The Effects of Industrial Specialization on the Volatility of Regional Economies in Korea: the Case of Manufacturing (산업특화가 지역경제의 변동성에 미치는 효과에 관한 연구: 제조업을 대상으로)

  • This paper tests whether or not manufacturing specialization, employment growth, establishment size, employment size, industrial mix in manufacturing, regional difference between the Capital region and the others and so on are empirically related to manufacturing employment volatility levels across 203 municipalities called shi-gun-gu during the period 1990~2006. Using the spatial econometric analysis of cross sectional data, the municipalities tending to be more volatile are more specialized; they have higher-than-average employment growth rates, smaller establishment and employment sizes, regardless of any industrial mix in manufacturing; and they tend to be located in the Capital region. Unlike existing foreign literature based upon the spatial econometric analysis of cross sectional data, this paper finds that volatility of growth in a municipality is negatively rather than positively influenced by volatility of growth in its neighboring municipalities.

Policy Suggestions to Retain Skilled Migrant Fishermen in Korea : Focus on Offshore Fishing (숙련 외국인 어선원 확보를 위한 제도 개선 방안 : 연근해 어업을 중심으로)

  • With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

  • As issues of education, employment and so on, the medical issue is one of the hot spots of society in China today. The health system reform which was pushed ahead after China's Revolution and open to the outside world hasn't received great progress. Many actual problems haven't been solved, for example it is difficult and expensive to see a doctor. With the development of the economy and society, the citizen's legal consciousness has gradually risen. They make a claim for better medical service. At the same time, the number of the disputes of medical care arises annually. China has sped up the opening of service trade for fulfilling promises of entry the WTO since 2001. China has already opened many service trade fields, including medical field. From the domestic perspective, there are many problems in domestic medical department. From the international perspective, China's present medical level falls behind the world advanced medical level. Under this background, it is a bold act for China to open the medical service field to foreign investors. Today, a huge medical service market is developed in China. However, the government's investment to medical devices and the financing channels is limited. Therefore, it is inevitable that individuals, social organizations and foreign investors invest to the medical market. In view of the situation, Chinese government issued a series of relevant laws and rules. In recent years, many multinational companies, consortiums, charitable institutions, enterprises and individuals establish various medical institutions in China. But there are rare research in the actuality and legal subject of foreign investment to Chinese medical market. Hence, it is necessary to realize the actuality of foreign investment to Chinese medical market, to familiar with the elements and procedure of establishing foreign joint and cooperative medical institution. Meanwhile, analyzing the existing problems and posing the legal subject have important theoretic and practical value.

The Effect of Organizational Characteristics in the Vessel with Foreign Crews on the Self-efficacy and Organizational Commitment

  • The primary purpose of this study is to examine empirically the effect of the organizational characteristics in the vessel with foreign crews on their self-efficacy and organization commitment. Currently, the restrictions on the employment of the foreign crews are being eased in the Korean shipping industry and many problems are occurring consequently. However, specific and empirical studies on the relevancy of organizational characteristics to the crew's self-efficacy and organizational commitment on board the vessels with combined crews have not yet been carried out. To solve these problems, we examined how the organizational characteristics such as communication and leadership trust of different language and culture related to vessels with combined crews influence on the self-efficacy, job satisfaction and organizational commitment of the foreign crews through SEM analysis. According to the results, hypothesis 1, 2 and 3 were all supported with statistical significance. That means that communication and leadership trust of the vessel with foreign crew had positive effects on their self-efficacy and that such self-efficacy also had a positive effect on the organizational commitment and job satisfaction. To conclude, this study suggests that foreign crew's self-efficacy should be firstly enhanced in order to improve organizational commitment on the vessel with combined crews. Furthermore, studies on self-efficacy of foreign crew's organization are urgently needed to enhance the effectiveness of an organization in a vessel with combined crews that has special environment - working environment with depression and uneasiness due to the exposure to the different language and culture, and excessive stress from the social and psychological adaptation. Therefore, an attempt of this study is considered to be timely since there has not been a study on this subject so far and result of this study will contribute a lot to the organization management of a vessel with combined crews.

