  • In the building construction, the specialist contractors play the important roles in the point of the quality securing. Therefore, it is very important for the construction industry to study the sub-package problem. The sub-package problem includes two problems which should be solved. One is to decide the scope of works of each specialist contractor, and another one is to decide the particular specialist contractor which carries out the work. However, the sub-package problem in Korea is not clarified yet, although the circumstance around it has changed rapidly. Many factors influence to the sub-package problem regardless of internal factors or external factors of the project. The general contractor usually decides the sub-package under considering the project conditions. In case of the internal factors, each general contractor manages the organization and materials. But the external factors are relatively more difficult to control and predict than internal ones. But out of the external factors, the legal system has very close relationship with a sub-package problem especially in Korean construction system. So, this paper clarifies relationship between the legal system relating subcontracting and the state of sub-package.

  • 하도급관리는 하도급업체를 전문화, 계열화하여 성공적인 건설프로젝트를 수행하는데 있다. 품질관리에서 하도급관리는 하도급업체의 ISO9000시리즈의 품질시스템의 도입에서 그치는 것이 아니라 활성화가 이루어질 수 있도록 하여 효율화를 기하고 체질 개선을 하는 것이 필요하다. 따라서 본 연구에서는 하도급자가 ISO9000시리즈의 풀질시스템을 유지하는데 저해 요인을 TQM(Total Quality Management)의 개념을 응용한 설문조사로 분석하여, 개선을 위하여 하도급관리자인 원사업자의 역할을 모색해 보았다.

  • 공정 및 작업단위등이 다양하고 복잡한 건설산업에서 작업일보의 관리는 매우 중요하다. 그러나 건설산업 분야의 다양한 건설프로젝트 관리 시스템은 작업 및 작업시 발생하는 정보들을 효율적으로 관리하지 못할 뿐만 아니라 하수급업체와의 연계가 되지 않아 실제적으로 이용되지 못하고 있다. 이것은 하수급업체에 대한 배려 없이 원수급업체 주도로 시스템이 구축/이용되기 때문이다. 이러한 이유로 하수급업체 중심의 시스템이 발전하지 못할 뿐만 아니라 프로젝트 진행에 있어서 발생하는 작업정보의 축적에 있어 누락 및 왜곡이 발생하는 문제점이 발생하고 있다. 따라서 본 논문의 목적은 웹을 기반으로 원수급업체와 하수급업체간 원활한 작업정보 관리 시스템의 개발에 관해 연구/분석하고 모델을 제시하는데 있다.

국방품질경영시스템 요구사항에 대한 중요도-난이도 분석 (Importance-Difficulty Analysis for DQMS Requirements)

  • The DQMS (Defence Quality Management System) is a certification system that manages participating companies to improve the quality of munitions. Since Korean Defense Specification (KDS) for DQMS certification that was established by adding military requirements based on the ISO quality standard, many companies complain that they should pay too much effort into the preparation process. However, it is hard to find helpful information on the preparation process because we have been only interested in the effect of DQMS acquisition. The purpose of this paper is to provide helpful information to companies preparing for DQMS certification. We surveyed the degree of difficulty and importance of the DQMS requirements from the companies with certification experience, and performed IDA (Importance-Difficulty analysis) by dividing the companies into the main contractor and the subcontractor. The result of IDA shows that there is a different recognition to the DQMS certification between main-contracting and sub-contracting companies. Subcontractor has more difficulties than main contractor in preparing the DQMS certification. In addition, we are able to identify the difficult and important requirements in the preparation process to the DQMS certification. Both main contractor and subcontractor have difficulty to the requirements related to configuration or validation such as 'customer controls configuration', 'configuration review shall be implemented' and 'design and development validation documentation.' The requirements related to customers are important to main contractor but the subcontractor regards difficult requirements as important ones. The result of this paper would be helpful to both the company preparing for DQMS and the munitions quality assurance agency.

Critical Factors of Subcontractor Evaluation and Selection: A Case Study in Vietnam

  • A contractor or a main contractor is a company with full capacity to construct all project's works for the owner. A subcontractor is an organization that works with the main contractor to execute and complete work packages for the project. Selecting an effective subcontractor will help the efficiency and success of any projects in the construction industry. Therefore, this study identified subcontractor evaluation factors in Vietnam by collecting questionnaire survey data from engineers and staffs in the construction industry project environment. An exploratory factor analysis (EFA) was then performed to identify the critical factors when evaluating and selecting the subcontractor in construction projects. Moreover, when considering the impact level in terms of the average value, the research results showed that the most critical concern was the subcontractor's reputation. Furthermore, the top five factors affecting the sub-contractor evaluation and selection are (i) reputation, (ii) price, (iii) construction techniques, (iv) ability to implement projects according to commitments, and (v) subcontractor competence (the team of workers, technician staff, engineers with full capacity according to regulations). These research results provide an overall perspective that will help main contractors develop suitable subcontractors' evaluation and selection factors in their projects in the construction industry.

