Development of a Nursing Competency Scale according to a Clinical Ladder System for Intensive Care Nurses (중환자실 간호사의 임상등급 (clinical ladder)별 간호역량 측정도구 개발)

  • Purpose: This study was done to develop a nursing competency scale according to a clinical ladder system for intensive care nurses. Methods: Index of content validation was done by 20 clinical experts and 80 nurses in Intensive Care Units (ICU). Results: The process and results of study are as follows. First, 12 nursing competencies were used in the establishment of the clinical ladder system (Jang, 2000). Second, the first draft of the competency lists was developed. It was based on the clinical nurses' behavioral indicators of nursing competency by Jang (2000), and was modified and supplemented through various literature reviews including competency standards for specialist intensive care nurses in Australia and consultation with 2 clinical nurses with over 10 years experience in the ICU. Third, the draft was examined by 20 clinical experts for content validity. Finally, the final draft was analysed using clinical validity where 20 nurses in each ladder participated. The final number of items was fixed at 309. Conclusion: The tool represents expected nursing competency of nurses working in ICU. Intensive care nurses can recognize their strengths and weaknesses, and identify directions for their professional growth by analysing results of their competency evaluation using this tool.

A Study on the Improvement of the Cadastral Field Process Evaluation-type Qualification System (지적분야 과정평가형 자격제도 개선에 관한 연구)

  • The government is operating a course evaluation-type qualification system for the purpose of overcoming the limitations of the test-type qualification system and cultivating talents with practical skills applicable to related industries. However, there is a part that does not match the purpose of the course evaluation qualification system by educating competency units in the field of surveying rather than the field of cadastral field in the education and training course of the course evaluation qualification. Therefore, this study closely analyzed the course evaluation qualification system in the cadastral field and suggested improvement plans accordingly. First, NCS in the cadastral field has not been supplemented or developed since its development in 2014, and there are many parts that do not conform to the current laws, so supplementary development is necessary. Second, It was proposed to improve the optional competency unit in the field of surveying to the NCS competency unit in the cadastral field. In addition, if the 12 competency units of the current NCS in the cadastral field are designated as essential competency units and education and training are operated, it will be possible to foster working-level talents with sufficient competency at the cadastral engineer level. However, for practical system operation and application, supplementation and development of NCS in the cadastral field, which is used for education and training of the course evaluation qualification system, must be preceded.

A Study on Science-gifted Students' Competency and Development of Competency Dictionary (과학 영재의 역량 탐색 및 역량 사전의 개발)

  • The observation and recommendation system was recently introduced for selecting gifted-students in science, and it has required to arrange the reliable and valid selection criteria that could identify the high potential competency of them. In this study, we explored the competencies that could help to discriminate gifted-students' inner properties, and also developed the dictionary based on them. The competencies were extracted from the proven previous competency dictionaries/models and examined by the structured survey and the focus group interview in order to ascertain the competencies of the science-gifted students. The results revealed that there were two competency clusters such as cognitive and affective domains. The cognitive cluster consisted of 6 competencies as follows: goal suggestion, planning, information collection and analysis, problem solving, higher-order thinking, and expertise and self-development competency. The affective cluster consisted of 3 competencies: confidence, achievement orientation, and curiosity competency. The dictionary categorized by the names, definitions, key elements, and behavioral indicators and their levels of the derived competencies was developed. Findings were expected to provide the implications on the selection criteria of the potential science-gifted students through the observation and recommendation system.

An Analytical Study on Feasibility of NCS Level of Qualification Redesign Categories in 7 Major Areas (7대 분야 자격재설계 종목의 NCS 수준의 타당성 분석연구)

  • New occupational qualification system built on NCS(National Competency Standard) aimed to induce industries, the final appliers of qualification, to play a leading role in designing qualification and to spontaneously apply such qualification standard to employment and promotion so as to reinforce universality of qualification. In this study, we verified the validity of NCS level of qualification categories for 130 occupational fields by redesigning NCS-based new occupational qualification system with a focus on 7 major areas, including mechanical field, which were found to have wide-ranging social ripple effect throughout society and high acceptability in 2014. The results of study on suitability at qualification level suggested the followings: First, there is a difference in number of competency units for each qualification category, depending on area. New qualification covering 7 major areas included 15.3 competency units for each qualification category, which exceeds the number of competency units(about 10 units) in subdivided NCS. By field, some difference was found with 7.9 competency units for cultural field and 22.6 competency units for information and communication area. Second, preference above normal level was observed in the criteria, procedure and method for determining qualification redesigning. However, preference below normal level was exhibited in connection with possibility of linkage with overseas qualifications, although preference was above normal level in relation to the suitability of design/qualification level and qualification categories based on lifelong career development path within scope of NCS as the criteria for determining the redesign of qualification categories. Second, we compared NCS level and SC(Sector Council level, and the results showed that NCS level was found to be somewhat well-defined. For the qualifications with different definitions, it was deemed difficult to determine superiority between NCS level and SC level. However, majority opinion indicated that it would be desirable to follow NCS level because NCS was created through collection of opinions for a prolonged period.

The effect of Adversity Index Perceived by Organizational Members on Entrepreneurial Orientation and Organizational Learning Competency

  • We study confirmed the relationship between the adversity index, entrepreneurial orientation, and organizational learning competency perceived by organizational members as follows. First, the adversity index showed a positive (+) effect on entrepreneurial orientation (hypothesis 1) and organizational learning competency (hypothesis 2). Second, the entrepreneurial orientation was statistically significant in organizational learning competency (hypothesis 3). Third, the partial mediating role of entrepreneurial orientation (Hypothesis 4) was confirmed in the process of the adversity index affecting organizational learning competency. Meanwhile, the main implications of this study are as follows. First, it is the aspect that provides additional theoretical implications in the reality that studies on the adversity index and entrepreneurial orientation that affect organizational learning competency are lacking. Second, it is the aspect that the importance of adversity index and start-up orientation was confirmed in improving organizational learning competency based on securing differentiated competitiveness for the advancement of the organization's sustainability management system. In addition, it is the aspect of drawing practical implications for strategic human resource management and human resource development to systematically improve it.

