experienced induced abortion for unwanted pregnancies. The mean number of induced abortion for unwanted pregnancies was 0.7. 12. The result of this study showed that such urban slum population would be one of the most important target of the family planning services, therefore further social-psychological researches with technical development on this area are recommended.
Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.
In the past, hepatitis B virus (HBV) infection was endemic in the general Korean population. The association of HBV infection with the occurrence of liver cancer has been well demonstrated in several epidemiologic studies. While the mortality rates of liver cancer in Korea have decreased steadily over the last decade, the presence of hepatitis B surface antigen (HBsAg) in mothers remains high at 3-4%, and 25.5% of these HBsAg positive mothers are positive for hepatitis B e antigen (HBeAg). HBV infection caused almost a quarter of hepatocellular carcinoma (HCC) cases and one-third of deaths from HCC. These aspects of HBV infection prompted the Korean government to create a vaccination program against HBV in the early 1980s. In 1995, the Communicable Disease Prevention Act (CDPA) was reformed, and the government increased the number of HBV vaccines in the National Immunization Program (NIP), driving the vaccination rate up to 95%. In 2000, the National Health Insurance Act (NHIA) was enacted, which provided increased resources for the prevention of perinatal HBV infection. Then in 2002, the Korean government, in conjunction with the Korean Medical Association (KMA), launched an HBV perinatal transmission prevention program. The prevalence of HBsAg in children had been high (4-5%) in the early 1980s, but had dropped to below 1% in 1995, and finally reached 0.2% in 2006 after the NIP had been implemented. After the success of the NIP, Korea finally obtained its first certification of achievement from the Western Pacific Regional Office of the World Health Organization (WPRO-WHO) for reaching its goal for HBV control. An age-period-cohort analysis showed a significant reduction in the liver cancer mortality rate in children and adolescents after the NIP had been implemented. In addition to its vaccination efforts, Korea launched the National Cancer Screening Program (NCSP) for 5 leading sites of cancer, including the liver, in 1999. As a consequence of this program, the 5-year liver cancer survival rate increased from 13.2% (1996-2000) to 23.3% (2003-2008). The development of both the primary and secondary prevention for liver cancer including HBV immunization and cancer screening has been of critical importance.
Objectives: The purpose of this paper is to define the level of recycling standards and its process in paper scrap. As pollution is increased by improperly treated paper scrap, the government has recently strengthened the management of the paper scrap. Methods: In this study, the current status of paper scrap recycling was investigated through a 2012 field survey, and the classification and recycling standards for paper scrap in developed countries and institutions were also investigated through a literature review in order to introduce optimal recycling standards. Results: As a result, the contents of contaminants were identified as the most important recycling standard, and the contents of contaminants in paper scrap was measured at less than 1.0% at most companies. The recycling standard for paper scrap was determined to be below 3% contaminants in the case of paper and 5% in the case of board. In this study, recycling stage was determined by considering regulations on resources and practices in the field. Conclusions: The recycling standard for paper scrap was determined to be below 3% and 5% contaminants for paper and board, respectively.
Purpose: Various policies to reduce the energy consumption have been carried out to save Earth environment against global warming and environmental pollution in many countries. Energy consumption of buildings in Korea has reached 24% of total energy consumption, and energy consumption of apartment has been continuously increasing. Therefore, Korea government has executed building energy efficiency rating certification system to control energy consumption of buildings. Method: This study was conducted to evaluate the energy performance of apartment unit plans according to the increasement of front width of unit plans, and tried to present the basic data to design more energy conscious unit plans for apartments. For the study, three shapes of unit plans -the 2Bay, 3Bay and 4bay unit- were selected for imput models. They were simulated using ECO2 software to assess building energy efficiency rating certification in Korea. Result: According to the results, in cases that balcony windows were not installed, the primary energy consumption of the 3Bay and 4Bay units were less than 2Bay unit, respectively, 0.1% and 2,5%. The primary energy consumption of the 3Bay and 4Bay units, in cases that balcony windows were installed, was less than 2Bay unit, respectively, 1.7% and 3.2%.
