16th CPC National Party Congress established multi-polarization strategy as an external strategy, and 'The Great Reinvigoration of Chinese Nation' as the aim of The Great Strategy of China. It is required to maintain stabilized and peaceful surrounding circumstance in order to make it possible. The ideal surrounding circumstance that China is aiming for is to achieve multi-polarization of international society while maintaining strategic deterrence. Multi-polarization now in 'One super Multi powers' is that 'Multi powers' deter 'One super' to prevent predominance of USA and to decentralize the power. China wishes to realign international order as it accomplishes multi-polarization. China who wants 'Peace and Stabilization' emphasizes autonomy, peace and unification of Korean peninsula. Autonomy means the restraint intervention of foreign power, that is, American influence in Korean peninsula. Multi-polarization strategy of China will be used in Korean peninsula to solve nuclear issue of North Korea, to support neutral unification and to keep balance of power with USA, Japan and Russia as it renders economic advantages to South Korea and security engagement to North Korea, based on special geographical, cultural and historical relationship with two Koreas. The nuclear issue of North Korea will be a stage to test multi-polarization of China. When it deduces positive solution of nuclear issue due to successful six-party talks, and advances to security talks of Northeast Asia, it will contribute a lot to power and elevation of national stature of China in international society. Thus, the Chinese strategy will be an accommodative condition for the security of South Korea, and it requires wise decision of South Korea to make hay while the sun shine.

Objectives: Depressive disorder (DD) is a complex disease, and the assessment of work ability in patients with DD is also complicated. The checklist depression (CDp) has recently been developed to support such work ability assessments and has been recommended for implementation in insurance medicine, starting with an analysis of the organisational and social contexts. The aim of this study was to identify the potential facilitators and barriers in the use of the CDp by insurance physicians (IPs) during work ability assessments of employees on sick leave due to DD. Methods: A qualitative research was conducted based on semi-structured interviews. The participants were IPs with at least one year of work experience in performing work ability assessments. The interviews were audiotaped, transcribed and analysed qualitatively. Results: Ten IPs (7 males, 3 females; mean 53 years) were interviewed. Important facilitators, which emerged for use of the CDp, were an oral introduction for colleagues and staff, support from management, valuing the increased transparency in work ability assessments with using the CDp, having adequate time for assessments as well as modification of the appearance (colour, plasticised form) and content (clarifying aspects of the examples) of the assessment tool. The fear of the loss of autonomy, lack of added value of the CDp, high workload, inadequate instructions and lack of time were mentioned as barriers. Conclusion: Adequate introduction to the use of CDp and the fear of the loss of autonomy of IPs need special attention in planning its implementation.
Recently, our company has entered the modern knowledge company, government policy and regulation has a big influence on people's lives. Also, unlike in the past, I am hoping for administrative intervention as a problem peculiar to the environment, such as environmental housing problems, urban transportation problems, misuse problems, etc. and corporate pending issues. In this study, through the 10th year of the Seoul Special Citizen Judicial Police Force, if the local autonomy is a special envoy, it will try to present the correctness in the organization luck. As a measure to secure the nature of administrative action, the method of investigation was through the study of the execution process of administrative penalty and its result based on the statistical data of Seoul City. Therefore, we will analyze the process and operation of the 10-year organizational change of the Seoul Metropolitan Government's police force and examine how the police force of the people's livelihoods, which is a special investigation organization, is expanding its duties in order to strengthen the enforcement power of the administration. Also, we will make future-oriented suggestions to encourage the readjustment of the current relevant laws, such as the Ministry of Patriots and Veterans Affairs, and to actively accommodate the expected changes of the special law police organization in charge of the enforcement of the police system.

