  • In this study, we surveyed the operating status of the Runway for the Light Sport Aircraft(LSA) in Korea, and analyzed the Airfield Facilities Manual for the Air Leisure and the Standard Specification for Recreational Airpark Design. Based on the information, we presented the displacement of the threshold concept, to ensure the Runway Length and the Runway Safety Area, and operation of LSA in Korea.

  • Quality for civil aviation is very important to maintain the safety of aircraft and public, and strict quality requirements are prescribed in aviation regulations to ensure that each article produced conforms to the type design and is a condition for safe operation. In this study, the quality system requirements for aircraft and parts will be reviewed a concept of FAA's ACSEP(Aircraft Certification System Evaluation Program) and policy for aviation quality system evaluation in comparison with AS9100 for aviation quality management system.

  • This study carries out a basic study of ways to calculate navigation errors for aircraft operating in the unmanned aerial system traffic management(UTM). Recently, research by UTM has been carried out both at home and abroad, along with the initial study of system definitions at the basic stage, operational techniques of the aircraft, and the practicality of the concept of necessary operations at the actual operational stage. This study presented after a review the factors that should be considered for the calculation of navigation errors among the factors that examine whether the actual low altitude aircraft can operate properly within UTM during its actual operation and the need to apply them in practice.

A Study on B747-8 Compatibility at Gimpo International Airport (김포국제공항 B747-8 수용성에 관한 연구)

  • Gimpo International Airport is only available for alternate airport for code F aircraft and it is difficult to operate larger aircraft capable of transporting more passengers than B747-400. This study has conducted to review the compatibility based on risk assessment to introduce the B747-8 operation procedures, excluding the A380 for practical reasons. Risk factors for main gear deviation when driving on curved sections of the taxiway was identified. The risk was analyzed as "high" level. As a risk reduction measure, the proceduralization of specific taxiing method "judgemental oversteer" was reviewed, and the result of the risk re-evaluation was lowered to a "low" level. As a result, the B747-8 was analyzed to be compatible. Additionally, It is suggested that review of pavement strength, de/anti-icing facilities, and passenger boarding bridge is necessary for actual operations.

GNSS Airborne Multipath Error Modeling Under UAV Platform and Operating Environment

  • In the case of an unmanned aerial vehicle (UAV) equipped with a GNSS sensor, a boundary line where the vehicle can actually exist can be calculated using a navigation error model, and safe navigation (e.g., precise landing and collision prevention) can be supported based on this boundary line. Therefore, for the safe operation of UAV, a model for the position error of UAV needs to be established in advance. In this study, the multipath error of a GNSS sensor installed at UAV was modeled through a flight test, and this was analyzed and compared with the error model of an existing manned aircraft. The flight test was conducted based on a scenario in which UAV performs hovering at an altitude of 40 m, and it was found that the multipath error value was well bound by the error model of an existing manned aircraft. This result indicates that the error model of an existing manned aircraft can be used in operation environments similar to the scenario for the flight test. Also, in this study, a scenario for the operation of multiple UAVs was considered, and the correlation between the multipath errors of the UAVs was analyzed. The result of the analysis showed that the correlation between the multipath errors of the UAVs was not large, indicating that the multipath errors of the UAVs cannot be canceled out.

  • The P-3C maritime patrol aircraft operated by the Republic of Korea Navy is equipped with various sensor devices (LRUs, line replace units) for tactical data collection. Depending on the characteristics of the sensor device, it operates with various communication protocols such as IEEE 802.3, MIL-STD-1553A/B, and ARINC-429. In addition, the collected tactical data is processed in the tactical station for mission operators, and this tactical station constitutes a clustering network on Gigabit Ethernet and operates in a distributed processing method. For communication with the sensor device, a specific tactical station mounts a peripheral device (eg. ARINC-429 interface card). The problem is that the performance of the entire distributed processing according to the peripheral device control and communication relay of this specific device is degraded, and even the operation stop of the tactical station has a problem of disconnecting the communication with the related sensor device. In this paper, we propose a method to mount a separate gateway to solve this problem, and the validity of the proposed application is demonstrated through the operation result of this gateway.

The Legal Theory on the Civil Execution against Aircraft (항공기 집행에 관한 법리)

