A Study on Development of Construction Standard Production Rates and Cost Analysis for Off-Site Construction (OSC)-Based PC Structure Construction Costs - Comparison with RC Method - (OSC기반 PC구조 공사비 산정을 위한 품셈개발 및 공사비 분석 - RC공법과 비교 -)

  • A construction standard production rates system for the factory built and on-site installation phases of OSC (Off-Site Construction)-based precast concrete (PC) structures in apartment buildings was recently proposed to establish an objective cost standard (Lee et al., 2021). In addition, the Korean government has taken steps to improve the institutional foundation for the systematic calculation of PC construction costs such as revising construction standard production rates for major components that can be applied to the on-site installation phase of PC method. In this study, we analyzed the results of a field survey of apartment building PC structures and collected expert opinions to develop factory-built and on-site installation standard production rates that can be applied to apartment building PC method. We also propose directions for improving the standard production rates so that they can be applied to the site and component of apartment buildings by comparing them with the current standard production rates. This study also derived the cost characteristics and cost reduction measures of PC construction by calculating the construction costs using the developed rates and comparing the construction costs with the RC methods of apartment buildings of the same scale. The construction standard production rates for PC construction derived in this study are expected to contribute to the spread of PC construction by ensuring the objectivity and consistency of the results of PC methods cost estimation.

  • Estimated project cost and executed sensitivity analysis for domestic 500 MW coal-fired power plants with monte carlo simulation. As a result of research, the basis of constant price in December, 2011 and 95% level of confidence, the project cost in case of not having adjacent power plant was 1,870 billion won to 2,330 billion won and the project cost in case of having adjacent power plant was 1,240 billion won to 1,590 billion won. In case of not having adjacent power plant is sensitive to civil construction cost but the other case is sensitive to material cost.

  • Although work-efficiency of construction machinery is a critical factor for estimating its workable-quantity per unit time, the coefficient figure table presented in the Poom-Sam that is used for Construction Cost Estimation of public sectors in Korea is very subjective for practical usage. In order to suggest objective work-coefficient table for a Tub Grinder, domestic and overseas documentary records were investigated and on-going construction sites were also visited. The research found that the table can be revised by means of detailing down by several factors. The research will be the foundation for applying the rapid development of Construction Equipment and technology to the appropriate cost estimations and the ground work of related studies.

  • Financial difficulties and claims frequently stop construction works and cause subsequent contract cancellations. However, as the criteria to assess costs have not been established, many cases of legal disputes over the assessment of cancellation costs are taking place and the concerned parties are suffering the loss of time and money. Therefore, the present research aimed at developing a rational and systematic model of cancellation cost assessment following the cancellation of contracts. The research was carried out in the following methods and scopes. 1 ) The research was focused on the assessment of fair cancellation costs from constructors' side for contracts cancelled by any causes for which the owners have liability. 2) To obtain basic materials about cancellation cost assessment methods, contracts, claims, contract cancellations and construction-related laws at home and abroad were examined. 3) A cost assessment model was developed for systematization and efficient operation of cancellation cost assessment, and the reliability and efficiency of the proposed model was verified through a case study. The conclusions drawn from the research are as follows. The importance of the cancellation cost assessment model was confirmed as, using the cancellation cost assessment model, direct cancellation cost and indirect cancellation cost could be assessed systematically, the number of disputable items could be reduced because reasonable evidences of actual spending were presented, and the loss of constructors could be minimized because systematic and rational cost assessment became possible for many disputable cases of indirect cancellation cost, which the constructors had been unable to prove so far though having spent.

  • According to the increase of demand of the deteriorated building. The interest of the building's maintenance is continually increased, so studies about how to increase building's stability & prolonged life span are increased. This study's purpose is to maintain building's function, so we suggest a protocol type system of UI to estimate reasonable planning of demand of repair & replacement and to distribute budget.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase.   • There are two kinds of cost estimate system in construction in china. Quota valuation model is a traditional cost estimate system under the unity of quantity and price, which is easier and has been used for decades. But the Quota valuation model becomes increasingly unsuited to the needs of society with the development of market economy. To meet the needs of China's market economy development and construction works in the field of international cooperation, the Bill of Quantities valuation model was introduced in 2003. However, there are still many shortcomings and deficiencies in the course of implementation of Bill of Quantities valuation model. In addition, interest in the Chinese construction market continues to increase in Korea due to the recent new North Korean policy and China's the Belt and Road policy. This paper aims to examine the cost estimate system of public construction works in China, and to provide basic data for deriving future improvement plans by comparing and analyzing it with standard cost estimate system in Korea.

  • This study aims to presents Evaluation Method of Green Remodeling that analyze the value of environment through expense, using the method of life cycle cost and life cycle assessment simultaneously. The results of this study are summarized as follows. Evaluation Model developed in this study can convert economical value of environment into cost by integrating. In addition, the model can apply as a useful tool to estimation of economical design alternative as well as quantification of environmental loads and costs. Evaluation Model presented In this study observe energy consumption and the environmental load emission with qualification, it can forecast effect of environmental cost that cost estimation is expected to be added to energy cost rate by being possible. Synthetically, when Estimation Model and computer program that developed in this study is applies to the construction industry; reasonable management of environmental load is convenient at each step of Green Remodeling. In addition, at preliminary design phase, practical use may be possible by reasonable yardstick about various alternatives and improvement of design alternatives likewise by grasping environmental effect.

  • In construction management, BoQ(Bill of Quantities) has been commonly used for the cost estimation. However, many problems have been recognized about the work items used in the BoQ that could be varied by the experience and knowledge of the estimators or the project. Also, there are lots of work items that have to be written in BoQ even though the cost proportion of those items is relatively lower than the others. In this study we consider the way how to organize optimally the work items through the analysis of case. The results of this study could be useful for improving the efficiency of preparing construction BoQ and conducting Quantity take-off in our construction management practices.

  • Despite the government 's efforts to reduce constructional disasters, it has been pointed out that the safety management cost of the Construction Technology Promotion Act does not reflect the actual site. Therefore, it is necessary to study the proper guideline of the safety management cost which can be used as the most fundamental measure to prevent construction accidents. Moreover for the securement of the reasonable safety management costs, it is important to calculate its appropriate rate. Thus, in this study, the appropriate rate of safety management cost was proposed by the construction cost & type based on the 111 execution plans of safety management cost, and the rate is analyzed to be 1/10 of the occupational safety and health management cost. The results of this study will be a guideline in improvement to the proper schedule rating system improvement and in implement of pilot projects.
