Evaluation and Direction of the New Town Development in Korea (우리나라 신도시 개발의 평가 및 발전방향)

  • With regard to the new town developments which have supplied lots of houses in a short period of time in Korea this study aims to evaluation and finding out problems of the developments finally to suggest the direction. A new town's competitiveness model set in the previous paper takes a role of research frame to recognize the problems and to show the direction. The model explains that new town's competitiveness is composed of 4 factors; Self-sufficiency, Innovativenss, Identity and Sustainability. Problems of the developments are as follows; incongruity of spatial structure especially in the capital region, deficiency of self-sufficiency resulted from single-use development, restriction on mixed development by a number of regulations in capital region, low business value, grand scale of land compensation, house oriented planning guidance, unfair share of infrastructure fee, and physical structure depending mainly on fossil energy. Based on this recognition this study conclusively suggests corresponding direction such as role performance as a means of urban growth management, promotion of quality of life by accumulating social capital, introduction of socially sustainable management program for the new towns, discovery and creation of town's value, reexamination of self-sufficiency's meaning or target, selective deregulation of metropolitan development, institutional strategy for cost reduction, changeover from house index to urban function oriented index, and pursuit of low-carbon green town.

A Discussion on the National Land Planning and Use Act from the Rural Planning of View (농촌계획 관점에서 본 국토계획법의 개선방안)

  • Through the fast economic growth since the 1960s, Korea has experienced various problems on land such as urban sprawl, the rapid increase in land prices, land speculation, privatization of the betterment, and so on. To prevent such problems and to enhance harmonious development and conservation, the National Land Planning and Use Act(NLPUA) was established in 2003. The NLPUA which was revised and combined two existing planning laws i.e. the National Land Use Management Act and Urban Planning Act, has an eye to preventing disorderly spatial development, to pursuing environmentally friendly spatial planning, and to following up planned development in non-urbanized area like rural area. This study aims to discuss what should be considered the pending issues after the application of the NLPUA in rural area. On the basis of reviewing the NLPUA in a viewpoint of the rural planning, this study suggests some improvement policy such as considering various rural conditions, securing excellent agricultural land, applying the District Plan II system effectively, reorganizing the planning administrative, and so on.

A study on the Status and Policy Issues of Visiting Nursing Programs at Public Health Centers in Urban Areas (대도시 보건소 방문보건관리 현황과 정책 과제)

  • Purpose: The purpose of this study was to identify the current management status and the policy issues of visiting nursing programs at public health center in urban area. Method: A questionnaire surveys was conducted on all public health nurses in 25 health centers in Seoul. Result: The major results were as follows: The characteristics of the visiting nurse showed that the average age was 41.1 years, and total nursing experience was 122 months. Their visiting nursing experience was only 30 months. The recipients of visiting nursing services consisted of 60.1% females, and 32.5% of the recipients were over 65 years. The major health problems of the recipients were hypertension, diabetes mellitus, arthritis and psychiatric problems. The visiting frequency was an average of 5.4 times per day, and 357 families were managed per visiting nurse. The major problems of visiting nursing programs were the shortages of visiting nurse manpower. The most important related policy issue was being in charge of a workload, which was not related to the visiting nursing services. Conclusion: By analyzing work for visiting nurses and identifying weak points, this research can present recommendations to be practically used as baseline data for establishing policy in relation to vitalizing visiting nursing programs.

Critical Regeneration Elements of the Old Housing Estate in Local Metropolitan in Term of Sustainable Aspects (지속가능성 측면에서 지방대도시 주거환경정비사업의 계획요소 중요도 분석)

  • Currently, the environmental improvement project in residential building in Korea is focused on financing. To solve the variety of problems in urban residential areas, the plan need to apply more elements to improve sustainability. Thus, this study aims to find the main strategies to amend sustainability of the environmental improvement project in residential building. To do this, firstly I reviewed previous studies of sustainablity. Secondly I surveyed the planning elements of the three cases in Boksu-Dong District2, Daeseong-Dong District2, and Samsung-Dong District1 in Daejeon. Lastly I used the AHP analysis method and the 5-point Likert-type questionnaire of judged the importance among the plan elements with experts on urban regeneration of which is found through the previous literature review. In conclusion, this study shows the problems of the Residential Environment Improvement Project. Also, I found out the priority of the main planning elements to improve the problems. By contrasting the relative importance among the plan elements with the case study, the result of this study implies the directions of strategies which include the plan elements for responding climate change, residents' participation, and financial support program and system to improve the status of the environmental improvement project in residential building.

Returning Farmers and the Aging of Farm Households: Prospects of Changes in Rural Population by Their Influx (귀농과 농가 고령화: 귀농인구 유입에 따른 농촌 인구구조 변화 예측)

  • The aging of farm households has caused serious problems such as productivity slowdown and aggravated income polarization in South Korea. Urban-to-rural migration has been recently suggested as a measure to attenuate the aging of rural population and other related problems. The inflow of migrants for farming can have a substantial effect on agriculture and rural communities while the natural adjustment of rural population caused by birth and death is slow. This paper forecasts population distribution of different provinces using the Origin-Destination (OD) analysis, taking into account both the size and directions of migration. In the analysis, nodes where the migration takes place are divided by the industrial sectors (agriculture and non-agriculture), regions, and ages. The results of a ten-year forecast shows that the aging of total population in most provinces will be intensified, but the portion of people over sixty will decrease in the agricultural sector. This finding implies that migration into rural areas, when occurring by a large extent, can mitigate the aging process and attendant problems.

