Investigation of Korean-Chinese Business Management Research (한(韓).중(中) 양국간(兩國簡)의 무역(貿易).경영(經營) 연구(硏究)에 관(關)한 문헌(文獻)적 고찰(考察) -1981년(年)부터 2004년(年)까지를 중심(中心)으로-)

  • China is marking 9.4% annual growth rate in average since 1978. GDP reached $1090 in 2003 as the first time and China ranked at 4th with their economy size in 2006. One of the remarkable change in China is the extension of foreign open-door policy. China joined WTO in the end of 2001 and it strengthen the foundation of Chinese market economy structure and encouraged the inflow of foreign capital. While 400 of the 500 global corporations advanced into China, the economy trade has been rapidly increasing between Korea and China. The economy trade in both countries has been regularized since 1992 and the annual trade is tending upwards in last 15 years. Korean trade toward China reached 134,400 million which is increased 27 times compared with the total of 1982. In this period, Korean trade toward China marked 24.5% in Export increasing rate and 16.7% in import increasing rate. China became the 2nd biggest export country of Korea in 2001 and became the top in 2003. As the China foreign direct investment has been increasing rapidly, the number of Korean companies advanced into China has been remarkably increasing. By focusing on a thorough review of the nationally published documents of Korean-Chinese business management research during more than two decades (1981-2004), the present paper has been systematically classified and analyzed the current status of Korean-Chinese business management research. The paper raised some important issues regarding Korean-Chinese business management research and predominantly, its future prospects are outlined. In the paper, the documents which are registered in the Korean Academic Processing Foundation registration of journals and candidate registration of journals have been classified by: research purpose, main subject, research method and the results. Careful analysis among the research clarified the active and inactive business management research fields. This clarification enables us to get a better understanding of the current research of Korean-Chinese business management, and more importantly, it pointed out to the direction of future development of research. In addition, the systematic classification made by this paper may contribute to the decision making of subject index of Korean-Chinese business management research since there has been no classification standard of it until now.

An Assessment of Technological Competitiveness in Core Products of Foreign Design & Construction markets (해외 유망 건설상품의 기술 경쟁력 평가)

  • In this study, surveys and interviews are used to evaluate technological competitiveness of each product with respect to that of foreign leading firms, for seven leading domestic construction products which have been determined to have competitive edge in offshore markets, Such evaluation provides a more in depth study than previously conducted research, and is meaningful in that corporate level, rather than industry level, perspective is projected. Major findings of such evaluations are the following. First, as expected, it has been evaluated that domestic technological competitiveness in desalination plant and power plant has reached the point where it can compete with foreign leading firms. Moreover, a noteworthy result of the evaluation is that development program sector, including urban development of satellite cities, has reached considerable level of competitiveness in offshore market. In the case of the development market, domestic firms have accumulated sufficient experience in domestic market and engineering technology is not a decisive factor as in plant sector, and these factors lead to such an evaluation. Second, in the cases of gas, oil refinery and petro-chemical plants, domestic products' technological competitiveness that can contest in offshore market is still centered around production and construction. On the other hand, there are still weaknesses in license technology and basic design capabilities, which constitute the "value added" area. Third, skyscrapers, a promising product in offshore construction market and a product group which domestic firms have much performance record and projects in progress both in domestic and offshore markets, are considered. While direct comparison between skyscrapers and plant sector is not feasible, with the exception of production and construction, overall domestic capability in this sector has been assessed to be the lowest amongst those products that were surveyed. Fourth, it has been indicated that competitiveness is relatively higher in common technology than in key technology. In project management capability, it has been assessed that there are weaknesses in procedure document area. Also, a characteristic is the point that low overall assessments have been given across all product groups for corporate and management areas, not technological areas. Especially, financing, contracting/claim, risk management and investment on research and development received low evaluations. Fifth, it has been assessed that overall corporate and governmental supports are weak. This result is especially evident for corporate management and support areas across all product groups surveyed.

A Study on the Relationship between R&D Information Support Programs and SME Performances: With Focus on ICT SMEs (중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로)

  • Recently, to overcome the global economic recession and stimulate the sluggish economy, Korea government has adopted various policies designed to strengthen the innovative capabilities of its small or medium sized enterprises (SMEs). With our focus on ICT technology companies, this study empirically analyzes both the potentials and the limitations of the R&D information support programs which are part of these governmental efforts. Our goal is to generate insights and help develop policies based on evidence. In this study, we used statistics from 2014 on small or medium business technologies to analyze the effect that the government's R&D information support policy has had on the technological or economic performance of small or medium businesses. According to these research results, R&D support programs (assistance with R&D planning and provision of technological information) made available to small or medium businesses did have a significant correlation to technological investment. By contrast, R&D information supporting programs were found to have no direct, significant correlation to technological or economic performance. One exception was that programs that gained the benefits of R&D planning support did have a significant correlation to technological performance in the case of companies engaged in ICT research. The results of this study will provide various insights for policymakers designing policies to support technologically-driven small or medium businesses, including ICT-based companies. We anticipate that this study will be a particularly helpful guide to policy development for corporations or researchers that provide supportive information to small or medium businesses.