This study researches and analyses the state of the learning achievement assessment of the basic curriculum of the special education in the viewpoint of the individualized education pursuing for the learning and growing of each person, and discusses the political plan for support on the basis of the results. The object of study was 129 special school teachers working in B metropolitan city applying for the basic curriculum. For the measurement, the tool developed by the examination of FGI and the specialist on the basis of test research related to the evaluation tools of the learning achievement assessment for the special education was used. As the result of analysing the real state, to evaluate the individual learning and growing in the aspect of the plan, criteria, period of the evaluation, the special education teachers were approaching in detailed and precise quality, and guiding and using the evaluation results in the various ways in the prospective of the curriculum. The recognition on the sub-element in the each area of the measurement tools showed the difference by gender, age, career, academic achievement, school class, foundation type. On the basis of the results of the real state, as the political support plan, some advice were proposed, which were the expansion of the autonomy of making the curriculum achievement standard and the evaluation system, improving the field and system of the learning achievement assessment, establishing the support system to strengthen the evaluation competences in accord with the teachers' background variables, etc.
This paper deals with disputes incurred from the CISG provisions in relation with the conformity of goods with a view to finding the general way of approach made by the court and arbitration tribunal in the case laws for the interpretation of CISG based on 6(six) cases thereon. Throughout this study, it has been noted that the German Supreme Court devoted most in creating the general principle of CISG interpretation in relation with national compulsory law of regulation applicable on the conformity of goods. It was New Zealand mussels case in which the German supreme court decided that the exporting country's compulsory law of regulation would be applied in determining the conformity of goods. Furthermore, German supreme court added that CISG does not place an obligation on the exporter to supply goods, which conform to all statutory or other public provisions in force in the import state unless the same provisions exist in the export State as well, or the importer informed the exporter about such provisions existing in the import state, or the exporter had knowledge of the provisions due to special circumstances. It is stipulated in CISG that the goods conform with contract if they are fit for the purpose for which goods of the same description would ordinarily be used. When questions arise concerning matters governed by the CISG that are not expressly defined in the CISG, the question is to be settled in conformity with general principles on which the convention is based. Only when such a general principle cannot be found may the tribunal turn to other sources such as UNIDROIT Principles, Principles of European Contract Law and Lex Mercatoria, etc. Interpretation of CISG should be autonomous, in the sense that it should not depend on principles and concepts derived from any national legal system. Even where a CISG rule is directly inspired by domestic law, the court should not fall back on its domestic law, but interpret the rule by reference to the CISG with a view to its international character and to the need to promote uniformity in its application and the observance of good faith in international trade.

One-hundred eighty four medical doctors and 349 nurses out of 6 university hospitals and 1 general hospital were surveyed from Mar. 3, to Mar. 31, 1995, in order to appreciate the extent of their understandings on the clinical nurse specialist system. The difference was analyzed by the subjects' age, their position and department, the expected benefits of the system. the assigned department, the position and qualification, the required special educational organization and program, and the extent of autonomy of the function of clinical nurse specialists and the special nursing field. The results were as follows ; 1. The perception about the expected benefits of the introduction of clinical nurse specialist system was significantly different among the age groups of medical doctors, and the age group of 40s among them showed the most positive perception. 2. The extent of acquaintance with clinical nurse specialist was the higher in the older age groups of respondent nurses. Meanwhile, the experience of participation with clinical nurse specialists was the more in the older age group of medical doctors. 3. The opinion about the required position of clinical nurse specialists was significantly different by the age and position of the respondent nurses. The rank of head nurse was suggested by the respondent nurses of older age and higher positon, while the level of in-charge nurse was suggested by the staff nurses. Also, the duration of clinical experience required of clinical nurse specialists was the most frequently responded as 6 to 10 years by nurses, as 2 to 5 years by medical doctors. 4. The degree of educational background required of clinical nurse specialists was differently responded by the various position of medical doctors and nurses. Of the medical doctors, professors frequently responded bachelor degree and medical residents frequently responded master degree as the required educational background. Of the nurses, nursing administrators more frequently responded that master degree was required of clinical nurse specialists than staff nurses and clinical nurse specialists did. 5. The extent of acquaintance with clinical nurse specialist system was different among the various department of medical doctors, which was the highest in the doctors of psychiatry, internal medicine and pediatrics, respectively. The doctors of surgery were the least acquainted of clinical nurse specialist. 6. The nurses of special parts, of surgery and of obstetrics & pediatrics responded more frequently that clinical nurse specialists should belong to the nursing department than the nurses of internal medicine and of others did. 7. The Special parts that necessitate clinical nurse specialists were responded to be the more important by nurses than by medical doctors. Clinical nurse specialists were responded to be the more necessary in the parts of diabetics, oncology, pyschiatry, dialysis, organ transplantation, intensive care, and in cardiovascular part. They were responded to be the less important in the parts of intravenous therapy, computer informatics, nursing administration, the improvement of nursing quality.
