Up to the present point in time, the level diagnosis system for urban reactivation have utilized various methods for establishment and management in Korea and overseas, such as city competitiveness evaluation, urban decay diagnosis, etc. However, contrary to performing diagnosis and evaluations on general cities in existing studies, it is found to be a very complex and difficult task to perform a diagnosis on the level of U-City due to its unique characteristics. It is difficult to determine the level of a U-City using a level diagnosis system used for general cities because a U-City is comprised of a connection/fusion of various structural elements. Therefore, in order to perform a systematic diagnosis of a U-City, it is necessary to primarily observe the structural characteristics of a U-city to derive a diagnosis system based on the relativity between each structural element. This study aims to propose a directivity of a U-City level diagnosis system in comprehensive consideration of various elements, such as the objective of a U-City, as well as the structural elements that compose a U-City based on the definitions prescribed in U-City legislations, including ubiquitous city planning, ubiquitous city infrastructure, ubiquitous city technology, services, etc. The results of this study are expected to provide a resolution for the regional quality differences of U-Cities, and also establish a stepping-stone for the realization of U-Cities with high degree of completion.
The black pine bast scale, $Masucoccus$$thunbergianae$ (Hemiptera: Margarodidae), is a serious pest of the Japanese black pine, $Pinus$$thunbergii$, in Korea. The distribution of the black pine bast scale was examined, looking overall at 686 towns (eup), townships (myeon) or neighborhoods (dong). There were Japanese black pine ($Pinus$$thunbergii$) forests in 91 cities, counties (gun) and borough (gu), in seven provinces and three metropolitan cities during 2010. Black pine bast scale were found in 64.8% of cities or counties or borough (59) in 7 provinces and 3 metropolitan cities, and were distributed in all South Costal regions, Pohang in East Costal region and Boryeong in West Costal region. Chungcheongbukdo, Daejeon and Jeju did not have black pine bast scale. All the gu regions in Busan had black pine bast scale, of which the area with the highest prevalence was Haenam in Jeollanamdo (1.713 crawlers/0.785 $cm^2$). Songji-myeon had the highest occurrence rate (6.36 crawlers/0.785 $cm^2$) from the towns, township and dong. The density of black pine bast scale in twigs was highly correlated with percentage of the sample with scale (Correlation coefficacy=0.89).
This paper studies the impact of domestic and foreign economic activity on mobility among regions. The shortage of human resources and demand continues in Eastern Europeans. Especially Ukrainians, have entered the Polish labor market to make up for the scarce areas. As a result, Poland's supply and demand in Ukraine is disproportionate. Minimum wage increases are putting continued pressure on employers. Therefore, the regression equation in the form of job-seeker's economic activity ratio, y= AX2+B,(x=settlers) can be used to grasp the relationship between curves. According to the domestic and foreign workers who migrated, economic activities was rather than increasing the local population, the settlers of nearby large cities is more proportional. Empirical analysis has shown that the human resource hub has increased migration to large cities and industrial. The hub 'A'nation has been created for mobility in 4th wave re-industry, and the same re-industrialization (N2) in other cities has attracted nearby human resources, but not settle. After all, the hub relationship between N1 and N2 is a mobile relationship. Due to wage inequality or a positive wellbeing chasm, workers are not settled plant area but a nearby city, or commuting between borders is easy to go into the hub central city. However, this proved on emerging from the relatively temporary settlers in the AI era.

The purpose of this study is to provide a basis for determining when a school established long term school plans accepted by analyzing the trend of increase or decrease elementary school students 30 years to target of following nine cities, 607 elementary schools in Korea - 4 metropolitan cities(Incheon, Seongnam, Su-won and Anyang), 2 central regional cities (Daejeon and Cheongju) and 3 southern regional cities(Busan, Yangsan and Kimhae) for this purpose. Results of this study are as follows: First, there were overwhelming numbers of type5 among15 types of increase / decrease in the number of students. Second, in comparison with the type of increase / decrease of the number of students by region, the metropolitan area is ranked as type5>type13>type10>type8, in the middle region type5>type11>type10>type13 and in southern region type5>type10>type11>type13>type2. Therefore, there were regional differences in the number of students. Third, the results of the Conflict Model I and Conflict Model II showed that Type1 and Type7 were not needed to be adopted.
