근래 한국에서 열풍이 일고 있는 4차 산업혁명론은 클라우스 슈밥의 저서에서 유래한 것이다. 슈밥은 최근의 기술 혁신이 파괴적인 변화와 혁신을 가져올 것이라고 주장한다. 그러나 4차 산업혁명론에 대한 비판자들은 이 주장이 내포하는 기술결정론적 함의에 주목한다. 4차 산업혁명론은 우리 사회가 기술 혁명에 의해 불가피한 미래를 앞두고 있으며 이를 수용하는 것 외에 다른 선택지가 거의 존재하지 않는다고 암시한다. 그래서 슈밥의 제안은 규제 당국을 향한 정치라는 평가도 있다. 기술에 의해 사회가 변화하였으니 관련된 국가 규제를 완화해야 한다는 정치적 요구라는 것이다. 4차 산업혁명에 대한 한국 사회 논쟁 역시 규제완화 정책을 두고 이루어지고 있다. 특히 빅데이터 기술 혁신으로 개인정보 활용이 불가피한 상황에서 개인정보보호법을 비롯한 보호 규범을 완화해야 한다는 주장이 드세다. 그러나 과학기술학은 오랫동안 기술결정론을 비판해 왔다. 4차 산업혁명론에서 제시하는 기술의 미래는 규제 당국의 의지와 시민사회의 개입으로 변화할 수 있다. 이 글에서는 '비식별화'를 비롯하여 개인정보 규제완화론에 대한 국내외 논의를 살펴봄으로써 한국 사회의 4차 산업혁명론 수용 방식에 대하여 비판하고 시사점을 도출하고자 한다.

본 연구에서는 국내 외 4차 산업혁명 관련 기술 분야의 연구 동향을 분석하기 위해서 웹 기반의 텍스트 마이닝 및 소셜 네트워크 분석 기법을 이용하였다. 이를 위해 2014년 1월 1일부터 2018년 12월 31일까지 국내 외 4차 산업혁명 관련 기술에 대한 연구 논문 및 보고서의 제목 텍스트와 날짜를 대상으로 하여 텍스트 마이닝을 수행하였다. 이후 개념적인 차원에서의 키워드 간 연관성을 분석하기 위해서 형태소 분석을 통한 대표 키워드를 도출하였다. 이후 사회 연결망 분석을 활용하여 핵심 키워드 및 연관 키워드 등을 도출하였다. 그 결과, 우리나라에서는 4차 산업혁명 기술 관련 연구 개발 및 법 제도적 완화 등에 대한 초점을 두고 있다고 유추할 수 있다. 반면, 국외는 단위 서비스 형태로의 접근을 통해 도시에 대한 실질적 적용 기술에 초점을 두고 있음을 파악할 수 있었다.

본 연구는 4차 산업혁명의 시대가 도래함에 따라 예측되는 사회적 문제에 관한 대학생들의 인식과 준비여부를 파악하고 성별, 전공별, 학년별 차이가 있는지를 조사하고자 하였다. 서울에 거주하는 대학생 122명을 대상으로 진행한 설문조사의 결과에 의하면 기술공학을 전공하는 학생들은 인문사회학을 전공하는 학생들에 비해 보다 긍정적으로 4차 산업혁명을 예상하고 있으며 4차 산업혁명으로 예측되는 사회적 문제에 관해서는 여학생들이 남학생들보다, 인문사회학을 전공하는 학생들이 기술공학을 전공하는 학생들보다 더 깊은 우려를 갖고 있는 것으로 나타났다. 5명 중 3명 이상의 대학생들이 앞으로 5년 사이에 4차 산업혁명의 영향을 체감하게 될 것으로 예상하고 있으며 5명 중 2명 정도의 학생은 4차 산업혁명 시대를 대비하는 자신의 준비 수준은 미흡하다고 생각하고 있다. 4차 산업혁명이 미치는 영향이 사회 전반적이라는 점을 고려할 때, 새로운 기술발전으로 인한 사회적 문제를 전공과 성별에 차이 없이 공통적으로 이해하고 대비할 수 있는 기술공학과 인문사회학이 융합된 '4차 산업혁명'에 관한 교육이 필요하다.

This study explored the organization of high school Home Economics (HE) selective curriculum for the Fourth Industrial Revolution. We critically review the change process of HE curriculum as well as problems based on the understanding of the Fourth Industrial Revolution. The results were as follows. First, regarding the characteristic consistently shown in the revision process of high school curriculum, the huge increase of the number of subject organized resulted from the intensification of the selective-centered curriculum strengthening the choice for school and students. However, HE was reduced to some 'Technology-Home Economics' subject and a single subject 'HE Science' as a selective subject was subsequently combined with Technology after the $7^{th}$ curriculum period. Consequently, HE hard to organize the career-focused curriculum, emphasized by the revised 2015 curriculum due to the insufficient number of subjects. Second, the choice of HE in high school curriculum should be expanded as measures to organize the HE curriculum of high school to cope with changes that result from the Fourth Industrial Revolution. For the operation of the career-focused curriculum, career selective subjects and specialized subjects should be more diversely established. In accordance with changes in a future society that results from the Fourth Industrial Revolution, the HE education community should be prepared in advance to be organized as a selective subject when revising a subsequent curriculum, by newly establishing subjects necessary to students through collective intelligence and deliberation with pedagogists and scholars for subject content as well as by producing/getting approval from government-recognized textbooks.

