Most governments have an interest in unused energy, because of high oil price and climate change. Particularly, it is very important to urban governments which have less renewable energy than other local governments. So Seoul, the capital of Korea, established a plan for the development of unused energy in 2007. But it has some problems related to the feasibility of this plan. So this paper checked and reviewed the economic feasibility of unused energy development cases in four cities by using three sub elements: technology, infrastructure, institution. As a result, it discovered that these urban governments have technological feasibility because they are located near big river or ocean. And they used the existing infrastructure and received the institutional subsidies from central governments in order to increase the economic feasibility of unused energy development projects. In conclusion, local governments of Korea have to try to seek how they can utilize the existing infrastructure for unused energy development in the situation that there are few institutional supports from the central government.

본 논문은 영남지역의 발전과정과 주민들의 삶의 질을 고찰하고 앞으로 발전전망 및 그 과제들을 모색하기 위해 수행된 연구의 후편(後篇)이다. 최근 국가적 및 세계적 규모로 전개되고 있는 경제 정치적 전환에 따라, 영남지역을 포함하여 우리나라의 모든 도시 지역들은 발전을 위한 내 외적 여건들의 변화과정을 겪고 있다. 각 지역들은 이러한 여건변화를 면밀히 검토하여 지역발전을 위한 장기적 전망과 목표를 설정하고 이를 실현시키기 위한 계획과 개발전략들을 입안 시행할 것이 요구되고 있다. 이러한 점에서, 본 논문은 영남지역의 발전 여전을 재검토하고 대안적 개발계획을 제시하는데 목적이 있다. 이를 위해 본 논문은 우선 우선 영남지역의 발전을 규정하고 있는 여건들의 변화를 각 측면별로 살펴보고, 영남지역에서 현재 추진되고 있는 개발계획의 현황과 의의 및 문제점을 검토한 후, 영남지역 발전 방향에 지침이 될 수 있는 대안적 지역발전모형과 지역사회 각 분야별 발전과제를 논의하고, 끝으로 영남지역 발전을 위한 구체적 개발계획을 분야별 및 권역별로 제시하고자 했다. 본 연구의 결과로, 영남지역은 사회공간적으로 균형된 발전 즉 한편으로 지역간및 전체 사회와의 유기적 관계 속에서 지역의 경제적 자립성 강화와 다른 한편으로 지역내 주민들의 인간다운 삶을 위한 사회적 제도 개선을 동시에 추구하는 계획을 수립 시행해야 할 것이 주장된다.

With swelling of Chinese Economic scale, the competitive environment is swinging over the north-east Asia countries, Korea, Japan, China, and Taiwan. As the result of this circumstance, each countries in this area has been reformed their industries. According to the expanding in ocean logistic. The trends of competition on Hub port is looking forward much more severe year after year to preoccupy in logistics competitive within this Area. On the other hand, considering competitive environment & swelling of Chinese Economic scale, the structural reforms are imperative in korea. Korea have to convert the traditional sects into new high added value sects. In these trends, provincial government also should look for the plan for reinforcement of Regional competitiveness. The focus of this study is to look for the reinforcement methods on regional competitiveness of Gyeongnam Provincial Government. First, competitive industries in Gyeongnam, and second, Masan Free Trade Zone will be surveyed from data. Finally, the effects of New Hub port developing in Pusan-Jinhae will be discussed.

Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

The purpose of this study is to grasp effectiveness of Mountain Village Package Development Work. Mountain Village Package Development Work was started for the welfare and economic activation plan of residents of village from 1995. We want to grasp a practical economic and welfare of residents of village through the village that is enforced Mountain Village Package Development Work after two-three years. The process of this study is as follows. First, we select the village that Mountain Village Package Development Work finished. Second, we grasp the status of Mountain Village Package Development Work through a field study on destination village. Third, we investigate the resident satisfaction.