  • lots of problems are emerged on the conventional surveillance systems at urban railway infrastructure. Many projects and research activities have been processing on those problems. Moreover, The interest in Intelligent Video Surveillance System that provides accident prevention and safe driving in urban railway service is dramatically increasing. This paper represents a drawback of existing studies and introduces a new solution using RFID TAG technology to improve the existing problems. Finally, it describes the practice test of automatic notification system based USN(Ubiquitous Sensor Network) for a dangerous situation.

  • Waste to Energy Plant were recognized as hateful facilities, and there were many conflicts in the location due to social problems such as the NIMBY phenomenon due to problems such as damage to property in the surrounding area, odor, and image loss. Problems such as air pollution and odor are solved by the development of advanced prevention facilities such as electric dust collectors, wet cleaning systems, semi-dry reaction towers, bag filters, and catalyst towers (SCR: Selective Catalytic Reduction), and air recycling facilities in waste storage tanks. However, it is being avoided because of the perception that it is an incinerator. To resolve these conflicts, the government installs and operates resident convenience facilities to compensate residents near resource recovery facilities, provides green space and improves the environment, and supports heating expenses in accordance with the 「Waste Treatment Facility Support Act」. The purpose of this study is to derive implications through the analysis of domestic and overseas case studies for resident convenience facilities and environment improvement for the promotion of local communities in resource recovery facilities and use them as basic data for community promotion and environmental improvement when installing resource recovery facilities in the future.

A Study on the Necessity of Vertical Garden in Public Places for Urban Environment Improvement (도시환경 개선을 위한 공공장소의 수직정원 필요성에 관한 연구)

  • (Research background and purpose) Urban development has also had a significant impact on the eco-friendly industry. In the public environment, citizens are stressed in many areas, which has really made them need a natural ecological environment. Therefore, it is necessary to improve the environment into an eco-friendly urban public facility that breathes the urban environment space inside the building with plants. To this end, we want to show that the urban environment can be improved through vertical gardens. And through this, we want to contribute to the popularization of vertical gardens. (Research Methodology) we will analyze the problems of the current public environment in the city and look at the supplementation around vertical gardens. (Result) A study of the public environment in the city found problems such as gloomy environment, poor use of space, dim color, and poor air quality, and wanted to create a vertical garden to provide a pleasant shelter. These vertical gardens have influenced urban public places with improved aesthetics, increased social value, insulation and soundproofing effects of buildings, reduced urban heat island effects, and increased urban green appearance. (Conclusion)This study uses vertical gardens in public spaces to design public spaces that are more comfortable and share mental and physical health together.

Detection of Urban Trees Using YOLOv5 from Aerial Images (항공영상으로부터 YOLOv5를 이용한 도심수목 탐지)

  • Urban population concentration and indiscriminate development are causing various environmental problems such as air pollution and heat island phenomena, and causing human resources to deteriorate the damage caused by natural disasters. Urban trees have been proposed as a solution to these urban problems, and actually play an important role, such as providing environmental improvement functions. Accordingly, quantitative measurement and analysis of individual trees in urban trees are required to understand the effect of trees on the urban environment. However, the complexity and diversity of urban trees have a problem of lowering the accuracy of single tree detection. Therefore, we conducted a study to effectively detect trees in Dongjak-gu using high-resolution aerial images that enable effective detection of tree objects and You Only Look Once Version 5 (YOLOv5), which showed excellent performance in object detection. Labeling guidelines for the construction of tree AI learning datasets were generated, and box annotation was performed on Dongjak-gu trees based on this. We tested various scale YOLOv5 models from the constructed dataset and adopted the optimal model to perform more efficient urban tree detection, resulting in significant results of mean Average Precision (mAP) 0.663.

The Necessity and Direction for Restoration of Housing Function in Seoul's Central Commercial District -Comparison of Seoul's Historic Center and New York City's Manhattan- (서울 상업용도지역 내 주거 기능 회복의 필요성과 방향 -서울 역사도심과 뉴욕 맨해튼을 중심으로-)

  • The purpose of this study is to present the problems of urban ecosystem imbalance in Seoul and the need to restore housing functions through comparison with Manhattan, New York, which grew earlier than Seoul and has been striving to solve urban problems and restore urban ecosystems. The residential status in urban commercial use areas was investigated through analysis of the total amount of residential space, characteristics of each type of residential building, and distribution of residential buildings. Through this, it can be seen that most of the space in Seoul's historic city center is biased toward commercial roads, and there are significantly insufficient high- and high-density mixed-use buildings suitable for urban dwellings compared to Manhattan's. In addition, it can be seen that the complex building in the historical city center of Seoul is located adjacent to the outskirts of the target site. In conclusion, Seoul's historical city center does not provide an appropriate residential space for creating an urban ecosystem, and it is necessary to come up with measures to restore housing functions.
