  • In this paper, we propose a API Gateway technique for the expansion of human resource management module, one of the ERP functions. The institution has introduced ERP (Enterprise Resource Planning) based on its efforts to transform all human and physical resources into business competitiveness and its response to the digital knowledge informatization environment, and listed it as multiple success factors. Human resource management is one of the factors that have been dealt with. However, ERP's Human Resources Management Module remains in the role of functional personnel management. How to utilize human resources begins with navigating and recognizing human resources. The proposed API Gateway technique leverages blockchain networks to design and implement APIs for human resource sharing and navigation, including the possibility of extending ERP's human resource management module. Secondly, it was designed and implemented using a smart contract that behaves like an API for preventing information forgery. The proposed method will not only be used as a tool that can actively utilize human resources, but will also be a complete resource for utilizing big data technology.

The findings are as follows: First of all, it is found that education and training and hiring management have positive effects on perceived organizational support while only education and training has a positive effect on organizational citizenship behavior. Secondly, results reveal that career management and hiring management influences customer orientation while only perceived organizational support does organizational citizenship behavior and customer orientation affects organizational citizenship behavior. Thirdly, it is also found that perceived organizational support mediates the relationship between career management and organizational citizenship behavior and that between hiring management and organizational citizenship behavior. In other words, perceived organizational support is a full mediator between career management and organizational citizenship behavior and between hiring management and organizational citizenship behavior because there is no direct effect of career management and hiring management on organizational citizenship. However, results show that any perceived organizational support doesn't mediate the relationship between all strategic human resource management practices and customer orientation.

  • This study was performed to evaluate the appropriateness of resource allocation based on the ranking of health center function. Through the Delphi processes, health center functions were ranked in order of importance as follows; planning and research, followed by health education, health promotion, management of chronic diseases, health screening tests, welfare activities, mental health services, medical personnel management, medical services, prevention of communicable diseases, maternal and infant health services, housekeeping, management of oral hygiene, nutrition services, surveillance for community health services, family planning, and administration of the health center. In relation to the above priorities, the allocation of manpower was not appropriate. Even though the expert groups emphasized on functions such as planning and research, health education, and health promotion, they inputted more personnel for administration of a health center, maternal and infant health services, and medical services which were evaluated with lower importance. The budget allocation showed the same trends as the above. Although the functions such as planning and research, health education, and health promotion, and management of chronic diseases were evaluated highly, the budget was allocated accordingo to the the results of the former fiscal year rather than on the importance of function. However the budget for nutrition services, surveillance for the community health services, family planning, and administration of a health center was allocated according to priority. Based upon the above findings, community health center should be given the opportunity to make their own ranking of health center function and to allocate their resources including personnel and budget in order to improve the responsibilities and roles of the community health center.

Students who understand financial planning better want more financial education. College students in this study were not financially independent from their parents, receiving allowance and assistance in tuition payment, so their financial experiences were limited. Students who understood financial management showed greater need of financial education and had more financial experience. The findings in this study suggested that college should provide formal financial education as an elective course, which should include content related to financial planning and various financial products.

  • Environmental degradation and economic bipolarization have become major issues as the aftermath of the globalizing capitalism. Commons have received attention as an alternative to capitalistic use of resources. The most representative is the neo-institutionalist approach where Elinor Ostrom's study summarizes fundamental principles of common resource management. Maria Mies also insists that co-relationship in a community is the most essential to manage common resource successful. In a similar vein, this study attempts to prove that common resource management can create solutions to socioeconomic problems and ways to prevent resource scarcities in the future. Jeju-Haenyeo community is chosen as a successful case to be examined based on the fundamental principles of commons and community. Qualitative surveys have preceded for Jeju-Haenyeo to elaborate and extend the aspects of common resource use and management. This study can bring a positive influence on understanding the Jeju-Haenyeo community and other common resources management institutions.