Tough Korean architecture and urban environment has been developed for almost 100 years, it still remains various kinds of problems. Many attempts was carried out by every new plan to reduce the problems, it result in requiring more investment than before. It means all the investment for the development has been inefficient and immature to protect economic problems compared with the developed country. For the reason of economic problems it must be studied in historical cases which influenced the economic impacts, before the proposal of index with the economic theory. Searching typical architecture or urban development that brought about economic impacts can be classified into 3 cases. First case is the impact that caused the economic growth, increase, boom like the Westminster & others and the american architectures after the economic crisis. Second case is the impacts that was the origin of decline, shrink in economic as the Palace of Versailles, the skyscrape buildings in america before the economic crisis. Third case is the impact that was the both role of increase and decline in economic as the modern architecture in industrial revolution which led to the national economic growth and the gap between the rich and the poor, and as the american architecture that was the root of crisis and the revival in economic. From the case study, it is clear that architecture has relation with economics in various factors as mass production, labour, and another industries all over the history & the world. Now, architecture strongly needed not only to raise functional, cultural effect and value, but to predict and control the economic impacts with theory from further research of historical cases to policy and practise.

본 연구의 목적은 마오쩌둥 이후 중국 지역 발전 정책의 진화와 공간 불균등과의 관계를 분석하고자 하는 것이다. 이를 위해 본 논문은 1인당 GRDP 변동계수와 지니계수를 적용하여 중국 31개 시·성·자치구 간 지역 경제력 격차와 지역 발전 정책과의 관계를 분석하였다. 중국의 지역 간 경제력 격차는 1979년 이후 심화되었다가 제10차 5개년 계획(2001~2005년) 이후 중부, 서부, 동북부 지역의 지속적인 정부 주도의 대규모 경제성장 정책에 따라 완화되는 것으로 분석되었다. 그러나 이는 31개 시·성·자치구 전체를 대상으로 분석한 결과이며, 동부, 중부, 서부, 동북부 4대 지역을 대상으로 GDP 변동계수를 각각 분석했을 때 상이한 결과가 나타났다. 예를 들어, 제10차 5개년 계획 이후 중부 지역 내 격차는 지속적으로 심화되었지만 서부와 동북부의 지역 내 경제력 격차는 지속적으로 완화되었다. 이는 중국의 지역 간 경제력 격차를 완화시키는데 큰 역할을 한 것으로 분석되었다. 특히 동부 지역 내 격차는 제12차 5개년 규획(2010~2015년) 이후에도 지속적으로 심화되어 중국 지역 경제력의 수렴 현상이 둔화되는 결과를 가져왔다. 이는 제11차 5개년 규획(2006~2010년) 시기에 본격적으로 시행되었던 중부 권역 발전 정책의 한계에 기인한 것으로 볼 수 있다.

The purpose of this study is to understand the appropriateness of land aptitude assessment system and to draw up the improvement of this method. The land aptitude assessment system is used to evaluate the effective demand of land development and land conservation. But, this assessment system has the technical problem of selection standards because the land development and the land conservation are against each other. In terms of the relation between development and conservation of land aptitude assessment system, development was increased rapidly as the economic pressure of local government. The application of the land aptitude assessment system using GIS methods was very useful for local plan. However, this system need to improve the selection standards of GIS parameters and statistical methods for the desirable land assessment system.

This paper focuses on the development prospects of the UK after Europe, the development situation of the EU and the world's democratic issues were discussed. Professor Zhou Yushu that the old EU pattern may no longer be suitable for contemporary development trends, the need for reform and create a new pattern of mutual benefit and win-win situation. Professor Thomas believes that the impact of Britain's departure from Europe should be viewed from a dialectical perspective, and the benefits and disadvantages of China's economic development plan will be positive for the economic development of Europe as a whole. With the common development of China.

The author has analyzed the ecological problems caused by city development and the comprehensive benefits of green space(e.g. ecological, social and economic benefits). The important role of green space in city sustainable development was discussed. Through benefits analysis of green space in city development in Kunming City, the author offered specific measures for green space protection in Kunming: strengthen plant management according to law; enhance nation awareness of plant protection; rationally plan city green land system;and use scientific forms of green land.