Inviting Strategies of Foreign Capital in Regional Governments Focused on Chungnam Province (지방정부의 해외투자유치전략 -충청남도를 중심으로-)

  • As of July, 2009, Chungnam Province get DI (Direct Investment) of 2,502 corporations as the amount of 31 billion US dollars only for 3 years. Especially, Chungnam provincial governor make a excessive performance of 2.5 times comparing to the target number, 1,000 of inviting capital, that is public promise in the election. Now, the amount of inviting foreign capital is 1.2 billion dollars, at the end of this year it might be 1.4 billion dollars just in case of making a success on going negotiations. This outstanding performance comes from governor's leadership and aggressive strategies of well-trained subordinates. Chungnam Province has nation-wide multiple targets focused on interdisciplinary industries including strategic industries of display, auto-parts, steel, and oil-chemistry. Also, it has organic network system based on the very descriptive and accurate informations managing the task force team consisted of 35 competent members. In conclusion, the core competence of inviting foreign capital in a regional government is governor's strong leadership, activated organization consisted of specially well trained subordinates, and predominant differentiated strategies in details.

A Study on the Regional Self-sufficiency for In-patient Care Services (입원의료의 진료권별 자체충족도에 관한 연구)

  • The utilization of medical care services has been partly regionalized with the implementation of referral requirement by the government since July 1, 1989 when the health insurance coverage was extended to all the people. For the purpose of regionalization, the whole country has been primarily divided into tertiary care regions, and each of them again into secondary care regions. This study investigates the self-sufficiency for in-patient care services of secondary care regions focusing on why it varies among the regions. In doing so, analysis is performed to examine a model which embodies three sets of hypotheses as follows : 1) The regional self-sufficiency for medical care services would be subject to direct influences of regional characteristics, amount of available services and structural properties of regional medical care system ; 2) The regional characteristics would have indirect effects on the self-sufficiency which are mediated by medical care services ; and 3) The amount of available services would indirectly affect the self-sufficiency by influencing the structure of regional medical care system. The results of analysis were generally consistent with the model. The findings have some practical implications. The regional self-sufficiency for medical care services partly depends upon basic properties of each region which cannot be changed in a short period of time. Thus the self-sufficiency for medical care services can be improved mainly by health policy measures. In some of the regions the self-sufficiency for in-patient care services was much higher or lower than can be predicted from the bed-population ratio. Indication is that the allocation of health resources should be made considering a variety of factors bearing upon the supply of and demand for health care ; not on the basis of just a single criterion like the availability. The self-sufficiency of a certain region is related to not only its own characterstics but also the characteristics of neighboring regions. Therefore, attention should be also directed to the inter-regional relationships in health care when the needs for investment of health resources in a region are assessed. However, it should be noted that this study used the data collected before the referral requirement was imposed. A replication of this analysis using recent data would provide an evaluation of the impact on the self-sufficiency of the referral requirement as well as a confirmation of the findings of this study.

  • Global competition has resulted in companies' expectations to heighten competitiveness and enhance customer service through ownership companies' reduced investment on logistics costs, in turn focusing on the development of core competence, in addition to logistics companies' increased tendencies to satisfy customers' needs and requirements through logistics outsourcing. However, a partial perspective of the logistics contract exists due to its flexible characteristic in order to act accordingly in times of sudden changes and uncertainty. Therefore, this study is designed to test through a survey the standard of desired format of logistics contract in comparison to the currently existing format based on the results of researcher's previous study on the specific clauses in the logistics contract and its effect on the logistics outcome. A hypothesis has been designed to test the differences of perspective between two test groups, and a t-test &IPA (Importance-Performance Analysis) was performed. As a result, firstly, there was a significant difference of perspective between the ownership companies and logistics companies when dealing with the logistics contract; secondly, a significant difference of perspective was also expressed between the two groups on how to guide and re-direct the present standard of logistics contract. In addition, the two groups also showed a difference of expectations between the current and future service standard. Therefore, this study is designed to specify the difference of perspective and expectations between the ownership companies and the logistics companies in order to provide a gateway for the two groups in order to further develop and enhance the field of logistics.

