The damages from security accidents continue to increase as technology leaks from suppliers cause risks to the management of large companies, which are their customers, and their image and reliability to fall. However, the current industrial structure is practically impossible for large companies to form their own businesses and strategic alliances with business partners are essential, but it is changing into an industrial structure where the exchange of information is increased and the dependence of the information system is maximized, as well as legal demands and demands from stakeholders are increasing due to the complexity of the work process and the strengthening of security-related laws. The status of technology protection of small and medium-sized enterprises shows that they are not equipped with a security system due to relatively poor environment and financial difficulties compared to large enterprises, whereas the industrial structure between large and small business partners is indispensable for sharing the IT system, and the security system of large business, which is a customer company, should be improved by considering the fact that it is impossible to maintain security system between large businesses. Thus, the government intends to examine the system for shared growth of small businesses and the model for evaluating the capabilities of various agencies for information protection, and propose measures to introduce the certification system for small business partners.

The construction industry generates the greatest number of disasters. Laborer injury at construction sites is mostly reported by small and mid-sized construction sites. Moreover, of the injuries, the greatest number is related to formwork. The objective of this study is to propose a checklist of the risk factors of formwork, in which industrial injuries occur most frequently in small and mid-sized construction sites, with which safety management can be done thoroughly. Risk factors and preventive measures are derived by analyzing 9,396 industrial disasters occurring at construction sites in Korea. The checklist drawn in this study was reviewed by five specialists in safety management, and applied to construction sites to verify its applicability. In a result, applying the checklist to the site showed that the safety management system of small and medium-sized construction sites were insufficient. It is expected to contribute to the effective safety management of small and mid-sized construction sites.

In this study, the UAV (Unmammed Aerial Vehicle) was applied for the photogrammetry of the construction site and the safety management of steel pipe scaffold. The research site is a temporary facility for building reinforcement on Samcheok Campus of Kangwon National University. The installation condition of the steel pipe scaffold was investigated, and the pillar distance, the beam distance and the wale distance were surveyed. As a result, it was found that the beam distance of the scaffold in the longitudinal direction was in good agreement with the standard, but the pillar distance and the wale distance were found to be less than the standard. Three-dimensional data can be used in drone shooting to enable three-dimensional measurement, so that it is possible to measure facilities hidden or located inside other facilities. Through the drone shooting, the condition of the site can be quickly recorded and the surveying can be carried out without interfering with the work of the field personnel. Although the installation of the temporary structure must be strictly observed to ensure the safety of the workers, it is found that the installation standards are still neglected in the field. In order to prevent this practice, it was thought that the legal system should be supplemented so that it could be checked periodically by using UAV in the field process management.
In the case of forest areas, the installation of ground control points (GCPs) and the selection of terrain features, which are one of the unmanned aerial photogrammetry work process, are limited compared to urban areas, and safety problems arise due to non-visible flight due to high forest. To compensate for this problem, the drone equipped with a real time kinematic (RTK) sensor that corrects the position of the drone in real time, and a 3D flight method that fly based on terrain information are being developed. This study suggests to present a method for investigating damage using drones in forest areas. Position accuracy evaluation was performed for three methods: 1) drone mapping through GCP measurement (normal mapping), 2) drone mapping based on topographic data (3D flight mapping), 3) drone mapping using RTK drone (RTK mapping), and all showed an accuracy within 2 cm in the horizontal and within 13 cm in the vertical position. After evaluating the position accuracy, the volume of the landslide area was calculated and the volume values were compared, and all showed similar values. Through this study, the possibility of utilizing 3D flight mapping and RTK mapping in forest areas was confirmed. In the future, it is expected that more effective damage investigations can be conducted if the three methods are appropriately used according to the conditions of area of the disaster.
The archival objects are tangible evidence reflecting public work as forming archives which are administrative, historic, symbolic, cultural and artistic value. They are produced from the various countries so that they have different material and manufacture techniques. However there are difficulties in conservation and management because the material investigation and conservation management system are not established. Therefore this research presents fundamental data for the efficient conservation management by material investigation and condition check metal archival objects. Among the public official presents made of metal, 12 pieces which are discoloration, oxidation, loss or crack are chosen for this research. In order to examine extensive condition of metal archival objects, the condition check card used from the domestic museum and the national museum in Japan are collected and then the new check card is produced. X-ray is used to know the making technique, binding means between different material. Portable-XRF is also used for the chemical composition analysis of metal archival objects, and then classifying respectively according to their material. As a result of condition check, it is possible to investgate the appearance character, deteriorated parts and weak parts of structure. Also P-XRF could find out the composition of metal archival objects which is different from existing condition check card. Therefore the research results can be used as fundamental data for further conservation and management as well as long-term conservation.
The purpose of this study is to assess the cause and level of conflict arising within and between departments among administration office workers who work in a recently established tertiary hospitals of a major cooperation or related non-profit cooperation: The study also aimed to find methods for resolution of such conflicts by comparing with other existing university hospitals. The subject population included 299 business administration office workers randomly selected from two cooperate related tertiary hospitals of less than 3 years in its existence and two university hospitals over 700 beds in Seoul and Kyong In area. Data were collected through a survey questionnaire. To define related factors for the level of conflict among departments in each hospitals multivariate regression analysis was conducted. Independent factors were characteristics of subjects, conflicting factors within and between the departments. The results are as follows: 1. Those in the 30-39 rears of age group demonstrated significantly higher level of conflict between departments. Those working in the new hospitals, who were older and had long-term tenure, and those with short-term job experience at current working hospital had higher level of conflict between the departments with statistical significance. 2. Concerning the involvement of conflicting factors and the level of conflict in the administration there was statistically significant positive correlation between reliability and job-related intra- and interdepartmental level of conflict in existing hospitals. There was a significant positive correlation between intradepartmental conflicting factors of mutual dependence, difference in goal/orientation and intra- and interdepartmental level of conflict. 3. In multivariate regression analysis, women more than men, and those who had worked for many years in hospitals had statistically significant influence on factors involved in interdepartmental level of conflict, explaining 51.0% of the model. 4. In existing hospitals, gender was a significant factor with women showing a higher level of interdepartmental conflict compared to men. Among the interdepartmental factors, mutual dependence had statistically significant influence and showed a positive relationship with interdepartmental level of conflict. In the new hospitals, job position was a significant factor which showed that those in high position such as section chief or above, compared to those in managerial or general position had higher level of conflict. Among the interdepartmental characteristics, factors of mutual dependence and goal/orientation had statistically significant influence and showed a positive relationship with interdepartmental level of conflict. In the new hospital setting efforts to reduce conflict in areas among workers with high position, old age, and long tenure and those in Purchasing, Material and Computer Department should be made and prudent management and planning for improved manpower and increased budget or efficient allocation and clear definition of job description are necessary to adequately assess and make improved efforts for rapid stabilization of the premature hospital system from its inception, In the existing hospitals a lack of conflict within and between departments may give rise to stagnation or inefficiency of the organization. Future study are needed with respect to the relationship between interdepartmental level of conflict and the effectiveness of the hospital organization for improved resolution of conflict in the organization and hospital management.
The purpose of this study is to examine which factors decide welfare exit in the hope building account program that targets low-income families. This study used the matched DB of hope ribbon program and hope building account program which is collected by central self-sufficiency foundation. As a result, the significant factors in welfare exit are main income, health(illness), licensed possession of status, education, marital status, employment and entrepreneurship, in-kind support, professional case management service, and social service. In particular, the participants who received proper social services and case management services in the program have more possibility of welfare exit than the participants who did not. It have implications in that the study found the success factors by connecting hope ribbon program and the hope building account program which has been introduced since 2010 and enlarge the scope of the performance analysis of the hope building account program. In addition, this study provides the suggestions to improve anty-poverty policy and system in the direction of providing work incentives and facilitating welfare exit and securing continuity of the hope building account program and the hope ribbon program. Specifically, this paper can be utilized as objective data in establishing a expansion of the hope building account program and suggesting the important issue for the case management in the filed.