The purpose of this study is to explore social supports for elderly housing and their residential lives in small cities along rural counties of the United States and Canada, and suggest future implications for age-concentrated rural villages in Korea. In this study, five small and medium cities in non-metropolitan counties of California and Ontario province were visited and elderly residents and service experts were interviewed about their perceptions of community integrated social support networks for senior residences. The senior housing complexes were built due to influx of both metropolitan and rural residents seeking warm localities, traffic connections, business purposes in active production areas. and leisure attractions. There are five main social support networks for senior housing issues in these areas. First, the areas are claimed for senior zones and accordingly health industries are encouraged by local authorities. Second, the community is homogeneously constructed as a senior friendly environment and include features such as an RV park and mobile cottages. Third, senior-helping seniors are offered active work through golf-cluster active retirement communities. Fourth, traditional theme production camps are mobilized by the elderly workers. Lastly, an information system is maintained for screening volunteers and for senior abuse prevention. On the other hand, residential lives are occasionally negatively influenced by unbalanced concentrations of elderly facilities such as nursing stations and funeral homes. For the future of Korean rural elderly policies, suggestions are made as follows: first, an integrated urban and rural township that contains attractive places for early retiring people who seek a warm atmosphere in later life needs to be constructed. Second, an integrated model retirement village of urban and rural retirement life needs to be initiated as a measure of evaluating the adaptation process of movers in senior concentrated zones. Third, a cooperation system among governmental ministries needs to be formed with the long- term goal of establishing a traditional rural town of independent housing districts and medical facilities in rural areas. Fourth, productive and active lifestyles need to be maintained as the local community and government develop successful retirement rural villages, by limiting the expansion of nursing related facilities. Finally, generation integrated visiting welfare programs and services need to be further developed for the housing areas especially in the winter, when social integration and activity are relatively low.

In order to discern the development of technology in creating, properly managing, and characterizing the types used in facade greening, this article examines the instances of facade greening of Bulgaria, Greece and Turkey which is not only located in the latitude similar to South Korea's but also influenced by the both continental and oceanic climate. The study was carried out for 11 months from October 2002 to September 2003. The total 242 places were researched and they were 83 sites in Athens, 77 sites in Istanbul, and 82 sites in Sofia. Varieties, usage, configuration, foundation and characteristics of plants were studied. The goals of greening, and building's surface roughness and thickness, direction of the wall were also researched. The result of survey are as follows; 17 families and 33 species of climbing plants were found in Athens, Istanbul, and Sofia. Thickness of facade greening in the three cities is 46cm in Athens, 39cm in Istanbul, and 53cm in Sofia. The possible facade greening size per a climbing plant, Parthenocissus tricupidata takes up the largest portion of the wall in the three cities similarly followed by Vitis vinifera and Wistaria spp. By its diversity it can be assumed that these plants are most practical for large scale of facade greening and full covering. Evergreen climbing plants such as Hedera helix and Ficus niponica are useful plants for relatively large scale of facade greening area. In the facade greening types, the climbing type is the most dominant in the three cities and most of the climbing type was planted on the natural foundation but the hanging and combination types were planted on an artificial foundation located on the balcony or on the roof of the building. In the directions of the walls for facade greening, the west direction are most popular which is for the improvement of sun shading in summer season. In Sofia the apartments were most applied with facade greening but In Istanbul and Athens the residential buildings and the public buildings were adapted with facade greening actively as well as residential building. The purpose of lowering summer heat took up the highest portion followed by the purpose of ornamentation and maintaining privacy in all surveyed cities.