  • Road facilities with a service life of more than 30 years are expected to triple in the next ten years. The seismic performance of road facilities should be reviewed with consideration of the "Common Application of Seismic Design Standards" issued by Korea's Ministry of Public Administration and Security in 2017. These standards should be applied to all existing road facilities, including retrofitted or seismic-designed facilities, for evaluating seismic performance. In order to manage seismic performance for a large number of facilities, decision-support technology that can provide economic and reliable results is needed. However, the indices method currently used in Korea is a deterministic method, and the seismic performance of individual facilities is evaluated based on qualitative indices so that only retrofitting among road facilities is prioritized. In turn, with the indices method, it is difficult to support decisions other than the decision to prioritize retrofitting. Therefore, it is necessary to use the seismic risk assessment method to overcome such shortcomings and provide useful information such as direct loss, indirect socio-economic loss, and benefit of the investment.

Field Tests and Analysis of Groundwater System for Stabilization of Slope in Large Open-Pit Coal Mine (대규모 노천 석탄광산의 사면 안정화를 위한 지하수 유동 체계 분석)

  • With regard to oversea mineral resources development, recent trend has been changed from a simple capital investment to a direct development of the resources. In relation to the stability of a slope in large open-pit coal mine, groundwater system was investigated and the validity of horizontal drainage hole was evaluated in Pasir coal mine, Indonesia. In this work, various field tests were carried out for a characterization of groundwater system, which included in-situ permeability measurement, tracer test and monitoring of groundwater levels. Especially, the influence of SM river on the characteristics of the groundwater flow system was mainly inspected. For the permeability measurement, Guelph permeameter was employed, and was found that sandstone was more permeable than mudstone and coal seam. From a comparison of lithological structure and the results of groundwater level monitoring, sandstone and thin coal seam with fractures were found to be a main channel for groundwater flow. In the results of tracer tests, the effect of SM river on the groundwater system depends on the geological structure of its base. To identify the effect of horizontal drainage holes, 2-D groundwater modeling was performed. Four different cases were tested, which are different from the length of drainage hole and the existence of pond on top of the slope. To enhance the drainage effect and slope stability, the drainage hole should be drilled to the depth of coal seam layer, which provides a main pathway of groundwater flow and embedded by sandstone. For this purpose, correct identification of surrounding geology should be preceded.

DiffServ QoS Support in DSL Broadband Access Networks (DSL 광대역 접속망에서 DiffServ QoS 지원 방안)

  • From both techlical and economic viewpoints, DiffServ IP QoS architecture is accepted as a more practical solution because of the complexity Problem of the other IntServ architecture. In this paper, we propose several models to support DiffServ QoS in DSL broadband access networks and discuss about migration path from current best-effort DSL networks to DiffServ-enabled ones. Since DSL networks are recently and widely deployed in the world amount ot new investment, compatibility with existing QoS-unaware DSL systems, and compatibility with existing charging systems as well as effective support of various QoS services must be carefully considered when we design DiffServ QoS support models in DSL networks. The DiffServ models proposed in this paper are divided into static DiffServ models and dynamic DiffServ models which are near-term solutions and long-term solutions repecitively. The static DiffServ models include Flat DiffServ which suworts per-subscriber DiffServ QoS and Structured DiffServ which supports per-subscriber and per-service DiffServ QoS. And the dynamic DiffServ models include Direct DiffServ for P2P(Peer to Peer) applications and Indirect DiffServ for ASP(Application Service Provider) applications.

Research on the Normalization Schemes for Insolvent Development Site on Mutual Savings Banks (상호저축은행 부실PF사업장 정상화 방안)

  • This study analyzed the normalization cases of the mutual savings bank insolvency PF (MSBIPF) to suggest the appropriate improvements according to the purpose. The results were as follows. First, the original intention to normalize the MSBIPF was unsuccessful. This may be caused by the daunting situation of the real estate market along with the complex and shared interests. On the other hand, it can be responsible for the lack of evidence and related regulations as well as the lukewarm attitude on public projects. Active institutional settings are warranted to compensate the remaining insolvent businesses to PF even today and in the future. The data related to the recognized sites as the poorest 32 PF sites was compared primarily to normalize by KAMCO and the relevant sites. The area variable was the only significant variable according to the correlation analysis and logit analysis. The direct investment, diverse PF-backed bonds and the activation of the Ritz can be suggested as alternative ways of normalization with respect to the issue of the KAMCO.