On this study, we researched differences between 2D and 3D with principle of GUI with the estimate that the user interface will be changed to 3D and we figured out the special feature of 3d-GUI through 3 ways, Autonomy, Interaction and Presence. Based on this theory research, we also had a survey with difference of 3d and 2d GUI to forecast the possibility of 3d-GUI for the main user interface of the future media contents and finally found out its marketability as an ideal interface.

This study was attempted to analyze the change process of fisheries track's high school curriculum related with the 5th-7th revised national curriculum. To accomplish this goal, the nature and goals of fisheries track's high school were reviewed. First, it was found that the fisheries track's high school was classified into three groups; high school for special goal, characterization, and industry. And the goal of fisheries track's high school was designated to harmonize the general education and vocational education in high school goal. Second, the legal basis and system of national curriculum in fisheries track's high school were discussed. The legal basis of national curriculum in fisheries track's high school was prescribed to the 'Elementary and Secondary Education Act'. The system of national curriculum was composed the general guideline and subjects. Third, the change process of fisheries track's high school national curriculum was discussed. The system of decision, general guideline, and subjects in fisheries track's high school national curriculum were seemingly to be studied on the basis of the autonomy or diversity. In conclusion, the concrete content of fisheries track's high school national curriculum was not changed compared to the 5th-7th revised curriculum.
Medical institutions are abundant in human resources and have a unique structure with diverse professions and various organizational cultures coexist. This organizational culture influences organizational effectiveness and influences the effectiveness of the organization as a factor of leadership and organizational culture. Leadership is an important factor in linking employee behavior to organizational commitment to achieve job satisfaction. The purpose of this study was to analyze the effect of organizational effectiveness on organizational culture, leadership perception, and job stress in a special organization called radiologist. As a result, organizational culture and transformational leadership showed high correlation with 0.627. Among the organizational effectiveness variables, organizational commitment showed the highest influence with transformational leadership(${\beta}=0.284$, p<0.001), and job satisfaction was also the highest with transformational leadership (${\beta}=0.440$, p<0.001). The results showed that the expectation of transformational leadership affects organizational commitment and job satisfaction. In order to expect a positive change in the effectiveness of the organization, the radiologist culture requires an organizational culture that can fully demonstrate autonomy and creativity, and transformational leadership is required for this.
Although disaster research participants are in a more vulnerable state than general research participants, various ethical issues to be considered in the study may be overlooked due to the special situation of disaster. Therefore, research ethics should be considered to reduce damage to study participants and maximize benefits. In addition, from the perspective of researchers, ethical considerations should be applied in the disaster research process, so research ethics awareness should be established. In addition, at the health care institution and national level, it is necessary to prepare research ethics that reflect the Korean situation while meeting international standards in consideration of the characteristics of local communities. In Korea, after the Ferry Sewol accident in 2014, social interest in disaster mental health increased and the National Trauma Center was established in 2018, raising the need for disaster mental health ethics guidelines. Therefore, this review aims to discuss the significance of six items: specificity of the study, prior consent and autonomy, community participation, confidentiality and feedback provision, risk minimization, and research support. So far, the experience of disaster mental health research is not sufficient in South Korea. Therefore, the current guidelines are required to be continuously revised through practical experience in the future.