In this article, many foreign and domestic reports on the change of future employment were collected and discussed.   • 본 논문에서는 딥러닝을 활용하여 취업준비생들의 데이터에 의하여 취업 가능 여부와 그에 따른 유용한 정보들을 얻기 위한 시스템을 제안한다. 취업 가능성이 성공적으로 평가된다면 예비 사회인, 취업준비생, 대학생들이 미리 취업 준비가 어느 정도 이루어졌는지 본인의 위치를 평가할 수 있으며 강점과 약점을 파악할 수 있을 것이다. 본 연구를 위해 취업생 및 취업준비생 데이터를 포함하는 CSV파일을 생성하였고, 딥러닝을 활용하여 유용한 정보들을 추출해내는데 성공했다. 이를 통해 취업 가능성 예측 프로그램은 취업준비생들과 기업의 인사관리자들에게 커다란 이점을 제공할 수 있을 것으로 보인다. 더 나아가 이 프로그램은 기업 구성원들의 업무능력을 평가할 수 있는 프로그램으로도 활용할 수 있을 것으로 사료된다.

Analysis of Public Perception and Policy Implications of Foreign Workers through Social Big Data analysis (소셜 빅데이터분석을 통한 외국인근로자에 관한 국민 인식 분석과 정책적 함의)

  • This paper aimed to look at the awareness of foreign workers in social platforms by using text mining, one of the big data techniques and draw suggestions for foreign workers. To achieve this purpose, data collection was conducted with search keyword 'Foreign Worker' from Jan. 1, to Dec. 31, 2020, and frequency analysis, TF-IDF analysis, and degree centrality analysis and 100 parent keywords were drawn for comparison. Furthermore, Ucinet6.0 and Netdraw were used to analyze semantic networks, and through CONCOR analysis, data were clustered into the following eight groups: foreigner policy issue, regional community issue, business owner's perspective issue, employment issue, working environment issue, legal issue, immigration issue, and human rights issue. Based on such analyzed results, it identified national awareness of foreign workers and main issues and provided the basic data on policy proposals for foreign workers and related researches.

International Migration of Korean Nurses (한국 간호사의 국제적 이동)

  • Purpose: This study investigated the Korean nurses' international migration to provide the basic data for establishing plans of supply and demand for nurses and the status of Korean nurses' application for foreign nurse licenses and overseas employment. Method: The subjects were 5.447 nurses who requested English written nurse license to the Ministry of Health and Welfare for the application of foreign nurse license examinations and overseas employment. Human Resources Development of Korea provided documents of nurses migrated to Saudi Arabia. Data were collected from December, 2002 to July, 2003 and analyzed by using descriptive statistics. Result: The total applicants for foreign nurse license were 3,149 for 2 years. In the year 2001, 1.129 nurses applied, 2,020 nurses in the year 2002. Out of 3,149 total subjects, 2,705(85.9%)nurses applied for U. S. A. nurse license. Eighty percent of the applicants of the U. S. A. nurse license examination applied for the New York states. The number of applicants for Canada was 215(6.8%), followed by Australia 88(2.8%), U. K. 86(2.7%), and New Zealand 45(1.4%). Average age of the applicants was 31, 49.0% of them were in their twenties. Three year college graduates accounted for 64.1% B.S.N. 33.9%. Applicants graduated from universities or colleges of Seoul area were 37.3%, followed by Daegu. The total number of nurses employed overseas were 1,291 during 2001 and 2002. Seven hundred thirty eight nurses(57.2%) were employed in the U. S. A.. Average age was 34, 60.9% were 3year college graduates, nurses graduated from Seoul area were 44.9%. No one applied for Saudi Arabian nurse license, 172 nurses were employed during 1999 and 2002, 39.5% of them were in their thirties. Conclusion: The results of this study shows relatively young and experienced nurses have intention to migrate internationally and they actually migrate to other countries. Comparing the number of nurses migrating to other country with the number of newly issued nurse licenses in Korea every year. the percentage of overseas employment was relatively high. To cope with Korean nurses international migration. new policy to monitor the status of nurse's international migration and an institution to deal with the affairs should be established. And the further study is needed to measure nurse's competence and influencing factors of Korean nurses employed in the U. S. A.