The Fourth Industrial Revolution has differentiated technologies such as artificial intelligence, IoT(Internet of things), big data, and mobile. As the civilization develops more and more, humanity enjoy the cultural activities more than economic activity for the food and shelter. The platform structure based on the advanced information technology of the present will expand the cultural contents area in a variety of ways. Cultural contents respond sensitively to changes in consumer and will be useful experiences of human activities. Therefore, it should be noted again that the contents industry should not be limited to the discussion of the application of the fourth technology, but should be produced with emphasis on useful experiences of human being. In other words, the discussion of human activities around cultural contents should be focused on how to apply beyond the use of fourth industrial technology. Therefore, it is necessary to analyze the basis of the successful storytelling of the planning stage to connect the fourth industrial technology and human useful experience as a method for developing cultural contents, and to build and propose a model as a strategic method. This study analyzes domestic and foreign cases made by using big data among the visual contents which show continuous increase of consumption among culture industry field, and draws success factors and limit points. Next, we extract what is the successful matching factor that influenced consumer 's consciousness, and find out that the structure of culture prototype has been applied in the long history of mankind, and presents it as a storytelling model. Through the above research, this study aims to present a new interpretation and creative activity of cultural contents by presenting a storytelling model as a methodology for connecting creative knowledge, away from the general interpretation of social phenomenon applied with big data.

4차 산업혁명은 인공지능, IoT 등 지능정보기술로 촉발되는 초연결 기반의 지능화 혁명으로, 혁신적 변화에 따른 산업구조의 급진적 변화가 전망됨에 따라 선진 주요국은 4차 산업혁명을 선도하기 위한 산업 경쟁력 강화전략 마련해 대응하고 있으나 우리나라의 범국가적 준비는 세계 25위에 불과해 대응수준이 미흡한 것으로 평가되고 있다. 이에 정부는 4차 산업혁명 위원회를 출범하는 등 관련 정책과 전략을 마련함에 따라 이를 고려한 정보통신공사업계의 대응 방안(추진과제)을 마련함으로써 산업내 경쟁력을 확보하고 시장을 선도하기 위한 기반을 마련하고자 한다.

The fourth industrial revolution, with its characteristics of "hyper-connectivity", "hyper-intelligence" and "automation", is a hot topic worldwide. It will fundamentally change industry, economy, and business models through technological innovations, such as big data, cloud computing, Internet of Things (IoT), artificial intelligence (AI), and 3D printing. In particular, the development of highly advanced information technology (IT) and AI is expected to replace human roles, thereby changing employment and occupation prospects in the future. Based on this, some predict that the profession of the pharmacist will soon disappear. To counter this, pharmacists' attention and efforts are required to seek innovative transformations in their functions by responding sensitively and promptly to changes of the fourth industrial revolution. It is also necessary to recognize the new roles of pharmacists and to develop the competencies to perform them. The fourth industrial revolution is an inevitable change of the times. At this time, we should take comprehensive and open perspectives on how the future society will change economically, culturally, and socially, and use it as an opportunity to shape the new future of pharmacists.

본 연구에서는 소비자들의 개인정보보호태도와 인터넷 활동성이 4차 산업혁명 전망에 미치는 영향을 살펴보고, 나아가 개인정보보호태도와 4차 산업혁명 전망의 관계에서 인터넷 활동성의 조절효과를 탐색하였다. 연구데이터는 정보통신정책연구원에서 제공하는 2018년 한국미디어패널조사 자료를 이용하였다. 연구결과, 소비자들의 개인정보보호에 대한 우려는 4차 산업혁명 전망에 부정적이었으며, 높은 인터넷 활동성은 4차 산업혁명 전망에 긍정적인 영향을 미쳤다. 그리고 개인정보보호에 대한 우려가 4차 산업혁명 전망에 부정적인 영향을 미치지만 활발한 인터넷 활동성은 이를 완화시키거나 긍정적으로 전환시키는 것으로 나타났다. 본 연구는 4차 산업혁명에 당면한 경제구조 속에서 보다 적극적인 대응을 위한 기초자료로 기여할 것이다.

The fourth industrial revolution (Industry 4.0) will generate great benefits and big challenges in equal measure. Industry 4.0 has an impact on context, technology and business as long as it transforms design, production systems and products themselves. Industry 4.0 has also created many opportunities and challenges for startups to improve their business efficiency. The reality has shown that the industry 4.0 has begun to strong impacts of various levels on many areas of Vietnam's economy. In such context, it is necessary to implement sufficient and thorough research and evaluation of many issues of startups and innovation and to consider suitable solutions and effective ways to take advantages of opportunities that the Industry 4.0 brings to Vietnam. This paper proposes the solution for supporting and promoting to develope of innovative start-up enterprise in accordance with the conditions and circumstances of Vietnam in the context of Industry 4.0.

4차 산업혁명 시대를 선도하기 위해 국가 차원에서 독창적인 연구 방향을 설정하는 전략이 요구된다. 이를 위해 기술 선도 국가들의 4차 산업혁명 관련 연구·개발 활동을 조망할 필요가 있다. 본 연구는 인공지능 등 최첨단 과학기술 정보 연구를 수행하는 미국의 정보고등연구기획국(IARPA)의 연구 프로그램들을 네트워크 분석한다. 분석 결과, IARPA의 연구 프로그램들은 정보 식별과 예측, 의사결정 그리고 사이버보안 클러스터들을 형성하며 이들 클러스터는 숨겨진 정보를 식별하고 특정한 사건을 예측하거나, 조직의 내·외부 환경 변화를 고려하여 의사결정을 지원하거나, 사이버보안을 확보하는 것에 주안점을 두고 있었다. 또한 아시아의 기술 선도 국가인 중국과 일본은 과학기술 정책 수립을 위해 IARPA 연구 프로그램들을 참고하는 것으로 나타났다. 본 연구의 결과는 4차 산업혁명 시대에 대응하기 위한 우리나라의 과학기술 정책 수립과 관련된 시사점을 제시한다.