  • As our economy grows and the number of aircraft increase, the number of civil execution against aircraft cases are likely to increase as well in the future. The purpose of this article is to present the legal theory on the civil execution against aircrafts by drawing on the legal theory on the civil execution against vessels which constitute a relatively large number of cases thus observed. The provisions of the civil execution against immovables or vessel, shall basically apply mutatis mutandis to the civil execution against aircraft or light aircraft. The civil execution against ultra-light flying devices or a foreign aircraft shall be executed in conformity with the civil execution against movables. There are a compulsory auction, an auction to execute a security right to aircraft, and an auction under the right of retention, etc. in the civil execution against an aircraft. A compulsory execution against an aircraft means an execution carried out by a creditor against a debtor's aircraft to obtain satisfaction of claims for the purpose of payment of money. The court of execution of a compulsory execution against an aircraft shall be the district court having jurisdiction over the airport of stoppage or storage of such aircraft at the time of seizure. The forums of execution of a compulsory execution against an aircraft shall be exclusive forums. When a court has rendered an order on commencing an auction, it shall order an execution officer to receive a certificate of the aircraft's registration and other documents as required for its operation, and to submit them to the court. A court may revoke the procedures for a compulsory auction when an execution officer fails to obtain a transfer of the aircraft's registration certificate, etc. and the location of the aircraft is not evident, not later than an elapse of 2 months from the date on which an order on commencing an auction has been rendered. In the case where it is deemed that there exists a business-related need or other based on proper reasoning, the court may permit the aircraft's operation, upon the motion submitted by the debtor. In this case, there shall be a consent from the creditor, the highest bidder, the next highest bidder and successful bidder. A court may, upon a motion submitted by the creditor, make the dispositions required for observing and preserving the aircraft. When a debtor has submitted the documents under subparagraph 2 or 4 of the Article 49 of the Civil Execution Act, and furnished the guarantee equivalent to the claims of the execution creditors and the creditors demanding a distribution and to the costs for execution, before a declaration of bid, the court shall, upon request, revoke other procedures than those for distribution. The provisions of a obligatory auction against vessel or aircraft and an auction to execute a security right to real estate or vessel, shall apply mutatis mutandis to an auction to execute the security right to aircraft. In an auction to execute the security right to aircraft case, an executive title is not necessary. An executory exemplification is not necessary in an application for an auction to execute the security right to aircraft. A court should examine the existence of security right and claim secured. No order on commencing an auction procedure shall be issued with non-existence or invalidity of the security right and absence or extinguishment of the claim secured. Furthermore, these prohibitions are the reason of a decision on non-permit for sale, the court overlooked these prohibitions, and the decision on a permit for sale became final and conclusive, the successful bidder who paid the price and registered of ownership could not acquire ownership of the aircraft sold. A court may render a ruling to put plural aircrafts up for a blanket auction, only when they are in restraint and related matter (Supreme Court Order 2001Ma3688 dated on August 22, 2001). A righter of retention on aircraft may file a request for an auction against the aircraft. The provisions of an auction to execute a security right to aircraft shall apply mutatis mutandis to the formal auction. Airport facility fee and an aircraft are not in restraint and related matter, so an airport management corporation does not hold the right of retention on the aircraft (Supreme Court Decision 2011Da29291 decided on April 10, 2014). In an auction in accordance with the right of retention, all encumbrances (e.g., mortgages) on the sold aircraft shall be extinguished by a sale under the legal conditions for sale. Not only creditors who have claims for preferential payment but also general creditors could demand for distribution. The precedence of the claim of the right of retention on aircraft and that of general creditor's claims are equal.

  • Due to the recent rapid increase in passenger and cargo air transport demand, the capacity of Jeju International Airport has been approaching its limit. Even though in COVID-19 crisis which has started from Nov 2019, Jeju International Airport still suffers from strong demand in terms of air passenger and cargo transportation. However, it is an undeniable fact that the delay has also increased in Jeju International Airport. In this study, we analyze the correlation between weather and delayed departure operation based on both datum collected from the historical airline operation information and aviation weather statistics of Jeju International Airport. Adopting machine learning techniques, we then analyze weather condition Jeju International Airport and construct a delay prediction model. The model presented in this study is expected to play a useful role to predict aircraft departure delay and contribute to enhance aircraft operation efficiency and punctuality in the Jeju International Airport.

A Study on Parts Manufacturer Approval in Civil Aviation Law (항공기 부품제작자증명에 관한 연구)

  • Certification by Civil Aviation Law is necessary for aircraft parts and appliances as well as aircraft, engines, and propellers to ensure safety and reliability in operation. Advanced countries in aerospace industry as like U.S.A require Parts Manufacturer Approval for aircraft parts and Technical Standard Order Authorization for designated appliances. However, there are no legal requirements for certification of aircraft parts and appliances in Korea until now. This study presents the draft to revise Civil Aviation Law, which is applicable to set up domestic certification system and maintain it equivalent to U.S. Federal Aviation Regulation.

Software Design and Verification Method of Flight Data Recorder for Unmanned Aerial Vehicle (무인항공기용 비행자료 기록장치 소프트웨어 설계 및 검증 방안)

  • Flight data recorder (FDR) for accident investigation is required to comply with EUROCAE(ED-112) standard so that flight data can be restored when exposed to extreme conditions due to aircraft crash. Since the ED-112 standard defines the general requirements for all aircraft, it is essential to analyze detailed requirements for FDR software to apply appropriate requirements selectively according to the configuration and operation concept of a specific aircraft. In this paper, the software requirements applicable to unmanned aircraft will be analyzed and the FDR software design will be proposed. Also, a software verification method for each requirement will be presented to verify that the implemented software is designed to satisfy all requirements.