The Pattern of Regional Migration in Myanmar (미얀마 인구이동 패턴과 결정요인 분석)

  • This study analyzes the determinants and patterns of regional migration in Myanmar. Population migration is affected by various factors such as economic and social factors as well as regional characteristics. It is affected by factors such as income, employment and social overhead capital. Therefore, this study attempts to analyze the following two research problems. First, I would like to analyze whether the reform and opening of Myanmar is causing the migration of rural to urban population. Myanmar is also trying to verify the pattern of population migration experienced by other developing countries. Second, we analyze the impact of social overhead capital on population migration in Myanmar. We analyze the impact of basic infrastructure such as roads, electricity and water on population movements. This will give implications for investment policy decision of social overhead capital for balanced regional development. First, the pattern of population migration in Myanmar is shifting from rural to urban areas, as other developing countries have experienced. Myanmar's urban areas of Yangon and Mandalay have been analyzed as having migration. Second, the expansion of social overhead capital was found to have an impact. Social overhead capital such as roads and educational environments were analyzed to have the capacity to inhale the population. Especially, the educational environment of the region has a great effect on population migration. It is analyzed that education reform is an important policy issue for the balanced regional development of Myanmar. Fourth, employment opportunities were analyzed to have the greatest impact on Myanmar population movements. In the early stage of economic development, it is analyzed that the population moves to a region where employment opportunity is high in the situation where foreign capital is coming in. It is analyzed that the direction of inflow of foreign capital and the imbalance of development in the region will be determined in the situation where the economic development is carried out through foreign capital.

Career Choice and Employment Preparation Condition for EMT Students (응급구조(학)과 학생의 취업진로선택 및 취업준비 현황)

  • Purpose : We investigated the career choice and the employment preparation of emergency medical technology (EMT) students. The results of study will provide the base information about the consciousness for career choice and employment of the EMT students. Method : We conducted 1,586 surveys from 665 students at six four-year colleges and 921 students at seven three-year colleges, from Aug. 27th to Oct. 31st in 2010. The result was analyzed by SPSS 18.0 using description statistics, t-test, ANOVA, Scheffe and Pearson correlation coefficient. Result : The general characteristics showed male 50.2% and female 49.8%, and first grade 34.6%, second grade 27.4%, third grade 28.2%, and fourth grade 9.8%. The 53.9% of students had experienced the hospital training and the 44.8% did the fire station training. For the choice of job, there were the 61.8% student who hope to enter the employ in fire station or public service, while 25.7% students hope to be employed in hospitals. The reason for a wish job were 'majors-related job' in 18.2% students, 'employment stability' in 17.2% and 'hit on the aptitude and talent' in 16.7%, 'appropriate salaries' in 15.9%. In the questionnaire of the University what to assist you for job preparation, they chose the 'support for get major related license', 'support for officer exam preparation' and 'support of foreign language study' in 34.6%, 16.8% and 16.6%, respectively. For achieved licence, they had a driver's license in 53.9%, BLS (basic life support) provider in 20.3%, life guard in 16.2% and scuba in 8.8%. The statistically significant correlation was identified between the awareness of University that provides job information and one's career awareness (r= .203, p<.000), the awareness that University provide job information and one's confidence in employment (r= .236, p<.000), and one's career awareness and one's confidence in employment (r = .356, p = .000). Conclusion : The most of EMT Students are well conscious of the their future employment and has prepared career to be employed their preference job.