Seoul Metropolitan Area has been changed by fierce internal migration during the last several decades. To determine the regional structure, we analyzed the in-and-out migration pattern and main factors affecting the intense of mobility. The migration within metropolitan city and province shows that in Seoul, Songpa and Dobong Gu gained a large population, in Incheon, Namdong Gu experienced a huge population influx, and in Gyeonggi Province, Hwasung, Yongin and Paju city gained a great population. In Seongnam, Suwon city lost a lot of population. These population gains and losses came from mainly residential redevelopment projects in the metropolitan city and new land development projects in Gyeonggi Province. The main factors affecting the intense of mobility diverse from city characters. In central type cities, house price gets the more population influx. In job-housing balanced cities, total income growth rate, housing supply rate and roads cause in-migration. In bed-town type cities, the increase of housing supply rate and parks increase the population. In suburban type cities, business density, housing supply rate, housing, subway station number and educational facilities increase population from outside the city. So, we have to prepare more detailed urban and housing policy responses.

This study is to construe spatio-temporal characteristics of temperature in cities and changes of climatical regions in analyzing a change of Korea Peninsular climate. We used daily mean air temperature data which was collected in South and North Korea for the past 34 years from 1974 to 2007. We created temperature map of 500m resolution using Inverse Distance Weight in application with adiabatic lapse rate per month in linear relation with height and temperature. In the urbanization area, the data analyzed population in comparison with temperature changes by the year. An annual rising rate of temperature was calculated $0.0056^{\circ}C$, and the temperature was increased $2.14^{\circ}C$ from 1974 to 2107. The south climate region in Korea by the Warmth index was expanded to the middle climate region by the latitude after 1990s. A rise of urban area in mean temperature was $0.5-1.2^{\circ}C$, Seoul, metropolitan and cities which were high density of urbanization and industrialization with the population increase between 1980s and 1990s. In case of North Korea, Cities were Pyeongyang, Anju, Gaecheon, Hesan. A rise in cities areas in mean temperature has influence on vegetation, especially secondary growth such as winter buds of pine trees appears built-up area and outskirts in late Autumn. Finally, nowaday we confront diverse natural events over climatical changes, We need a long-term research to survey and analyze an index on the climatical changes to present a systematic approach and solution in the future.
This study is designed to define the smart city as the platform for digital social innovation, and acquire the evaluation indicator for objectively diagnosing domestic cities from the perspective of the implementation process and capability of smart city and analyze its importance. Through prior studies and in-depth interview with experts, candidate groups for evaluation indicators were acquired and the conformance test(T-test) was conducted to finally select 16 detailed indicators in 4 fields. The importance of the evaluation item was found to be high in the policy and system, followed by innovation infrastructure, citizen's participation and infrastructure. The analysis of the 16 detailed indicators for importance showed that the willingness of conducting the smart city by the head of local government, construction of organization dedicated to the smart city have the highest importance. This may reflect the fact that in domestic cities, the smart city is sponsored by public organizations. The analysis of the importance of expert groups (local government and Private sector groups) found that both groups recognized that politics and systems are important factors but they varied in the recognition of importance in the innovation infrastructure and citizen's participation. This study has implication as the indicator for smart city from the perspective of digital social innovation can be acquired for use of the domestic cities and that it can give basic and objective data for the priority of policies on which the domestic smart cities shall focus.
The purpose of this study is to provide implications for the demonstration and the spread of smart cities. For this, the European Lighthouse project, a well-known smart city initiative, is analyzed. This article investigates agendas, applied solutions, stakeholders and cooperation, and expansion strategies in the 18 Lighthouse projects implemented by the EIP-SCC Smart City Demonstration Project. Four implications are discussed for Korean smart city projects. First, in promoting smart cities, clear philosophies and principles should be established in response to global issues such as climate change. Second, smart cities should be understood as the approaches for problem-solving rather than simply applying advanced technology. Third, a business system should be established in a way to meet the needs of the actors participating in the smart city demonstration project. Finally, an evaluation framework should be established to verify the performance of the project. High-performing best-practice projects should be supported by articulating their standards for their lessons to be spread into other cities. The implications presented here can contribute to developing smart city models along with follow-up studies.
