A Consensus-Building Support System for Water Environment Governance Based on Multi-Criteria Decision Making (물환경 거버넌스를 위한 다기준의사결정 기반 합의형성 지원시스템)

  • In this study, we propose a consensus-building support system to engage various stakeholders, transparently disseminate information, ensure objective decision-making, and reflect the view of each stakeholder as a methodology or tool for resolving conflicts that may arise in the process of implementing water environment policies and plans. The system suggests ways to resolve issues by engaging all interested actors and not just a few influential groups of stakeholders imposing their solutions upon local users. The system provides an environment where stakeholders can find solutions to conflicts through their own efforts, mediating competing interests through the interactions such as negotiations and conciliation to reach a consensus. To verify the applicability of the proposed consensus-building support system, simulated role-playing albeit restricted was conducted on the case of the Hantangang Dam construction. The simulation validated that open discussions and negotiations with the local community or NGO by the government increased the efficacy of negotiations.

Consensus-Building on Most Important Problems: Analysis of Gallup Data from 1991 to 2006 (중요한 사회적 의제(MP)에 대한 공적 합의: $1991{\sim}2006$년의 갤럽데이터 분석)

  • Based on the theory of news media's agenda-setting function, this study analyzed Korean public's most important problems (MIP) and the degree of public consensus on the importance of those MIP's. The analysis was done in terms of both time and social strata. According to the findings, economy, social welfare, and political issues were in the for tier of the MIP list. The analysis of issue diversity (H-statistic) also demonstrated a relatively high degree of agenda consensus among Korean public despite some fluctuation in the consensus level, which appears to be higher than that among the American public. A decrease in the degree of agenda consensus with the passage of time appealed to be a general phenomenon across diverse social strata. However, the degrees of consensus-building were different in light of education, socioeconomic status, and the size of residential area. Those who are more educated, have more economic power, and live in a larger city had more chances to experience agenda consensus. These results seem to be basically attributable to the presumed positive relationship between these demographic variables and media exposure. The different degrees of public consensus according to the different levels of those demographic variables suggest that a closer investigation into the various influences on the importance of public issues among the respondents should be done in future studies.

  • It's prohibited to take sand from southeastern EEZ(Exclusive Economic Zone) from January 2017 in korea. So, the supply of sea sand has been decreased and costs of sea sand are rising as a result in the southeast region. This paper deal with appropriateness of the taking sea sand, circumstance and fisheries damages by extraction of EEZ sand and proposed control measures for ensuring quality of sea sand and consider fishermen support plan for ensuring a stable supply of sand in southeast region of korea.

  • To express the original texture of the concrete, exposed concrete finishing technique has been applied in many buildings. However, it is likely to cause quality problems after construction is completed. In addition, because of costs and time issues, reconstruction and maintenance works are difficult and ineffective. Therefore, step-by-step proactive quality management based on sufficient consensus among participants(client, designer, contractor) is very importatnt. This study analyzed factors causing low quality exposed concrete and quality contol points applied to 'A' headquarter construction project.

  • Recently remodelling has been popular with the consensus on the environment protection, resources saving, and regards on the cultural value of buildings. and the remodelling is considered as a useful tool for commercial and apartment buildings. But, in Korea, the remodelling has been introduced recently and there is few reserches on the evaluation methods for value analysis in the remodelling. This research deals with economical selection method among various alternatives for living environment upgrading of old buildings. Also, this reserch studied on the selection method for the architect among various remodelling plans considering cost, building life cycle, and user needs when the remodelling is selected as the most economical method.

  • So far we have investigate and analyzed the actual conditions of building maintenance in Korea and compared the building maintenance laws and systems between Korea and other countries. Now, based on the results from such comparison and analysis, this study proposes the following ideas for improvement: 1) As we can learn from domestic and foreign case studies, in the existing built-up areas becoming obsolete, many building owners remodel their buildings illegally in reaction to current economic and social changes. Therefore, for efficient maintenance of buildings, it is required to improve building maintenance systems by formulating information about inspection items, inspectors, supervisors, inspection costs and intervals of reporting results, depending on how large the buildings are and what they are used for. 2) In addition, to ensure the success of a building maintenance system, it is necessary to keep and manage a history of building maintenance thoroughly and introduce a certification program which gives an appropriate grade to maintenance performance and commits the government to expand their public roles and supporting policies, as widely used in some foreign countries. Further, in keep the building maintenance system secure, there should be a nationwide consensus as well as a favorable evaluation from building owners and manager, and all related people.

  • With the development of the Internet of Things (IoT), related network infrastructures require new technologies to protect against threats such as external hacking. This study proposes an L-PBFT consensus algorithm that can protect IoT networks based on a blockchain consensus algorithm. We designed a blockchain (private) model suitable for small networks, tested processing performance for ultra-small/low-power IoT devices, and verified stability. As a result of performance analysis, L-PBFT proved that at least the number of nodes complies with the operation of the consensus algorithm(minimum 14%, maximum 29%) and establishes a trust network(separation of secure channels) different from existing security protocols. This study is a 4th industry convergence research and will be a foundation technology that will help develop IoT device security products in the future.

  • Construction companies want to improve the abilities of field organizations for improving the performance of construction projects. It is possible to improve the performance of construction projects by managing the field organizational culture, due to the field organizational culture is concerned with the abilities of construction field organizations. Therefore, the purpose of this study is to reveal the influence of the field organizational culture on the performance of building construction projects. The results of this study showed that field organizational cultural characteristics influence on the performance of construction projects. Best performed projects have the higher characteristics of a consensus culture and rational culture, and worst performed projects have the lower characteristics of a development culture and consensus culture. In addition, the characteristics of rational culture and hierarchy culture effect on the performance in worst performed projects. This study is expected to help to improve the performance management system in construction field organization.

  • The skylines of many cities worldwide are still defined by the dominant and ubiquitous office blocks of the twentieth century. While there is consensus stating that future tall building typologies should depart substantially from these past models, the inheritance of large and obsolete tall office building stocks presents a problem of global significance. Too old for present corporate models, but too new for gaining public historical importance, the twentieth-century office tower is a typology under threat of extinction. However, the need for a culturally informed strategy of preservation for that generation of tall buildings is seldom advocated. Drawing evidence from the case of Melbourne, Australia, this article presents a methodological pathway to overcome pitfalls of memory and interpretation, which commonly prevent an unbiased assessment of the value and urban contribution of late-twentieth-century skyscrapers.

  • The ERP system which has been adopted as a tool for integration of information systems and for innovation of business process. And it is regarded to be able to maximize the productivity of business process and achieve process innovation based on the best practice incorporated in the ERP. To achieve process innovation through ERP, strong sponsorship from top management and building consensus through the entire organization is required to be backed UP. There are many cases of the failure of Process Innovation due to reluctance of corporate members to change. In the result of the case study, it seems to be difficult to build the consensus of the related groups to ERP project. There are still argues after project, on whether the project was success or not. Through the AHP analysis for the success factors, it is explored that the reason is that several groups of the company had different expectation for the project. And to achieve the aimed process Innovation, the project members in the related departments should build the consensus of expectation on the project.