Types of Unfair Activity under Subcontracting and their Solutions: Qualitative Research Design

  • Using a procurement and construction stage emphasis on the capabilities of the Sub-Contractor (SC), the present research aims to discover the types of unfair activities between the Main Contractor (MC) and SC and their influence on project completion. This research also tries to figure out solutions which can reduce unfair activities between MC and SC. Research design, data and methodology: The qualitative textual analysis was selected for the current research and has been used by numerous previous researchers commonly to review relevant themes in the prior resources and suggested for researchers who conduct a reviewing procedure to analyze meta-analysis approach for figuring out better research findings from prior resources. Results: The result indicates the prevalence and consequences of bid shopping, emphasizing the need for transparency and fair bidding practices. Late payment issues were also found to be crucial for subcontractors' financial stability, urging the implementation of prompt payment legislation and agreements. Conclusions: In conclusion, the research revealed that subcontracting is common in construction projects, with general contractors relying on multiple subcontractors to carry out specific work items. The accomplishment of building projects hinges on the collaborative efforts between the main contractor (MC) and subcontractors (SCs), each focusing on different aspects of the project.

해외건설 프로젝트의 성공적 수행을 위한 위험요소 및 대처방안에 대한 연구 - 해외건설 사례분석을 포함하여 - (A Study on Risk Analysis and Relevant Measures for the Successful Performance in Overseas Construction Projects - Including Case Analysis on A Overseas Construction Project -)

  • Korean won overseas construction projects worth 71.6 billion US Dollars in 2010, which exceeded that of 2009 by 45.6%. An overseas construction project is a transaction of large scale, long term project, many parties participating, deferred payment, and of high-technology. It contributes to foreign currency earning, and also leads the nation's export restructuring work towards high value-added one. There are various kinds of risks towards the relevant parties respectively, which are key elements in successfully performing the overseas construction project. There are completion risk, financing risk, operating risk, revenue risk etc, in an employer's place. A contractor may be confronted with payment risk, issuance risk of performance bond, financing risk, performance risk of sub-contractors, and exchange rate risk. In lenders place there are repayment risk, completion risk, and political risk in the host country. In order to mitigate risks, the parties shall take relevant measures or require relevant securities. A contractor needs to evaluate the credibility of an employer in respect of payment risk, and can also request export insurance cover by the Korea Trade Insurance Corporation(the former 'Korea Export Insurance Corporation"). An employer can require a contractor to provide performance bond in respect of completion risk, and employ a well-known first class bank as a mandated arranger to arrange financing with regard to completion risk. Lenders needs to evaluate the credibility of an employer and accomplish feasibility study of the project. Lenders can request insurance cover from export credit agency. Once the parties assess the respective risks and obtain relevant securities, the project will be successfully completed. The success of the project will be sure to bring the parties involved enormous profits and another opportunity to participate in overseas construction project afterwards.

  • Accident prevention plan it a construction site should be analyzed and made with risk evaluation and management, from recent year, in Korea. Accidents occurred in construction site are related to all parties such as owner, main and subcontractor, labour. But analyzing some relationship between main and subcontractor is very important to estimate what risk between then are existed in a site. There are some different aspects concerning with risk management between them. Everywork has its own risk in there, This is the reason why everywork which are made by subcontractor himself should be evaluated for risk level. And main contractor should provide for subcontractor to prevent each risk at the work, all the time.

  • 최근 수행되는 건설프로젝트가 대형화$\cdot$복잡화되면서 많은 공종에서 다양한 협력업체가 투입되게 되며, 기존의 관리 방식으로는 급격히 늘어나는 자원 및 작업의 정보를 관리하는데 한계점이 드러나고 있다. 이러한 현장공사의 효율적인 관리를 위해서 다양한 공사정보 관리 시스템들이 제시되고 있으나, 시공업체 중심의 시스템 관리와 협력 업체의 참여도 및 이해도 부족과 협력업체의 재무, 기술, 관리 측면에서의 영세성으로 인해서 효율적인 적용이 어려운 것으로 나타나고 있다. 또한 현장공사관리에 기초 자료로 제공되는 작업일보의 정보들을 수집/분석/관리하는데 상당한 시간과 인력이 소모되고, 정보의 사용주체와 사업수행단계가 바뀜에 따라 정보가 손실되며, 정보매체 및 입력방법과 입력주체가 바뀜에 따라 정보가 왜곡되고 누락되는 등 다양한 문제점이 나타나고 있다. 따라서 본 연구에서는 현장에서 작성되는 작업일보에서 인력/작업 정보 수집의 현황을 파악하여 작업일보의 기능 및 문제점을 분석하고, 작업일보의 업무 및 정보흐름을 분석하여 개선방향을 제시하는 것을 목적으로 하고 있다. 더 나아가, 작업일보의 작성프로세스를 개선하고, 협력업체 중심의 정보입력 및 관리를 통한 공사의 생산성을 향상시킬 수 있는 작업일보의 개선방향을 제시하고자 한다.