Overseas Residency Training Systems and Implications for Korea (외국 전공의 수련교육의 제도 및 시사점)

  • Medical education, competency, and outcome-based medical education started as part of the basic medical education curriculum in advanced countries 20 years ago, and such an approach was adopted in residency training. General competency training is at the core of residency training in advanced countries, and it goes beyond competency and outcome-based training to the extent that in a milestone training system, competency development is expected and measured with set competency achievements at each level. Recently, for the purpose of ensuring that doctors uphold patient safety and fulfill their obligations, entrustable professional activities (EPA) were applied at the beginning of residency when doctors move away from clinical trials and start actual care. The adoption of EPA in all residency training curriculum has spread very rapidly in the United States, United Kingdom, and Canada. Presently, Korea lags behind other countries significantly as the adoption of competency and outcome-based medical education in residency training has just begun. It is time to identify the current state of the Korean residency training system, and then design and practice a well-established system with a long-term view based on cooperation across the whole medical industry.

  • National Competency Standard(NCS) is a national organization that organizes the knowledge, skills, and quality required to perform duties at industrial sites by industry sector and level. As NCS was developed and adopted as part of the government's implementation of capability-oriented society, the construction industry is also fully applying NCS to the curriculum and training. This study investigated and analyzed the problems of NCS development in construction work field through prior research analysis and experts interview and derived problems such as discrepancies in classification system, lack of connectivity with curriculum, and lack of effectiveness in revising NCS in construction work field. Further research is thought to be necessary for the establishment of the development system reflecting the construction characteristics in the future and for the presentation of practical improvement directions.

A Study on the National Competency Standards of Fashion Accessories Production (패션소품생산 분야의 국가직무능력표준(NCS) 개발에 관한 연구)

  • This study analyzed the process of development and verification of standards through the competency analysis of fashion accessories products in the development of 'National Competency Standards'(NCS), which was carried out in 2013 for the fashion industry. The NCS for fashion accessories production was developed through three Focus Group Interviews (FGIs) and fashion accessories production was defined as "the process of design, development and manufacture intended to produce items that improve the degree of completion of fashion products that are produced from textile fabric, knitted fabric, leather and other materials such as bags, belts, hats, gloves, scarves, neckties and socks with the exception of clothes". The competency unit for fashion accessories production was analyzed in 11 categories: development of design; development of materials; production of prototype samples; calculation of cost; determination of mass production model and price; planning of main manufacture process; ordering of materials; planning for mass production; preparation for mass production; mass production; and inspection of completed products, and the verification was carried out on development outcomes through a survey carried out of on-site personnel. This study recommends the following direction for future improvements based on an analysis of the development process of the NCS for fashion accessories production. First, future development of standards should first provide a rational category system for each area of fashion good production based on the production process, which should be followed by a detailed competency survey. Second, in order to ensure a more efficient verification survey, an expert for each competency unit should be designated for the develop standard to induce a more sincere response. Also the questionnaire should require supplementation in order to collect the various additional opinions of experts of the field. Finally, this study concludes that it is urgent to procure an education infrastructure and specialized professors in order to apply the competency standard for fashion accessories production to the education sector. This study also concludes that the government will be required to provide systematic and consistent support aimed at supplementing development and forming a firm collaborative working environment for the industry and academia in order to improve the current education environment and build a more field-oriented education environment.

  • An Evaluation System of Personal Information Competency was developed to evaluate individual Information competency and maturity levels in the enterprises of the information environment. The Evaluation System measures the requirements of information knowledge, skills, and mindset with the evaluation indices of personal information maturity. The indices are customized to four types of business departments - strategy Planning, development/maintenance, business applications, and administration support. Also, a maturity model of personal information competency is defined for interpretation of the evaluation results. The system was applied to assessment of actual human resources, 124 workers in an enterprise, to testify to its practical value. The case evaluation procedures include a series of questionnaires, written tests and application tests.

Possibility and Limit of a Redesign of a Path for Lifelong Vocational Competency Development (평생직업능력개발 경로 재설계의 가능성과 한계)

  • An ideology what a modern society seeks is lifelong employment through lifelong learning. The single word which draws the attainment is lifelong vocational competency development. This study is designed for exploring its possibility and limit of a redesign of it, and tries to propose efficiently a redesign idea of a vocational educational path. To this end, it was analyzed by a subject for a national human resource foundation plan and a lifelong bocational competency development foundation plan. In addition to that, it was covered a structure and content analysis of main laws and regulations which are a base of policy making. An educational path could be divided into an area of formal education system, an area of workplace for labors, and an area of lifelong vocational competency development. And the insights were drawn by pulling apart an operational situation of main organizations and a recurrent process of the educational path. The redesign plan of a vocational education path we did analyze to activate lifelong vocational competency development system is deduced as following. Firstly, it should be re-organized with a direction towards an effective manpower training to be linked with skills and demands required by an industry. Secondly, it should be generalized for a model of recurrence between work and learning and its alternation for lifelong vocational competency development. Thirdly, it should create a cluster in the region for lifelong vocational competency development so that it is to form an efficient network to have a division of labor and its liaison with cooperative relationship.