Construction dispute about Extension of Time are complexly intertwined with various issues. The duration delay analysis defines the impact the issue has on the duration variation. And The international court and the arbitrator use the results of the analysis as a basis for reasonable duration judging. However, most of the domestic Construction sites have not established a business process for Extension of Time litigation. Therefore, Analysis data are collected after the occurrence of the dispute, there is not enough basic data of analysis almost. This study sought to improve the management efficiency by organizing information requirement for delay analysis and suggesting a reasonable business process. As a result of applying the proposed process to actual construction duration extension disputes, about 33% of practitioners, 46% of contractors, and 48% of legal advisors were satisfied with the process application site And Matrix validation was 91% identical. This study suggests that it is possible to increase the efficiency of the construction duration analysis work used as a basis in the construction dispute. Finally, the Computer based system design for this process should continue in the future.
My suggestions in this paper come out of the review of the records on the Korean-Japanese negotiations(1952-1965). Before January 2002, the enforcement of the public records law, we had a poor management system of the diplomatic records. For a long time the diplomatic records of Korean government has not been preserved and managed according to the international and professional standards. So many important records have been probably lost and unsuitably classified, preserved for the future use. By the coming of public records law this deplorable situation in the management of diplomatic records has been much improved. However the registration, classification, compilation, based on the principle of provenance were not so sufficiently realized. It is now very urgent to employ more archivists in the relevant governmental institutions and organizations, and to introduce the concept of record group for the management of diplomatic papers. Also at the preparatory work for the publication of the diplomatic papers it is strongly needed to make a room for the participation of the civil experts such as historians, archivists and political scientists. In the case of publication of the Korean-Japanese papers it is also necessary to take the relevant American and Japanese governmental records on Korean-Japanese negotiations and private records of the actors of the times into account. Moreover it must be also seriously considered to start a big project for the elaborate edition of the important records of the foreign policy of the nation.
With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the "Records Management Ordinance" through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the "Ordinance on the Preservation of Historical Documents, etc." from April 2017. Through this, the municipalities unit basic local government's record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.
